SRINAGAR: A front ranking terroroist of Hizbul Mujahideen militant outfit has been arrested by security forces from Bandipora district of Kashmir Valley, police said Monday. Junaid, who used aliases Manzoor and Arshad and was working with the outfit for the past 14 years, was arrested in Turkpora area of north Kashmir's Bandipora district last Wednesday, a police spokesman said. On specific information about presence of a militant in a house in the area, Army and police had conducted a joint operation and cordoned off a house, where Junaid was hiding. He tried to break the cordon and escape, but he was overpowered and arrested, the spokesman said. He said the forces recovered one AK-56 rifle with two magazines and 60 rounds from his possession. BSF to seek flag meeting with Pak Rangers over sniper firing
NEW DELHI: BSF is likely to seek a flag meeting with Pakistani Rangers which opened fire in forward areas along the India-Pakistan border in Samba district of Jammu and Kashmir, injuring one jawan. Home Ministry officials said this was the third incident of sniper fire from Pakistan side this year along the International Border and cannot be taken lightly as there have been increased activities by militants from across the border. People at the bridge on Sindh river leading to the Ratangarh temple, after the stampede on Sunday morning BHOPAL: As the death toll in the stampede during Navratri festivities near a temple in Madhya Pradesh's Datia district climbed to 115 on Monday, Congress targeted Madhya Pradesh chief minister Shivraj Singh Chouhan demanding his resignation for the "man-made" tragedy. The stampede, which also left over 100 injured, was triggered by rumours on Sunday that a river bridge the devotees were crossing was about to collapse. After the 2006 tragedy, the state government had constructed a bridge over the river but the mishap took place on it allegedly due to poor mismanagement of the crowd that gathered in large numbers from the nearby districts and neighbouring Uttar Pradesh. Asset prices are also of fundamental importance for the macro economy, as they provide crucial information for key economic decisions regarding consumption and investments in physical capital, such as buildings and machinery. While asset prices often seem to reflect fundamental values quite well, history provides striking examples to the contrary, in events commonly labelled as bubbles and crashes. Mispricing of assets may contribute to financial crises and, as the recent global recession illustrates, such crises can damage the overall economy. Today, the field of empirical asset pricing is one of the largest and most active subfields in economics. Professor Shilling said after getting "it is complete disbelief. Economics is a fascinating and important field. The prize finance is a theory that has many controversial elements and body of knowledge use of which will help improve human welfare." He added "Finance drives modern civilization. Our best activities have to be financed. I want to see finance develop further to serve human kind. That reflected mistakes and imperfections in our financial system that we are working on correction. It will take decades. We have gone through financial crisis many times in history and have generally learnt from them". It was actually Eugene Fama who started looking at asset prices in the 1960s and demonstrated that stock prices are extremely difficult to predict in the short run, and that new information is very quickly incorporated into prices. These findings changed market practice. The emergence of so-called index funds in stock markets all over the world is a prominent example. If prices are nearly impossible to predict over days or weeks, then shouldn't they be even harder to predict over several years? The answer is no, as Robert Shiller discovered in the early 1980s. He found that stock prices fluctuate much more than corporate dividends, and that the ratio of prices to dividends tends to fall when it is high, and to increase when it is low. This pattern holds not only for stocks, but also for bonds and other assets, the Academy said. One approach interprets these findings in terms of the response by rational investors to uncertainty in prices. High future returns are then viewed as compensation for holding risky assets during unusually risky times. Lars Peter Hansen developed a statistical method that is particularly well suited to testing rational theories of asset pricing. Using this method, Hansen found that modifications of these theories go a long way toward explaining asset prices. Another approach focuses on departures from rational investor behaviour. So-called behavioural finance takes into account institutional restrictions, such as borrowing limits, which prevent smart investors from trading against any mispricing in the market. The Laureates have laid the foundation for the current understanding of asset prices. It relies in part on fluctuations in risk and risk attitudes, and in part on behavioural biases and market frictions.

Regarding the revision of Statutes of the State Agricultural Universities, the Chief Minister asked both the Vice Chancellors to jointly revisit the Statutes and list out the amendments, wherever, required to be made. To investigate whether Arafat who led the Palestine Liberation Organization for 35 years and became the first president of the Palestinian Authority in 1996 died of polonium ingestion, the scientists focused their radio-toxicological analyzes on visible body fluid stains from specific belongings - underwear, toothbrush, hospital cap and sportswear. A thorough analysis was carried out on 75 different samples, 38 of them taken from Arafat's belongings. The case report says "The remaining 37 samples were references, which were not artificially contaminated with 21Po (polonium). These included cotton items that had been kept for 10 years and protected from dust and products of radon decay in an attic". The report then said about the findings "Several samples containing body fluid stains (blood and urine) contained higher unexplained 21Po activities than the reference samples. These findings support the possibility of Arafat's poisoning with 21Po. According to biokinetic modelling, the measured activities of 21Po of samples are compatible with a lethal ingestion in 2004. Moreover, his clinical presentation could not rule out 21Po poisoning". Arafat died in Percy Hospital, France on November 11, 2004 at the age of 75. Doctors were unable to specify the cause of death as no autopsy was carried out in line with his widow's request. Arafat's medical records said he had a stroke resulting from a blood disorder. Radio analysis was undertaken by the Institute of Radiation Physics and medical analyses by the University Centre of Legal Medicine team. Professor Gerard Waeber from the department of internal medicine, Lausanne University Hospital investigated the medical records of Arafat. The scientists who published their findings on October 12 said at the time of publication, the remains of Yasser Arafat have been exhumed and are being investigated for cause of death. He presented with a medical history that began in Ramallah on Oct 12, 2004, with nausea, vomiting, abdominal pain, and diarrhoea. Shortly after, his general health deteriorated with continuing gastrointestinal symptoms, thrombocytopenia, apyrexia, but the absence of inflammation. According to the case report available, "On Oct 29, he was admitted to Percy Hospital. He had diarrhoea, nausea, vomiting, and generalized abdominal pain with mild liver and kidney failure that was associated with disseminated intravascular coagulation syndrome. His condition worsened, with acute renal failure, aggravation of a cholestatic jaundice and neurological coma. He was transferred to the intensive care unit, where he died of a cerebral haemorrhage. Despite numerous toxicological and clinical investigations, the cause of his illness remained unknown". "There was no evidence of infectious, vascular, or cancerous disease and the treatment had been symptomatic only. Poisoning was considered but never confirmed by toxicological analyses. After the death of Alexander Litvinenko in 2006, 21Polonium poisoning was considered as a possible cause of Arafat's death. Although the absence of myelosuppression and hair loss does not favour acute radiation syndrome, symptoms of nausea, vomiting, fatigue, diarrhoea, and anorexia, followed by hepatic and renal failures, might suggest radioactive poisoning". The report added that from a medico-legal perspective, this hypothesis is justified given the absence of a characterised cause of illness and the absence of toxicological evidence, including radiations, as well as the dearth of scientific literature in this topic.

An inquiry commission would be set up within the next two days to probe the stampede near the Ratangarh temple, Chouhan said after meeting injured persons at a hospital in Datia. The state government had ordered a judicial inquiry into the mishap which was a shocking rerun of the tragedy at the same site in 2006 when over 56 pilgrims were washed away after water was released in the Sindh river from upstream.

Mr. Raman Bhalla, Minister for Horticulture, dwelt on the future growth of the University as the need is felt for urgently transforming agriculture and its allied sectors. Mr. Nazir Ahmad Khan (Gurezi), Minister of State for Animal and Sheep Husbandry, said that efforts need to be further intensified for increasing the production of dairy, mutton, poultry and fish in the State. Dr. D. K. Arora, Vice Chancellor, SKUAST, Jammu, presented a detailed report on the status of teaching, research and extension activities undertaken by the varsity. He dwelt on the achievements of the University in varied fields and the new varieties of seeds of different crops which have been developed and released since the last meeting of the University Council. Reviewing the intake capacity of the SKUAST-Jammu, the Governor said that every effort must be made to ensure that no seat in any discipline remains unfilled.Regarding the status of infrastructure development works of the University, the Governor asked the Vice Chancellor to take up the matter with the concerned executing agencies for ensuring timely completion of all these works. He also emphasized for expediting all the required measures to facilitate construction of building for Maize Research Sub-Station at Sansoo, in Udhampur district in a time bound manner. While reviewing the headway made towards establishing Krishi Vigyan Kendras in Samba, Udhampur and Ramban districts, the Governor asked the Vice Chancellor to pursue the matter with the concerned authorities for expediting possession of the land for the establishment of the KVKs, describing these as nerve centres for transfer of agricultural technologies to the farmers to progressively enhance agri-productivity and production in the State on a sustained basis.
The Chief Minister stressed that the progressive farmers with notable success stories need to be involved in a big way in enlarging awareness among the farmers who have been benefited with the various technological and scientific interventions made by the Agricultural Universities and the extension agencies of the Government which have culminated into these success stories so that other farmers could also benefit from their experiences. Regarding the revision of Statutes of the State Agricultural Universities, the Chief Minister asked both the Vice Chancellors to jointly revisit the Statutes and list out the amendments, wherever, required to be made. The Council approved the establishment of the School of Genomics, Molecular Biology and Microbiology at the Sher-e-Kashmir University of Agricultural Sciences and Technology, Jammu, on self-sustainable basis. Mian Altaf Ahmad, Minister for Forests, while putting forth several suggestions for the growth of agriculture and allied sectors in the State, urged for development of horticulture sector, particularly in Rajouri, Poonch, Mahore and Gool areas, which have high potential. Prime Minister Singh is singing the secular front tune because he sees his party in deep trouble in the days ahead. By extending publicly-funded programmes exclusively (by implication) to only Muslims under the garb of minority justice, he knows that his partys large majority is upset. More important, Mr Singh sees the Muslim community not buying wholesale the painting of the BJP as a threat to it, as is reported by many newspapers in their despatches from various urban and rural centres where BJPs prime ministerial candidate Narendra modi is leading the partys campaign rallies. Never mind what the word secular really means. If for him and Mr Karat, secular is being anti-BJP, for Mr Naidu, the word carries a different meaning, as his talks with Mr Modi, indicate. The same is the standing of AIADMK leader and Tamil Nadu Chief Minister J Jayalalitha. In fact, at the ground level, several non-Congress Chief Ministers, who lead their parties too, find the Congress a greater national disaster than any other. Dictated by rational considerations, they would rather have an antiCongress alliance in a situation where the all-round perception is that the Congress with its peculiar diarchy, has led the country to a disaster both economic and political. The IMF is the latest international body to say that Indias growth rate is worse than that of sub-Saharan African countries. Its even worse than Pakistans. and Pakistans economy is in a terrible mess. The countrys neighbour, whether Pakistan, the Maldives or Sri Lanka, are all taking pot-shots at India, because they are aware that there is a political vacuum in the country as result of a weak Government in New Delhi. Thus, a majority of the opposition parties within the country see Mr Singhs secular song as a ploy to break the growing united national conviction that the first task in India at present is to get the Congress out of power from wherever it exists.

FANTASTIC RECOGNITION
Those who had expected Malala Yousafzai to get the Nobel Prize for Peace this year, will be sorely disappointed that she has lost out to the weapons watchdog, Organisation for the Prohibition of Chemical Weapons. The school girl from the Swat region in Pakistan, who miraculously survived an attack by the Taliban last year, has come to symbolise the growing aspiration of women to be empowered through education. The Taliban wanted to eliminate her and they are still determined to do so because she had raised her voice in favour of education for girls, which the Taliban found un-Islamic'. Far from being silenced, Malala has since then amplified her demand, which is reverberating across the globe. She has also expressed her commitment to enter politics in her country, and hopes to some day be the Prime Minister. Regardless of the Nobel miss, she will continue to battle for education, and some day perhaps she will get the world's most prestigious award. Meanwhile, all eyes are focussed on the winner. But what is the OPCW going to do to justify the high recognition? It has, to begin with, an awesome task at hand to get rid of chemical weapons in Syria. If it fails to do so, questions will be asked on the purpose served in giving it the Nobel award. It cannot be forgotten that the prize has been timed with its efforts to persuade the Syrian regime to destroy the large arsenal of chemical weapons the latter has accumulated over the years and, according to many observers, used on its civilian population some weeks ago. The international outrage which flowed after reports that nearly 1,400 persons died in the nerve gas attack, pushed the OPCW in the limelight. The Nobel jury has rarely won acclaim for its decisions on the peace award. Last year it gave the prize to the European Union for no justifiable reason. It even failed to recognise the open infighting within the Union and the endangered economies of some of the EU members. Earlier, it had honoured US President Barack Obama for an achievement that many believed did not exist. At best, the Nobel jury had judged the matter prematurely, in the hope that some day Mr Obama will live up its expectation! For the OPCW to maintain credibility, it has to work not just on Syria but on those other countries that possess chemical arsenal. According to an investigation by CNN, both the United States and Russia are sitting pretty on chemical weapon stockpiles. Even the Nobel committee, while announcing the award, noted: Certain states have not observed the deadline for destroying their chemical weapons. This applies especially to the US and Russia. The US estimates that it will take at least 10 years to destroy its remaining 10 per cent of chemical weapons of 3,100 tonnes. The OPCW says Russia has a stockpile of five times that amount yet to be destroyed. By contrast, Syria, according to estimates, has 1,000 tonnes stored all over the country. While both the US and Russia are justified in demanding an end to the chemical weapons regime in Syria, they ought to also look within and take steps that set a credible example. Neither the US nor Russia, CNN has pointed out, has adhered to the earlier deadlines to completely destroy their chemical reserves.
The so-called Third Front is just a chimera in terms of existence. Worse, it is not clear which parties will constitute the front even when it comes into being, and who will lead the combine
confusion. Recall the so-called secular front that was formed in the post- poll 1996 scenario merely to keep the BJP out; the party had emerged as the largest entity but without a majority. Prime Ministers were changed every year in two years. Before that also, there were two similar experiments in 1979 and 1990, with the secular Prime Ministers lasting not even a full year. The secular Third Front has become a big joke of Indian politics. But Mr Kumaraswamy, who runs the party for all practical purposes, has let it be known that he remains committed to secularism and will attend the convention that Mr Karat has called. The confusion within the secularists gets deeper as we go further along the invitee line. Is the Telugu Desam Party in or out? The TDP seems to be waiting and watching. Mr Chandrababu Naidu is well aware that Mr Karat is playing it both ways. The Left wants to get back on the Congress bandwagon while also sponsoring the Third Front. Mr Naidu, therefore, did some plain talking with Mr Karat, asking him why the Left is also hoping to hang on to Congress president Sonia Gandhi, as it did during 20042008. Of course, Mr Karat wants to keep his options open and, therefore, Mr Naidu is reported to have told Mr Karat as reported in The Economic Times: "If you can keep your options open, why cant I keep my options (of aligning with the BJP to fight my main rival Congress) open? The others have thus seen through Mr Karats game. His party is no longer as powerful as it was in 2004. Both West Bengal and Kerala have voted out theLeft Governments. The 2009 general election reduced the entire Left to a mere 35 seats against the over 60 it had which Mr Karat had used to twist and turn Mr Manmohan Singh.To assure itself of a second coming in politics, the Left Front needs to get back to somewhere close to that number in 2014. The crucial state for it is West Bengal where, to counter the Trinamool Congress, it needs to get close to the Congress and also prevent a CongressTrinamool tie-up. For Mr Naidu, the real enemy is the Congress. For Mr Karat, the looming threat is from the Est Bengal Chief Minister.
Reserve Bank of India Governor Raghuram Rajan may or may not be a cricket fan, but he appears to be inspired enough to have drawn an analogy between the game and the country's economy at a think-tank event in Washington recently. It's not clear whether the comparison hit the right chord in a country that does not play cricket, though its people may well have heard of Sachin Tendulkar. Nevertheless, Mr Rajan believes that Indians are mercurial in their opinion on both. Fans shower our cricket players with adulation when the team is doing well and heap abuse when they hit a bad patch. And the same is true of the economy, the Governor points out. He is right about the reactions, but wrong in everything else. Cricket is a game, economy is not. If the best of players fail at times, it's to do with their form, which is temporary. But the economy fails because of mismanagement by the Government, and, unlike players, it rarely bounces back in a month or two. The slump in economic growth that the country is going through did not begin yesterday, nor will it end tomorrow. It is the result of sustained policy paralysis on the part of the Congress-led UPA Government, and of decisions that were either wrong or taken at the wrong time. Neither the Prime Minister nor the Union Minister for Finance is a swashbuckling Virender Sehwag or a dynamic Gautam Gambhir two players Mr Rajan named by way of examples and who are battling for form and to retain their place in the Indian team. Mr Rajan said the people elevate cricketers to the status of god, disregarding the weaknesses that actually exist. That may be so, but what's the point he is making? Hes saying: You, the people, praised the economy sky-high one day, and now you are cribbing. How unfair! Is it? The people have a right to be upset and angry when they are made to pay for the callous indecisiveness of their elected representatives, just as they have a right to be furious when cricketers, whom they have given such love and affection, flounder repeatedly. Mr Rajan must remember that public anger did not flood the media when things began to go wrong; it came about after policymakers in the Government failed, again and again, to stem the damage over the years. As regards glossing over weaknesses when the going is good, surely that is something which the Government, and not the people, must answer for. In his words, the go-go years were between 2002 and 2012 when growth averaged eight per cent. Actually, the period virtually ended in 2011, when the fault lines began to emerge in dangerous proportions. The weaknesses' which he talks about were becoming evident by then. They ought to have been fixed when the going was good and when harsh measures would not have sounded that harsh. But the Congress-led UPA Government did not. Mr Rajan is a distinguished economist and he knows the truth.

Subsequently, the UPA regime crafted an ordinance that allowed a convicted MP or MLA to continue to be a lawmaker but not draw a salary or vote in the process of lawmaking. The ordinance also allowed for the lawmakers disqualification to be deferred until the legal battle was fully exhausted. What was the pressing urgency for the UPA regime to adopt the ordinance route? Procedurally, it is improper to bring an ordinance in a matter which is already pending before a parliamentary Standing Committee. Ipse dixit, there cannot be a pressing urgency or need for immediate Rasheed Masood. The seeds of major change are sometimes laid in historical events. One such event was the use of musclemen to fight elections. Perhaps, as the Congresss complete dominance over elections since 1950 began to erode, the tactics that were brought into use in the late 1970s were to intimidate voters, capture booths, stuff ballot-boxes, and indulge in related activities. There was violence during elections. Money-power entered the domain of elections and politics at that point. The Government did try to curb the misuse of money in elections and it passed a legislation to cap the amount of money a candidate could spend. However the Supreme Courts ruling, declaring an election null and void if the winner was found to have spent more than the prescribed amount on campaigning, was overturned by a new law which provided that money spent on behalf of the candidate by a political party and by friends and well-wishers, would not count towards the expenses the candidate had incurred. Governance has been a matter of great concern lately. The Supreme Court judgement in Lily Thomas, the amendment to the Representation of the People Act and the verdict in bringing about the none of the above option for Indian voters for the first time in the countrys political history, are at the vortex of a whirlpool of change in Indias political landscape. Based on averages analysed from the ECs public data, which former chief Election Commissioner of India, N Gopalaswami and IIM-Bangalore professor Trilochan Sastry, shared on September 12 in Delhi, every candidate contesting the election has more than one in five serious cases against him. Serious charges may be defined as those for which (i) the sentence is two years or more on conviction, (ii) a court issues a non-bailable warrant, (iii) any crime against women is alleged, or (iv) any election-related criminal charge. An analysis of 60,000 records since the UPA came to power in 2004 shows that while only 12 per cent of clean candidates without any taint win, around 23 per cent of tainted candidates are winners. win. 1,460 of the 4,807 representatives elected to the Lok Sabha in 2009 and State Assemblies since 2008 have declared criminal cases against them. Therefore, a large percentage of candidates with serious criminal charges actually win the elections. This should cause for concern for all those who are agitating for the countrys politics to be decriminalised. We cannot just sit idle and allow the trend to continue. So the full picture is that, on an average, there were 0.22 IPC Sections for serious crimes against a candidate, while there were 0.55 against winners. In every type of case, the percentage amongst winners is much more. The Cabinet maintains that most cases against their own are trivial, though figures available point out otherwise. In addition, we find that several cases drag on for years. Over 3,450 candidates had contested the elections more than once. Of them, there were 849 with a criminal record the first time they contested, and 631 who had a criminal case the second time they contested. About 474 of them had the same cases pending against them for at least four years. This means that a person with serious cases against him can complete the term of an Assembly or Lok Sabha before the cases are disposed of. The need for barring such candidates becomes even stronger since they have had ample time to get their names cleared from courts. The ordinance was fated for burial since its inception. It was a last-ditch effort by the UPA Government and the Congress to save their potential allies against the mood of the country. When the BJP vehemently objected and the President seemed to appreciate the BJPs objections and summoned three UPA Ministers for clarification, a new strategy was devised. The UPA buried the ordinance in an orchestrated high drama, claiming the U-turn was brought about by Congress scion Rahul Gandhis apparently scathing review of it. I do not think anybody buys this pathetic argument of the UPA that it was the vice president of the Congress and his unparliamentary lashing and humiliation of the Prime Minister and the countrys institutions that led to the regime abandoning its ordinance. On the contrary, the UPA grabbed this opportunity to help the young Gandhis non-existent political fortunes. The scams that have surfaced under the UPA regime are grossly bigger than the budget of any developed country. In the 2G Spectrum scam, in 2008, the public exchequer reportedly lost Rs 1.76 lakh crore; the 2010 Commonwealth Games scam caused a whopping Rs 70,000 crore hole in the exchequers pocket. Then theres the Adarsh scam from 2010, the Rs 3,600 Italian chopper deal and the Rs 1.85 lakh crore Coalgate itself. Governance will suffer, no matter who wins, because everyone has ended up investing huge sums. A clean election process is important to ensure good governance, even if it has no impact on the final outcome. Elections are not only about who wins but also about the quality of governance we get.

NEW DELHI, OCTOBER 14: With cyclone Phailin leaving a trail of destruction in coastal Odisha, the Centre on Monday acted swiftly, announcing flexibility in its various programmes for reconstructing houses and roads there and asked the State government to send proposals as soon as possible. In a letter to Odisha Chief Minister Naveen Patnaik, Rural Development Minister Jairam Ramesh said there would also be relaxation in provisions of rural job scheme MNREGA in the affected districts. He was 89 and is survived by his wife Shashikala, sons Sushil and Ravindra and daughter Sadhana Shroff. Mr. Dharia was admitted to the Pune Hospital in Sadashivpeth for treatment of a kidney ailment last Saturday, but failed to recover.Mr. Dharia breathed his last at around 7.55 a.m. Monday, said his close friend of nearly five decades, Chandrakant Ingulkar.The funeral details shall be decided after the eldest son Sushil, who lives in the US returns here, Mr. Ingulkar said. MUMBAI: A Kandivli businessman has been arrested for sexually exploiting his former employee over the last seven years and sending video clips of their sexual acts to her parents and fiance. The survivor claimed that her ordeal began in 2006, when she was 17 years old. On Friday, the survivor, now 24 years old, filed a complaint with the Nalasopara police, who arrested Nitin Nanda (39) from his flat in Kandivli (west) and seized the clips. The complainant claimed that in 2006, Nanda had spiked her drinks and raped her in his factory in Vasai. She alleged that he filmed the act and threatened to upload the clip if she did not have physical relations with him. She told the police that though she quit the job in 2011, he would still call her to his vacant flat in Evershine City, Nalasopara. Recently, when the survivor told Nanda that she was getting married, he sent the clips to her parents and fiance. According to the police, Nanda, who is married and has two children, had filmed several of their sexual acts without her knowledge. The police have booked Nanda under sections 376 (rape), 377 (unnatural sex) and 420 (cheating) of the IPC and also under the Information Technology Act. Deepak travelled more than 1,000 km to be at Deeksha Bhoomi on the Dhammachakra Pravartan Din on Sunday, the day of Vijayadashmi Dussehra, for on this day in 1956, millions of Dalits broke the shackles of Hindu religion and converted to Buddhism, according to him. On October 14, 1956, Dr. B.R. Ambedkar and lakhs of his followers converted to Buddhism at a place in Nagpur which is now called Deeksha Bhoomi. Just as every year, lakhs of Dalits across India gathered at the place to remember their Babasaheb and to celebrate the Dhammachakra Pravartan Din. Before Babasaheb, we would be treated like animals. He gave us identity, showed us the right path, taught us to fight for our basic rights, said Waman Kamble, 64, of Sheval town in Kolhapur. We were not allowed to drink water from public wells. We had no entry into temples because we were labelled untouchables. But Babasaheb fought for us all his life and today we at least have our basic rights, added Mr. Kamble. For Dalits like Mr. Kamble and Deepak, coming to Deeksha Bhoomi and paying tribute to Dr. Ambedkar is a yearly ritual but for youngsters like Krishna Kamble, Dhammadisksha (Conversion to Buddhism) was a revolution.It was a revolution, said Krishna, who studies in the Industrial Training Institute of this town, adding, Our ancestors lived like animals for ages until Babasaheb awakened us. But Krishna and his friends are also unhappy with the present days Dalit leadership. Babasaheb started a movement. Conversion to Buddhism was a revolutionary step but he died and left a vacuum in the leadership, which has still not been filled, said Bhimdas Naik of Yavatmal. Mr. Naik blamed the Congress for the divisions in the Dalit movement and was all the more angry watching Congress leader Sushilkumar Shinde and NCP leader Sharad Pawar as the chief guest of the days function. This is purely a religious ceremony when we celebrate our freedom from the shackles of exploitation. What is the need to invite politicians as chief guests on this day? Last year it was Gadkari, this year it is Sharad Pawar and Shinde, said Mr. Naik. There are disputes among different sections of Dalits over the celebration of Dhammachakra Pravartan Din. A section led by some Dalit writers has launched a campaign to celebrate it on October 14 and not on Vijayadashami Dussehra for it is a Hindu festival.
KOLKATA, OCTOBER 14: A cargo ship is presumed sunk in rough seas caused by cyclone Phailin off West Bengal but its crew of 17 Chinese and an Indonesian was rescued on Monday, the Coast Guard said The crew were spotted in a lifeboat by a Coast Guard Dornier aircraft on Sunday and rescued 28 nautical miles northeast of Balasore in Odisha early Monday, Coast Guard Commandant Rajendra Nath said. The crew had abandoned the ship after it started sinking 24 miles south of Sagar Island. All of them are safe now and they have been sent to a hospital for check-up, he said.
The Panama registered m.v. Bingo carrying 8,000 tonne of iron ore was sailing to China after it left the Sagar anchorage on Friday. It went missing the day after. However, no trace of the ship has been found yet and it is presumed to be sunk, the Coast Guard official said. The ship was said to have sailed south instead of east with the captain deciding to proceed to China before it might have tried to come back to port after damage in rough seas. As per international practice, ships are advised to stay in the open sea instead of the harbour to avoid damage.

Centre seeks report on detained American ship Odisha prepares to face Phailin-triggered floods
NEW DELHI, OCTOBER 14: Taking a serious view of the suspicious movement of an American ship in Indian waters, the Centre on Monday sought a report from the Tamil Nadu government on the vessel which was detained for carrying arms and buying diesel unauthorisedly. The Home Ministry conveyed to the Tamil Nadu government and other agencies involved in probing the case to find out details of the ship, the crew members and its armed guards and also its purpose of cruising in Indian territorial waters. We want a detailed report. It is a serious matter as the ship was carrying arms and bought diesel in India illegally, a Home Ministry official said. The vessel, MV Seaman Guard Ohio, whose crew included eight Indians, was intercepted and detained by the Indian Coast Guard about 15 nautical miles east of Tuticorin on Saturday. An FIR has been registered against 10 crew members and 25 guards of the detained ship by the Tamil Nadu Marine Police for illegally carrying arms and ammunition. Besides, a case under the Essential Commodities Act has also been registered for buying 1,500 litres of diesel illegally with the help of a local GOPALPUR/SRIKAKULAM/BHU BANESWAR, OCTOBER 14: The death toll in calamity-ravaged Odisha on Monday mounted to 25 with four more persons perishing in several areas of the State in the aftermath of cyclone Phailin that triggered heavy rains and floods in some districts. The government described the situation in Mayurbhanj and Balasore districts as critical.Relief and rescue operations have been launched in the affected areas. The situation due to floods caused by cyclone induced rainfall is critical in Mayurbhanj and Balasore districts where major rivers like Budhabalanga and Subarnarekha are in spate following sudden inflow of water, Special Relief Commissioner P.K. Mohapatra said. Though water level in rivers in Bhadrak also rose menacingly following heavy rains, the situation in the district is now under control, he said. Describing the situation grim especially in Balasore, the official said water level in Budhabalanga has risen to 9.24 meters against the red mark of 8.13 at Gobindpur near NH-5. Similarly, Subarnarekha was now flowing at 11.7 meters against the danger level of 10.36 meter at Rajghat near Jaleswar, he said, adding 39 panchayats in four blocks of Balasore were under the grip of flood. Steps have been taken for airdropping of food packets in flood-hit areas of Balasore where NDRF had been deployed, while water level in rivers in Mayurbhanj has started receding, Mr. P.K. Mohapatra said. It is apprehended that river Budhabalanga might further rise in Balasore in view of heavy rains in the catchment areas, officials said. Similarly, the Jalaka was flowing at 6.73 meters against its danger level of 5.50 at Basta. Small rivers like Sona, Gangahar, Kansa and Bausa were also in spate in Balasore district, they said. The flood water of Buddhabalang had entered many low-lying areas of Balasore Sadar and Remuna blocks near Bhubaneswar while several places under Baliapal and Bhograi were affected by the water from river Subarnarekha.
JAIPUR: A man was beaten up by a mob when he was caught red-handed attempting to rape a 5-year-old girl in Kota's Vigyan Nagar area on Sunday. The accused lured the girl who lives in his neighbourhood into coming to an isolated place on the pretext of offering her chocolate and was caught molesting her. The accused, identified as Ranjeet Valmiki, is married. "He took the 5-year-old daughter of a distant relative living in the neighbourhood to an isolated place near ITI premises. The girl was playing outside her house when he showed her a chocolate and told her that he would give her more if she would come with her," said a police officer. Some people who were passing by heard the girl's cries. When they approached the place, they caught Ranjeet molesting the girl. "A crowd gathered there. They beat him up severely. Meanwhile, the girl's grandmother who found the child missing reached the place where he was being beaten up. She found the girl there. People informed the police following which senior police officers rushed to the spot," said the officer. A medical examination was conducted on the girl and the accused. "The girl's parents are currently staying in Jaipur for labour work. The girl was staying with her grandparents," said the officer. The police have registered a case against the accused under sections of the Protection of Children from Sexual Offenses Act.

KUALA LUMPUR, OCTOBER 14: A Malaysian appeals court ruled on Monday that only Muslims can use the word Allah to refer to god, upholding a government ban on the word being used in a Catholic publication. The ruling reverses an earlier lower court decision. Our common finding that the use of Allah is not an integral part of the Christian faith, so we find no justification for why they insist on using the name or word in their publication, said Justice Mohamed Apandi who read a summary of the more than 100-page ruling. He said the three-member appellate court panel also noted that allowing nonMuslims to use the word would cause confusion and could jeopardise public safety. The welfare of an individual or group, must yield to the interest of society at large, he said. Annou Xavier, one of the lawyers for the Catholic Church, said he would discuss with his client whether they would appeal in the Federal Court. The controversy started in 2008 when the
government prohibited Catholic publication The Herald from using the word Allah, and the church filed a court case questioning the order. On December 31, 2009, the Kuala Lumpur High Court lifted the prohibition, noting
that the church had a constitutional right to use the word in its publication on the ground that religions other than Islam can be practiced in peace and harmony. The High Court decision triggered protests from Muslim groups.

The only two members of the delegation from Arunachal Pradesh, they were both issued stapled visas, and consequently could not board their flight from New Delhi. Beijing has been issuing stapled visas to applicants from the State since at least 2010. Before that, the Chinese Embassy did not issue any kind of visa for applicants from Arunachal, citing its territorial claims on the State. China claims around 90,000 square kilometres in the eastern sector of the disputed boundary, while India sees China as occupying at least 38,000 square kilometres in the west. The sixteen rounds of talks over the issue have made selves to maintaining peace and stability in border areas. Last weeks case, officials say, is unlikely to be the last with China suggesting it will continue with its clear cut visa policy for Arunachal residents. Only last year, one student from the State was not allowed to join a 100-member youth delegation to China after she was issued a stapled visa. In 2011, a Karate team was also prevented from boarding a flight in New Delhi. On Monday, Ms. Hua, the Foreign Ministry spokesperson, said she was not certain if the issue will figure during next weeks visit of Prime Minister Manmohan Singh to China, but added that the boundary question would likely receive significant attention. Dr. Singh is expected to arrive in Beijing on October 22, and is scheduled to hold talks with President Xi Jinping and Premier Li Keqiang. Higher food prices push inflation to No question of taking over NSEL, says Chidambaram seven-month high of 6.46 per cent
NEW DELHI, OCTOBER 14: In what could make the almost difficult the task of Reserve Bank of India (RBI) to cut interest rates, headline inflation unexpectedly touched a seven-month of 6.46 in September riding on the back of a whopping 323 per cent increase in price of onion followed by all round hike in price of other fruit and vegetable items. Inflation, based on wholesale price index (WPI), was at 6.1 per cent in August and 5.85 per cent in July. The latest data released by the government on Monday put the food inflation at 18.40 per cent in September over the same month last year. The food prices had shot up 18.18 per cent in August. The sharpest hike was seen in case of onion prices which jumped by 323 per cent yearon-year in September. The price of vegetables in general rose by 89.37 per cent making life difficult for the common man. Fruits, too, were costlier by 13.54 per cent year-on-year during the month. consumers last month rose 11.44 per cent from a year earlier, faster than August`s 11.06 per cent rise. Reacting the inflation figures, Planning Commission Deputy Chairman, Montek Singh Ahluwalia said it would soften in a month or so and the prices of items like onion had already started showing a downward trend. "I agree the inflation is still on the high side but it will soften in a month or so, he told reporters here. Dr. Ahluwalia said the comfort level of inflation is 5 to 6 per cent and it is higher than six per cent, it is uncomfortable. We have to keep it below six per cent mark, he said. The inflation is mainly driven by higher prices of cereals andonions. The onion prices will cool off in October and the data will be much better, he added. "Government has put in place a mechanism using some of the food stock to keep a check on prices and ease the pressure. I believe that we will the effect of that mechanism in the weeks ahead, he remarked. WASHINGTON, OCTOBER 14: Ruling out takeover of the crisis-ridden NSEL, Finance Minister P Chidambaram has said that its parent group Financial Technologies and another related entity MCXSX are under watch and persons responsible for the alleged irregularities will have to pay the price. There is no question of the government taking over NSEL. The government is concerned about the regulated entities, one of them is MCX which is a commodity exchange, other is MCX-SX and the other is the promoter of the MCX and MCX-SX, which is the Financial Technologies. All three are under watch, he said in an interview to CNBCTV18. National Spot Exchange Limited (NSEL), promoted by Jignesh Shah-led Financial Technologies, is facing payment crisis of Rs 5,600 crore. The Minister, who is here to attend the IMF-World Bank meetings, said that NSEL has been operating under an exemption order and if it has defrauded any of its investors or clients, (it) must pay a price. Mr. Chidambaram further said that the Economic Offences Wing (EOW) of the Maharashtra Police had registered a case and was probing the alleged irregularities. They made one arrest before I left. I didnt know about the second arrest. Those who have committed the acts of malfeasance or misfeasance will pay a price, he added. Zealand government announced on Monday that more international students will be allowed to work while they study in New Zealand. The New Zealand minister for tertiary education, skills and employment, Steven Joyce, and immigration minister, Michael Woodhouse, announced that International PhD and Masters by research students will have unlimited work rights and all tertiarylevel international students enrolled in a course of at least one academic year will now be able to work full-time during each scheduled semester break. Also, all international students enrolled in an English language course of at least 14 weeks duration at a high-quality provider will be eligible to work up to 20 hours a week. "Today's announcements will allow more Indian students to gain valuable work experience while they study in New Zealand," said Education director South Asia Ziena Jalil. As well as helping with living costs, working part-time while studying means students can gain work experience that will give them an edge over other graduates when they finish studying. The changes announced today will come into effect from January 2014. "While the global financial crisis hasn't hit New Zealand as hard as other countries, it will still take time to find the right job and students must have enough money to cover their living costs while studying," said Rob Stevens, immigration New Zealand's general manager service support. The New Zealand government also announced that immigration New Zealand will no longer grant visas to students seeking to enrol at institutions rated Category 4 by the New Zealand Qualifications Authority.
