The break-in-service also makes a probationer ineligible to appear in the departmental examination and also for Leave Travel Concession (LTC) among other benefits.

8.

MEMORANDUM

An office Memorandum (Memo) is issued to a probationer if he is found to be absent or late on any occasion during the training, or engages in any activity that amounts to misconduct. The purpose of the Memo is to give an opportunity to the Probationer to explain his/her case before the disciplinary proceedings are formally started. All copies of the Memos are also placed in the personal file of the probationers along with their replies, if any submitted. If the Probationer fails to submit any reply within the stipulated time, it is presumed that the officer accepts the charges mentioned in the Memo and suitable action can be started against the officer. Memorandums are the official documents/evidence against the officers which can be relied upon by the department in taking appropriate action against the officers. The officers are, therefore, advised to take the issue of Memo very seriously as it can affect their career and their continuation in the service. Some of the consequences of Memo are enlisted as following.

13

1. Warning: If the probationer does not reply explanation given in the memo is not found authority, the probationer can be issued a reprimand which may be ordered to be placed probationer.

to the memo or if the to be satisfactory by the warning, admonition or in the personal file of the

2. Disciplinary Proceeding: If the probationer fails to improve despite of warning, disciplinary proceedings may be initiated against him. The disciplinary proceedings may result into minor penalties like Censure, withholding of promotions or withholding of future increment of pay or major penalties like reduction of pay, grade or service, compulsory retirement or removal/dismissal from service. 3. Suspension: The probationers are likely to be placed under suspension when disciplinary proceedings are contemplated or pending. 4. Adverse entry in Confidential Report: If the reporting officer (Course Director) is of the opinion that despite the warning etc, the officer concerned has not improved, he may make appropriate mention against relevant column (Punctuality, Discipline etc) of the Confidential Report. This will constitute an adverse entry against the officer. Where a copy of the warning is also kept in the Confidential Report dossier, it will be taken to constitute an adverse entry. 5. Promotion: Adverse entry in the Annual Confidential Report (ACR) is likely to affect the promotional prospect of the officers since their next promotion as Deputy Commissioner becomes due within 4 years of their joining. Since the ACR of all four years shall be considered for the purpose of promotion and an officer can not be promoted even if he has one adverse ACR in last 4/5 years, hence any adverse entry in ACR can delay the promotion of the officer by many years.

9.
