The Convention committee of the PNC

I move that the PNC create a convention committee under the subcommittee bylaws of the PNC with the specific purpose of organizing the logistics and recruiting help for setting up each Pirate convention set forth by either motion or bylaws of the PNC.

The detailed charter of the convention committee would be as follows: (Please note, these are not amendments to the PNC bylaws and are therefore not binding, simply my ideas for the charter of the committee itself) 1. To organize, manage, and facilitate the yearly convention of the PNC specified in the bylaws under Article VI, Section 2. The Convention committee may not hinder or supervise in any way the functioning of the Election committee specified in Article IV, Section 3. The Convention committee will act as the managing body of the aforementioned yearly convention, and the chair of the convention committee will be the chair of the convention, except in cases of absence or of incompetence, in which case the PNC will vote to specify a chair for said convention. The Convention committee will use whatever technology is available to make the yearly meeting more easily accessible to the public, and more intuitively used by the PNC. The Convention committee will make a full report to the PNC if there are any changes to be made to the operation of the yearly meeting from the previous meeting, and this report will be submitted no less than one week in advance of said meeting. 2. To organize, manage and facilitate any other conventions, physical or virtual, as approved or directed by the PNC. The Convention committee will make a quarterly review of the possibility of a convention separate from the yearly convention set aside for elections If the committee considers the creation of a separate convention both realistically possible and within the best interest of the USPP, the committee will inform the PNC of their intent, as well as propose a date for said convention. The committee will present to the PNC a summary of the reasons for their decision at the next PNC meeting. If and only if the PNC approves of this summary, the Convention committee will begin the process of gathering the resources and information needed to make such a convention a reality.

If the suggested convention is virtual, the Convention committee will endeavor to use the best available technology in order to make said convention as accessible as possible. If the suggested convention is physical, the Convention committee will endeavor to make the convention as accessible as possible to the members of the USPP, taking into consideration location, timing, and cost of travel. Physical conventions must also be made available to watch by the public, via the Internet. All monies used for the purpose of creating said convention will be raised by the Convention committee. The committee may not use money raised by the PNC unless specifically requested to do so by a vote of the PNC. In fundraising for the convention, the committee will release to the public the names of any donors who give donations in excess of $100.

3. To meet at set times as a body so that the above purposes may be carried out in a timely and efficient manner. The Convention committee shall have a meeting using the same medium as the PNC meetings no less than once every two months. The Convention committee shall make a timely report to the PNC of any progress in its meetings per the PNC bylaws, Article VI, Section 1, Subsection 4. And per Article VII, section 4.
