Tourism Fiji To Launch New Fijian Tourism Expo At Denarau

Bula Fiji Tourism Exchange chairman, David Voss, said the event by Tourism Fiji would not be the same as Bula Fiji Tourism Exchange. Bula Fiji Tourism Exchange represents Fiji and the Pacific whereas Tourism Fiji represents only Fiji, he said. As far as we are concerned Bula Fiji Tourism Exchange is an industry-run event we dont get any money from the Government. If Tourism Fiji wants to run another event, there is nothing we can do to stop them. The Bula Fiji Tourism Exchange next year will be in its 18th year.

Police Facilitates Ministrys Training

The Fiji Police Force together with the Ministry of Lands and Mineral Resources Department formed a unique partnership envisioned to improve service delivery to the people of Fiji. Over the next 15 days the Fiji Police will facilitate a motorcycle training course at the Police Special Response Unit (PSRU) Headquarters in 8 Miles, Nasinu. The Ministry of Lands and Mineral Resources Department had purchased a set of motorcycles to help them improve service delivery in reaching out to members of the public. The Land Ministry turned to the Force for training because it had the resources and the expertise to educate its staff on the operational aspects of motorcycles. The 15 day workshop was officially launched by the Fiji Police Force Director of Traffic Senior Superintendent of Police (SSP) Mahesh Mishra who reminded the participants that their understanding of the use of motorcycles and its accompanying laws of our roads will be enhanced after training. SSP Mishra said he hoped that the exchange of knowledge between the Force and the Ministry over the next few days will also assist Police in trying to improve road safety.

Two former Fiji residents have been convicted of corruptly obtaining public funds from a New Zealand city council. Hemant Kumar Maharaj and Suresh Din, two friends from their days in Fiji, were sentenced in the Auckland District Court. Maharaj, a civil engineer and a former North Shore City Council employee, was jailed for signing off more than 150 invoices for road and roadside maintenance work that was never completed. He was jailed for two years and 10 months and Din was sentenced 10 months' home detention and 350 hours of community service following a Serious Fraud Office (SFO) prosecution. The charges were laid in September 2010 and the pair were found guilty at

a trial in June. Their offending occurred over a period of about 10 years while Maharaj was working for the North Shore City Council. The duo formed an agreement to invoice the council for maintenance work which was never completed. Din submitted the invoices under the name of S Din Family Trust. After the invoices were submitted by Din, Maharaj would sign off the work as being completed and forward the invoice for payment. In most cases no road maintenance works were carried out, or where works were carried out, the value of the works was significantly less than the money paid. The SFO alleged about $829,000 had been defrauded, but only proved fraud of $145,000.

Better Cane Yields Seen Arriving In Country


The introduction of a quality yield based payment system for the sugar industry has seen better cane yields arriving at the country's sugar mills this year. Fiji Sugar Corporation executive chairman Abdul Khan says the full implementation of the quality based payment system would begin by next year. Better yields mean quality sugar he said and with the preferential agreement with the European Union coming to a conclusion in 2017, Fiji's sugar will be in the global markets competing with other sugar producing nations. There are plans to negotiate with the EU to move the preferential agreement to 2020 or even beyond but the more the quality the sugar, the better it is for Fiji and it's market. Meanwhile Fiji's four sugar mills have crushed a little more than 1.1million tonnes of sugarcane producing more than 121,000 tonnes of sugar for Fiji's market. The Penang and Labasa mills are likely to seize crushing towards the end of next month while Lautoka and Ba will conclude in November.

DIALYSIS treatment for renal patients will be made more accessible for those who cannot afford the procedure, thanks to the philanthropic spirit of a group of business people in the West. The Krishna Community of Hope, an organisation comprising business leaders, got together and decided to fund some patient's dialysis treatment at the Western Division Dialysis Centre in Nadi for the next three months. Krishna Community of Hope trustee Prem Chand said they were established to assist the less fortunate and had plans to foot the bill for renal patients from Sigatoka to Rakiraki. Mr Chand stressed the group was not religious in nature. "We have five trustees and we formed this group two months ago to support renal failure patients in the Western Division. Attorney-General and Minister Responsible for Elections, Aiyaz SayedKhaiyum said the experts will review the gap-analysis reports produced by New Zealand, the European Union and the Commonwealth. The experts will also work with the Bainimarama Government, the Elections Office, and the soon-to-be-appointed Electoral Commission to finalise planning for all aspects related to the election.

Jobs Up By 11.5 Per Cent: RBF


The number of jobs available to those in Fiji's labour market has increased by 11.5 per cent. According to the Reserve Bank of Fijis latest Job Advertisement Survey, the increase was mostly led by the wholesale & retail trade, tourism, community, social & personal services and the construction sectors. The labour market has been improving in line with the improved investor confidence and RBF says the recent industry visit by its Board to the West and various in-house meetings are generally in line with partial indicator outcomes. Consumer confidence was also boosted by the growth in labour market and continued inward remittances which registered a year-on-year growth of 4.9 percent cumulative to July. Meanwhile, new lending for consumption purposes more than doubled in the first eight months of this year to $336.2 million, while the number of new vehicles sold rose by 46.0 percent. Performances in most industries, except for gold, show positive outcomes. Improved cane supply and milling efficiency, the volume of sugar produced totalled 126,112 tonnes, nearly 17.0 percent higher than the same period last year. Gold production, cumulative to August, fell by 23.3 percent compared to the similar 2012 period, mainly due to low grade ore extraction. However, a significant turnaround of 34.4 percent in the month to August was registered.

A CHINESE national has pleaded guilty to failing to declare about $141,000 cash that was found hidden in two large suitcases when she entered the country last week. Appearing at the Nadi Magistrates Court, 24-year-old Fan Wang of Lang Fang Hebei in China, admitted to carrying $US80,000 in two suitcases when she boarded an Air Korean flight to Fiji. According to the court, Ms Fan was stopped at the arrivals desk by a Customs officer who noticed the Chinese national behaving suspiciously. The court then heard that the Customs officer referred Ms Fan to another officer who searched her luggage. During the search, the officer found

hidden under her clothes four bundles of one hundred $US100 notes. The officer also discovered a similar amount of cash hidden in the second suitcase carried by the accused. Together, eight bundles of the $US100 notes was found on the accused. While appearing in court, police prosecutor ASP Anil Prasad said Ms Fan's case was serious and warranted a punishment of a large fine or imprisonment. Magistrate Peni Dalituicama adjourned the case to October 8 for sentencing. Mr Dalituicama also ordered that Ms Fan be placed on a $1500 bail and to surrender all her travel documents to the court. A stop departure order was also issued by the court.

CWMH 90th Anniversary


Suva's Colonial War Memorial Hospital is undergoing a $10million upgrade to coincide with its 90th anniversary. Minister for Health Dr Neil Sharma said the hospital has a new emergency department to cater for traumatized patients from motor vehicle accidents or people suffering from acute medical conditions, acute asthma and internal bleeding. The hospital had also commissioned Fiji's first MRI machine and a new CT scanner replaced a decades old one. Dr Sharma said in addition to the Cardiac Cat Lab, they had added a noninvasive cardiology services to enable doctors to see the status of the heart soon after a heart attack or to detect valves and leaks. He said the hospital would also get new international standard operating theatres and while the old operating theatres and maternity units would be refurbished. Two of these theatres will be for neurosurgery and open heart surgery. Three operating theatres are being renovated, taking the total at the hospital to 11. There is another operating theatre at the eye unit. Dr Sharma said the maternity unit and toilet facilities had a major facelift through private partnerships with Digicel, Carpenters, Deluxe Paint and S E Holdings.

State Looks Into Casino Deal


THE government will not hesitate to cancel One Hundred Sands Limited's exclusive casino licence if the company cannot demonstrate that construction of the $290million investment will begin soon. During a press briefing, acting Prime Minister and Attorney-General Aiyaz Sayed-Khaiyum said they had written to One Hundred Sands Ltd asking for an explanation why the government should not cancel their casino licence as per the agreed-upon standards and specifications. "With due consideration of the significant economic benefits the project would bring to Fiji, government has given One Hundred Sands ample time to get their finances in order," Mr Sayed-Khaiyum said. "I have written to the chairman asking him to show clear cause why government should not cancel the licence. "Their response will be assessed in the best interests of the Fijian people." One Hundred Sands was granted an exclusive licence to construct and manage Fiji's first casino on Denarau Island in Nadi in December 2011. Prime Minister Commodore Voreqe Bainimarama officiated at the groundbreaking ceremony last April and construction of the $290million casino was expected to be completed by October this year. Mr Sayed-Khaiyum said under the terms of the licence, One Hundred Sands would be required to pay the government $US100,000 ($F185,668) in penalty each month the project remained incomplete, beginning October 1 this year. Asked on how much more time would government give the company, Mr Sayed-Khaiyum replied: "We have written to them to show us cause why we should not cancel the licence and now we are waiting for a response." He said the government had granted One Hundred Sands Limited more time when they asked for it. He added this was a transparent process that meant they would go through another tender process.

THE Rice Company of Fiji Limited 8 recorded a modest 5.76 per cent net sales revenue growth for the 20122013 financial year. In its annual report released this week by the South Pacific Stock Exchange, company chairman Hari Punja said net sales revenue increased from more than $18.82million to more than $19.91m. He said profit after tax increased from more than $1.56m to more than $2.05m. Earnings Improve
FIJI'S earnings from tourism increased in the June quarter of this year compared with the same period last year by $34.9million. Government statistician Epeli Waqavonovono said earnings for the June quarter was estimated at $317.3m compared to $282.4m for the same period last year. He said Australian visitors contributed $174.3m or 54.9 per cent of the earnings from tourism with $48.5m or 15.3 per cent attributed to New Zealand visitors. "Earnings from the US increased by $2m to $25.3m while continental Europe decreased by $0.3m to $14.5m," Mr Waqavonovono said. For this period, he said, the Fiji Bureau of Statistics recorded the arrival of 167,684 tourists in June this year, compared with 154,359 in June last year. He said 122,733 visitors arrived for holiday in the June quarter of this year, an increase from the 113,016 visitors for the same period in 2012. Cruise ship passengers arriving in Fiji decreased from 12,331 people in the June quarter of 2012 to 7737 for the same period this year. "Earnings from Australia increased by $24.1m to $174.3m while earnings from New Zealand increased by $0.2m to $48.5m," he said. Mr Waqavonovono said Fiji's earnings from tourism for the September quarter of this year would be released as soon as the disaggregated data became available.

MOTIBHAI Group of Companies will soon launch the Sony Xperia smart watch in Fiji. Wholesale executive for Sony products Nilesh Patel said this would be priced very competitively below $300. The company in conjunction with Digicel Fiji launched the Sony Xperia smartphones in Suva last week. Mr Patel said 12 smartphones and a Sony tablet with entry models were launched on the night. Marketing and Business Development Officer Abraham Gomes said Sony Xperia was a family of Sony smartphones and tablets. He said the line of phones had been manufactured since 2008 while the first tablet released under the brand was launched last year. "The name Xperia is derived from the word experience, and was first used in experia z1 tagline, I Xperia the best," he said. Digicel Fiji chief financial officer Farid Mohammed said they had been partners with the Motibhai Group for some time now and the launch just a next step in the commitment towards the partnership they had. "This is truly a very significant event for us as Motibhai and Digicel share the same sentiment when it comes to our customers," Mr Mohammed said.

THE cash flow and maritime economic value of more than 16,300 people in Lomaiviti exceeded $176million this year. And according to Lomaiviti provincial administrator Kelepi Kubunameca, 26 villages and two settlements in Ovalau with a population of 8000 had a cash flow of more than $173m. "For Koro Island, the economic value and cash flow of 3700 people is more than $1m and another $1m for 16 villages in Gau," he said in a presentation to members of the media on a recent tour of the province. "A total of $440,000 was recorded for 10 villages in Moturiki and $264,000 for five villages in Nairai." He said the cost of economic crops in Lomaiviti was expected to be more than $27million this year. Mr Kubunameca said this came from

3495 farmers around Lomaiviti. "The forecasted figure was from 13 different crops with yaqona topping the list with $24.8m. This was followed by dalo (tausala) at $1.7m, coconut at $897,000, cassava for $612,000, vudi for $288,000, $252,000 for dalo mix, $108,000 for tivoli and $152,400 for yams." He said 3495 farmers planted vudi, banana and cassava while 2480 were yaqona and dalo (tausala) farmers. Mr Kubunameca said there were 1065 coconut farmers in Lomaiviti. With potential rife in the area for tourism and economic development, he said, there were 36,753 acres of unsuitable land for arable cultivations. Those, he said, were suitable for tree crops and grazing. "There are 8732 acres of suitable arable land and 25,784 acres of marginal grazing and forestry," he said.

NZ Offers Educational Assistance


New Zealands Acting High Commissioner to Fiji, Mark Ramsden, has offered his governments help to assist in the betterment of the local education sector. In a meeting with the Minister for Education National Heritage, Culture and Art, Filipe Bole, Ramsden also highlighted possible avenues for reviving scholarships for Fijians in New Zealand and the opportunities for studies available there. They also spoke at length about the current system of education in Fiji and New Zealand. Ramsden was appointed to the post last month. Meanwhile, the Fijian Education Minister, Bole acknowledged the visit by saying it was a positive move to address the educational development between the two countries.

From an initial investment of $14 million to establish the company, Vodafone Fiji has invested in excess of over $600 million in innovation and enhancement of its services and its people to date. This was revealed by Vodafone Fiji managing director, Aslam Khan as the company celebrated its 20 years of commercial operations. A sizeable crowd of former and current board members and executives as well as media representatives converged at Holiday Inn Suva to mark the milestone achievement. Former chairman, Lionel Yee and chairman of the then Fiji Post and Telecom Limited, Berenado Vunibobo shared their insights into the events that took place over what would change telecommunications in Fiji for the better forever. Mr Khan said they will continue to invest in the company to improve its services and its reach wherever people are located. The latest investment is on the 4G to be launched in the not-so-distant future. Our initial investment was $14 million and we have invested in excess of $600 million now, to date, Mr Khan said. He said 4G will be launching in the near future. Technology changes and this is probably the big one because weve gone from second generation to third and now coming to fourth generation.

Fiji Strong In United Nations


One of the reasons why Fiji gets a strong voice in the United Nations Assembly is our commitment towards peacekeeping around the world, it was said. The comment came from the Land Force Commander of the Republic of Fiji Military Forces, Colonel Mosese Tikoitoga. He said our small country has got a bigger recognition than some big nations in the world for our soldiers bravery and commitment to peacekeeping in war torn areas. Fiji has been among the United Nations peacekeeping forces since the 1970s, when a battalion served with distinction in UNIFIL in Southern Lebanon. Today there are 1040 Fijian soldiers serving in deployments abroad, Colonel Tikoitoga said. We get a bigger voice in the United Nations. It is one of the pillars in the forefront of our international relations. He also rubbished claims by people that Government had been gaining financially from Fijis deployment for peacekeeping duties in war-torn countries. People say that Government is making money is wrong. There is a lot more benefit to Government than the finances. Thats where Government pushed its agenda. In the UN when the Prime Minister (Commodore Voreqe Bainimarama) sits in the UN Assembly, he is recognised as having the biggest deployment as per ratio of population in the UN. That is something we Fijians should be proud of. He commands a lot of respect among the UN Assembly, likewise for our Permanent Representative to the UN (Peter Thomson) because of our Syria. We can be relieved at the UN Resolution that was passed last week and that is now up to Syria to dismantle the chemical warheads that they have. He said Fijian soldiers also received commendation for their work in restoring peace in areas of their deployment along the Syria border. The force commander came back very strongly appreciating our deployment. He is proud of our battalion and the work that they do. In all honesty, nobody can do that work better than the Fijians. That has been acknowledged by the senior executives of the troops in Golan Heights. We are proud that we have the kind of soldiers to serve us. We can tell the families that they are safe and their welfare has been looked after. The UN is conscious of the dangers and we will act accordingly to ensure their safety. SINAI He said they have also been monitoring developments in Sinai. Sinai is going through more of the volatile era. In the past we associated Sinai as a peaceful deployment. Last year problems started to build up in Egypt. Now in our deployment, our people are getting shot at. All locations are getting shot at from stray fires. There are a lot more military operations conducted by the Egyptian military against militias living amongst our troops in the Sinai Peninsula. It is not a safe deployment anymore. It is not new to Fijians. It is the same situation in Lebanon, Iraq and Syria. We are getting daily briefs.

He said the Republic of Fiji Military Forces currently had 511 soldiers in Syria, 328 under the Multinational Force and Observers in Sinai, and 201 in Iraq. He said more than 1000 soldiers abroad was one third of the army deployed for peacekeeping duties overseas. At the Golan Heights, Syria, Colonel Tikoitoga said: Our men remain safe where they are allocated. There has been a lot of discussion about their safety, especially with the current threat of America bombarding

2014 Budget Prep On Track, Says Waqabaca


Fijis Permanent Secretary of Finance Filimone Waqabaca says preparation of the 2014 budget is on track. He said the distribution of funds will be in accordance with goals of the countrys economy. There are ministries and departments that are asking for increased funding, but government will be priotising on areas that are critical and in line with development goals of the economy," Waqabaca said. We have received and collated all submissions from the ministries and department. That closed a few weeks ago. Normally wed give the ministries allocations and ask them to work within that. But, then are certain ministries who come back to us and ask for increased funding for special projects that they may have. We then invite these ministries back to make presentations on these projects that they think are priorities and which needs funding." The Cabinet Subcommittee will then mull over the presentations and revise, if need be, the allocation of funds. He said the government is still in discussion with development partners and the Diplomatic Corp on their assistance in the funding of special projects vital to the country's economy. Perhaps beginning of next year or closer to the end of the year, they will be able to confirm with us what they can meet. Waqabaca said the 2014 budget also includes provision of funding for the 2014 elections. The 2014 budget announcement is scheduled for November 8.

Cops Step Up Patrol Against Yaqona Theft


Yaqona agents and buyers will have to start recording their transactions as authorities implement measures to ensure farmers are not robbed of their hard earned produce. Agents and buyers could be charged for the offence if they fail to enquire the origins of the produce sold to them. Police spokesperson Ana Naisoro said this follows past trends where farmers, particularly in Taveuni, are robbed of their agricultural produce by opportunists looking to earn a quick buck ahead of the festive season. 47 Homeowners Applaud Loan Write-Off

Breast Cancer Survivor's Tells, Encourages Check-Up

A retired Public Works Department (PWD) employee has applauded Governments initiative of assisting home owners through the Social Housing policy of the Housing Authority (HA). Mr Ulaiasi Toni of Kalabo was allsmiles when he received his letter of home-loan write-off from the Housing Authority chairman, Colonel Mosese Tikoitoga in Valelevu. Housing Authority wrote-off 47 loan accounts of customers under its social hosing policy as well as personal loans which is a first for the 47 customers. Personal loans are provided to HA customers who face difficulties paying school fees, funerals and other miscellaneous activities. This is separate from the home loan account. Mr Toni said he was fortunate to be selected for the assistance as he was struggling to repay the loan after his retirement. A substantial amount has been written-off from my home loan because I was unable to repay due to financial difficulties. I am also grateful that my personal loan amounting to $11,800 has been written-off. This is a big relief for my family as well, Mr Toni said. HA had introduced the social housing policy in January, 2011 to assist existing home owners facing genuine financial difficulty. A total of 90 families were assisted

under the policy in 2011. In 2012, 10 village housing schemes were writtenoff in the Western and Northern Divisions, which was part of the social housing policy. This year, home loan accounts for four village housing schemes worth $370,000 were partially written-off. Colonel Tikoitoga said 393 families had been assisted under this policy since 2011 as the welfare of all Fijians is a major priority for government. The 47 loan accounts amount to $395,000 of which $285,000 is being drawn from government grant and $110,000 from Housing Authority provision, Colonel Tikoitoga said. Special conditions apply for the assistance whereby a caveat period of 15 years is placed on all write-off properties. The home owner during this period if sells or transfers shares, the total amount written-off will need to be repaid to Housing Authority. Under the policy, the target customers are those who have either paid more than twice the principle loan amount or are retired or can prove genuine financial difficulty. The policy is not a hand-out by government but a program to ensure that those most likely to lose their homes due to disability, unemployment, sickness or retirement are provided assistance through the strong criteria in place to those who qualify.

The Embassy of the United States in Suva will not be affected following the partial shutdown of the US government. This was confirmed by the embassys public affairs officer, Joe Crook. Mr Crook said the lapse in funding would not affect consular services provided by the US Embassy in Suva but hinted that some embassy activities would be limited. The embassy will maintain normal business hours and continue regular consular operation (American citizen services, tourist visas, etc), Mr Crook said.

1. Shell prawns and de-vein. Wash thoroughly, smear with turmeric, salt and keep aside.

2. Grind together chillies, cloves, cinnamon and cardamom. 3. Wash and soak rice. 4. Heat margarine. 5. Fry sliced onions; when brown add prawns and peas. Cook with lid on for about 10 mins. 6. Add rice and fry. 7. Add coconut milk, ground spices, salt and enough hot water (twice the amount of liquid to 1 cup rice rice). 8. Cook till rice is done and all the water has been absorbed. 9. Add cilantro to garnish 10. Serve hot.

Turkish PM Announces Plans For Human Rights Reforms That Will End Ban On Headscarves
Turkey has announced it will end a ban on women wearing the Islamic-style headscarf in state institutions. Prime minister Recep Tayyip Erdogan announced the lifting of the ban as part of the government's package of proposed human rights reforms. The changes are seen as key to restarting the stalled peace process with the country's Kurdish minority. Mr Erdogan also said rules preventing pro-Kurdish and other smaller parties from entering parliament would be changed, while Kurdish-language education would be permitted in private schools. The threshold for a political party to enter parliament - which, at 10 per cent, has kept pro-Kurdish groupings out - may be reduced to 5 per cent of the national vote, or even eliminated completely. Kurdish names can be restored to towns in Turkey and a ban on Kurdish letters will be lifted, Mr Erdogan said. Tamils in northern Sri Lanka say they are still prepared to pay people smugglers to get them to Australia, despite the new Government's crackdown. Thousands of Tamils have left the region in the aftermath of the country's civil war, and many say they would do anything to travel to a safe country like Australia. Murali, a Tamil, works as a goat herder in a small village not far from Jaffna, the main city in Sri Lanka's north. He got in touch with people smugglers late last year, handing over $3,000 to join more than 80 people crammed inside the hull of a small fishing boat. "The government doesn't like me because I am Tamil and they just assume I am a Tamil Tiger supporter," he said. After three weeks at sea, Murali's journey ended at Christmas Island, where he was processed and sent back to Sri Lanka. "We were on Christmas Island for about 20 days," he said. "After that, the officials told us we were being transferred to another place. They didn't tell us it was going to be Sri Lanka." Tamils looking for 'security and dignity', human rights activist says Ruki Fernando, a human rights activist based in Colombo, says there are a number of reasons why Australia is attractive destination for Tamil refugees. "Whether it's economic factors or whether it's political persecution, it's because they are unable to live with dignity and in a secure way," he said. But Sri Lanka's foreign minister, Professor GL Peiris, says the government's message has made an impact. "This heavenly life which they have been led to expect is not going to materialise," he said. "They will not be allowed to work there or, indeed, land there. They will be sent to Manus Island."

A terminally ill prisoner who spent more than 40 years in solitary confinement at a US jail has been released and has had his murder conviction overturned. Herman Wallace had been serving time in Louisiana for armed robbery when he was found guilty in 1974 of killing a white prison guard two years earlier. He had been an active member of the Black Panther movement and had organised prison protests, demanding desegregation and better protection of inmates against abuses, before his murder conviction. At the time, the jail had no black guards and a reputation as one of the most violent in the US. Mr Wallace, now 71, spent four decades confined to a tiny cell for 23 hours a day. He is known in the US as one of the 'Angola three', named after the notorious prison where they were held which was built on the site of a former plantation worked by slaves from Africa. Black Panther Herman Wallace Freed After 40 Years In Solitary Confinement

Mr Wallace's conviction because there were no women on the jury that indicted him. The judge voided the "conviction and sentence, on the ground that systematic exclusion of women from the grand jury that indicted him violated the Fourteenth Amendment's guarantee of equal protection of the laws". Mr Wallace's lawyers say his murder conviction had rested on the testimony of four prisoners who later withdrew their statements. Mr Wallace left the prison in an ambulance to get treatment for his advanced cancer. Amnesty International, which had called for his release, welcomed the decision but lamented it came only as he has "only days or hours left to live". "No ruling can erase the cruel, inhuman and degrading prison conditions he endured for more than 41 years confined alone to a tiny cell for 23 hours a day," the group's executive director, Steven Hawkins, said in a statement. Mr Wallace's defence team pledged that litigation challenging the inmate's "unconstitutional confinement in solitary confinement for four decades will continue in his name".

Ex-Revenue Canada Lawyer Advised How To Hide Money Offshore


An exclusive CBC News hidden camera investigation into the world of offshore banking uncovered a former executive with the Royal Bank of Canada and a former lawyer with the Canada Revenue Agency offering advice on how to hide money from Canadian tax authorities. As part of the joint investigation with Enqute, the CBCS French-language investigative program, CBC News hired a private investigator, who is also a restaurant and bar owner in Toronto, to test 15 different offshore service providers in Canada and abroad. The investigator was given a story: over the years he had squirrelled away as much as a million dollars that he hadnt declared, and wanted to hide it offshore to avoid paying taxes. More than half of the offshore service providers tested with hidden cameras by the CBC in Canada and Barbados provided advice that wouldnt stand up to scrutiny, according to CBC experts. Among those tested during the CBC investigation was Gilles Gosselin, who practised law in Canada and used to work for the Canadian Revenue Agency before moving to Barbados. His companys website says it specializes in helping Canadian companies with international business structure their company in Barbados a perfectly legal activity. The businessman travelled to Barbados to meet with Gosselin. Gosselin told the businessman he wanted nothing to do with his plan. But when he was asked if theres anything preventing someone from opening an account at a bank somewhere and wiring the funds there, Gosselin was recorded on hidden cameras saying: I just told you how the law works. And if you don't report the income in Canada, that's your business. He later told the undercover businessman not to use Barbados because its too expensive, there are too many reporting requirements and the stamp they put on his passport when he made this trip could get him caught. Gosselin said if the businessman was audited, they would ask him why he was in the Barbados. He also advised that if the businessman said he was there for vacation, now you're in a position where you're lying right, Gosselin said. Recommended British Virgin Islands Gosselin recommended the businessman use the British Virgin Islands to hide his million dollars and to avoid Canadian-owned banks offshore. You might not want to have a bank with a Canadian connection. There's other banks Bank of Butterfield, which is a U.K. bank. So yeah I mean, it could be done, Gosselin said. He sent an email introducing the businessman to the British Virgin Island service provider. He explained the businessman needed an account there and that it should be preferably with a non-Canadian bank. But two hours later Gosselin sent a second email reminding the undercover businessman that he should follow all Canadian laws and report all Canadian income. Andre Lareau, a professor at Laval University in Quebec, who teaches tax law, said that Gosselin, with his background at the Canada Revenue Agency, knows all the mechanisms for people who want to commit tax fraud. He said the plan involving the British Virgin Islands would be tax evasion. Lareau added that the second email Gosselin sent is the right one and its the information that he should have been giving from the beginning. "It's kind of depressing that someone would go over, as we say, to the dark side so completely," said Jack Blum, an expert on white-collar financial crime in Washington. Asked by CBC News why he helped the undercover businessman with his plan, Gosselin said that he told the man what he was contemplating was against the law in Canada. But if he wants to go ahead and open a BVI company and manage his assets with the BVI company, until he's actually gone there and done that, he hasn't done anything wrong, he said. This person told me that he was coming here, that he had a million dollars in a safety deposit box and he was looking to invest it outside of Canada, and that he wasn't and I told him specifically that that was against the law. And my last communication with him says specifically that. Gosselin later explained that his clients are usually legitimate Canadian-based businesses looking to take advantage of the legal tax benefits in Barbados. He added that that he probably entertained the undercover businessman "more than I should have." Banking executive among those tested During the course of the CBC investigation, Lynn Garner, a vicepresident with DGM, a private Barbados bank, was also among those tested. Garner worked as an executive at several money management firms and banks and as the trust manager for the Royal Bank of Canada in Barbados. At first, Garner was adamant that her bank would never get involved with someone like CBCs undercover businessman. We don't take clients who aren't reporting, she was recorded on hidden cameras saying. So we don't you know, our book is clean. But then she went on to tell the undercover businessman how he could hide cash offshore, by setting up an anonymous paper company, moving the cash offshore and opening an account at her bank to hold the cash. You wire money from your account to an account at CIBC. Through CIBC head office, so it goes through your bank to CIBC Toronto, CIBC Toronto to CIBC Cayman. And then Cayman holds it on our behalf. So that's how it works, she said. And she offered advice for avoiding detection by authorities when depositing the money. Depositing the money into the bank account in Canada, youd have to do a little bit. It would take a long time. She said if the cash is coming from Canada, he wont have to worry about a lot scrutiny from her about where he got it. If it's coming from a Canadian financial institution we have to understand how you earned the money but we won't ask for proof as much except for a statement from the bank. Garner then found someone in Barbados within a couple weeks who she said could help the undercover businessman create the offshore company to hold the cash at her bank. But Lareau said Garners plan constituted fraud and that it was sad to see people in the financial sector accommodating someone in this way. This is not a tape the bank would ever want to be made public. The fact that shes willing to take money she knows is tainted, said one insider, who used to run one of Canadas largest offshore banking companies. In a statement, DGM said that it is not engaged in any business practices that are not legal by the law of Barbados or of the laws of Canada. Any assertion to the contrary by the CBC will be aggressively rebutted both publicly and by legal means.

A Surrey man has been sentenced to serve a two-year conditional sentence and a couple months probation for his role in the operation of what police are calling a credit card and identity theft "factory" in Port Kells. The Surrey RCMP seized hundreds of stolen and fake Canadian passports, B.C. drivers licenses, care cards, credit cards, birth certificates, gift cards, social insurance cards and BCID cards from a house in the 18000-block of 96th Avenue during a raid in May. Police also seized stolen mail, cheques and ID, as well as an embosser, computers, hard drives and a laser printer that were used to forge the cards and documents. TransLink has announced an exclusive deal that will make London Drugs the only local retailer with full service Compass Card kiosks. Transit riders will still be able buy preloaded Compass Cards from different chains and companies, but cardholders can only reload by going online, to a transit station or to London Drugs. The kiosks will be in 18 London Drugs locations throughout Metro Vancouver. The drug store chain is providing the space and electricity, while TransLink will run and maintain the kiosks. Former Calgary cab driver arrested in Somalia, mother of victims says


The mother of four young boys who were allegedly beheaded by their Somali-Canadian father says she doesn't know of any motive for the killings. Police in Somalia arrested Omar Hassan, 60, after the children, aged 11, 9, 7 and 6, were killed Monday, Qadro Addawe told the reporter. The alleged slayings happened in the central town of Beledweyne, about 330 kilometres north of the capital Mogadishu. Speaking from Mogadishu, Addawe said Hassan was a taxi driver in Calgary and had returned home a few months ago. She said the children had never been to Canada, but had Canadian citizenship through her estranged husband, who had migrated to Canada 30 years ago. "They were born in Kenya, but they were Canadian because the father was Canadian," she said. A regional police commissioner told Agence France-Presse Wednesday that the children's bodies were found near a village and have been buried. The news service quoted Col. Isak Ali Abdulle as saying: "The man handed himself in and is in custody now. I think he is not mentally fit but we are questioning him." Addawe, 29, said she does not know of any motive for the killings. She insisted Hassan was mentally stable. "He had some health problems, but he had no mental problems." Addawe said her own efforts to migrate to Canada had been unsuccessful. A spokesman for the Department of Foreign Affairs in Ottawa said they were aware of reports of "a possible consular case in Somalia," but said consular officials have not received a request for assistance. Mohamed Jama, president of the Somali Canadian Society of Calgary, said he and others in the group don't know Hassan. But he said they're all shocked by the man's alleged crime. "The community is very sad about it. It's unheard of."

Surrey Memorial Hospital's New Mental Health And Substance Use Emergency Zone
When Surrey Memorial Hospitals (SMH) new emergency department (ED) opened on October 1, it will include a separate zone that provides adult mental health and substance use (MHSU) patients with the safe and specialized assessment, treatment and care they need. Surrey Memorial Hospitals current ED sees about 7,500 mental health and substance use patients a year. The 5,000 square foot Emergency MHSU Zone will be one of the largest in Canada, and has been carefully planned to integrate best practices in design and clinical services. Separated from the fast-paced adult emergency department, its designed to be a low stimulus, compassionate, and therapeutic place where patients can feel welcomed, valued and respected. It has multiple private consult rooms, treatment rooms, quiet rooms and its own nursing station. Once in the Zone, psychiatric nurses, physicians, and psychiatrists all come to the patient, rather than the patient moving to where the professional is. This patient-centred approach calms and alleviates anxiety of the patient. Patients will receive a higher level of individual care and services provided by an expanded interdisciplinary care team. Every MHSU Zone staff member has specialized training in mental health and substance use. Psychiatric nurses and social workers will work alongside Emergency trained nurses to share knowledge while assessing both the mental and physical health of emergency patients. Patients presenting with substance use problems will be assessed and referred to appropriate community resources by a new Substance Use clinician who will serve the entire emergency department. Children and youth will be assessed by a new onsite Pediatric Psychiatric Liaison, serving both the MHSU Zone, and the new Pediatric Emergency Department, where children and young people under 17 years, will be treated. The Pediatric Emergency Department has its own mental health area. The new emergency is located on the first floor of a new eight floor critical care tower and marks a significant milestone in the redevelopment of Surrey Memorial Hospital into a world-class medical facility that serves the entire Fraser Health region. With the new emergency and pediatric departments now open at Surrey Memorial Hospital, Fraser Health is reminding people that access to the sites is quite different from before. The new departments are now be located on the west side of the hospital on the first floor of the new critical care tower. As such, access to the emergency entrance is no longer from 96th Avenue but rather, King George Boulevard and 94A Avenue. Once patients are dropped off at the emergency entrance, those wishing to park can now do so at a brand new underground parkade located beneath the critical care tower. Additional parking will also be available across 96th Avenue on 137th Street. The government of British Columbia has committed $492 million, with an intended contribution of $20 million coming from the Surrey Memorial Hospital Foundation and Child Health BC. The new emergency department opened October 1, 2013. The rest of the tower opens June 2014.

U.S. Shutdown Not Expected To Cause Border Gridlock

Bellingham business leaders don't expect a partial shutdown of the U.S. government that began Tuesday to cause major slowdowns for cross-border travellers, at least not immediately. Some Republicans in the House of Representatives have refused to approve a spending bill to keep government operating in a bid to dismantle the health insurance reforms led by President Obama. The move has forced non-critical departments to largely shut down. Bellingham Chamber of Commerce interim executive director Bill Gorman said the effect on Canadians heading south across the border will depend on how many if any U.S. Customs and Border Protection staff are deemed non-essential and cease work. He expects regular traffic over the border won't feel any difference, but

travellers needing to get a visa or make other applications could face longer waits. "If it goes on for a while it will have a ripple effect because things will back up," he said. Gorman was optimistic the political standoff could end quickly. U.S. border offices are already running on reduced hours as a result of a previous budgetary dispute in Congress that began in March. Gorman noted that hasn't caused any major trouble at the borders or lost revenue for Bellingham retailers, adding business remains strong. If anything, he said, the May 23 collapse of the Skagit River bridge on Interstate 5 actually provided a net lift for Whatcom Country merchants, because it made it more difficult for visitors from B.C. to drive further south for several weeks.

Three men accused in the Surrey Six murders, pleaded not guilty on the trials opening day Monday. Cody Havischer, Matthew Johnston and Quang Ving Thang Le entered not guilty pleas to first-degree murder charges in the 2007 shooting of six people in a Surrey, B.C. apartment building. The court heard when emergency responders arrived at the apartment six years ago, they found the bodies of six males. All but one were lying face down on the floor with evidence of bullets fired into the back of their heads, the opening of the Surrey Six trial heard Monday. Two emptied handguns were found nearby, their capacity of 19 shots scattered into the bodies and elsewhere around the room. The victims cellphones were missing, evidently removed by the accused shooters. Crown prosecutor Mark Levitz said the shooters were there for one reason to kill a rival drug dealer named Cory Lal who had refused to pay the gang a tribute of $100,000, based on an agreement between the Asian and Caucasion factions of the Red Scorpions gang. Jamie Bacon, in custody pending his own trial in the murders, was the alleged leader of one faction of the Red Scorpions, the Crown said, while coaccused Le led the Asian faction. Lal was with four other people the night he was shot, including his brother Michael. Two others were Lal associates. Another victim was a repairman who happened to be in the top-floor suite. The sixth man, Chris Mohan, lived across the hall. All five additional deaths, the Crown alleged, were to eliminate potential witnesses. The trial of three men accused of shooting six others in a Surrey highrise apartment six years ago continued with testimony from the young nephew of one of the innocent victims. Zachary Brown was working with his uncle Ed Schellenberg servicing the gas fireplaces in the Balmoral Tower on the day of the shooting. It was his first week on the job. He was supposed to service apartment 1505, but his uncle told him he would do it, after Schellenberg was warned by the building manager about the suspicious activities of the people coming and going from the unit. Brown told the court on Wednesday morning that he heard three or four steady noises, but didn't think anything of it. Within hours the manager of the apartment building had discovered the six dead bodies, including Schellenberg's, in apartment 1505. Prosecutors say they intend to prove that Johnston and Haevischer went to the apartment to kill victim Corey Lal because he failed to meet a deadline to repay a $100,000 drug debt. He had been searching for fireplace repairman Ed Schellenberg for more than 30 minutes on Oct. 19, 2007 and had found no sign of him anywhere in the 121-unit Surrey highrise. So he went back to the penthouse floor where Schellenberg had last been working and he knocked on 1505. There was no answer, but he could hear music. "Something told me I just had to go in because this was an emergency," said Carothers, the first witness at the Surrey Six murder trial of Cody Haevischer, Matthew Johnston and Michael Le. "I come across the scene and I see six people on the floor." "I told my wife to phone 911 and call everybody out - the fire department, the police, ambulance, everybody, because something has happened up here. Everybody is on the floor. There is blood. I don't know what happened to them." Murdered execution-style that afternoon were Schellenberg and innocent neighbour Christopher Mohan, as well as a group of young drug dealers - Corey Lal, his older brother Michael, Ryan Bartolomeo and Eddie Narong. Corey Lal was the target and the other five were killed so there would be no witnesses, lead prosecutor Mark Levitz said in his opening statement. Levitz said the accused were members of the Red Scorpion gang, headed by Le and Jamie Bacon, who is also charged in the Surrey Six case but being tried later. Levitz said that evidence he intends to introduce at trial will show that a short time before the murders, Bacon met victim Corey Lal to tell the young drug trafficker he had to pay a $100,000 tax to Bacon's gang because he was selling drugs on Scorpion turf. When Lal refused, the Scorpions put in motion a plot to kill him, Levitz said. Levitz said the Crown would prove that "there was obvious planning and deliberation before the fatal shots were fired." Levitz said all six victims were shot in the back of their heads while they were being forcibly confined in suite 1505. He then showed grisly crime scene photos of all six lying in pools of blood on the living room floor as he described how they were killed in two different groups by two shooters. All six had their heads covered. "On one side of the living room near the fireplace, in front of a love seat were Corey Lal, Edward Narong and Ed Schellenberg ... They were lined up on the floor side by side. As you can see, they were lying face down on their stomachs," Levitz said. "The forensic evidence will show that Corey Lal was shot three times in the back of the head - two bullets were found in his head and there was a graze wound on the top of the head. Edward Narong was shot twice in the back of the head or neck. One bullet was found in his head. Edward Schellenberg was shot twice in the back of the head. Two bullets were found in his head." Levitz said the evidence "will establish that the heads of all three were covered when they were shot." The other three were on the other side of the love seat. "Michael Lal was shot in the back twice and also suffered a gunshot wound to his left hand. Christopher Mohan was shot twice on the side of his face and neck. Ryan Bartolomeo was shot four times in the back of the neck and head area," Levitz said. He said a Glock and an Ultrastar handgun were found inside the suite. "These two handguns were used to kill the six victims. Both the handguns had been emptied. Forensic evidence will show that 19 shots were fired, which corresponds to the magazine capacity of the two handguns." Mohan's mother Eileen broke down at the lunch break when reporters asked her about the photos. She said she quickly turned away after seeing the one with her son. "I want to remember Christopher the way he was," she said, thanking the police and Crown for working "diligently" on the case. The actual plot was carried out over

about 90 minutes on the afternoon of Oct. 19, Levitz said. Between 1 p.m. and 1:30 p.m., Johnston left a Korean restaurant where he was meeting Le and someone who can only be identified as Person X due to a publication ban, Levitz said. Johnston went to the Balmoral and met with a Red Scorpion associate who lived in the building. The associate handed over a fob that would allow the group to gain entry, Levitz said. Johnston then returned to the Korean restaurant, where Person X was given a Glock handgun by another person who will be called to testify, Levitz said. The Glock handgun would later be used by the killers to murder Michael Lal, Christopher Mohan and Ryan Bartolomeo, he said. At 1:48 p.m., Johnston and Person X "made their way to an apartment complex in Surrey named the Stanley" where Haevischer lived. Coincidentally, police were doing an unrelated investigation and there was surveillance on the building, Levitz said. "In Haevischer's apartment, two handguns were cleaned with Windex and bullets were wiped clean," he said. "You will hear that the accused Johnston and Haevischer, as well as Person X, then departed the Stanley together wearing hoodies and gloves." At 2:23 p.m., "the trio entered the Balmoral Tower," Levitz said. At about 2:40 p.m., the victims were executed in suite 1505. Johnston, Haevischer and Person X were then seen driving back to the Stanley in Haevischer's black BMW, Levitz said. Haevischer and Johnston went inside carrying a bag containing stolen cash and the cellphones of the victims. "The cellphones in the plastic bag were boiled in the apartment and later destroyed," Levitz said. Levitz said a combination of forensic evidence, witness statements, cellphone and fob records, and admissions to a police agent would prove first-degree murder and conspiracy charges against Le, Haevischer and Johnston. The judge-alone trial is expected to last a year.

A BC Supreme Court judge has handed Jaipreet Singh Toor a life sentence after the 46-year-old pleaded guilty to the second-degree murder. Toor represented himself and had requested a minimum 10 years before parole eligibility, while the Crown was seeking 12 to 14 years in prison for the March 2012 slaying. Toor told the court he became enraged when his father refused to give him more money after providing him with some cash earlier in the day. Justice Sheri Donegan ruled there was no evidence Toor was suffering from a mental illness when he committed the crime. She also found he understands the charges against him and the consequences of his guilty plea.

Potty Training Your Child


Most children show signs of readiness to begin using the toilet as toddlers, usually between 18 months and 3 years of age. These signs include staying dry for at least 2 hours at a time, having regular bowel movements, being able to follow simple instructions, being uncomfortable with dirty diapers and wanting them to be changed, asking to use the potty chair, or asking to wear regular underwear. You should also be able to tell when your child is about to urinate or have a bowel movement by his facial expressions, posture or by what he says. If your child has begun to tell you about having a dirty diaper you should praise him for telling you and encourage him to tell you in advance next time. You should choose a potty chair once your child has shown that he is ready to begin toilet training. You can have him decorate it with stickers and sit on it with his clothes on to watch TV, etc. to help him get used to it. Whenever your child shows signs of needing to urinate or have a bowel movement you should ask him if he wants to use the potty or take him to the chair and explain to him what you want him to do. Only keep him seated for a few minutes at a time, don't insist and be prepared to delay training if he shows resistance. Until he is going in the potty, you can try to empty his dirty diapers into his potty chair to help demonstrate what you want him to do. Things to avoid when toilet training your child are beginning during a stressful time or period of change in the family (moving, new baby, etc.), pushing your child too fast, and punishing mistakes (treat accidents and mistakes lightly). Be sure to go at your child's pace and show strong encouragement and praise when he is successful. As children approach 2 years of age, parents frequently start thinking about toilet training. What is the "right" age? Depending on whom you ask, the "right" age may range from as young as 6 months to 3 years. While age can be used as a determining factor, there are several others to address. The most important factors are not necessarily age, but rather physiologic, physical and psychological readiness. Before a child can be "toilet trained", she must have attained a certain amount of physiologically readiness, namely "bladder readiness". In infancy, babies frequently are unable to hold large amounts of urine in their bladder and void small amounts. As a child grows older, her bladder becomes more mature, and is able over time to hold larger amounts of urine between voids. This comes hand in hand then with the additional ability to be able to increase the interval between voids. When you notice that your child is dry at longer intervals (i.e. dry after a nap or for at least 2 hours) and is voiding large amounts at a time, then that is a sign that your child may be physiologically ready for toilet training. Another component, which overlaps with psychological readiness, is the ability of your child to recognize that she is voiding (i.e. if your child does not recognize when she is voiding, toilet training is virtually impossible). Some children start showing some signs of "bladder readiness" around 2 years of age. Most will attain it by three years of age. Another component of readiness is physical readiness. This includes the ability to walk well (to and from the bathroom), to be able to pull pants up and down, and the ability to get on and off the toilet/potty chair fairly independently. While this may seem like a "given", think about grandmas who claim their children were toilet trained at 6 months or a year of age. Some kids are not even walking at a year, how could they be toilet trained? The last component is probably the most important: psychological readiness. Or what I like to call willingness! If a child is not bothered by a wet or dirty diaper, if she is uninterested or unwilling to sit on the potty, believe me, you are not going to get very far. As the saying goes, you can place a toddler on a potty, but you can't make her pee. Toddlers quickly learn that they can control their bodily functions. Once your child is showing all these components of toilet training readiness, most experts recommend waiting at least three months before you start toilet training to ensure that all is set. This is a good time to "set the stage" for toilet training as well (letting her observe others using the toilet, introducing books or videos on the subject, starting to talk about them using the potty soon). Last but not least, look at yourself and your family situation. In order for toilet training to be as painless and smooth as possible, make sure that you and your child are ready. Some kids toilet train quite easily, while for others it becomes what seems like a long drawn out battle. If you are incredibly busy at work, moving to a new house or a new baby is due soon, it's ok to wait a few months to let things settle down. This is probably one of the biggest steps for your child and it's worth it to wait. Just remember, all good things come with time. Or as my then 3 and a half year old son said "You have to be patient, and then the pee will come". You've been waiting for the signals. Your child seems to recognize when she is peeing or pooping. And, miraculously, your child is actually telling you from time to time! ("I peed!" or "I pooped!"). She is dry after naps and occasionally upon awakening in the morning. Now is the time to set the stage if you haven't done so already. Discussing using the toilet, reading about it, and even watching videos is just as important as the process itself. The more your child understands the more successful toilet training will be. Discussions of using the toilet are just that. If you haven't done so already, let your child see you and other family members using the toilet (modeling). Let your child know that when she is ready, she can do the same thing. If she has a little friend that is about the same age that is using the toilet, that can also be mentioned (nothing like some peer pressure!). If you notice that she is peeing or pooping, remark on it: "Are you peeing?"...especially if she is in the tub or naked and both of you are observing this act. Follow the observational comment with something positive, like "Let me know when you are ready to try peeing/pooping in the potty!" or "Next time we can try peeing in the potty if you like". Ongoing observational remarks and comments of "when you are ready" let the child know that there is no pressure to start, and that the choice is hers. Books and videos are wonderful adjuncts to the discussions you have with your child. They help reinforce the ideas you have discussed. And, they see other "kids" or "characters" undergoing the same process, which will help your child understand the whole process. If you haven't done so already, now is a good time to get the potty "ready" (i.e. purchase a potty chair or child sized potty seat that fits over toilet seat) and to buy some underwear or pull-ups. Some things to consider regarding your potty "set up" is that there are several potty chairs out there. You needn't spend a fortune on one, but: make sure that it is sturdy. The last thing you want is for it to collapse while your child is sitting on it! make sure the "pot" part (where the pee and poop end up) of the chair is secure and empties easily for easy cleaning and minimal spilling. It is also a nice idea, if your child is interested, to have your child help pick the potty chair. If there is something about the potty chair your child does not like (and believe me, you never know what a 2-3 year old might find fault in!), she may be resistant to using it........and that's the last thing you need! Most children do start out with a potty chair, but if your child is older (around 3 years of age or older) or has an older sibling, she may prefer to use the "real" toilet first. In this case, a child-sized seat which fits over the toilet would be most helpful. Stability of the seat is probably the most when picking a potty seat. Find one that has the least amount of "wiggle" and does not feel like its going to collapse under the weight of the child. Make sure also, that there aren't any parts that may pinch the child. If your child doesn't feel secure on the potty seat, she may not feel comfortable enough to pee or poop in it. The next consideration is pull-ups vs. underwear vs. training pants.

New Hope For Sufferers Of Thyroid Cancer Patients with advanced thyroid cancer of sorafenib on thyroid cancers that
have for many years faced bleak prospects and no viable treatment options. But now, building on recent discoveries about the genetics and cell signaling pathways of thyroid tumors, researchers are developing exciting new weapons against the disease, using kinase inhibitors that target tumor cell division and blood vessels. Two recent clinical trials led by a researcher from the Perelman School of Medicine at the University of Pennsylvania showcase the great promise of these new approaches. The first study provides additional data from the phase III DECISION trial of the drug sorafenib, a kinase inhibitor already approved for treatment of kidney and liver cancer, which was presented as a plenary during the 2013 annual American Society of Clinical Oncology meeting. In the newly released findings, lead author Marcia Brose, MD, PhD, an assistant professor in the department of Otorhinolarlyngology: Head and Neck Surgery and the division of Hematology/Oncology in the Abramson Cancer Center, and her colleagues examined the effectiveness

As they expected, the most common mutations were found in the BRAF and RAS genes. Taken together, the two trials offer substantial new hope for patients with progressive thyroid cancer.

Eighteen months of intensive diet and exercise together lead to less knee pain and better function among overweight and obese adults with knee osteoarthritis, a new research has revealed. Stephen P. Messier, Ph.D., of Wake Forest University, Winston-Salem, N.C., and colleagues conducted a study to determine whether a 10 percent or greater reduction in body weight induced by diet, with or without exercise, would reduce joint loading and inflammation and improve clinical outcomes more than exercise alone. The study included 454 overweight and obese older community-dwelling adults (age 55 years or older with a body mass index of 27-41) with pain and radiographic knee OA. The interventions consisted of intensive diet-induced weight loss plus exercise, intensive dietinduced weight loss, or exercise. It was found that average weight loss was greater in the diet and exercise

Researchers said the findings from this trial suggested that intensive weight loss may have both anti-inflammatory and biomechanical benefits; when combining weight loss with exercise, patients can safely achieve a mean long-term weight loss of more than 10 percent, with an associated improvement in symptoms greater than with either intervention alone.

People with asthma who engage in appropriate exercise programs have improved cardiovascular fitness and an overall improved quality of life, a new study has revealed. The study found that appropriate exercise programs can provide valuable benefits to people with asthma, helping to reduce the severity of attacks or prevent them entirely. The review by lead author Kristin Carson, a doctoral student specializing in respiratory medicine at the Queen Elizabeth Hospital in Adelaide, Australia, also showed that, contrary to fears that patients and parents of asthmatic children sometimes have, exercise does not generally worsen the condition. The researchers included 21 randomized, controlled studies fir their analysis. All the participants engaged in whole body aerobic exercise, such as using a treadmill or swimming, lasting 20 to 30 minutes, two or three times weekly. Participants tolerated the exercise well,

Carson emphasized that this review shows that exercise does not worsen asthma symptoms and, "There is little to no reason that patients with asthma should not fully participate in regular physical activity, provided that preventative medications for those with exercise-induced asthma have been administered properly."

A new study has warned that diabetes sufferers are more prone to developing breast and colon cancer and at an even higher risk of dying from them. Dr Kirstin De Bruijn said that previous studies have examined the association between diabetes and dying from cancer but death from specific types of cancer has not been well-studied. "Our meta-analysis is the first to combine incidence and death from breast and colon cancer, while excluding all other causes of death. We have investigated the link between diabetes and the risk of developing as well as the risk of dying from these cancers," she said. Dr De Bruijn, a PhD student in the Surgery Department at the Erasmus University Medical Center in Rotterdam, Netherlands, and colleagues analyzed results from 20 trials that had taken place between 2007 and 2012, involving more than 1.9 million patients with breast or colon cancer, with or without diabetes.

The 2013 Chevrolet Traverse receives multiple changes this year, including refreshed exterior styling, improved interior materials, a new electronics interface and new safety features. Introduction From outward appearances, the 2013 Chevrolet Traverse looks almost fully redesigned. Gone is the signature Chevy split grille, replaced by a nose that looks more at home on a large sedan. The new design may lack personality, but it has a slimming effect that makes its predecessor look bloated by comparison. With a sharper, more defined tailgate and angled lights, the same holds true for the rear of this large crossover. The interior also received the nip/ tuck treatment, with sculpted surfaces and shapes integrated more fluidly into the overall design, and additional features including a standard rearview camera and Chevrolet's new MyLink infotainment interface at the driver's disposal. Similar to MyFord Touch, the MyLink system provides a wealth of audio, navigation and other system control through a simple touchscreen. The rest of the 2013 Chevrolet Traverse remains unchanged and that's a good thing. Interior cargo capacity continues to be a top draw, with an impressive 116 cubic feet available behind the first-row seats. We like the way the Traverse drives, too, as its comfortable ride quality and 281-horsepower V6 put this big Chevy right at home on city streets and on the highway. Body Styles, Trim Levels, and Options With seating for up to eight passengers, the 2013 Chevrolet Traverse is classified as a large crossover SUV. It is offered in four trim levels: LS, 1LT, 2LT and LTZ. Standard features on the LS Traverse include 17-inch steel wheels, automatic headlights, roof rails, cruise control, front and rear air-conditioning, keyless entry, full power accessories, cloth upholstery, 60/40 split-folding third-row seats, a tilt-and-telescoping steering wheel, a trip computer, Bluetooth, OnStar telematics, a 6.5inch touchscreen display, a rearview camera and a six-speaker audio system with a CD player, USB/auxiliary audio inputs, and satellite and HD radio. Steeping up to the 1LT trim adds 18inch alloy wheels, foglights, heated mirrors, rear parking sensors, remote ignition, a leather-wrapped steering wheel, wood grain interior trim and an eight-way power driver seat with power lumbar adjustments. As comprehensive as this list is, there isn't a lot of room for options. Available on the 2LT and LTZ trims are a navigation system and a 10-speaker Bose surround-sound system. All but the LS trim can also opt for a dual-panel sunroof, rear-seat DVD entertainment center with USB input and a 110-volt household power outlet. Powertrains and Performance Powering most 2013 Chevrolet Traverse models is a 3.6-liter V6 that produces 281 hp and 266 pound-feet of torque. The LTZ trim features twin exhaust outlets that increase output to 288 hp and 270 pound-feet. A sixspeed automatic is the only available transmission, but buyers can choose front- or all-wheel drive. The EPA estimates fuel economy at 17 mpg city/24 mpg highway and 19 mpg in combined driving for the front-drive Traverse and 16/23/19 mpg for the allwheel-drive model -- average results for crossovers in this class. Safety Standard safety features on all 2013 Chevy Traverse models include fourwheel antilock disc brakes, traction and stability control, a rearview camera, front-seat side airbags and full-length side curtain airbags for all three rows. OnStar is also standard and includes automatic crash notification, on-demand roadside assistance, remote door unlocking, stolen vehicle assistance and turn-by-turn navigation. An inboard driver-seat side airbag that helps protect front occupants from colliding into each other in the event of a side impact is optional on the LS trim and standard on all others. A blind-spot and rear cross-traffic monitoring system is only available on the top LTZ trim. Interior Design and Special Features The 2013 Chevrolet Traverse features

an attractive new interior, but a few flaws detract from an otherwise successful effort. Most touch-surfaces are decently padded, but the quality of the materials lacks a premium look and feel. Drivers will also notice poor rearward visibility, particularly in reverse. Fortunately, the standard rearview camera provides a clear and comprehensive view. The rearview monitor and all infotainment functions are controlled by a touchscreen display in the dash, but the screen itself is mounted low in the driver's sight line, and requires a longer glance away from the road ahead. The MyLink interface, which allows smartphone radio app integration, features a clean layout and intuitive menu structure. Touch inputs are occasionally slow or missed entirely, however, making the interface a bit frustrating. We're also not fond of the USB port placement in a dashtop bin where direct sun and high temperatures can bake electronics. Front-row passengers will enjoy abundant head- and legroom, as will second-row occupants, but the middlerow seat cushions are a bit low. Sliding those seats all the way back alleviates this issue, but that effectively kills third-row legroom. The slide release is

also difficult to access. The narrow, flat third-row seats are easily deployed and stowed, but are really suited to kids and smaller adults. The Traverse scores points for generous cargo capacity. Even with the third-row seats in place, the Traverse can carry up to 24.4 cubic feet of luggage. That figure jumps to 70.3 cubes with the rearmost seats folded flat and a cavernous 116.3 cubes with the second row stowed. Driving Impressions Overall, the 2013 Chevrolet Traverse delivers a smooth and quiet highway ride. On curves and passes, the big SUV minimizes body roll and feels more secure and planted than you expect. The V6 engine generates good horsepower, but lacks punch and tends to sound harsh and unrefined under acceleration -- an indication of the mass it's tasked to carry. The thin steering wheel also feels a little outdated and the transmission is slow to react, though gearchanges are smooth. Whether running errands in the suburbs or traveling the interstates, the Traverse is well suited to delivering several people in comfort or cargo in abundance. Despite its dimensions, it maneuvers well in tight parking lots -it's just harder to see out of than most competitors.

Stretch Marks: Causes, Treatment and Prevention The tendency to develop stretch marks is genetic, because it depends on the amount and arrangement of the protein elastin in the skin. Once a stretch mark has developed, it cannot be reversed. Stretch marks can develop in the following circumstances: Pregnancy - Most pregnant women develop stretch marks towards the end of their pregnancy. If your mother had them, you are probably going to have them. Excessive weight gain during pregnancy, twin or multiple pregnancy can increase the chances of getting stretch marks. Weight gain and growth during adolescence and in weightlifters. Medication use - prolonged use of corticosteroid creams, lotions and pills. "The performance of Tahiti has inspired me and the Pacific Islands as a whole to have the belief that it is possible to use beach soccer to give our country recognition on an international level, said Kilifi Uele, Technical Director at the Tonga FA. Tahitis breakthrough success at the FIFA Beach Soccer World Cup 2013 is evidence of the potential that is starting to be unlocked in Oceania. Coinciding with the concluding days of the tournament, many of the Oceania Football Confederations member nations have been participating at the FIFA/OFC Beach Soccer Seminar. Held over three days, participants from New Caledonia, Tahiti, Tonga, Fiji, Vanuatu and American Samoa enjoyed topics covering a wide variety of lectures, interactive events and on-field work, all with one goal in mind: growth of the sand-based game in Oceania. FIFA Development Officer Glenn Turner says the seminar agenda was conceived with a number of top international presenters who captivated the participants. Joan Cusco, Vice-President of Beach Soccer Worldwide and special adviser to the FIFA Beach Soccer Committee, spoke about his lengthy experience promoting what is a highly marketable sport. Some of the other dignitaries to attend over the three days and offer their insights included Tahiti FA President, Thierry Ariiotima, Football Federation Samoa President, Toetu Petana and the following FIFA Beach Soccer Committee Members Abdiqani Said Arab, Hillaren Frederick, Miroslav Pelta, Dinnanathlall Persunnoo, Chris Wang, Philip White, Souleiman Hassan Waberi, Feizal Sidat, Mohamed Gamal, Damian Dupiellet. The seminar presenters were able to identify that there are two distinct levels of beach soccer in OFCs member associations. There were participants

Auckland City's next pre-season friendly is less glamourous as they take on New Zealand U-17 at Kiwitea Street on October 6.
