WHEREAS, Part of the mission of Bowdoin Student Government ("BSG") is to provide services to the student body; WHEREAS, BSG provides students a service to stream new movies online, where the list of movies changes each month; WHEREAS, The Executive Committee will decide each month's movie listings; WHEREAS, Our operating budget includes a line-item for this service; WHEREAS, We lawfully acquire the rights to stream these movies to the Bowdoin community from Residence Life
Cinema, a corporate division of Swank Motion Pictures, Inc.;

NOW, THEREFORE, BE IT

ESOLVED, That the members of Bowdoin Student Government, convened in General Assembly

1. Retroactively authorize the Executive Committee to spend $12,000 to acquire the year's streaming rights to movies; 2. Retroactively authorize the Executive Committee to execute any and all documents for the purposes of this event. 3. Authorize the Vice President for Student Government Affairs to perform all public affairs functions to deliver the service to Bowdoin students, up to the amount authorized for an Executive Officer.

WHEREAS, We recognized the importance of fostering the next generation of student leaders at Bowdoin College; WHEREAS, As a tradition, Bowdoin Student Government ("BSG") has held events during First-Year Orientation
where the executive leadership of BSG could engage with incoming students;

WHEREAS, Our operating budget includes a line-item for hosting a welcome event for first-years; WHEREAS, After due consideration this summer, the Executive Committee decided to host an event at the Bowdoin
Walker Art Museum: "A Gelato Afternoon with BSG," which attracted a large number of incoming first-year students;

NOW, THEREFORE, BE IT

ESOLVED, That the members of Bowdoin Student Government, convened in General Assembly

1. Retroactively authorize the Executive Committee to spend $900, payable to Gelato Fiasco, for providing gelato at this event. 2. Retroactively authorize the Executive Committee to execute any and all documents for the purposes of this event.

WHEREAS, Bowdoin Student Government ("BSG") is a democratically-elected body of student leaders, and recognizes
the right to vote with utmost importance;

WHEREAS, BSG supports increasing political awareness and voter activism among the student body; WHEREAS, In order to make voting easier, BSG has partnered with TurboVote, a service to streamline paperwork and
ballot casting to enable students to more easily vote;

WHEREAS, TurboVote is a nonpartisan, 501(c)(3) not-for-profit organization; WHEREAS, The money that BSG pays to TurboVote is for the maintenance of the TurboVote-Bowdoin administrative
website and postage to send absentee ballots to each student;

WHEREAS, In proceeding with our mission to support student voting activism, and this being the first year of our
partnership with TurboVote, the Executive Committee have given and will continue to give due consideration for monitoring the effectiveness of this system, for the best interest of the College and its students;

NOW, THEREFORE, BE IT

ESOLVED, That the members of Bowdoin Student Government, convened in General Assembly

1. Authorize the Executive Committee to spend no more than $1,000 to provide the TurboVote service to all Bowdoin students; 2. Authorize the Executive Committee to execute any and all documents for the purposes of this service. 3. Authorize the Vice President for Student Government Affairs to perform all public affairs functions to deliver the service to Bowdoin students, up to the amount authorized for an Executive Officer.

Appendix A
Overview Standing Committees
The General Assembly has seven (7) standing committees, each chaired by a member of the Executive Committee. Members of the Assembly will serve on one or more of these committees in addition to serving on the Assembly.
The Executive Committee: Chaired by the President, this is the advisory body of the President, and includes the President and all Vice Presidents. The body provides counsel to the President, approves all appointments of students to leadership positions, and exercises executive decision-making powers. (Closed for appointments) The Committee on Student Affairs: Chaired by the Vice President for Student Affairs, this committee works closely with a number of groups on campus to improve student life at Bowdoin. The committee will meet with administrators in the Health Center, Athletics Department, Residential Life, Counseling, and the Office of the Dean of Student Affairs as well as the student body to understand the ways BSG can enhance the Bowdoin experience. After establishing a number of concrete issues that the committee would like to address, members will propose legislation that pertains specifically to student life at the College. Committee on Academic Affairs: Chaired by the Vice President for Academic Affairs, this committee mirrors the Colleges Office of the Dean of Academic Affairs, dealing with all issues related to the academic program, student/faculty interaction, and academic spaces at Bowdoin. This committee primarily addresses issues relating to academic policies such as Credit/D/Fail, major/minor requirements, distribution requirements, and advising, among others. Campus museums, libraries, academic support programs, and off-campus study all fall under this committees jurisdiction as well. Student Organizations Oversight Committee (SOOC): Chaired by the Vice President for Student Organizations, it oversees all student organizations on campus, providing them with planning support and logistical guidance throughout the year. Working closely with the Student Activities Office, the SOOC is there to ensure that club leaders are taking advantage of Bowdoins resources and serving the campus community to the best of their ability. Members of this committee also manage the chartering process for new clubs, and are tasked with maintaining continuity in club life from year to year to ensure a persistently vibrant student experience. Student Activities Funding Committee (SAFC): Chaired by the Vice President for the Treasury, the SAFC is responsible for allocating the Colleges Student Activity Fund (nearly $700,000) to chartered clubs on campus. The SAFC works closely with the Student Activities Office and the Director of Student Life in an effort to promote a vibrant club life on campus that can benefit all members of the Bowdoin student community. It seeks to promote fairness, consistency, and transparency in its decisions and to spend its budget responsibly. The Committee is comprised of eight students. N.B.: Besides the VP for the Treasury and VP for Student Organizations, members of this committee do not serve on the BSG Assembly. Committee on Facilities & Sustainability: Chaired by the Vice President for Facilities & Sustainability, this committee handles all physical resources on Bowdoins campus, which include all shuttle services, newspapers, discounted movie tickets, dining services, on-campus buildings, Information Technology services, among others. Moreover, the committee serves as the voice for green initiatives and general sustainability awareness on the Assembly, working with Bowdoins Facilities Department, Sustainable Bowdoin, the Student Information Desk, and several off-campus organizations. Committee on Appeals: Chaired by the President and composed of the Vice President for Student Government Affairs, one elected representative from each class, the representative for the Inter-House Council, and one additional member of the Assembly of the appellants choosing, this committee hears all student complaints related to the process of the Assembly or any of its committees, excluding elections. It assembles only by formal order of the President or the Vice President for Student Government Affairs. (Closed for appointments

Committees in Detail
COMMITTEE ON STUDENT AFFAIRS Past Work: This Committee has worked on issues relating to chem-free housing, reform of the hazing policy, creating and organizing the Uncommon Hour lecture series, maintaining inter-Class-Council relations, and helping with the coordination of Spring Gala. Regular Responsibilities: The Committees duties will vary depending on the issues for which the Vice President for Student Affairs wishes to assume responsibility. Maintaining a good and strong working relationship with the Administration and its faculty and staff is incredibly important. Members of this Committee will regularly meet with various members of the Administration and staff to accomplish the Committees long-term goals. COMMITTEE ON ACADEMIC AFFAIRS Past Work: This Committee has tackled the issues of printing allocations, advising reform, the Course Syllabi project, resolutions to modify the Fall Break/Thanksgiving Break schedule, and an exploration of the Sarah & James Bowdoin Scholar designation. Regular Responsibilities: This Committee is most successful when it seeks to dovetail its work with that of the Colleges Office of the Dean for Academic Affairs, under the direction of Dean Cristle Collins Judd. The Committee must serve as a voice for the students on current issues coming through the Colleges Office of the Dean for Academic Affairs, as well as capitalize upon opportune times to bring up student issues. Through the Course Syllabi project, this Committee provides access to online copies of syllabi to assist students during course selection. The Committee also serves as moderators for new Additional Printing Fund Requests, and must refer all approved requests to the OneCard Office. The Vice President of Academic Affairs sits on the Trustee Committee on Academic Affairs as well as the Curriculum and Educational Planning Committee (CEP). Representatives from this Committee must sit on the Student Library Advisory Group, Polaris Advisory Group and Printing Advisory Group (so long as these are all convened).

COMMITTEE ON FACILITIES & SUSTAINIBILITY Past Work: Some past and notable tasks of this Committee have been adding shelves to upperclassmen laundry rooms, adding outlets in the Smith Union, organizing shuttles to specific events such as Girl Talk and other trendy concerts in Portland and to Freeport on Black Friday. We have also worked with the library to implement laptop storage in the library and worked with Dining Services to improve the guest-meal policy at Bowdoin. Regular Responsibilities: This Committee has several responsibilities that fall into our eager laps every year including organizing the weekly shuttles to Portland and Freeport as well as the break shuttles to the airport, coordinating the newspaper program, and providing discounted student movie tickets. The Committee typically has a representative on the advisory committees for Dining Services and Information Technology.

STUDENT ACTIVITIES FUNDING COMMITTEE (SAFC) Past Accomplishments: The SAFC has become a more transparent and accessible organization in the past few years. Notable efforts include synthesizing the rulebook into a single document, putting the budget submission form online, and ensuring that funding decisions are all posted online. Additionally, the SAFC has made an effort to make the budget submission process less intimidating for club leaders and a greater source of support for their clubs. Regular Responsibilities: Maintain the committees online infrastructure that enables club leaders to submit budgets and learn about the SAFC process. Respond to questions from students and club leaders concerning SAFC decisions or the SAFC process and guidelines. Conduct weekly meetings during which club leaders are invited to discuss their budgets with the SAFC (only specific budgets with confusing requests or very large requests require the presence of a club leader). Email club leaders allocation decisions promptly after meetings with complete explanations. Check-in with members of the student activities staff to ensure that allocation decisions are being followed by club leaders and that spending is matching up with allocations. Reflect on the way that SAFC decisions impact campus and brainstorm ways that the SAFC can improve Bowdoin club life.

STUDENT ORGANIZATIONS OVERSIGHT COMMITTEE (SOOC) Accomplishments: The SOOC has become more accessible and more organized in recent years. This is due to the graphics on the BSG website that has guided and continues to guide students through the process of applying for SAFC funding and the club charter process. We have worked with the Student Activities Office to plan a student-leadership retraining event at the beginning of each semester. The SOOC has also moved the charter proposal form online. Regular Responsibilities: Maintain the committee's online infrastructure that enables any and all students to submit club charter proposal forms. Train and guide new student clubs and their leadership through the SAFC funding process, resources available to them on campus, and BSG as well as College policies. Conduct weekly meetings during which charter proposal forms are discussed with potential student leaders. Weekly meetings with staff in the Student Activities Office to discuss potential club issues, concerns, or programming ideas. Email SOOC charter decisions promptly after meetings with complete explanations. Check-in with student leadership to make sure that SAFC funding is used appropriately. Meet with student leaders who are in violation of BSG or College policy. Work as an advocate for all student leadership programming ideas and funding requests. Recharter the 120+ club organizations on Bowdoin's campus at the end of the spring semester. Carefully reflect on the way that SOOC decisions impact the social, extracurricular, and intellectual fabric of the Bowdoin community.
