theater, which was located on the buildings second and third floors. Those hopes were destroyed when the April 8 blaze consumed the building. But like a phoenix from the ashes, the idea for a theater in downtown Erwin is rising once again. The kids will be so excited, I cant wait, Wright said. I wish we were back in school and it takes a lot to make me say that. I think it will help the whole downtown area, and I know the students will be behind this 100 percent. This shows me how great our town leaders are. After a work session, which will be scheduled at the next Board of Mayor and Aldermen meeting, the future could hold quite a few things for the old Municipal Building. I hope it will heal, and do more, Trivette said. I hope it will go above healing and bring a lot of life into that building ... and bring a good function to downtown. Before any new structure is built, the shell of the Municipal Building and the debris it contains must be cleaned up. A construction company is slated to move equipment to the site June 2, and begin demolition Wednesday, June 3.

Even the possibility of having a theater in downtown Erwin is enough to excite Unicoi County High School drama teacher Lori Ann Wright. For the future of downtown, thats whats needed, Wright said. about a third of the sales in the county. The amount leftover is what the town would receive had it not entered into the contribution agreement to help pay off the high school bond. However, an additional 36.36 percent is deducted from the town and submitted to the countys debt service to pay the bond, which was $9.2 million when the school was constructed. To put that into perspective, here is an example of the deductions. If the county brings in $100,000 in taxes, off the top, 50 percent, or $50,000, goes to the school system. The remaining $50,000 is divided among the municipalities based on the amount of sales in each location. The town of Unicoi typically has about 33 percent of sales within the town limits and thus would get approximately $16,500. However, the original school bond agreement takes off another 36.36 percent, equalling $5,999.40. When the town first began contributing the additional percentage, sales taxes earned were drastically lower than in the days of pre-Walmart, which opened in Unicoi in 2006. I guess 30 percent of almost nothing didnt seem like much back then, Rea said, referring to revenue before June 2006. The first cut in July 1996 was $1,955.12. In the first year, the town paid approximately $36,950. Both of those amounts were above and beyond the first 50 per-

cent cut from the local sales tax dollars. In contrast, in February 2009 alone, approximately $23,378 came from the town of Unicoi. For the 2007-2008 year, the town contributed about $215,255.39 about six times more than in 19961997. The total cost of the bond for one year in 2008, including principal and interest, was just over $804,000. By that amount, Unicoi funding about 27 percent of the bond payment. A Smaller Piece, Please Unicoi town officials say the town is no longer obligated to the original contract to help pay off the bond because as part of the original agreement, the town was to be notified if the contract was renegotiated. In 2001, the bond was re-issued at a lower interest rate, which could mean saving money to many people, but that decision by the county commission also extended the payment period for the bond until 2023, not 2020, which is the original deadline for the town of Unicoi to end its payments. Rea said the Unicoi BMA wants to sit down with county leaders and renegotiate the contract on two factors. Town officials want to end the towns payments in 2020 and cap the monthly amount given to education. County commissioners received the letter from the town of Unicoi Board of Mayor and Aldermen less than two weeks ago and

have yet to set a date for a discussion between the two entities. Funding an extra portion to the school bond isnt the only obligation the town of Unicoi contributes to, even though it is not required to do so. In 2009-2010, Unicoi is proposing funding $86,000 to the Unicoi County Sheriffs Department, part of which pays the salary of a full-time officer to be dedicated to the towns patrol. At an increase of about $10,000 from last year, the town is providing $37,000 for animal-control services, to fund operation costs at the Unicoi County Animal Shelter and for a parttime animal control officer. Unicoi Volunteer Fire Department receives $37,960. Other agencies, located outside the town, that receive assistance are Col. J.F. Toney Memorial Library, $4,000; Unicoi County Heritage Museum, $2,500; Clinchfield Senior Adult Center, $5,000; Unicoi County Family YMCA, $1,000; 4-H, $2,000; Unicoi County Little League, $3,000; and CHIPS, $2,000.

To the Erwin and Unicoi Community, My family and I would like to thank you for your allowing me to participate in your surgical health care needs over the last 10 years. It has been a pleasure working with each of you. This has been a very difficult decision for both me and my family. We have enjoyed working in a small community and appreciate the intimacy of building relationships and taking care of people and not just patients. However, a private solo practice is demanding and the responsibilities have been exhaustive. I have been given an opportunity to join a practice with partners to share the burdens associated with practicing medicine in the turbulent economic environment health care is facing.
