We are excited to present for the first time a parent guide to the 2012 Performance Management Framework (PMF), featuring individual performance reports for each charter school in the District of Columbia. We heard from many of you that you rely on our annual PMF book to learn about DC charter schools. Now you can have this information in an on-the-go format as you visit schools, meet with teachers and take part in your childs education in other ways. Inside you will see lists of schools that have PMF scores and fall into one of three tiers: high performing (Tier 1); mid performing (Tier 2); and low performing (Tier 3). There is also a list of schools by type of program and a full A to Z directory of all DC public charter schools. PCSB is always looking for ways to improve our parent engagement. How Do I get a space for my child?


DC charter schools are public schools that are free for all DC residents. Any DC student can attend a DC public charter school that has available space, but families must complete an application. Schools with more applicants than available spaces hold a lottery to randomly select students for enrollment. Charter schools are independently operated, and each charter school has its own application form, either in print or online. To apply to a school, visit the school website or contact the school for application information.

This year, more than 85 DC public charter schools have come together to make the application process easier for families. These schools have agreed to have common dates for three key steps in the application process.

Application deadline: March 15, 2013. Apply by March 15 to be included in a


schools lottery. Apply to as many schools as you like, but applications must be submitted individually to each school. Lottery date: March 22, 2013. Participating charter schools that have more applicants than spaces will hold their lotteries on this date and notify families of the lottery results soon thereafter. Deadline to accept your lottery space: April 12, 2013. If you are offered a space in the lottery, you must contact the school and in some cases, complete required forms* by April 12 to accept your space. If you do not notify the school by April 12, 2013, the school may give your space to someone on the waiting list.

*Some schools may require completed enrollment forms, such as residency verification documents and child immunization records, by April 12 to guarantee your childs space. Check with your school to see which documents you must submit when you accept a space at the school.

About the PMF


The Performance Management Framework (PMF) measures the performance of a DC charter school, including factors such as DC CAS scores, SAT scores, student academic progress over time, student achievement during the previous school year, attendance rate and other indicators. Schools earn points based on each factor, which are calculated into an overall percentage. For schools with grades 38 and/or grade 10, the DC Public Charter School Board (PCSB) has implemented the PMF to assess school-wide academic performance. These schools are rated by tiers:

Tier 1 schools (65.0100.0 percent) meet standards of high performance. Tier 2 schools (35.064.9 percent) fall short of high performance standards but meet
minimum overall performance standards.

Tier 3 schools (0.034.9 percent) fall significantly short of high performance


standards, showing inadequate performance.

How does the DC PCSB use the PMF tiers to hold schools accountable?
Tier 1: High-performing schools are publicly recognized by PCSB and are exempt from more in-depth monitoring.

Tier 2: Mid-performing schools are exempt from more in-depth monitoring unless
conducted as part of the charter review or renewal cycle.

Tier 3: PCSB conducts an on-site, more in-depth review for low-performing schools
during the school year following the release of the PMF. Pursuant to PCSBs authority under the School Reform Act, low-performing schools or campuses may have their charters revoked. For more information on the PMF, please visit www.dcpubliccharter.com/ PCSB-Publications/PMF-Results.aspx.
