UNDERSTANDING THE SCOPE OF A MARINE SURVEY


It is important for all parties relevant to the transfer of ownership, Maintenance, repair, and Insurance of a vessel to understand the intent and limitations of a marine survey and inspection. The primary goal of a marine survey is to ascertain the condition of a vessels structure, the operational condition of its systems, the suitability of those systems for the intended operational area of the vessel, the general state of maintenance and repair, the extent to which the vessel meets the intent of Regulatory standards and commonly accepted industry practices. These Standards are a compilation of Transport Canada TP1332 Construction Standards for Small Vessels, National Fire Protection Association, American Boat and Yacht Council. New vessels must meet the Standards in effect on the date of manufacture, and the standard states that existing pleasure craft shall comply with the standard insofar as it is reasonable and practical to do so As the Standards have evolved and improved over time, few vessels will meet the letter of the standards. Electrical and fire suppression systems have evolved significantly. The level of maintenance and degree to which the original factory installations have been tampered with can have a significant effect on the safety and serviceability of systems. If any system is noted as being of questionable condition, the operator or owner of the vessel should ensure that the system meets the safety and service intent of applicable standards before operation of the vessel. Due to the varying construction and interior completion methods, it is impractical to obtain access for inspection to all areas of a vessel. It is not in the scope of the surveyors mandate to remove interior fixtures that would require tools for removal. Nor is it the surveyors mandate to clean or reorganize clutter or debris or marine growth that might impede the surveyors ability to inspect certain areas. If such conditions exist they shall be noted by the surveyor, and it remains the clients responsibility to obtain further inspection if necessary. Unless specifically engaged to do so, all inspections of ships mechanical and propulsion systems are of an external visual nature only. Where warranted by such inspection, it may be the recommendation of this surveyor that further investigation and inspection by a qualified individual be undertaken. Wooden vessels require different techniques for inspection and minor invasive testing is a necessity. Hull fastenings should be inspected in several different locations to determine strength and any deterioration. Standing and running rigging is inspected where visible, should the vessel be intended for use other than inland waters or near shore , it would be prudent for the spar to be struck , or a qualified rigger make an inspection aloft. Unless noted as new or nearly new, sails, enclosures and lines are assumed to have normal wear and tear concurrent with the age of the vessel. It is the assumption of the surveyor that the ongoing use of the vessel shall be deemed the same as the original intent of the manufacturer. IE A houseboat type vessel shall not be used for offshore voyages , a powered cabin cruiser shall not be used for dive or salvage etc......

Lastly it should be understood that the marine environment can be unforgiving. Ships systems and components can fail at any time. A good ongoing maintenance plan combined with safe and prudent operation of the vessel is the best insurance for the safety of the vessel and its passengers. Patrick M. DESCRIPTION OF VESSEL:

The Niagara 42 was designed by Mark Ellis and built in limited production by Hinterhoeller Yachts in Niagara on the Lake, Ontario. These vessels were built to a very good standard. They surpassed the build quality of many production vessels built at that time. The vessel was built with true offshore voyaging in mind. They remain a well found sought after vessel for sailors looking for comfort and safety in an offshore vessel. Rope locker, forward v-berth with wash basin to starboard. Lower galley to starboard with double sink large icebox and three burner stove and oven. U shaped lounge and lounge table Aft stateroom to port with central head. Self draining cockpit with lockers to port and starboard.

This vessel was repowered in 2004 with a new yanmar diesel unit. Inspection shows this to be a very well maintained vessel and no issues were noted with the engine or its related systems. 7. A grunert style refrigeration system has been installed. The vessel is equipped with Force 10 propane stove and oven. A rail mounted barbeque is aft of cockpit. Dual propane tanks are mounted in separate overboard draining locker with remote solenoid valve.

VALUATION:

This vessel is considered to be in very good condition and would warrant a premium above other comparable vessels . As inspected we would value this vessel at $140,000 Canadian Dollars 18. SUMMARY OF INSPECTION:

General Comments: This vessel is found to be in above average condition for its age. It reflects pride of ownership. The Hull as inspected was found to be in very good condition. There are minor gelcoat cracks on the deck that should be addressed as a maintenance item . The vessel has at some time in its past had extensive deck repairs completed. This is fortunate in that the deck is generally very sound. The usual deterioration of the deck area that is common with this vintage of vessel is not present. There are minor areas where cosmetic repairs could be effected . The hull to keel joint appeared sound but is in need of proper maintenance. It is noted that some minor separation is noted at the keel box and prudent maintenance would include the rebedding of the keel in the next several seasons. Mast step area is sound. This vessel has a very well documented service history. It is clearly obvious from inspecting the vessel that she has been maintained and operated by knowledgeable and conscientious owners The safety gear was not inspected, and it is the responsibility of the operator to ensure that all required safety equipment is on board and operational prior to launching this vessel. The vessel is equipped with a valaise packaged life raft. The raft should be inspected and a certified inspection shop sign off should be made prior to its inclusion as operational gear aboard the vessel. In general we find the vessel to be in sound condition for operation in inland and near shore waters. The operation of the vessel for extended ocean voyaging should be made only after a thorough inspection of all systems and operational equipment , including rebedding of the keel and certification of lifesaving gear.

The survey consists only of a visual examination of the external surfaces of the hull structures. Sounding and electronic testing is utilized only to indicate areas of potential concern and neither includes, nor implies, any certification that the materials and construction methods utilized meet any known standards. This survey is intended only to locate any such defects as may be apparent at time of attendance by visual inspection only. The Surveyor cannot predict how the vessel will perform over time and it is the builders responsibility to warrant the fitness of the product for its intended service.
