Anti-dengue movement posts positive results - CHO

ROTARIANS IN this city are happy to hear that the simultaneous larvicidal activity held in the top 10 barangays of Ormoc with high incidence of dengue is showing positive results. This, after they received a report from Elsie Jaca, sentinel nurse of the City Health Office here, that the number of cases in the city have dropped drastically after applying the larvicidal Temephos last August 17. Jaca said that after the application of Temephos, the number of cases for August dropped to only 25 compared to the 68 for the same period last year. 19 cases were reported before the Temephos application, while there were only 6 reported after, and zero from the barangays treated with the larvicide. For September, Jaca said, there were only 12 cases, compared to the 59 for the same period last year. After the larvicidal activity, there were two reported cases from Ipil and Cogon, barangays that were included in the treatment, but she has a hunch that these cases were from areas that were not included. She said that in Cogon, one of the most populous and largest in area in the city, the concentration of the larvicidal treatment was done in the school area. Jaca, however, said she is cautious in concluding that the drop in cases is due to the larvicidal treatment. We need another round to see if the results are conclusive, she said, but admitted

PCG, Auxiliary celebrates National Maritime Week
ORMOC CITY The Philippine Coast Guard station in this city and its Auxiliary celebrated National Maritime Week on September 23 to 29, 2013 with simple activities like a tree planting at Lake Danao area and mangrove rehabilitation at Sitio Quinto Limbo in Linao. The tree-planting was held on September 24, with the PCG led by no less than their station commander PO1s Jose Arnel Conopio, complemented by the Auxiliary led by LCdr. Dorothy Elazegui. Then, on September 28, Saturday, the group proceeded to Linao for the mangrove replanting, in coordination with the Community Environment and Natural Resources Office and a peoples organization there managing the area. Coast guard station head Conopio also took time to remind members and those who joined them about the importance of mangroves. He said that aside from being the breeding grounds of fishes and other marine resources, it is also natures windbreaker that protects the coastal areas from the ravages of typhoons. He hoped coastal dwellers, especially fishermen, realize how important mangrove areas are to their livelihoods because they are important to their existence. By Paul Libres

Election period starts, LPs majority at Ormoc council hikes with no holdover policy for SK
ORMOC CITY The majority number of the Liberal Party at the Ormoc City council will further get a boost if the Sangguniang Kabataan elections is postponed to a farther date, and if the no holdover policy is imposed. Right now, there are six LP councilors and six independent councilors identified with Mayor Edward Codilla. The vice-mayor, Toto Locsin Jr., is also an LP member and if there are matters that result in a tie, then he can cast his vote as tie-breaker. With SK Federation President Corinne Corro out, the number of Codilla councilors dwindles to five. First councilor Nepomuceno P. Aparis I, on the other hand, has already been on a longish sick leave. First law to pass the 16th Congress The measure to postpone the SK elections was ratified the bicameral conference committee on Tuesday, September 24. Furthermore, the approved version of Congress and the Senate does not provide for any holdover. To recall, here in Ormoc, former SK Federation President Chiqui Labagala was able to serve as ex-officio member of the Sanggunian for seven years, after the barangay and SK polls were postponed during her time. In media reports, House Speaker Feliciano Belmonte Jr. said that We expect this bill to be the first law passed in this 16th Congress. It now just awaits the signature of President Benigno Simeon C. Aquino III. The SK polls will be moved to a date between Oct. 28 next year to Feb. 23, 2015. The Belmonte was further quoted as saying that the postponement was part of the reform thrusts of the Aquino administration. He said Congress would ask Malacaang to issue guidelines on the use of the SK funds, which is 10 percent of the internal revenue allotment received by barangays. ALBUERA, LEYTE A man, suspected to be involved in petty thieveries in this town, was found dead at Brgy. Tabgas here at around 4:00 AM of Monday. The body of one Lumer Lumacad y Rosana, 18, a resident of Cantawagon of the same village was found bloodied on the road, just in front of a store. He died from a shotgun wound. Locals said they saw the young man loitering in their village but did not give any clue as to who they suspect shot him dead. By Paul Libres

SK movement saying that 15-year olds were too young and were not even allowed by law to sign contracts, much more legal instruments like ordinances and laws, lauded the President for showing his political will in an issue that were skirted by other Presidents before him. Gun ban starts The election period started midnight of September 28, Saturday and will run till Nov. 12. The usual gun ban also takes effect during the election period. Atty. Karen Cajipo, city election officer, was not available when the EV Mail visited her office but an employee said their office will start receiving certificates of candidacy for barangay posts on October 11 up to October 17. Interested candidates can now avail of forms from their office. They are required to accomplish four sets and should be notarized before they submit it to the city Comelec. They also have not received any formal document about the postponement of the SK elections, as of press time. NAVAL, Biliran -- After the feat that were achieved by Biliran province and Limasawa town as rabiesfree LGUs in 2012 in the country , this early , four other local government units (LGUs) are to be nominated for the award in 2014. This was revealed by Dr. Norieta Ursua, Eastern Visayas regional rabies control program coordinator during the meeting of the Biliran provincial rabies prevention and control committee (PRPCC) held at the Biliran provincial hospital conference room onTuesday, September 24. Ursua said that based on the record of the four LGUs, Southern Leyte, San Antonio, Capul and Laolang in Northern Samar, may qualify to receive the award considering the history and zero incidence of rabies cases for the last two consecutive years. France: Its a very prestigious title. I like the fact that Miss World travel a lot and that she meets a lot of people. I believe I am generous. Philippines: The Miss World for me treasures the core values of humanity. Core values guide people on the way they act and the way they do. I will use this to show other people how they can understand each other. As one, we can help society. Ghana: I believe that Miss World is a human of substance and true meaning of beauty of a purpose. OFWS house in Luna ransacked

ORMOC CITY Three men broke into a house at Brgy. Luna and hogtied the caretaker while they ransacked it and carted away anything of value they can find. The thieves broke into the house of Ma. Theresa Gindoy, an OFW, whose caretaker is his own father Flaviano. Police investigator SPO1 Mark Alexis Ruita told media that Flaviano Gindoy was fast asleep when the three men broke into the house, climbing over their 3 meter high fence. The three men also cut the electric wire hanging over the fence. To gain entry into the house, they then proceeded to take off the grills on the windows, carefully unbolting it. When they gained entry, they went into the room where the caretaker was sleeping and tied him up in his own blanket. The thieves carted away with them a DVD player, P 800.00 in cash from Flavianos wallet, a drill master worth P30, 000 and a pair of shoes worth P6, 000. Flaviano told the police he could have easily untied himself but thought it was more prudent to stay put because the thieves were armed with knives and might harm him. At around 3:00 AM, and upon making sure the thieves were gone, Flaviano then untied himself and reported to the police the incident. Last week, two establishments were ransacked by thieves in Ormoc downtown proper. Ch. Insp. Ibrahim Jambiran said the rise in such crimes was normal because of the entry of the -ber months, but assured they were investigating the incidents.

VP Binay pledges P 12-M for socialized housing for Tanauan

TANAUAN, LEYTE - Vice President Jejomar Binay has pledged to give P12 million for this towns socialized housing project. He made the pledge during his visit to this town last week. Tanauan Mayor Pelagio Tecson Jr., the vice presidents party mate, said the socialized housing program is expected to benefit close to 2,000 informal settlers from seven barangays. Tecson said the site of the socialized housing program is a 2-hectare lot in Barangay Solano. The Villegas family donated to the LGU, he said. Tecson said the LGU is still formulating the mechanics of the program, like whether or not the beneficiaries should repay in part the houses, over a period of time. Municipal officials earlier sought for financial assistance from Binay for their socialized housing program. The request, in a form of a resolution, was submitted to Binay during his visit to the town. The resolution was read by Vice Mayor Ronald Flores. The resolution stated that the absence of decent and affordable housing facilities remain to be one of the most pervasive socio-economic problems not only by the entire country but also of the municipality of Tanauan. Vice President Binay, on the other hand, said that the fund he is pledging would come from the National Housing Authority. Binay is considered the countrys housing czar, being the chairman of the Housing and Development Coordinating Council (HUDCC). The new set of municipal officials here aims to transform the municipality of Tanauan into a residential hub in Eastern Visayas. Along this vision, Tanauan is embarking on a socialized housing program that will cater to the needs of the informal settlers, underprivileged and poor members of the community especially those along the coastal erosion-prone areas at Barangays San Roque up to Bislig. IN A country beset with the pork barrel scam and the peace problem in Zamboanga, at least we had a piece of sunshine this week when Megan Young grabbed the elusive Ms World title for the country. For 63 years, we have tried to attain the title but it was always a near hit or what others would say, so near yet so far. Permanente lang hapit na, until last Saturday when the lovely Megan Young clinched it. I was not able to see the show on teevee but on the glimpses I would get on posts about her on FB, I always had that sort of intuition that she would make it. Megan Young, as the countrys contestant to Ms World, was already a honed and polished diamond. Ive watched this young lady during her early days in showbiz and I always found her beautiful and soulful. She has also kept away from scandals that rock our young showbiz stars, hence making her a worthy bet to be the Philippines bet to the Ms World. Congratulations, Megan Young!

Handling offenses
WE CANNOT avoid them. We either commit them ourselves or we receive them. We are both their doers and victims. And so we ought to know how to handle them, offenses, that is. When we commit them, for whatever reason, including those offenses that may have been done unintentionally, we should be quick to ask for forgiveness and to do whatever repair, atonement and restitution is needed. Its the most human and Christian way to go about them. It shows refinement of heart and acts quickly to resolve conflicts quickly and effectively. It defuses tension and facilitates reconciliation. Obviously, we should try our best to avoid committing these offenses, no matter how slight they are. This should be an ongoing concern that can be effectively attended to if we continue to grow in our sensitivity towards others. The best defence, as they say, is offence, but offence in the good sense of always doing good to the others. If its already second nature to us to be generous in our good acts of service towards others, then we actually minimize the possibility of offending them. Its when we suffer offenses that we need to learn how to react. Our human condition is such that we are most vulnerable to respond to offenses not only with anger, which is understandable as a spontaneous reaction, but also with hatred, bitterness, resentment and a burning urge for revenge that stay with us for long. We have to be ready for this eventuality which is actually very common, especially nowadays when people are quick to anger and slow to forgive, which is precisely the opposite of how God is with us. We need to look at offenses, when inflicted upon us, from a theological point of view, with faith purifying and enriching our reason and emotions. We have to be clear about not allowing reason and emotions alone to handle the experience of being offended. Our faith tells us that we have to learn to forgive offenses. Christ tells us that whoever is angry with his brother, shall be in danger of the judgment. (Mt 5,21) When offended, we have to try not to get upset, or to let anger overcome our heart. This obviously requires struggle and training. Thats why it always pays to be meek and humble, for these virtues make forgiving easy to do. When we find it hard to do, we have to kneel down and pray, and beg Christ to give us the grace to forgive. We have to remove the obstacles to forgiveness that likely are embedded in our heart. These usually are pride, over-sensitiveness, inordinate attachment to our views and preferences, etc. Obviously, meditating on the example of the mercy of Christ as he hung on the cross would be most illuminating. What can help us is to realize that offenses and injuries, even if those who inflict them on us may be sinning, can do us a lot of good, since these can serve to purify us, and purification is what we need a lot of, no matter how good and clean we think we already are. We should not forget that offenses also possess some good effects in us. We also need to realize that if we pardon the

They keep coming back for more

THIS ARTICLE is on the matter of those who are in the entertainment industry- the singles and the groups of foreign singers who do not seem to stop in coming to our shores with much gusto. There was a time when there was this popular group who figured prominently in putting back the British economy to that of a sound one which made the Queen dub them as Knights of the United Kingdom. They were the Beatles. Their various accolades must have got into their heads that they must have been carried away into believing what was then largely thought of us, the Filipino, being brown monkeys. This latter view was what the Caucasians thought about the rank and file Filipino. Be that as it may, their performance pushed through but they were given an unceremonious departure because Madam Imelda believed she was snubbed. The reaction was also immediate. They practically ran for their lives because they were pelted with stones in the airport tarmac. The first entertainers who came to our shores must have discovered, to their big surprise and dismay, that we know how to appreciate the arts. When I witnessed the show of Nat King Cole at the cavernous Araneta Coliseum (now the Smart Araneta Coliseum) back in the early 60s, he had such a down-to-earth sense of humor that it really impressed me very much. Being just a student, I could only afford General Admission ticket located just like in that of Ormoc city: the topmost. Tickets then cost only P0.50. When he called everyone with his famous baritone voice, he addressed the topmost by asking if we can see him. He did not refer to how far we were but that because he was colored. No doubt he was entertainer par excellence! Of course he sung his favorites which were also mine and those of the host of fans who turned out to watch and hear him sing. If he was only still around, he would have made another performance. The other singers and groups of singers came some of them with encores - and they keep coming back. Such names as Michael Buble, the Platters, the Cascades, Patti Page, Trio Los Panchos, the Everly Brothers, the Lettermen, and many others which

For two weeks now, Rotarians from the two clubs in the city are rejoicing about the success of the Temephos applications done simultaneously on the top 10 barangays in Ormoc City with high incidence of dengue last August 17. Some of us were not able to join the activity because we were at the 3rd Eastern Visayas Regional Convention that the Ormoc Chamber was hosting at that date, but we equally rejoice its success. Just recently, we got the report that there was zero incidence of dengue in the 10 barangays. Cases recorded in the past two months were from other barrios. The same was also noted in Cebu City, where the larvaecide came from, due to the efforts of Rotarians there. We hope that considering the chemical is quite expensive, that if Rotarians run out of funds to buy Temephos, that our billionaire city of Ormoc can step in to provide the gap. In a recent COA report (which we already ran in this paper), the agency found out that the City, during the time of ex-mayor Eric Codilla, has been using Special Education Funds to payroll workers assigned at the city engineering, city planning and city treasurers office. If they had an education related explanation to justify the expense, I am pretty sure the partial use of SEF to buy Temephos can be justified as also education related. Sa justification man lang daw na mag-daog, and one of the targets for Temephos application are school premises.

Jinggoys privilege speech - a selfadmission of guilt?

SENATOR JINGGOY Estradas privilege speech delivered on the Senate floor which he promised to be a tell-all bombshell to expose the involvement of other parties in the misuse of the pork barrel funds by members of Congress fell short of its intended explosive result. Sen. Estradas speech was also silent on his answer and defense against the accusations of plunder filed by the justice department that he misused his pork barrel funds for several years and that he personally benefited from its releases. His silence on this aspect in his speech can be interpreted as a self-admission of the charge that he allowed the releases of his PDAF funds to the fake NGOs and foundations set-up by Janet Lim Napoles. His only claim for his defense it seems was to state that many other members of Congress are doing the same and misusing their pork barrel funds for their own benefit. Estrada instead mainly complained and denounced that the investigating agencies of government under the justice department and the Commission On Audit (COA) are conducting selective Justice in their investigation of the pork barrel scam and are targeting only opposition personalities, especially Senators Juan Ponce Enrile, Ramon Revilla Jr. and himself. He implied that other members of the Senate and the Lower House who are political allies of the administration are also equally suspects in the misuse of their pork barrel funds but are being spared from the current investigations. On October 3, the new administration turns 100 days. A friend was asking me what I would consider as the mayors biggest accomplishment. I could only say honestly, it could have been the reforms started by Atty. Irene Resurreccion but suffered a setback immediately. Streets she was able to clear of illegal vendors are crawling with them and a source at the public market said a known moneylender is financing the construction of some stalls which is blocking the alley and some legitimate stallholders. The last time she called me, she mentioned that Rey Evangelista had just come from the public market office to complain about it.

IN THE GAME of sex, males of our species are generally portrayed as the aggressor but signs indicate that they can also be the aggrieved. This duality is most evident in the oldest profession called as sex for sale or client sex. But who is the bigger loser in this trade? There are claims that men routinely turn to prostitution when all else fails, dating back to the mid 1940s when the Kinsey Report said that 69 percent of American males had turned to a prostitute at least once during their lives. Researchers conducted a series of national studies and concluded that only about 14 percent of American men have ever had sex with a prostitute, and only 1 percent admitted they had done so within the year preceding the research. While it is noteworthy to recognize that the 1 percent of adult men who paid for sex in 2010 still results in a large number of customers, there is no scientific evidence that hiring sex workers is a common aspect of masculine sexual behavior among men in the United States. These researchers also found that even men arrested for soliciting sex were not peculiar, just slightly more liberal than men who had never visited a prostitute. In many countries, it is considered as a rite of passage for young men to be initiated to the ways of the flesh via commercial sex. It is generally tolerated if not encouraged. It has been assumed that girls form the greater percentage, and one can only guess at the number of boys simply because they fall under the radar using the present system. It is still believed that it is largely women and girls who are victims of commercial sexual abuse; the exploitation of boys is nonsexual, in areas like farm labor and sweat shops. The origin of the Pork Barrel

The Pork Barrel issue is now disappearing from the news headlines, replaced by the invasion of Moslem rebel groups in Zamboanga City. Worst scenario is the Moro National Liberation Front (MNLF) rebels are using the civilians of peripheral villages of the City as frontline shields from the counter attacks of the Army soldiers. This MNLF armed group does not need any arbitrator like the Red Cross or UN entity for a ceasefire agreement. P-Noy should continue his order to the AFP to wipe out these cowards. Like President Erap who ordered the full attack of Camp Abubakar, P-Noy should also stick to their guns and finally drive out these MNLF rebel group to gain peace. Back to the Pork Barrel issue. Give allowance to this 85-year old Senior Citizen in clarifying the origin of Pork Barrel funds, which started in the US Congress. Lumps sums were also appropriated annually to members of both U.S. Congress and the Senate. These lump sum appropriations were used during elections for securing votes particularly of the poor sectors of their communities. Yes, in the Land of Milk and Honey (now money), adults (husbands or wives) line up in front of their equivalent of our Dept. of Social Welfare and Development here, to get their Food Stamps to withdraw loaves of bread, canned meat or sardines from authorized grocery stores. However, the food stamps are not assurances that poor families will have food on their tables after getting it. Just like here, many vultures lurk nearby to buy the food stamps from habitual drunkards or gambler, at half their cash value. For poor families in temperate zones like the USA, missing a meal is tragic. In our Archipelago, poor families survive on cooked rice with salt or bits of daing or buwad, or salted shrimps or hipon. But in temperate zones, a meal without meat can be tragic. Hence before the invention of refrigerators, pork salted in barrels was distributed by candidates to voters to sort of buy votes for their bids. Hence, the term pork barrel. In U.S. courts, cases of vote buying using cash can easily be proven. Court hearings are fastly resolved, disqualifying candidates who bought votes and putting them behind bars. Believe it or not, in the past elections of City Mayor, vote buying was done by all the candidates. St. Francis & St. Clare

The upper Basilica of St. Francis knows its importance. At first, my impression was that it was an ugly cross. The painting of Jesus hanging on it is surrounded by drawings. Our guide Simona would later explain that it detailed the important facet of the life of Jesus, again a comics approach to spreading the gospel through drawings. During those times, very few were schooled and learned. To understand Christianity and its teachings, it was often drawn or painted. La Basilica Patriarcale di Santa Maria Degli Angeli This is one of the worlds biggest churches. Inside are small chapels, the most important is the Porziuncola. This is where St. Francis would seek refuge and pray. It is considered a holy ground today. Those who have truly repented their sins and walk through it is considered forgiven. Just nearby is the famed Rose Garden where St. Francis was thrown by the devil into a rose garden. Francis scratched and bled from the thorns. A miracle would happen. A PILGRIMAGE centered on Sto. Pio will not be complete without visiting Assisi, the town of another famous saint, St. Francis. St. Francis is the Patron Saint of Italy. He founded the Franciscan movement. Sto. Pio was also a Franciscan monk or a Capuchin. Sto. Pio was a devotee of St. Francis of Assisi and throughout his life, emulated his frugality and humility. In Assisi, too, is found the incorrupt body of St. Clare who followed the footsteps of St. Francis, eschewing their wealth for a life of poverty and prayers, and founded the Poor Clares. Sto. Pio and St. Francis side-by-side The parallelism between the lives and experiences of St. Francis of Assisi and Sto. Pio are uncanny. In the website cacciopolli.com, the writer details these parallelisms. The two also had the gift of bi-location. They were seen in places theyve never been to, and could heal ailments from afar. The writer states, Padre Pio loved and admired St. Francis to the point that he decided to spend his life Just like Sto. Pio, St. Francis of Assisi was in the Franciscan not good-looking. He is famed for the Simple Prayer or oftentimes called Prayer of St. Francis. Padre Pio, on the other hand, confessed many hours a day, celebrated daily a majestic mystical Mass, recited innumerable rosaries, healed souls and bodies, and could also bi-locate. He had special gifts that are unique in Catholic literature, for quantity and variety. He had permanent visible companionship of his Guardian Angel since his infancy. He had unparalleled detailed access to the world of afterlife, giving us spectacular glimpses of it. Assisi The city of Assisi is around 4 hours away from Lanciano, where we heard mass at the Church of the Eucharistic Miracle. We reached Assisi at around 5:00 PM and checked in at Hotel Roseo, a tastefully designed hotel which housed more than 300 pilgrims at that time. Assisis skyline is dominated by turrets and domes of churches and monasteries, the most prominent would be the Basilica de San Francesco. A Roman town, it pre-dates Christianity. It would have a long turbulent history, until the 12th century when it became a church-state. It was in these spiritually awakening times that St. Francis and St. Clare were born. At first sight, Assisi captures the imagination. It is well preserved and structures dating back to the 12 AD and even older are still around. Assisi has a population of 27,000, our guide said. Basilica de San Francesco The Church of St. Francis is monumental in scale. While dying from the ravages of bone cancer (a fact that was later known by scientists who studied the saints remains), he told his friars to bury him on Hells Hills, called so because it was a place where executions were once done. The church would soon rise

after his death and is now called Paradise Hill. The church is shaped like a Tau cross, or T-shaped. St. Francis used the Tau signed his writings with it, and painted it on walls and doors of the places where he stayed. The first recorded reference to the Tau is from Ezekiel 9:4, Go through the city of Jerusalem and put a TAU on the foreheads of those who grieve and lament over all the detestable things that are done in it. The TAU is the last letter of the Hebrew alphabet and looks very much like the letter T. It is also called the Franciscan cross. Inside the Basilica are frescoes and paintings of great masters like Giotto. One of the most famous paintings there is the Sunset Madonna, positioned on the wall where the sunrays illuminate it while setting on the west. We would hear mass at one of the chapels inside the Basilica. We would also visit his crypt. Our guide, Simona, would bring us to a life-sized painting of St. Francis, done during his lifetime by one of his brothers. St. Francis was a small man. He had large ears. But despite his slight built, his presence commanded a following. His teachings would fascinate a young genteel woman, Clare, who would follow his example. She turned her back on the trappings of wealth and followed The Sunset Madonna. St. Francis. She would then establish the Poor Clare nuns. Basilica Di Santa Chara Just nearby is the Church of St. Clare. Inside is her incorrupt body. There is a reliquary where the hairshirts that the saint wore when alive are on display. Postponement of the SK Elections: The Good, the Bad and the Ugly
Now, the bad thing that comes with the postponement is that the youth leadership with be left in a void as Congress stressed that there will be no holdovers in the positions of chairman and councilors. That means the youth will not only cease to hone their leadership skills but the programs and projects intended for the youth will most probably be put in the backburner since it will be the barangay leaders who will determine what will be implemented. And this is where the ugly part comes in. 10 % of the internal revenue allotment (IRA) of a barangay is purposely for the projects and thrusts of the SK. With no SK officials, the task to determine what to do with the 10% will fall upon the barangay leaders, which is sad to say isnt much to be desired and thus very prone to abuse. With the recent controversy of misused PDAF or pork barrel by some politicos, we cannot help but be afraid that the same happens to the funds intended for the youth. The silver lining through all of this is that we, the youth, the future, the next generation should not be discouraged by the recent turn of events. Sure, we have been dealt a bad hand at present but we should take this as a lesson and learn well and fast. So that in the future, if and when our leaders bring back the SK or a reincarnation of it, we should be mature, responsible, willing and ready to step up and not repeat the mistakes that have caused the stoppage of it in the first place. Tingson, Licensing Officer IV, Business Permits, Licensing and Franchising Office (BPLFO) requesting for a suspension and or moratorium on the issuance of the CINs once the same has reached a total of Two Thousand (2000) in number; WHEREAS, the aforementioned letter of Mr. Emilio G. Tingson states that it has been eight (8) years since the approval of City Ordinance No. 119 and the number of CINS issued as of the date of said letter was already two hundred sixty five percent (265%) higher than the number of CINs in the Year 2005; WHEREAS, the extreme traffic congestion during rush hour is due to the increasing volume of vehicles, including tricycles, and it has been observed that traffic collapses into a jam caused mainly by tricycles; WHEREAS, another factor that has aggravated traffic conditions is the emergence of illegal terminals for tricycles in various parts of the City, thereby adding to the chaotic city streets as well as the lack of observance of traffic rules by tricycle drivers which compound into traffic slowdowns; WHEREAS, there is great room for improvement in administering the current level of traffic if we suspend the issuance of the City identification Number once it reach the maximum number of Two Thousand without jeopardizing safety and convenience of the general public; WHEREAS, the Ormoc Motorcab Tricycle Operators and Drivers Association (OMTODA), in a letter dated July 1, 2013, has requested this Sanggunian to limit the release of motorcab number to only Two Thousand (2000) and that based on their observation, too many vehicles in the city thoroughfares are causing heavy traffic and other problems related to traffic; they have analyzed that tricycles are too many, while drivers can no longer obtain a decent income out of driving a tricycle, rendering them incapable of remitting the proper rent (boundary) to the operators, which in turn causes problems to the latter; WHEREAS, Section 5-C of Republic Act No. 7160, otherwise known as the Local Government Code of 1991, provides that, The general welfare provisions in this Code shall be liberally interpreted to give more powers to local government units in accelerating economic development and upgrading the quality of life for the people in the community; WHEREAS, Section 16 of the same Code provides for the power of local government units to uphold the

If I was an entertainer like them, what would matter is not so much as the income generated but in how I was accepted by the crowd. If they did not accept me, I would have been discouraged to come back. That time, when the Platters came to Ormoc during the time when the Parish Priest was Msgr. Ben Sabillo, who was both a singing and dancing priest, it also happened that this corner was there. He (Msgr. Ben) even sang some of their favorites on the stage at the Ormoc Villa Hotel where it was held. It must have shocked the Platters into disbelief. It probably is the reason that such entertainers keep coming back because even our priests also know how to sing and even dance. We know to appreciate good music and this comes from all walks of life. No doubt, the late Ninoy Aquino was very correct when he said that the Filipino is worth dying for. The more we dig into the matter, the more we will have to admit that the people in this part of the world are not brown monkeys. We are flesh and blood and human. If they, who are in the Western world know how to live life to the full, we Filipinos are just as good as any of them and even much more. The Platters are no longer the original group because their lead singer already passed away. My hero, Frank Sinatra, even came to render some songs. He was no longer his usual self because of Father Time, but his son, Frank Jr., was there to cue in the lost words. If only I had the chance to interview any of the above entertainers, I would have asked them of their impression of the Filipino. But then, Father Time also caught up with poor little me. Maybe this is the reason this corner has published a songbook compilation of the old standards. You should see it. It will make your eyes pop out. I spent some thirteen months digging into the files of other people who are into songs. I can bask in the thought that the songs largely appreciated by people out there in the West, can be found in our own shores, in that songbook. The balikbayan people found this out and were surprised that in their earnest search back there in the U.S. for these old standards, that it was all the time available here in Ormoc City.

AFTER DOING specific training for 12 weeks, people over the age of 90 improved their strength, power and muscle mass. This was reflected in an increase in their walking speed, a greater capacity to get out of their chairs, an improvement in their balance, a significant reduction in the incidence of falls and a significant improvement in muscle power and mass in the lower limbs. These are some of the outcomes of the study recently published in the journal Age of the American Aging Association and which was led by Mikel Izquierdo-Redn, Professor of Physiotherapy at the NUP/UPNA-Public University of Navarre. 24 people between 91 and 96 participated in the research, eleven of them in the experimental group and 13 in the control group. Two days a week over a 12-week period they did multicomponent training: a programme of various exercises designed specifically for them and which combined strength training and balance improving exercises. As Mikel Izquierdo explained, the training raised their functional capacity, lowered the risk of falls, and improved muscle power. He even mentioned the frequent foreign travels of COA Chairman Grace Tan to cast doubt on the integrity of the COA chair. Justice Secretary Leila De Lima later answered that there is still an ongoing investigation on the pork barrel scam and additional respondents will be charged later. The COAs audit of PDAF releases is also ongoing and its findings shall be released after it is completed later. So, can we expect some more bigshots and big fishes to fill-up our jails in the future to set an indelible example?

If you offer your gift at the altar, and there remember that your brother has something against you, leave your offering before the altar, and go first to be reconciled with your brother, and then come to offer your gift. (Mt 5,23-24) Hatred, resentment and bitterness, no matter how reasonable and fair they may seem to be, have no other effect than to harm us by poisoning our heart and mind. They alienate us from Christ who loved to the point of assuming our sin on the cross. In this current hue and cry that we have because of this massive and seemingly systemic national rip-off of the pork barrel scandal, we should see to it that we avoid hatred, resentment and bitterness even as we seek justice. The new mayor, Edward, is just finishing the projects left by his brother and except for his cleaning up the market with the assistance of the Bureau of Fire Protection, he has done nothing really great. I heard that after the initial enthusiasm, the healthy sanitation practice had to be curbed because they found out that deploying a fire truck is expensive! For what it is worth, I would also give the mayor good points in his energy conservation moves. The City Halls almost freezing air-conditioning has been tempered to cool and all other buildings are to limit aircon use to 5 hours per day. I salute this move. Maybe the power savings can be used to buy chairs for our students since weve used up the SEF to payroll people. Kun baga, pakang-pakang na lang, hehe rrr On the other hand, the Sangguniang Panlungsod which is dominated by the Liberal Party, including vice-mayor Toto Locsin Jr., is doing a good job. In less than 100 days, the Sanggunian has been able to craft two important ordinances, one of which the past Codilladominated city council did not want to touch with a 20-foot pole. Just last week, the council, with the sponsorship of Dr. Gerry Penserga, passed the ordinance putting a cap of 2,000 on the number of tricycles running around the city. It can be lifted anytime, if there is a need, but what is admirable is that this council is a working one. From what I have heard and seen, SP employees have never been busy than this time. Almost everyday, there are committee hearings. Almost every week, councilor Bennet Pongos Jr would deliver a committee report. As chair of the committee on laws and ordinances, he goes through barangay ordinances with a fine toothcomb. Councilor Tommy Serafica, last week, also reported that he had started looking into the proposed amendments on the City Fishery Code of 2002. Amendments to the Code were discussed in 2007 yet, but somehow, it was abandoned. Now, he is taking it up and hoping that what they can come up this 2013 is something that does not only look good on paper, but also enforceable. Dr. Mario Rodriguez, Councilor Vince Rama, Rolando Villasencio, I heard, are also looking into the various city projects that have long delayed, hoping they could push for its early completion. Vice Mayor Toto Locsin Jr., meanwhile, is growing in his shoes. With the help of legislative consultant Atty. Coeli Fiel, he is instituting reforms at how things are being run at the SP. Overriding protests about how impossible it was to transcribe everything that is said in committee hearings and the like, now the stenographers are producing transcripts. However, another newly regularized employee, playing the meek lamb when the new vice mayor assumed his post, is again showing her horns, said co-employees. After punching in, she sashays her way out and just returns to the office on exit time. Hmmmmmm

THE HALL of the Regional Training Center of the Technical Services Development Authority (TESDA) regional office was alive with sounds of cheers, laughter, and talk. It was filled mostly with young people who are scholars of the Cash for Training (C4TP) Program of the Department of Social Welfare and Development (DSWD) and the TESDA. The event was the Culmination Rites of a two month vocational course sponsored jointly by the two government entities. From the crowd, I saw one person who took my fancy a rather short boy who walked with a limp. I was mistaken, for he is a full grown man of 38 years old, but whose physical development was hampered because of an inborn defect. Still, his appearance make him seem he is young and an innocent boy . . . but not until our main actor, Arnel Baldos, told his story. I was ten years old when I was able to walk, Arnel said of his bodily condition. My parents had my legs massaged in Binisaya (using herbal plants) so I could gradually walk. Indeed, it worked, but looking at him, his feet were not in a normal state. They were twisted! Also, when he talks, I can sense his maturity in age was not at level with his age. Born in poverty, he could not enroll in College. There were six children in the family, he being the youngest. Arnels father was a small rice farmer and his mother, a housewife. The family lives in Barangay Bairan in the sleepy town of San Miguel of Leyte province. Said Arnel, he would try his luck in the Swertres lottery just so fortune would knock at their door one day.
