Copy and paste the following text in the body of the email: Dear Comptroller Liu, As a taxpayer and concerned New York City resident, I write to urge you to REJECT a contract between New York Citys Department of Homeless Services (DHS) and Aguila Inc./Housing Solutions USA (Aguila) for a $30 million, 170 bed mens homeless shelter at 165 West 9th Street - a property owned by Alan Lapes - in Carroll Gardens, Brooklyn. You have already exercised your excellent judgment this year by rejecting similar contracts on the Upper West Side and the South Bronx. Please make the same decision with this proposed shelter and prove to be the only responsible city agency that is paying close attention during a change in administration. I am thankful that your office has already documented the history of DHSs relationships with Aguila and Lapes a history of paying Lapes and Aguila unreasonable sums of taxpayer money in exchange for dangerous and unsanitary homeless shelters, and that you are currently conducting a third and final audit of Lapas and Aguilas questionable practices. The proposed shelter on West 9th Street appeared to hit a roadblock when a May 2013 audit by DOB http://www.ccgbrooklyn.com/wpcontent/uploads/2012/10/DOB-Replyto-Elected-Officials.pdf - solicited by the Coalition for Carroll Gardens (CCG) and local elected officials - identified several objections, including those pertaining to the Zoning Resolution, Administrative Code and Multiple Dwellings Law and threatened to revoke all permits from the site. The objections required that the owner:

Submit 10 missing construction documents for review Demonstrate compliance with zoning for supportive housing facilities Demonstrate floor designations were not misleading or improperly labeled Demonstrate compliance with accessibility requirements Provide rooftop access space for firefighters and clarify stairs extend to roof

But according to the DOB website, the audit was accepted on August 28th, with little information made publicly accessible about exactly how the objections were rectified. If opened, the West 9th Street shelter immediately violates building and safety codes and creates unsafe and unsanitary conditions for its residents. This is unfair to the residents, and unfair to New York City taxpayers whose dollars should be spent to house homeless citizens in a safe, humane, and well-monitored environment.
