Scope This specification, together with instrument specification sheet, defines the minimum requirements for liquid turbine meters, used for Custody / Royalty, or Process flow measurement of hydrocarbon liquids, unless specifically mentioned for either measurement. This specification does not cover the requirements or use of turbine meters in other applications.

Conflicts and Deviations 2.1 Any conflicts between this specification and other applicable Saudi Aramco Materials Systems Specifications (SAMSSs), Engineering Standards (SAESs), Standard Drawings, (SASDs), or industry standards, codes, and forms shall be resolved in writing by the Company or Buyer Representative through the Manager, Process and Control Systems Department of Saudi Aramco, Dhahran. Direct all requests to deviate from this specification in writing to the Company or Buyer Representative, who shall follow internal company procedure SAEP-302 and forward such requests to Manager, Process and Control Systems Department of Saudi Aramco, Dhahran for Process Metering.

Instrumentation Specification Sheet This specification together with instrument specification sheet for Turbine Flow Meters, Form 8020-117-ENG shall be used as attachments to the Purchase Order. The vendor shall submit a copy of the completed specification sheet along with his bid.

General Requirements 5.1 Engineering Units Unless otherwise specified, all dimensions and measurements shall be specified on Saudi Aramco Form(s) 8020-117-ENG. 5.2 Environmental Conditions 5.2.1 The turbine meter and associated accessories shall operate continuously under the following ambient air temperatures and humidity without any degradation of the manufacturer's guaranteed performance: 5.2.1.1 Temperature Instruments and control systems shall operate continuously under the following ambient air temperatures without any degradation of the manufacturer's guaranteed performance:

Notes: 1) 2) "Sheltered" refers to permanent, ventilated enclosures or buildings, or permanently fixed sunshades with a top and three sides. For instruments which dissipate internal heat and are installed in custom engineered enclosures (e.g., enclosures not included in the original manufacturer's temperature certification), an additional 15C shall be added to the above maximum temperatures. An example, for "indoor air conditioned" installation, the equipment must perform at 35 + 15 = 50C. Similarly, for the "outdoor unsheltered" case, the equipment shall be designed for a maximum operating temperature of 65 + 15 = 80C. For the outdoor installations only, the designer can take credit for forced or passive cooling to eliminate or reduce the 15C heat rise. For example, if vortex coolers are used, the heat removal capacity of the coolers may be subtracted from the generated heat. No more than 15C reduction in temperature will be given as credit. The designer shall substantiate his claim by providing the support data and calculations.

5.2.2

Offshore and Nearshore Environment (If specified by the Saudi Aramco Form 8020-117-ENG) Equipment which is not enclosed or hermetically sealed, but is situated offshore or nearshore, shall be protected against corrosion and operational failure due to wind-borne sea water spray and the accumulation of wetted salt (NaCl). Nearshore is defined as any outdoor, onshore location within one kilometer from the shoreline of the Arabian Gulf; all of the Ras Tanura Refinery and Terminal; and within three kilometers from the shoreline of the Red Sea.

5.3

Enclosures The instrument manufacturer shall ensure that all equipment installed outdoors is designed to withstand the environmental conditions. All enclosures shall be water and dust-tight in accordance with NEMA ICS 6 and NEMA 250 Type 4X or IEC 60529 Type IP65, and suitable for the electrical area classification as specified by Saudi Aramco Form 8020-117-ENG.

Electrical Requirements 6.1 Area Classification Electrical equipment or devices which may produce arcs, sparks or high temperatures, and which are intended for operation in locations classified under NFPA 70, National Electrical Code (NEC) Article 505, shall be listed or labeled by any of the following authorities:

Design and Construction 7.1 Suitability for Application The meter shall be suitable for measuring the process fluid under the conditions specified on Form 8020-117-ENG, ISS for Turbine Flow Meters. 7.2 Design 7.2.1 7.2.2 7.2.3 7.2.4 7.2.5 7.3 For all applications, each turbine meter and its accessories shall meet the requirements set forth in API MPMS 5.3 and API MPMS 5.4. Dual bearings shall be used which are supported in the front and back of the rotor. The meter shall have a hydro-dynamically balanced design to minimize the thrust developed by the rotor. For Custody / Royalty Measurement applications the meter shall be designed to operated in one direction only. For Custody / Royalty Measurement applications the meter shall have a rimmed rotor.

Meter Size 7.3.1 When the meter is purchased directly by Saudi Aramco, the meter size shall be as specified on Form 8020-117-ENG, ISS for Turbine Flow Meters. Where the meter is furnished as part of a metering system, the designer shall determine the meter size based on the system flow requirements

specified in the functional specification documents and/or on Form 8020-117-ENG, ISS for Turbine Meters: a. b. Meters in process applications shall be sized to handle 120% of the specified maximum flow rate. Meters in Custody/Royalty Measurement applications shall be sized to operate between 40 and 100% of the maximum normal linear flow rate.

The designer shall specify/verify the required turbine meter pipe size on Form 8020-117-ENG, ISS for Turbine Flow Meters. 7.4 Design Pressure The meter shall be designed in accordance with ANSI/ASME B31.3. The maximum working pressure for each meter shall be consistent with flange rating according to ANSI/ASME B16.5. 7.5 Materials of Construction 7.5.1 7.5.2 7.5.2 7.6 Turbine meter materials shall be as specified in Form 8020-117-ENG, ISS for Turbine Flow Meters. Wetted parts for meters in wet, sour crude oil service shall meet the requirements of NACE MR0175/ISO 15156. Turbine meters in Custody / Royalty Measurement applications shall be furnished with tungsten carbide bearings.

Meter Output 7.6.1 Magnetic Pickups and Preamplifier 7.6.1.1 Each turbine meter shall be furnished with two magnetic pickup coils mounted so as to produce signals that are 90 degrees out-of-phase. Each pick-up coil shall be provided with a preamplifier. Each pick-up coil and pre-amplifier shall be located in an enclosure that is designed or positioned to eliminate the potential for accumulation of condensation. The output of the magnetic pickup preamplifier shall be a 0-12 Volt square wave signal.

Vendor shall provide pre-amplifier wiring details and maximum distance allowed between the pre-amplifier and flow computer or DCS.

7.7

Quality Requirements 8.1 Quality Program The Vendor shall implement and maintain a Quality Program which shall include clearly defined and documented procedures for the relevant Quality System functions. The Quality Program documents shall be made available to the Buyer Representative for review and audit. 8.2 Hydrotest Hydrotest shall be performed on all meter bodies in accordance with ANSI/ASME B31.3. 8.3 Shipping The turbine meter shall have desiccant included and shall be air-tightly wrapped in shrink-wrap or equivalent.

Flow direction shall be indicated by an arrow on the meter body and/or by the words IN and OUT on the piping connections.

Other Miscellaneous Requirements 10.1 Inspection 10.1.1 Items manufactured to this Specification are subject to the minimum Inspection requirements as specified in Saudi Aramco Inspection Requirements Form 175-342900. Meter shall be tested in accordance with API MPMS 5.3, Appendix C to ensure that it meets the requirements for linearity (and flow rate turndown) and repeatability as specified for the application in Section 7.7. Documentation shall be provided showing the calculation to determine the turbine meter stamped K-factor.

Nonmaterial Requirements The supplier shall provide nonmaterial items as shown on Form NMR-7907.

10.3

Welding Requirements Flange attachment welds for double-welded slip-on flanges shall comply with ANSI/ASME B31.3, except the value of "t" (pressure design thickness) may be used in place of "T" (actual pipe wall thickness) in determining minimum fillet weld size. All fillet welds shall be made in more than one pass. All parts, welds and heat-affected zones of welds, exposed to wet sour service, shall meet the hardness and heat treatment requirements as specified in NACE MR0175/ISO 15156. This includes materials under overlays, plating or coatings.
