1 Introduction
1.2 Background
1.2.1 The process for selecting sites is set out in the Site selection methodology
paper. All sites have previously passed through the following parts of
Stage 1:
• Part 1A – Creation of the long list of potential main tunnel (and CSO)
sites
• Part 1B – Creation of a short list of potential main tunnel (and CSO)
sites

The amendments made in August 2011 do not change the site selection methodology process. The
amendments only related to the introduction of a second phase of consultation (paragraphs 2.3.13-2.4.15) and
minor factual updates.
1.2.2 The final part of Stage 1 includes this report. The following is an overall
summary of all elements that apply to all the sites on the final short list:
• Part 1C – Creation of the preferred list of main tunnel (and CSO) sites
– site data, site visits, site suitability reports, engineering options report
and optioneering workshops that are reported in the Phase two
scheme development report.
1.2.3 The Site selection methodology paper also contains a provision for a
back-check process in paragraph 2.5.6 that states:
“If any sites for any of the main tunnel sites or intermediate sites (or CSO
site) are eliminated for any reason, if there are significant changes of
circumstances in relation to existing sites or combinations of sites, if new
or replacement sites are required or found or if the engineering design
develops in unexpected ways then a targeted repeat of stages 1-3 will
need to be undertaken in order to fill in any site gaps.”
1.3 Consultation
1.3.1 Thames Water’s approach to engagement and consultation for the
Thames Tunnel project is outlined in the Statement of Community
Consultation and the accompanying Community Consultation Strategy.
Thames Water has engaged regularly with all potentially affected London
local authorities, other stakeholders and interested parties on sites and the
project.
1.3.2 Phase one consultation has been completed for all the preferred and
shortlisted sites along with the three main tunnel route options. The
analysis of the consultation responses is set out in the Report on phase
one consultation and Interim engagement report. Any relevant site
comments were considered at the post phase one consultation
optioneering workshops. The outcomes of these workshops are reported
in the Phase two scheme development report. After the workshops,
engagement on sites has continued with key stakeholders, and the
engineering design for sites has also continued in parallel. In autumn
2011, phase two consultation will provide another opportunity for people to
comment on sites.
2 Site information
open space to the west of residential block Riverside Court and also the
RMC Vauxhall (Middle Wharf), both located to the north of Nine Elms
Lane. A site location plan is attached as Appendix 2.
2.1.3 The wider area is generally characterised by large industrial buildings,
offices, and storage and distribution depots. There are residential
neighbourhoods to the north, along the river front. The closest local
residents to the site are situated at Elm Quay Court and Riverside Court,
two multi-storey residential blocks situated approximately 20m away on
the north side of Nine Elms Lane, directly opposite the proposal site. The
proposed overhead conveyor taking excavated materials to the jetty would
pass in close proximity between these residential properties.
2.1.4 The site of Battersea Power Station, a Grade II* listed building, and a
Thames Water pumping station are situated to the west.
2.1.5 The site is covered by various planning and environment designations in
the adopted London Borough of Wandsworth Core Strategy and the saved
policies from the Unitary Development Plan. All the mapped designations,
where data was available, are shown on the planning and environment
plans in Appendix 3.
2.1.6 Photographs of the site and surroundings, together with an aerial
photograph of the site, are attached as Appendix 4.
2.1.7 The site can be accessed by road off Nine Elms Lane and Ponton Road,
and the nearest rail freight siding is at Dickens Street, Battersea. The
shaft site is 45m inland, with Nine Elms Lane in-between. A number of
preliminary transport plans for the site are attached as Appendix 5.
2.1.8 Third-party assets and significant utilities are listed below and are shown
on the services and geology plan in Appendix 6:
• Warehouses, distribution depots and offices currently on the site which
would require demolition
• Residential apartments ‘Riverside Court’ on the opposite side of Nine
Elms Lane from the northern edge of the site
• Southern Low Level Sewer No.1 through the outside northern edge of
the site, in Nine Elms Lane
• Major utilities in Nine Elms Lane to the north (EHV and HV cables, 24”
M/P gas main, 30”, 800mm, 600mm and 450mm trunk water mains)
• New Covent Garden Flower Market is immediately to the east of the
site
• Waterloo main rail line on brick viaduct is to the south of the site
• Electrical substation at the Ponton Road entrance to the site.
2.1.9 The locations of other third-party assets, such as BT and fibre optic
communication cables, are to be confirmed by further studies and utility
searches and may not be shown on the services and geology plan.
2.1.10 Information on the geology specific to this site can be found within the
services and geology plan, which is in Appendix 6. This plan shows that
the shaft would be founded in Lambeth Beds.
2.1.11 The United States Embassy is being moved to Nine Elms Lane and will be
occupying a site on the south side of Nine Elms Lane, straddling Ponton
Road (permanently blocking it), immediately to the west of the proposed
shaft site.
Elms Lane to the north and at Heathwall, with the conveyor route having to
pass over Nine Elms Lane to Bourne Valley Wharf.
3.1.7 Preliminary data associated with the construction phase are provided in
Table 3.1.

5 Engineering assessment
5.1 Access
5.1.1 This section should be read in conjunction with Section 7.2.
Road
5.1.2 The site access points would be off Ponton Road.
5.1.3 For the construction phase for both options, a one-way system could be
used, with one access via the realigned Ponton Road (assuming the new
USA Embassy site will block the existing Ponton Rd alignment) and
another directly off Nine Elms Lane.
5.1.4 For the operational phase, the permanent access would be from Nine
Elms Lane.
Rail
5.1.5 The nearest freight rail-head would be off Dickens Street, Battersea (2km).
5.1.6 The nearest main line and London Underground stations would both be at
Vauxhall Cross (650m).
River
5.1.7 For the main tunnel site, river access for the site would only be viable if
overhead conveyors were used to convey excavated material to temporary
jetties positioned off Bourne Valley Wharf, over Nine Elms Lane. Incoming
materials would most likely have to come from a fixed jetty at Middle
Wharf, just east of Heathwall PS, with access through a small park and
then along Nine Elms Lane. An indicative layout for jetty/wharf facilities is
shown in Appendix 7, Construction phase layout.
5.1.8 There would also be an impact on river usage/navigation. It would be
necessary for this to be examined in detail in the form of a specific risk
assessment, which would require discussions with and approval of the
PLA. It can be seen from this that availability of jetty/wharf (essential to a
main tunnel site) is a significant risk element at this site.
6 Planning assessment
6.1 Introduction
6.1.1 The planning assessment builds on the advantages and disadvantages
reported in Table 2.3 and covers the following areas:
• Planning applications and permissions
• Planning context
• Planning comments.
London Plan
6.3.4 Policy 2.13, Opportunity Areas and Intensification Areas, states that
development proposals should “support the strategic policy directions for
the areas identified and seek to optimise residential and non residential
densities, provide necessary social and other infrastructure to sustain
growth, and, where appropriate, contain a mix of uses”. Development
should also promote inclusive access and support wider regeneration.
Core Strategy
6.3.5 Policy PL6, Meeting the needs of the local economy, states the Nine Elms
area will continue to be a significant employment area within the borough.
6.3.6 Policy PL11, Nine Elms and the adjoining area in north-east Battersea,
promotes high-density mixed-use development to help create a sense of
place with new dynamic mixed-use urban centres, with local shops and
services, permeable streets, amenity spaces and improved public
transport links.
Heritage
6.3.7 The whole site is within an archaeological priority area.
Saved UDP
6.3.8 The following saved UDP policies are also applicable to these heritage
designations.
6.3.9 Under Policy TBE14, Archaeological Priority Area, where development
involves ground disturbance, the council will require developers to
undertake an archaeological investigation. As appropriate, the council
may, under Policy TBE15, require the preservation of findings either in situ
or by excavation.
Emerging DMPD
6.3.10 DMPD Policy DMS 2, Managing the Historic Environment, states
developments that would disturb archaeological priority areas will need to
be assessed and may require an archaeological evaluation report.
Flood zone
Core Strategy
6.3.11 The site is located within Flood Zone 3.
6.3.12 Core Strategy Policy PL 2, Flood Risk, states that development of
appropriate sites within flood zone 2, 3a and 3b will require a flood risk
assessment and take account of the strategic flood risk assessment for
the borough.
Emerging DMPD
6.3.13 DMPD Policy DMS 5, Flood Risk Management, sets out the criteria that
development within flood zones should meet in order to secure planning
permission.
London Plan
6.3.15 Policy 7.18, Protecting local natural space and addressing local deficiency,
states that the loss of local protected open spaces must be resisted unless
equivalent or better quality provision is made within the local catchment
area.
Core Strategy
6.3.16 Policy PL 4, Open space and the natural environment, seeks to protect
and improve public and private open space in the borough, and expects
new development to incorporate appropriate elements of public open
space and to make a positive contribution to the wider network of open
spaces.
Core Strategy
6.3.18 Core Strategy PL 9, River Thames and the riverside, is applicable to the
site and states that “measures to protect and enhance the river as a
valuable resource for wildlife and biodiversity” will be supported. The
policy also promotes greater use of the river and the protection of existing
river infrastructure facilities. Mixed-use development is also promoted
within the Thames Policy Area in order to create safe attractive
environments, new homes, jobs, and leisure and social infrastructure
facilities, as well as increased public access to the river.
Safeguarded wharves
6.3.19 The proposed development utilises a safeguarded wharf to access the
River Thames
London Plan
6.3.20 Policy 7.26, Increasing the use of the Blue Ribbon Network for freight
transport, states that safeguarded wharves should only be used for
waterborne freight-handling use. Any temporary use should not preclude
the wharf being reused for waterborne freight-handling uses.
Core Strategy
6.3.21 Policy PL 9, River Thames and the riverside, continues to support the
efficient operation of the borough’s wharves for freight-related activities.
River Thames
6.3.22 The proposal includes development within the River Thames.
London Plan
6.3.23 Policy 7.24, Blue Ribbon Network, seeks to prioritise the use of the
waterspace and adjacent land for water-related purposes, in particular for
passenger and freight transport.
Core Strategy
6.3.24 Policy PL 4, Open space and the natural environment, and Policy PL 9,
River Thames and the riverside, both emphasise the biodiversity value of
the River Thames, which should be protected and enhanced.
the distance from the site of the jetty bringing in new materials. Transport
considerations are explored in further detail in Section 7.
6.4.9 A hybrid planning application is currently being determined by the London
Borough of Wandsworth for major mixed-use redevelopment. The
proposed redevelopment supports the site’s allocation within
Wandsworth’s emerging SSAD for mixed-use development including
residential. However, there may be opportunities for complementary
timescales if the development to come forward is phased. Use of the site
for the Thames Tunnel project would be temporary, and therefore would
not prevent the aims of the SSAD being realised within the timescale of
the LDF. The layout of the permanent works would also need to be
designed to avoid precluding future redevelopment potential and, where
applicable, in consultation with landowners and in accordance with their
proposed plans.
6.4.10 Route options for the proposed extension of the Northern Line through the
opportunity area have been considered in the shaft location. The
approach accords with the opportunity area designation.
7 Environmental appraisal
7.1 Introduction
7.1.1 The following sections summarise specialist assessments which are
provided in Appendix 9 – Environmental appraisal tables.
7.2 Transport
7.2.1 The site is considered to be suitable for use as a single and double main
tunnel drive site (also see Appendix 5 – Transport plan). It is split into two
main construction areas. The single drive site features three access
points while the double drive site features two access points. All of these
access points will require construction. Measures to minimise the impact
of construction traffic on the highway network travelling between the site
work areas will need further consideration.
7.2.2 Access to the TLRN (A3205) from the main site is very close and
acceptable. No visible constraints have been identified along the access
route to the potential rail point at Battersea Power Station, which would
require the construction of rail sidings. River access would be achieved
via an overhead material conveyor for excavated material and a new
incoming material jetty adjacent to the Heathwall Pumping Station. The
Thames Path will require diversion around the site. There is reasonable
potential for the workforce to utilise public transport to access the site and
some parking could be provided on site for the workforce.
7.2.3 The site is also considered to be suitable for use as a reception/
intermediate site. Access will require construction. Access to the TLRN
(A3205) from the site is very close and acceptable. No visible constraints
have been identified along the access route to the potential rail point at
Battersea Power Station, which would require the construction of rail
sidings. There is reasonable potential for the workforce to utilise public
transport to access the site and some parking could be provided on site for
the workforce.
7.3 Archaeology
7.3.1 Based on information currently available, this site is considered suitable as
a reception/intermediate site and as a single and double main tunnel drive
site. Due to a lack of previous investigations in the area, the detailed
nature and extent of archaeological receptors cannot be confidently
predicted. Modern and recent construction disturbance for a railway and
depot within the site has probably disturbed any archaeological deposits to
some extent.
7.6 Ecology
7.6.1 This site is considered suitable for use as a reception/intermediate site
and as a single and double main tunnel drive site.
7.6.2 In the case of the single and double main tunnel drive options, the site has
some sensitivity due to the potential for temporary and permanent
land-take from a site of metropolitan importance. Sensitive working
practices and some compensatory provision are likely to be required.
There is the potential for a cumulative effect with other jetty structures in
7.9 Noise
7.9.1 This site is considered to be less suitable for use as a reception/
intermediate site and as a single and double main tunnel drive site, due to
the potential for an adverse noise impact on the residential properties at
Riverside Court and Elm Quay Court from the delivery and transportation
away of excavated material. The shaft location is also located close to
residential flats at Riverside Court and therefore the likelihood of an
adverse noise impact is greater, especially if the construction is 24 hours a
day. There may also be an adverse vibration impact during shaft sinking.
Perimeter hoarding will reduce potential noise impact but will be relatively
ineffective at shielding noise from the upper floor properties.
8.1 Introduction
8.1.1 The socio-economic and community assessment builds on the advantages
and disadvantages reported in Table 2.3 and covers the following areas:
• Socio-economic profile
• Socio-economic and community issues and impacts.
greatest for the double drive and single drive site options as these require
24-hour working and also involve the use of two materials jetties, one of
which will be in close proximity to the residential properties, and include
associated conveyors which will pass in-between the two buildings and
are likely to cause further impacts. The conveyors will also have to cross
an area of public open space and then Nine Elms lane, which may cause
some disruption to local residents and businesses. It is proposed that a
second jetty is located to the west of the site. Use of this jetty appears
likely to impact on a boat community moored in the vicinity to the west, as
well as Elm Quay Court. Also, traffic accessing the jetty would have to
cross Nine Elms Lane, potentially causing further disturbance.
8.3.5 If the site is used for a reception/intermediate site, the level of disruption is
likely to be diminished due to the reduced scope of works, and the fact
that river access would no longer required, which avoids the need for
jetties and conveyors. However, the residential properties in Riverside
Court and Elm Quay Court are still in close proximity to the proposed shaft
location and impacts may be difficult to mitigate.
8.3.6 Operational impacts on the local community are likely to be minimal.
9 Property assessment
9.1 Introduction
9.1.1 This report builds on the advantages and disadvantages in Table 2.3 and
the assessment provides more up-to-date information.
9.1.2 The site comprises various warehouses and abuts the eastern boundary
of the US Embassy development site. The site forms part of phase two of
Ballymore’s development plans for the area.
Reception/intermediate site
9.2.12 Crown land and special land comments for the single main site are the
same as those for the double main site, except the intermediate site does
not require use of the foreshore or air rights for the jetties.
Reception/intermediate site
9.3.7 The comments for the land to be acquired for the reception/intermediate
site are the same as those for the double main site, except the
intermediate site excludes areas relating to the jetties.
Reception/intermediate site
9.4.6 Comments made for the double main site apply to the intermediate site,
with the exception of the following:
• Open space is not required for the intermediate site
• Foreshore and riverbed land is not required for the intermediate site.
for all three options, although the acquisition cost for the intermediate
option will be significantly lower than for the other two options.
10.1 Introduction
10.1.1 The conclusions presented in this section are drawn from each discipline’s
assessment, and are designed to inform the workshop where a final
conclusion is reached on whether the site can be taken forward as a
potential preferred site, subject to its fit with possible drive strategies in the
case of main tunnel sites.
10.2 Engineering
10.2.1 This site is considered suitable as either a reception/intermediate, main
tunnel single or double drive site because the site would be large enough
and would be close to the river. One disadvantage is that the river access
would be separated from the site by Nine Elms Lane, requiring the
excavated material-out conveyors crossing over Nine Elms Lane at high
level and materials-in having to traverse along Nine Elms Lane from
Middle Wharf.
10.3 Planning
10.3.1 The site is considered suitable as a reception/intermediate site. The site
has good transport and access connections onto Nine Elms Lane, and its
industrial site context means the works are unlikely to have a detrimental
effect on the amenity of the surrounding area. The alignment of the main
tunnel does not significantly divert inland and should not subsequently
prejudice high-density redevelopment within the wider opportunity area,
although there may be implications for the proposed development at the
Tideway Industrial Estate, which will require further consideration.
10.3.2 On balance, the site is considered less suitable for a main tunnel single
drive shaft site. The proposed site is likely to have an unacceptable
impact on the residents of Elms Quay Court and Riverside Court, situated
to the north of the site and fronting onto the River Thames. The proposed
overhead conveyor belt, which would transport excavated materials from
the site to the jetty to manage the increased construction activity, would
pass between these two residential properties in close proximity. The
barge movements to and from the jetty may also cause disturbance to the
residents fronting the river.
10.3.3 The planning considerations and impacts stated for the single drive option
are considered to grow in significance for a double drive, with increased
tunnelling activity and associated intensification of noise, dust, lighting and
traffic impacts. These impacts are of particular concern in relation to the
use of the overhead conveyors to remove spoil from the site, and the
potentially significant impact on the residential amenity of residential
properties at Elms Quay Court due to the proximity of those conveyors. A
potential conflict in relationship between the construction site and the
adjacent proposed American Embassy may also become more critical,
10.4 Environment
10.4.1 Overall, the site is considered to be suitable as either a reception/
intermediate site or as a main tunnel single or double drive shaft site.
However, mitigation would be required to enable the site to be used.
10.4.2 Based on current information, the site is considered suitable from the
perspective of transport, archaeology, built heritage and townscape, flood
risk, water resources (surface water) and ecology.
10.4.3 The site is considered less suitable from the perspective of water
resources (hydrogeology), air quality, noise and land quality.
10.4.4 Overall, the site is considered to be suitable, subject to further
investigation of whether hydrogeology, air quality, noise and land quality
impacts could all be adequately mitigated. Likely mitigation considerations
would include:
• Hydrogeology – mitigation may be required as construction of the drop
shaft will take place within the source protection zone (SPZ 2) of
abstractions from Chalk defined by the EA.
• Air quality – measures to ensure dust is adequately mitigated for the
closest receptors.
• Noise – standard noise barriers are unlikely to be entirely effective and
other techniques may be required to reduce construction noise to
acceptable levels.
• Land quality – any required remediation of contamination (at this
moderate risk site) and/or measures to ensure no mobilisation of
contaminants retained in situ.
10.6 Property
Advantages of the site:
• The site appears to be in private ownership and therefore the
ownership should present no significant procedural difficulty in
acquiring the land using compulsory purchase powers.
Disadvantages of the site:
• The site will command development value and the acquisition cost will
be high.
• We have received an initial objection in strong terms from the US
Government to the use of this site, as it is adjacent to the new US
Embassy site. If the US Government mounted an objection to the use
of this site, this would represent a significant risk of failure to get
confirmed compulsory purchase powers to acquire the site.
• A special parliamentary procedure may be required for the double and
single main options.
• There is potential for high discretionary purchase costs for the double
and single main options.
10.6.1 The site has been assessed as less suitable for all options due to
acquisition risk and acquisition cost.

Summary: This site is considered to be less suitable for use as a reception/intermediate site and as a single and double main
tunnel drive site, due to the potential for an adverse noise impact on the residential properties at Riverside Court and Elm Quay
Court from the delivery and transportation away of excavated material. The shaft location is also located close to residential flats at
Riverside Court and therefore the likelihood of an adverse noise impact is greater, especially if the construction is 24 hours a day.
There may also be an adverse vibration impact during shaft sinking. Perimeter hoarding will reduce potential noise impact but will
