Oak Park, Illinois (population 53,000). Exciting opportunity in a progressive independent suburban community located nine miles west of downtown Chicago. VILLAGE OF OAK PARK COMMUNITY BACKGROUND


Oak Park is an inner-ring, independent suburban community located nine miles west of downtown Chicago. It is a fully developed, four-square mile, mature, multi-cultural community of 53,000 that offers a distinctive urban/suburban lifestyle in a pleasant setting of tree-lined streets and well-kept homes that present interesting variety in style and price. Oak Park is bounded on the east and north by the City of Chicago, on the west by River Forest and Forest Park, and on the south by Cicero and Berwyn. The people of Oak Park have a strong sense of community. In addition to the home and studio, Oak Park has the largest collection of Wright-designed homes of any community in the world, including Wrights famed Unity Temple. Mahers Pleasant Home, which is also a national landmark and is owned by the Park District.

HUMAN RESOURCES DEPARTMENT


The Human Resources Department is responsible for providing a centralized program of personnel administration for the Village. The Human Resources Department oversees the Villages personnel functions and is responsible for providing internal services to other Village Departments in order to recruit and retain exceptional public employees and ensure that personnel services are in accordance with the annual budget document and Village ordinances. The Human Resources Department is responsible for the following Village functions: Administering recruitment of Village employees for all Village departments;

Managing employee benefit programs; Maintaining position classifications; Maintaining records of all Village employees reflecting tenure, qualifications and service, leaves of absence and related matters; Performing necessary duties in the administration of retirement and insurance plans; Maintaining and monitoring the Villages equal employment opportunity plan; Coordinating employee performance evaluation programs; Coordinating the delivery of internal employee training programs in areas such as customer services, supervision, diversity and coaching. The Department responsibilities include the selection, development, safety, coordination of wages and benefits, support of the Village Managers Office in collective bargaining and labor relations, internal employee communications, and organizational effectiveness for the Villages workforce. This department is responsible for staying current on all pertinent State and Federal laws, and to serve as staff support for the Board of Fire and Police Commissioners, and the Citizens Police Oversight Committee. The Village employs 376 full-time employees. The Human Resources Department consists of a Director, an Executive Secretary, and an Administrative Secretary. The Director is appointed by the Village Manager. The Director plans, directs and coordinates the activities of the Human Resources Department and serves as an advisor to the Village Manager and other Village management on all human resource matters. The FY2013 General Fund budget for the Human Resources Department is $516,092.

OPPORTUNITIES AND CHALLENGES


The next Human Resources Director for the Village of Oak Park can expect to be involved in the following:

Work with key management staff and the Village Manager to develop recommendations and an implementation plan for the sustainability of current service levels. Monitor and evaluate outside consultants and vendors used to augment the recruitment and selection efforts of the Village Human Resources Department. Seek technological innovations appropriate for efficient human resources administration. Monitor, modify, and administer the selfinsured medical insurance program for employees by providing competitive coverage. This must be done within the context of pressure to reduce the cost of government benefits. As liaison to the Fire and Police Commission, ensure that eligible lists for promotion are kept current according to local and state laws.

Coordinate with the Village Manager and the administration of the process for negotiation of labor agreements for ten bargaining units in a timely manner prior to the expiration of contracts. Seek improvements in employee evaluations and performance reviews to make them a more effective tool for department managers. Improve the provision of timely responses to employees concerns expressed through the collective bargaining grievance process, employee relations complaints submitted to the Human Resources Department for investigation and resolution, or the communication procedure for non-union employees. Train and support all supervisors in the consistent application of the disciplinary process within the context of collective bargaining agreements and Village procedures.

HUMAN RESOURCES DIRECTOR QUALIFICATION CRITERIA


The Village of Oak Park is seeking proven and progressive candidates committed to excellence in the field of human resources. The following factors of education, experience, and demeanor have been identified as necessary and/or desirable for the Human Resources Director to succeed in this position. The salary range for the position is $115,000+/- DOQ with excellent benefits.

Education and Experience


Bachelors Degree in human resource management, industrial psychology, business or public administration or related discipline is required along with extensive progressively responsible experience in human resource management. SPHR certification and/or a Masters Degree is desirable. Extensive experience in directing activities involving policy development and interpretation, collective bargaining and labor-management relations, personnel selection and testing, position classification and compensation plan administration, records management, employee benefits, health and safety, and employee training and development. Ability to act as a coach and mentor to staff members when appropriate. Ability to interpret and enforce applicable Federal, State and local policies, rules, laws and regulations. Extensive experience in delivering written and oral presentations to officials at all levels of the organization, including elected officials.
