This document specifies technical specification of Explosive Detection and Disposal System.

1. PORTBLE HAND HELD VAPOUR TRACE DETECTOR SYSTEM: 1.1

SCOPE:
1.1.1 The specification of Portable Hand Held Vapour Trace Detector system covers technical specification and requirement of vapour trace detection system consisting of machine, sampler, explosives verification kit for explosive trace detection to be provided at different locations of railway stations and other establishments. The Vapour Tracer should be able to switch between particle and vapor sampling for optimal detection of a wide range of substances.

SYSTEM DESCRIPTION:
1.2.1 Portable Hand Held Vapour Detection System shall mainly consist of the handheld portable machine, detachable vacuum sample wand, sample kit, explosive verification reference library / kit. This should be based on either Ion Trap Mobility Spectrometry (ITMS) or Field Asymmetric Waveform Ion Mobility Spectrometry (FAIMS) detection principles for detecting virtually any explosive, in ten seconds with a reference library and should be able to quickly confirm the presence of explosives.

Manufactured products shall have quality system compliance with international sensitivity standards. All software and firmware upgrades shall be free of cost for period of 1 year or as specified by purchaser. The system should be capable of adapting to diverse operational requirements and evolving security challenges through easy customization of software-based controls and tools.

The system should preferably be provided in entrance/exit points, platforms, etc. or any other locations as decided by purchaser.

TECHNICAL REQUIREMENTS:
1.4.1 The system shall be capable of detecting explosives and other substances with identification. 1.4.2 The equipment carrying case shall be ruggedized. 1.4.3 Equipment should have a provision to adjust the sensitivity. 1.4.4 It should be operational on AC 230 Volts 10%, 50/60 Hz and either 6 Volts DC or 12 Volts DC rechargeable battery. 1.4.5 Battery recharge time should be maximum 60 minutes and battery charger along with additional battery should be supplied with the equipment. 1.4.6 It should have provision for both AC supply and maintenance free battery of adequate capacity for minimum 3 hours battery back-up time. 1.4.7 Its operation should not be affected by electro-magnetic interference of other electronics/electrical devices. 1.4.8 It should have a provision for adding new substances to the library of existing explosives. 1.4.9 Vapours should be drawn through a nozzle directly into the detector for analysis or a detachable vacuum sample wand (as an option) should be available which shall draw vapors into a sponge like sample trap, which will be then inserted into the Vapor Tracer for analysis. 1.4.10 The Vapour Trace Detector System should have an LCD display and should have provision for computer connectivity. Internal data storage facility should also be available. 1.4.11 The system shall have LCD display and audio alarm with self diagnostics for a threat after it has detected presence of an explosive. 1.4.12 It should be easy to operate and controls should be simple. It should not involve technician making on interpretation at the operator level. 1.4.13 Portable Hand Held Vapour Trace Detector System shall have following minimum technical specifications: 1.4.13.1 State of the art technology shall be used for detection and identification of explosives using real time detector preferably without carrier gas. 1.4.13.2 It shall be capable to detect wide variety of explosives including pure, composite and commercial explosives such as RDX, PETN, TNT, Dynamite, Semtex, C4, HMX, Ammonium nitrate, etc. 1.4.13.3 The explosive detector shall be sensitive to detect pico-gram quantities of explosives. 1.4.13.4 The system should give response to wide range of explosives in presence of non-explosives materials. It should not give response to non-explosives. 1.4.13.5 False alarm shall be less than 3%. 1.4.13.6 Following sample collection facility shall be provided: i. Vapour phase collection through air sampling. ii. Trace/particle collection through surface wipes. iii. Vapour and particle collection collectively, if possible.

The detector shall be capable of continuous operation for not less than 3 hours. Its warm up time shall not be more than 20 minutes and analysis time shall be less than 10 seconds which shall be adjustable. The detector shall be ready for re-use within one minute/auto clearance. The explosive detector shall have the provision of clear audio and visual alarm for detection/ identification and results shall be displayed on LCD. It shall be able to work smoothly between 0C to 50C temperature range and in 95% non-condensing humidity condition. The detector shall be portable and light weight. The detector shall be microprocessor based with compatibility for up gradation of programming for new explosives. The system shall be user friendly and easy to operate.

1.4.14 The Portable Hand Held Vapour Trace Detection System shall be Pentium processor based or higher and shall have flash disk of adequate capacity. It shall have connectivity to PC. 1.4.15 It shall have fan forced air cooling arrangement or equivalent. 1.4.16 The system shall be provided with consumables and atleast 500 traps for sampling or as specified by purchaser.

2. EXPLOSIVE TRACE DETECTOR SYSTEM:


2.1 SCOPE:
The specification of Explosive Trace Detector System covers technical specification and requirement of trace detection system consisting of the machine, swipe material, explosives verification kit, hand wand sampler for explosive trace detection to be provided at different locations of railway stations and other establishments. 2.1.2 The System should be capable of storing images and these images can be retrieved from the machine.

2.2 SYSTEM DESCRIPTION:


2.2.1 The Explosive Trace Detector should be based on Energetic Material Detection Technology for detecting virtually any explosive, known or unknown, in less than four seconds without a reference library and should be able to quickly confirm the presence of explosives. The results obtained should be stored and printed for records.

Original Equipment Manufacturer or their authorized distributors of explosive trace detector system shall have service bases in India. Manufactured products shall have quality system compliance with international sensitivity standards. All software and firmware upgrades shall be free of cost for a period of 1 year or as specified by purchaser. The system should be capable of adapting to diverse operational requirements and evolving security challenges through easy customization of software-based controls and tools. The system should work on 230 V / 50 Hz AC +/- 10%. Battery backup for at least one hour shall be provided.

TECHNICAL REQUIREMENTS:
2.4.1 The Explosive Trace Detector should enable all explosive materials regardless of the amount to decompose exothermically after being supplied with sufficient activation energy. 2.4.2 The subsequent decomposition process resulting in an intense release of heat to the environment surrounding an explosive particle should produce a localized, sharp increase in temperature followed by a sharp decrease in temperature after the energetic material is consumed. The Explosive Trace Detector should be capable of analyzing these unique heat signatures, and indicate the presence of explosives. 2.4.3 The system shall be capable of universal explosives detection. Any explosive exhibiting an exothermic decomposition including TATP, EGDN, NG, TNT, PETN, RDX, NC, nitrates and others shall be detected. 2.4.4 Each sample trap shall be reusable for at least 100 swipes and should not require the conduits to clean. The machine after detecting an explosive should be ready to be used in less than 5 minutes. 2.4.5 System should not involve any use of dryer, carrier gases, or radioactive sources. 2.4.6 The explosive detection should be independent of any reference to the library of explosives materials. It should allow automated calibration. 2.4.7 The machine should have an integrated touch screen and built-in printer. Internal data storage facility should be available with optional USB and firewire connections for exporting data. 2.4.8 The system shall have audio and visual alarm for a threat after it has detected presence of an explosive. 2.4.9 All the equipments installed outside the control room shall be able to withstand the temperature range of 0C to +50C . 2.4.10 The explosive trace detector system shall meet the following minimum technical requirements. i. ii. iii. Explosive Disposal System shall mainly include Real Time Viewing System, Water Canon, Blasting Machine, Bomb Suppression Blanket, Bomb Basket, Bomb Suit, Remote Opening Tool Kit, Drilling Machine, Thermal Cutter, RSP Tool Kit, Disruptor, Hook and Line kit or any other device(s) as specified by purchaser/ railways.

3. REAL TIME VIEWING SYSTEM (RTVS):


3.1 The Real Time Viewing System should be lightweight. The system shall be compact and easy to set up. 3.2 All components shall be portable. 3.3 The system shall be able to function with both pulsed and continuous X-ray source. 3.4 Real time measurement of any object on screen shall be possible. 3.5 The system shall have a laptop based control and display unit along with a compatible video camera unit. 3.6 X-Ray generator shall be light in weight and capable of being operated remotely. 3.7 The RTVS should be mountable/ suspendable from the ROV and Mini ROV and the mounts shall be included in the equipment. 3.8 To facilitate the offsite study, the system shall be supported by a hardware and software capable of image recording on a storage media i.e. CD, Pen Drive etc. 3.9 The software shall be menu driven and shall facilitate the operator to choose from the wide range of functions provided by the software. 3.10 The software shall have the facility of zooming the image along with the ability to scroll the full image (200 to 400%).

3.11 The system shall be able to store minimum 1000 images in its database library with the capability of annotation. 3.12 The software shall provide image enhancement facilities as under: i. Polarity and pseudo coloring facility ii. Brightness & contrast control iii. Split screen capability iv. Sharpening of images v. 3D effect of image vi. Tilting/rotation of an image vii. On screen measurement facility (both inches and mm) viii. Overlay capability should be supported ix. Multiple undo/redo and restore original functions 3.13 The system shall have an option for wireless operation. 3.14 For easy field use, the system shall be operated with rechargeable battery and should also have facility of operating with AC power supply. 3.15 The system shall have a battery low-level indicator. 3.16 The system should have anti-virus software to protect stored data. 3.17 The system shall be capable of operating in the temperature range of -5C to +50C. 3.18 Exposure time for X-ray (1-99 pulses or better) shall be adjustable depending on type of object to be viewed on X-ray and these controls shall be available in the software as well as X-ray generator. Accumulation of pulses on Image Capture Unit should be possible. 3.19 The laptop should be configured with the latest version of software. 3.20 Audio and visual warning during the X-ray activation shall be available. 3.21 Image Capture Unit (ICU) should be available in different sizes i.e. small/ medium/ large (ranging from 150mm to 330mm x 110mm to 440mm). 3.22 All types of accessories and consumable items required for functioning of the equipment shall be easily available in the market. 3.23 The laptop should be of standard make and have following minimum specifications or as specified by purchaser. i. Screen at least 14 TFT with 1366 x 768 resolution ii. Processor: Intel dual core, 2.20 GHz or Higher with 2 MB Cache. iii. Hard Disk: 320 GB or Higher iv. Drives: DVD, CD R/W or higher, Card Slot, USB 2.0 slots x 2 (or better specifications). v. Operating System: Windows XP Professional or later version. vi. Visual Database : Storage capacity of at least 10,000 images including data, user name, date, time, category, place, filename, project name, type of ICU, type of X-ray and description, capability for backup and restore the database, quick save and project functions. vii. Split screen with synchronized scrolling capabilities. viii. Built in email access. ix. 3.25 Real Time Viewing System with accessories should be packed in a pelican case with wheels and the equipment should fit into space provided inside.

4. WATER CANON:
4.1 Water Canon shall be made of maximum 7.62 cm (3) dia steel tube (or as per performance requirement) and shall not be a fragment hazard at any point of time of its use. Its length shall be 17.78 cm (7) (or as per performance requirement). Diameter of front hole should be 2.54 cm (1) (or as per performance requirement). Diameter of backside hole should be 2.54 cm (1) (or as per performance requirement). It shall be provided with caring handle. The water canon shall be provided with 4 numbers of adjustable legs for adjusting the height while firing (Ratchet locking stand). It shall be provided with cleaning rod, cleaning brush, water bottle, container of white petroleum jelly and corks of suitable size. The complete system shall be nickel polished. Portability Hand carried / Robot operated. For Robot use, friction mounted barrel clamp angle bracket shall be provided. Power source 24 V, 1 Amp. Vertical adjustment 2 to 15. Laser sighting shall be possible. It shall be light weight (less than 100 gm when empty). Liquid capacity 250 Ml (or as per performance requirement). No cartridge (only gunpowder filled in thimble and fired by safety fuse or electric match) shall be used. It shall be used with own stand/robot.

5. BLASTING MACHINE:
5.1 5.2 5.3 5.4 5.5 The size and shape of blasting machine shall not be unwieldy to handle during the operations. The weight of the machine should not exceed more than one Kg. It shall be constructed with fibre glass or cast casing for rugged use. The machine shall be able to fire at least 50 detonators at 100 m (power output should not be less than 550 ohms). Power source should be reliable, preferably re-chargeable with long life.

The machine shall have LED indications for charge, ready & battery status. It shall have line continuity indicators. The machine shall have capability of instant discharge of capacitor. It shall have built in Galvanometer (Analog/Digital). It shall be of high power, sturdy and reliable. It should work satisfactory between temperature ranges of -5C to +50C. Machine shall be water and impact resistant. Priming time shall not be more than 3 seconds. Typical number of firings: 600 nos. at 20C per battery (battery set). It shall incorporate safety features for avoiding accidental fire. The blasting machine shall have the facility of being carried by the bomb technician. The blasting machine shall be provided in a carrying case. 6. BOMB BLANKET:

The Bomb Blanket shall sustain blast and offer adequate protection against fragments

(V50 17 grain steel fragment @ 500 m/s). The Bomb Blanket shall be made with multiple layers of treated KEVLAR, Ballistic Fabric and shall confirm to the protection level required and then sewn into a fire retardant and water repellant cover of a given colour. The Bomb Blanket shall have strong nylon web loops near the 4 corners or contain adequate number of eyelets of 1 diameter along the sides of the Bomb Blanket for the purpose of anchorage/suspension. Size of Bomb Blanket shall be minimum 1.5m x 1.5m. Weight of Bomb Blanket shall not be more than 12 Kgs. It shall be able to successfully contain a blast of minimum 100 gms of RDX or equivalent quantity of other high explosive and one detonator. 7. BOMB BASKET:

It shall have a nylon holding net suspended inside the basket to hold the IED in upright position. It should have facility for easy removal/placement. It shall withstand a blast of 200 gm of RDX with one detonator or equivalent high explosive and high explosive with splinters and shall not have major delimitation and penetration. Its weight should be less than 50 kgs. Provision of detachable base plate shall be provided. Marking of datum points on the exterior of the basket shall be provided to allow Xrays to be taken at specific points. Facility of rolling the basket without damaging its exterior (Rubber Rings) shall be available. Glowing colour shall be provided for clear visibility to all personnel (red/orange). 8. BOMB SUIT:
8.1 The suit shall consist of the following items, which collectively make a complete garment: i. Jacket with attached collar. ii. Trousers adjustable. iii. Breast plate. iv. Groin plate v. Helmet and visor vi. Neck protector plate vii. Air cooling blower and charger viii. Transit/carrying bag ix. Integral radio earphones and microphone in helmet (preferably wireless operation) x. The protection matrix should consist of Kevlar, Nomex Blend fabric, Nomex thread, Nylon Webbing, layered around fiber, etc. Cooling Suit: a. The suit should be wearable with commercially available equipment. b. Pockets should be able to accommodate the power pack and controls. c. The ice reservoir should be provided on the back of the suit. d. The cooling suit should be designed to offer a safe and cool environment. e. The system should be ideally suited for persons involved in bomb disposal and surveillance operations. f. The cooling system should be able to use ice water to remove body heat. g. The suit should not use hazardous pressurized canister or toxic cooling agents. h. The fabric should be made of machine washable, fire retardant kermel. i. The suit should also offer protection against heat and flash fireballs. j. The suit should be suitable for use under bomb suits, chemical suits and many other applications where body heat removable is desirable. k. The kit should be self contained. It should include a long sleeved shirt with cooling on trunk and arms, long legged pants with cooling on legs, a close fitting open faced hood for cooling of head, a cooling unit and pouch, two water bottles, battery pack and carrying bag. Cooling suit should be of following minimum specification: a. The heat removal rate should be 270 watts (full suit) or better. b. Endurance: Minimum levels to be supported for 45 min at 35C. c. Cooling Unit Control should be by On/Off toggle button. d. The pump should be operated by a rechargeable battery of 6 volts/9 volts. e. The cooling source should consist of ice cubes and water. f. The weight of the cooling suit and cooling unit without ice should be maximum 2.2 kg. The bomb suit should be made up of following materials. 8.6.1 The Helmet should be made of: i. High performance composite material. ii. Anti-ballistic visor made from hardened acrylic/ polycarbonate laminate. iii. Suspension harness-webbing and ballistic nylon. iv. Weight with visor not more than 6 Kg. v. V50 (helmet) 600 m/s or better. vi. V50 (visor) 750 m/s or better.

vii. Protection for visor while in storage should be provided. 8.6.2 The Blast Plates should be made of: i. Polycarbonate, steel, foam, ultra high molecular weight polyethylene. ii. Weight of suit without up armour blast plates should not be more than 16 Kg. iii. Weight of suit with up armour blast plates should not be more than 30 Kg. Power Pack: A 12 V rechargeable or alkaline power pack should be provided with the suit, which should have a special pocket to accommodate it. The power pack should have battery status indicator. For recharging battery, charger should be provided. Search light and mount on helmet should be provided. The jacket and trouser materials should be as specified below:i. Outer cover Nomex/Nomex Blend Fabric, Nomex Thread. ii. Protective inserts soft components, layered aramid fiber, contained in water-repellant Nylon iii. Colour-Olive Drab The cooling suit material should be:i. Garment Kermal. ii. Sizing Small 150-175 cm; 40 - 70 kg, Medium 170-185 cm; 70 - 85 kg, iii. and Large 175 -193 cm; 85 -110 kg iv. Compatibility It should be able to be worn next to skin under any clothing. v. A second water/ice bottle should be supplied for standby.

Ballistic EOD Helmet with fan and Canister should be of following configuration. 8.7.1 The EOD helmet should be made from a sandwich construction system and adjustable by means of a three/four point suspension. 8.7.2 The helmet should be provided with a facility for a communication set consisting of two head phones with one micro phone and extension lead for attachment to any VHF/UHF radio transceiver. It should have auto gain control to protect the eardrum. 8.7.3 The helmet should have an air ventilation system, which should direct the flow of forced fresh air over the top of the helmet liner, across the visor and down over the operators face ensuring efficient demisting and clear view with adjustable air flow. 8.7.4 The system should be able to use in conjunction with a canister (NBC) configuration.
Ventilation and Demisting:

A helmet mount fan should have a capacity of 100 + 10 liters/minute. The controls should be preferably on the head for easy operation with variable speed.

Communication: The helmet should have built in speaker and microphone. An external socket should be provided for connection to a wireless or hardwire system. 8.10 The following features will be required as options a. Wireless Duplex hand held radios (two) VHF/UHF. b. Hardwire A 100 m range. 8.11 Jacket: 8.11.1 The jacket should be a long sleeved, side opening design filled with flexible Kevlar ballistics. 8.11.2 Provision should be made on the front for the attachment of rigid chest and groin blast plates by means of integral packets with webbing and Velcro securing straps. 8.11.3 Pouches for working tools, air blower and radio should be attached to the front and back of the outer cover. 8.11.4 Immediate removable of jacket should be achieved by use of quick release straps attached to the side and shoulder.

8.12 Trousers: 8.12.1 The trouser should have fully adjustable supporting braces and wide Velcro waistband catering for small, medium and large sizes. 8.12.2 The rear of the legs should have a full length Velcro strip/brass zipper which should be used in conjunction with retaining strap to fix articulated flexible armour in position. 8.12.3 The over boots should be changeable and should be held in a position by Velcro, leather and webbing straps. 8.13 Original Equipment Manufacturer or their authorized distributors should be able to provide the following as applicable along with the equipment (a) Cleaning kit (b) SMT (Special Maintenance Tools) (c) Training aggregate charts, slides, training brochure, training work model, blow up diagram, video films, etc. (d) Physical Training (e) Proof schedule to include details of testing and acceptance criteria. Original Equipment Manufacturer or their authorized distributors should be able to provide the following as applicable along with the equipment i. Cleaning kit, if any.

Details regarding proof/periodical inspection by the user. vi. Spares and tool kit where applicable. vii. Operator training/demonstration 10. DRILLING MACHINE: 10.1 Motor of drilling machine should be DC operated having voltage range of 6 volts to 24 volts. The drill should be supplied with two batteries, a battery charger with charging, full charged & low battery indications. 10.2 It should have hammer drill 10 mm with rubber hand grip. 10.3 Drilling machine should have minimum dual speed settings, 0-300/450 and 0-1100/1500 RPM. 10.4 Drilling machine should be of compact size and light weight allowing user to get into tight spaces while performing applications. Weight should not more than 2.7 kg. 10.5 Power consumption should be less than 400 W. 10.6 It should also operate with AC supply. 10.7 Total numbers of bits should be10 (preferably double ended) with one set and kit box. 10.8 Power should be at least 450 lbs of max torque. 10.9 Drilling: a. Chuck Single sleeve key less ratchet chuck, at least 15 chuck setting, chuck size 3/8 1/2. b. Drilling ability i. Up to 20 mm diameter in concrete ii. Up to 10 mm diameter in steel iii. Up to 20 mm diameter in wood. 10.10 Firm should be able to provide the following as applicable, along with the equipment a. Cleaning kit b. MRLS (Manufacturer Recommended List of Spares) c. Technical documentation d. Technical manual giving full description of the item. e. User Hand Book f. Specification for packing, handling/transportation/storage g. Details regarding proof/periodical inspection by the user 11. THERMAL CUTTER: 11.1 The Thermal cutter shall be employed in situations where entry hole is to be made on the
IED to gain access to the contents. The typical use of this equipment would be against soft skinned IED containers like plastic, Rexene, cloth, etc. The aim is to melt the outer surface by employing heat on the skin of these containers thereby removing a triangular section creating an opening.

11.2 The equipment should have quick heating and should achieve its peak temperature in less
than 10 minutes. 11.3 The edges of the tools should be thin and sharp. 11.4 It should be able to cut the plastic materials of thickness of minimum 5 mm. For this, it should be able to attain at least a minimum of 500C. 11.5 The equipment should have a heating element head in the shape of equilateral triangle of 4 size. 11.6 It should be operable with both AC and DC. 11.7 It should be provided with a light weight stand which can be positioned in 360 sphere. The stand should be modular in design and should have a maximum height of 6 ft. 11.8 The cutter should be remotely operable. 11.9 The equipment should be compatible ROVs and should have fitments in the stand for this purpose. 11.10 The equipment should be supplied packed in pelican carrying case with insets in rubberized foam.

12.2 All the above mentioned tools should be packed in a sturdy casing and to be provided with carrying case. Cleaning kit should also be provided with carrying case.

12.3 All the above tools should confirm ISI standards (preferably ISI marked) and manufactured by standard and reputed companies. 13. DISRUPTOR: 13.1 It shall be designed to penetrate thin walled Improvised Explosive Device (IED) with negligible probability of causing detonation. 13.2 It shall be well proven and capable of many firing without sustaining distortion to the main
body. 13.3 The injector barrel of disruptor kit shall be constructed in stainless steel with a bore of approximately 25 mm. 13.4 The breech assembly of disruptor kit shall be made of stainless steel with a spring loaded centre electrical contactor and heavy duty spring loaded terminals. 13.5 The piston loaded tool should be made of nylon or equivalent material. 13.6 The kit should have clearing brush for cleaning the barrel and breech. 13.7 The kit should have piston and water bottle of nearly 500 ml. 13.8 The transit case should be made of steel. 13.9 The kit should have multi-position stand with counter weight on adjustable stand. 13.10 The weight of disrupter assembled without case should be 1.5 kg (approx.) and 6 kg (approx) with case. 13.11 The weight of stand should be approximately 7.5 kg. 13.12 The length of disruptor should be approximately 310 mm. 13.13 The kit should have replacement cartridges, closure caps and piston.

14. WATER JET DISRUPTOR: 14.1 14.2 14.3 14.4 It should be capable of performing both to disarm and to disrupt. It should have recoilless operation. It should have capability of stand-off operation. The mounting should be stable and should permit movement of the disrupter in all angles. 14.5 It should have flexibility in selection of velocities of low and high velocity jets. 14.6 It should have an aiming device for stand-off operation with laser and telescopic sights. 14.7 It should be light weight and not more 15 kgs. 14.8 Its operating temperature should be -5C + 55C . 14.9 Its body should be of metallic rust proof material. 14.10 It should be capable of firing at least following projectiles: i. Blade projectile ii. Bloster projectile iii. Chisel projectile iv. Fin/Spin projectile v. Fork projectile 14.11 Accessories: i. Operators Manual ii. Carrying Case with harness

iii. Training material/aid 15. HOOK AND LINE SET 15.1 Essential Qualitative Requirement: 15.1.1 It should be capable of being launched by a man portable launcher/crossbow so as to achieve range up to 100 meters. 15.1.2 It should have pull setting for various ranges on the launcher. 15.1.3 The launcher should have an accuracy of 45 cm radius at the target end. 15.1.4 It should have 60 ropes. The qualitative requirement for the ropes shall be as follows: i. Type of Rope -Nylon ii. Length of Rope -75 meters. iii. Weight of Rope -1.7 Kg to 1.8 Kg. (23 - 25 gms per meter) 15.1.5 The book/prong should preferably be light and sturdy so as to sustain repeated blast of launch and at least 50 impacts at target end. 15.1.6 It should have 12 numbers of hook/prongs with the set. 15.1.7 It should be used friendly. 15.1.8 It should be made of non-reflective material. 15.1.9 Total weight of launcher with one projectile should not exceed 4 Kgs.

15.2 Preferable Qualitative Requirements: 15.2.1 Noise level during operation should be low. 15.2.2 It should have a sight system with graticulam for various ranges. 15.2.3 It should have optical and open sights.

TESTING PROCEDURES
16. TEST REQUIREMENTS: 16.1 Conditions of Tests: 16.1.1 Unless otherwise specified, all tests shall be carried out at ambient atmospheric conditions. 16.1.2 Inspection and testing shall be carried out to the effect that all requirements of this specification are complied with. 16.1.3 Inspection shall be carried out on one complete unit of different types of Explosive Detection System and Explosive Disposal System along with associated accessories.

16.2 Type Tests: 16.2.1 For type test, one complete system of different types of Explosive Detection System and Explosive Disposal System shall be subjected to following tests as applicable: a) Visual inspection (Clause 17.1) b) Performance test (Clause 17.2) c) Factory acceptance test (Clause 17.3) d) Endurance test (Clause 17.4.1) 16.2.2 Only one complete system of different types of Explosive Detection System and Explosive Disposal System shall be tested for this purpose. The system shall successfully pass all the type tests for proving conformity with this specification. If any one of the equipment fails in any of the type tests, the purchaser or his nominee at his discretion, may call for another equipment/ card(s) of the same type and subject it to all tests or the test(s) in which failure occurred. No failure shall be permitted in the repeat test(s). 16.2.3 Any other tests shall be carried out as considered necessary by the inspecting authority. 16.3 Acceptance Tests: 16.3.1 The following shall constitute the acceptance tests which shall be carried out by the inspecting authority for the purpose of acceptance on randomly selected 20% of the items offered from the lot (minimum 1 each type of item) offered for inspection by the supplier: b) Visual inspection of complete system (Clause 17.1) c) Performance test (Clause 17.2) d) Endurance test (Clause 17.4.2) 16.3.2 Any other tests shall be carried out as considered necessary by the inspecting authority. 16.4 Routine Tests: 16.4.1 The following shall comprise the routine tests and shall be conducted by manufacturer on every equipment and the test results will be submitted to the inspecting authority before inspection. The application software in proper format, wherever applicable, shall also be submitted to the inspection authority in advance. b) Visual inspection of complete system (Clause 17.1) c) Performance test (Clause 17.2) 16.4.2 Any other tests shall be carried out as considered necessary by the inspecting authority. 17. TEST PROCEDURE: The test procedure shall be based on the published system design. The methodologies to be adopted for various tests shall be decided taking into account the system design/configuration. 17.1 Visual Inspection:

Each equipment of Explosive Detection System and Explosive Disposal System shall be visually inspected to ensure compliance with the requirement of clauses 1 to 15 of this specification. The visual inspection shall broadly include: 17.1.1 System Level Checking: 17.1.1.1 Constructional details. 17.1.1.2 Dimensional check. 17.1.1.3 General workmanship. 17.1.1.4 Configuration. 17.2 Performance Test: 17.2.1 The equipment shall comply with the requirements as specified in Clauses Section 1 to 15 of this specification. 17.3 Factory Acceptance Test: 17.3.1 Factory Acceptance Tests (FAT) results to verify compliances as mentioned in clauses 1 to 15 for the various items shall be submitted by the Original Equipment Manufacturer (OEM), if these items are being manufactured abroad, otherwise tests will be conducted in manufacturing premises of the firm. 17.3.2 All software features as mentioned in clauses 1, 2 & 3, wherever applicable, shall be tested in premises of vendor for which all required setups are to be arranged. 17.3.3 The FAT shall be able to prove compliance to the specifications through test or test certificates. 17.3.4 All compliances to various standards as given in specifications shall be submitted with documentary proof. These shall include certificates for EMI/EMC/Safety/ Environment protection. 17.4 Endurance Test: 17.4.1 During type test, endurance test shall be conducted on complete system wherever applicable for continuous operation which shall be 168 hrs at ambient room temperature without giving any deterioration in performance. 17.4.2 During acceptance test, endurance test shall be conducted on complete system wherever applicable for continuous operation which shall be 48 hrs at ambient room temperature without giving any deterioration in performance. 18. QUALITY ASSURANCE: 18.1 All materials & workmanship shall be of good quality. 18.2 Since the quality of the equipment bears a direct relationship to the manufacturing process and the environment under which it is manufactured, the manufacturer shall ensure Quality Assurance Program of adequate standard. 18.3 Validation and system of monitoring of QA procedure shall form a part of type approval. The necessary Plant, Machinery and Test instruments as mentioned in Schedule of Technical Requirements (STR) shall be available with the manufacturer. 18.4 Along with the prototype sample for type test, the manufacturer shall submit the Quality Assurance Manual.

19. MARKING & PACKING: 19.1 The following information shall be clearly marked at a suitable place on each equipment: a) Name and address of the manufacturer b) Year of the manufacturer c) Serial number of equipment d) Schematic diagram of the equipment at suitable place wherever applicable 19.2 The equipment and its sub assemblies shall be packed properly to withstand bumps and jerks encountered in a road/rail journey. 20. INFORMATION TO BE SUPPLIED BY THE PURCHASER: 20.1 The purchaser should clearly indicate details of required items for Explosive Detection System and Explosive Disposal System which shall mainly consist of following items as per site requirement. 20.2 Any other item(s) required for working of different types of Explosive Detection System and Explosive Disposal System depending on the site and system requirements other than stated above, shall be arranged by vendor. 21. WARRANTY: 21.1 Manufacturer shall provide a three years warranty from date of supply of each system other than consumable items which shall include repairing and replacing of defective parts of system, if any or as specified by purchaser. 21.2 Manufacturer shall support the system during its life time but at least for 7 years from its commissioning. Confirmation for this is to be submitted by manufacturer. 22. TRAINING: 22.1 On site training shall be provided to the railway staff which shall include complete assembly of each types of system through the use of various modules, integration of hardware with software wherever applicable and complete operation of the system. 22.2 Sets of training manual in two hard copies and two soft copies containing details of technical specifications, installation and commissioning, trouble shooting & maintenance schedule etc. shall be supplied along with the equipment. 23. DOCUMENTATION & DIAGRAMS: 23.1 The following documents should be supplied along with the system: a) Mechanical drawings of each sub system. b) Installation and maintenance manual incorporating trouble shooting exercises, printed cards patterns, software etc. c) Operating and trouble shooting manual including maintenance schedule. d) Pre-commissioning check list. 23.2 Detail drawings of each type of Explosive Detection System and Explosive Disposal System with all accessories wherever applicable are to be submitted to RDSO for approval at the time of type testing. These drawings are to be followed in all future installation. Any further amendment(s)/revision to these drawings should be done only after obtaining prior approval of RDSO.
