MANILA, Philippines A law expert on Tuesday said the process of the impeachment of Supreme Court Chief Justice Corona

was in accordance with the law, but expres sed worries over its effect to the country s judicial system. Fr. Ranhillo Aquino, dean of San Beda College Graduate School of Law, said he wa s surprised by the swift impeachment of Corona, given the sensitivity of the mat ter. Aquino said he hopes the members of the lower House who signed the impeachment c omplaint had practiced proper judgment and were not swayed by partisan politics, noting that Corona is a known target of the administration. Well, my hope is that they did (read the complaint), and acted as responsible mem bers of Congress that has the power to initiate impeachment cases. Ito ay hindi isang partisan activity. Ito y isang proseso na tinatawag na political justice, so dapat ang umiral dito ay yung sense of justice nating lahat, Aquino told dzMM. Bad precedent Aquino also said that the Monday proceedings in the lower House could set a bad precedent and affect the independence of the judiciary. Corona has been criticized by the administration for his alleged partiality to f ormer President Gloria Arroyo. He was also accused of blocking government effort s to combat corruption in the country. The Supreme Court s supposed anti-Aquino administration decisions have allegedly f ueled efforts to impeach the chief justice. Grounds for impeachment The law dean also noted that some of the grounds for Corona s impeachment were bas ed on court decisions, which should not be questioned given the Supreme Court s st atus as the final arbiter. He explained such points cannot be taken against Corona alone, since other justi ces also took part in the formulation of the decisions. Yun ang pinagtatakhan ko. Kasi ito ay desisyon ng mayorya, hindi desisyon ng iisa ng tao. So you cannot blame one person for the decisions of the Supreme Court, he said. Among the grounds for impeachment cited in the complaint were the High Court s dec isions to declare legal the creation of 16 new cities; to absolve Associate Just ice Mariano del Castillo from a plagiarism complaint; to block the lower House s i mpeachment attempt against former Ombudsman Merceditas Gutierrez; and to issue a temporary restraining order on the government s hold departure order against Arro yo.
