Recommendation{s): Adopt the resolution to install two additional stop signs for north and south

traffic on Dolores Street at 9th Avenue.


Executive Summary: The Traffic Safety Advisory Committee during the August 27th 2013

meeting discussed the potential implementation of stop signs on Dolores Street at the intersection on 9th Avenue to stop traffic traveling north and south. The discussion wa s raised due to severa l factors including pedestrian traffic, limited sight for cross traffic on 9th Avenue entering Dolores Street and accident data history at the intersection. During a visual inspection of the sight, visual obstructions are noticeable due to the surrounding parked vehicles, foliage and topography of the roadway. Previous modifications were implemented to help with these issues, including eliminating parking at the corners and moving the limit lines for vehicles traveling east further out onto Dolores Avenue. The addition of a disabled sta ll on the SW corner of Dolores and 9th Avenue also creates increased visual problems for vehicles traveling east on 9th Avenue. A review of the accident data for the intersections shows five accidents in the past six years at this intersection. Three of these accidents were the result of vehicles attempting to cross Dolores Avenue at 9th Avenue .
Analysis/Discussion: The installation of additional stop signs on the corners of Dolores Avenue

and 9th Avenue will allow cross traffic to safely cross, knowing that vehicles have to stop at the intersection. Vehicles traveling north and south on Dolores will do so at a slower speed, which enhances the safety of pedestrians and other motorists.

CITY COUNCIL CITY OF CARMEL-BY-THE-SEA RESOLUTION 2013A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA AUTHORIZING THE INSTALLATION OF TWO ADDITIONAL STOP SIGNS AT THE INTERSECTION OF DOLORES & 9TH A VENUE. WHEREAS, the Traffic Safety Advisory Committee unanimously approved the installation of additional stop signs on Dolores A venue, stopping north and south traffic at 9th Avenue; WHEREAS, a review ofthe sight revealed safety issues concerning visual obstructions due to topography of the eastbound roadway on 9th Avenue and other visual issues due to vehicles and natural foliage; WHEREAS, a review of traffic accident data revealed a high number of accidents at the intersection primarily due to reduced visibility and traffic speed on Dolores Street; and WHEREAS, traffic safety officer Steve Rana agreed with the recommendations and findings ofthe Traffic Safety Advisory Committee. NOW, THEREFORE, BE IT RESOLVED THAT THE CITY COUNCIL OF THE CITY OF CARMEL-BY-THE-SEA DOES: 1. Concur that adding a stop sign on north and southbound Dolores A venue at 9th Street will improve motorist and pedestrian safety by converting the intersection into a fourway stop. 2. Authorize the Public Services Department to install stop signs on north and southbound Dolores Avenue at the intersection of 9th Avenue.
