SRINAGAR: Amid no signs of cooling of tension on the Indo-Pak border, Jammu and Kashmir chief minister Omar Abdullah on Monday said the Centre will have to look at other options if Pakistan continues to violate ceasefire. "Obviously this cannot be a one-sided affair. It cannot be a situation where we are at the receiving end and no response is given," he told reporters on the sidelines of a function here. Centre should explore other options if Pakistan continues to violate ceasefire along LoC, he said. Referring to the New York meeting between prime ministers of India and Pakistan, Omar said Manmohan Singh was very forthright in putting across India's concerns. "A mechanism had been worked out whereby the DGMOs of both countries would meet to discuss cooling of the LoC and IB (international border). That has not happened so far. I believe that is an option that needs to be exercised, failing which obviously, Government of said. ROHIT SINGH RANA There was a time when in early 1990s separatist Shabir Ahmed Shah was by some in Kashmir compared to Nelson Mandela and even Gandhi. There is a historical trait in Kashmir. Either there are nick names with a person or some honorific like Sher-i, Fakhr-i, Quaid-i or comparisons with Sadam Hussain and Khomeini etc. When Al Fateh terrorists were nabbed from Barsoo village in 1970; their comparisons were made with Laila Khalid, the women high jacker who high jacked Israeli aero plane. Earlier, Col. Ghadaffi of Libya made rounds in many Kashmiri drawing rooms. It will be of interest to ask those who hung full sized photographs of Saddam Hussain after his hanging or regarding Col. Ghadaffi, who was beaten and killed by his own people what they think of their fallen 'heroes.' Hailed as martyrs, they now stand forgotten. Kashmir has seen many 'martyrs' and according to Shabir Ahmed Shah, Kashmir will not forget its 'martyrs'. Martyrs in Kashmir come from all over. Sadaam, Ghadaffi and Osama, were one breed of them. The second breed was of politician brand. Bhutto and Zia -ul Haq, both vied with each other for the top slot. Suddenly Bhutto was hanged and axe fell of Zia. In the meantime Jamait-iIslami supporters were hounded and killed. Even their orchards, in South Kashmir were not spared. Abruptly, the apple trees in their gardens had turned enemies and Jamat-i- Islami supporters. Yet martyrs still elude the Kashmiri masses. In 1990 Mast Gul with long hair touching his shoulders, who burnt down the historic shrine of Chari-e -Sharif turned a hero. The breed of Mushtaq Latram, Syed Salahudin and Hamid Sheikh caught the fancy of many 'hero cum martyr' hunger men. Those who survived became heroes and those who died in retaliatory firing by security forces turned 'martyrs'. Militants like Bitte Karate and Hamid Sheikh who killed scores of innocent Pandits became overnight heroes. Interestingly, men like Kashmir Liberation Front Chairperson Yasin Malik, who killed four Air Force personnel, waiting for bus is a curious case in the 'hero' list. He is a terrorist who ran with the hare and hunted with the hound. Today rewarded, he is husband of the daughter of Pok separatist leader Amanullah Khan. He is chief attraction of all India bashers as well as self appointed Kashmir experts, intellectuals and Track 2, 3, 4 enthusiasts. Killers of HMT Srinagar Chairman H L Khera, VC of Kashmir University Prof Musher-ul-Haq, Director Doordarshan Srinagar, Pandit Lassa Kaul too are in the Shabir Shah's List. In Germany we had Schindlers's List in which many Jews were saved by a German Nazi member Oskar Schindler, but in Kashmir we have another list, in which killers, looters and terrorists are called 'martyrs'. The Democratic Freedom Party Chief Shabir Shah's heart has bled for thousands of 'martyrs' who were killed by India since 1947. It is a choice argument of separatists in Kashmir to present a distorted history and facts. They have perfectly adopted Gob bell's adage. Tell untruth a hundred times and it will turn into truth. But unfortunately that never happens. Who is responsible for killings thousands of innocent people in Kashmir in an open secret? Kashmir acceded to India in a legal cum constitutional frame work as per the partition plan. Men like Shabbir Shah, Geelani and others want to ignore the reality of those times. Instead a pro Pakistani and pro independence unrest was sought to be pursued. In these shoddy machinations, Indian nation reserves every right to contest such frivolous claims based on false hood and deceit. How can those who instigate people to violence turn heroes, and how can those who indulge in loot, murder and mayhem turn 'martyrs'. Separatists like Shah, Geelani, Malik and others need to do a serious rethink. Grave yards have been rehabilitated with thousands of innocents, orphan daughters fall prey to people like Gulzar Ahmed Bhat, Pandits get exiled from their home land, and all this the result of unchaste 'struggle' based on majority calculations or false Islamic brotherhood. Many in Kashmir are victims of an identity crisis. They are at war with their own conscience. If they are Kashmiris, then they have to own 5000 years of culture which is not at all Islamic, if they are Pakistanis, then they have to be different than Kashmiris which they cannot. If they are all Arabs then they have to be Arabic. Today, Kashmir has been reduced to a crucible of crisis. The only redemption is to look towards pluralism, diversity and peace. India only promises that, the rest is a grand mirage which if pursued will create false heroes, fake martyrs and painful exiles.

Darbar syndrome of politicians!!

Some politicians will not change. They will continue to go on their ways, whether free or even in jail. They exude strange pride when they hold their Darbars. And media too every day uses the news heading like-MLA holds public Darbar or Deputy Commissioner holds public Darbar. It is still in our blood the colonial or kingship cum feudal trappings. It becomes a exhibition of sorts when tainted politicians convicted of corruption and nepotism, hold public meeting even in jails. Latest news reports say that the RJD Chief Lalu Prasad Yadav meets at least 100 people in the jail daily. These include politicians, ministers, political activists and cronies. This is happening despite the jail manual is clear that the prisoners will be allowed to meet his family members, only once in fifteen days. Despite the written document, the authorities in the jail are on appeasing Lalu mode; perhaps tomorrow he will prove helpful. Future prospects, short term gains, cronyism, Chamcha Giri have reduced India to a banana republic. How miserable, nearly seven decades after independence neither our politicians nor the people are coming out of the Darbar syndrome. It is deadly disease afflicting us all Indians. The result, law is placed on the shelf while tainted, convicted men are allowed to have their say in the daily lives of the people by influencing political system even from the jail. Masood, minister of health in the VP Singh government between 1990 and 1991, was held guilty of fraudulently nominating undeserving candidates to MBBS seats allotted to Tripura in medical colleges across the country from the central pool. Special CBI Judge JPS Malik held Masood guilty of offences under the Prevention of Corruption Act and IPC Sections 120-B (criminal conspiracy), 420 (cheating) and 468 (forgery). Masood's conviction is the first case after the July 10 Supreme Court judgement that struck down sub-section 4 of Section 8 of Representation of the People Act, under which incumbent MPs, MLAs and MLCs can avoid disqualification till pendency of the appeal against conviction in a higher court. The appeal has to be made within three months of the conviction. President Pranab Mukherjee had also questioned the government's decision on the ordinance. Clearing the air about the procedure to be followed following conviction of an MP, Attorney General GE Vahanvati has recently told the Lok Sabha secretariat that notification declaring the seats vacant should be issued immediately. Giving his opinion for the second time in two weeks on the same subject, Vahanvati has made it clear that an MP stands disqualified the day he or she is convicted by a court and the notification announcing vacancy in seat should be done immediately. He has also warned that any delay in issuing notification could mean non-compliance of a Supreme Court order. German battery technology for torpedoes is inherently safe and does not trade off performance in terms of speed and range, officials in Atlas Elektronik said, adding that in the aftermath of Sindhurakshak disaster India should evaluate the inherent chemical safety used in torpedo technology. With opposition seeking Prime Minister Manmohan Singh's resignation as he held the coal portfolio when the allotment to Hindalco was made, the Prime Minister's Office (PMO) in a detailed statement acknowledged Patnaik's recommendation. Patnaik in the June 2002 letter to Prasad said that to meet the captive requirement of its proposed plants, JSPL had requested for allotment of the mine. The mine in question, he said, had already been alloted by the Screening Committee of coal ministry to Talcher Mining Pvt Ltd in July 1997 for a proposed power plant of Videocon in Tamil Nadu. "But due to inordinate delay in implementation of the said power project, the screening committee...set a deadline of January 31, 2002 for the company to resolve all the issues and a stipulation that non-compliance would lead to automatic cancellation of coal block alloted to Talcher Mining Pvt Ltd," he said in the letter, a copy of which was available with PTI. The 1996 pact stated, "No activities of either side shall overstep the line of actual control." India alleges that China has illegally occupied 38,000 sq km in J&K (Aksai Chin). At the heart of Sino-Indian boundary dispute is the issue of Arunachal Pradesh (90,000 sq km), which China describes as "Southern Tibet". China is demanding that at least the Tawang tract of Arunachal should be transferred to China before any settlement of dispute. To bolster disputed status of J&K and Arunachal, China had issued stapled visas to the residents of these two states. China has also emphasised that the Sikkim issue will be resolved with the border dispute, a position very different from the earlier understanding that Beijing had accepted Sikkim as part of India. A section of the Indian establishment believes that Beijing wants to delay resolution of the dispute by another two decades. These officials say the Chinese believe they will be decisively ahead of India by 2032-35.

JAMMU, OCTOBER 21Emphasizing the need of prompt services towards affected people, Deputy Chief Minister, Tara Chand on Monday directed the civil and police officers working in border areas to be stationed in their respective areas and prepare a comprehensive contingency plan to deal with any eventuality due to cross border firing. Deputy Chief Minister along with Minister for PHE, Sham Lal Sharma, Minister for Planning, Ajay Sadhotra and Minister of Housing, Raman Bhalla on Monday reviewed the security scenario in border areas of Chamliyal, R S Pura and Suchetgarh area. The areas visited by the Ministers included Nanga, Narayanpur, Bandrai, Pargwal and Garhkhal. The Deputy Minister interacted with the people of these areas and enquired them of their grievances in the wake of continuous shelling from across the border. He was informed that women and children of some affected villages have shifted to safer effective manner. Deputy Chief Minister also directed the health authorities to set up mobile health units besides asking the concerned to provide mobile health unit for livestock as well. Ajay Sadhotra stressed on contingency plan envisaging evacuation of women, children, elderly and patients on priority. He also asked the officers to identify safe shelters in advance so that the affected could be accommodated there. Speaking on the occasion, Sham asked the administration to furnish a detailed data about requirements of the people and meet the same in a well planned manner. He asked the officers to prepare a detailed report about the affected villages along IB and Loc so that the same could be projected at the right forum. He also asked them to include the total areas along IB and Loc with focus on cross border firing prone areas in this report so that necessary measures could be prepared, to tackle any such incident, in advance.

SRINAGAR, OCTOBER 21 - Compensation cheques amounting to over Rs. 26 lakh were distributed among those whose ponies/horses were involved in accidental deaths during Shri Amarnathji Yatra this year at a function held at Raj Bhavan here on Monday. As Mr. N. N. Vohra, Governor, who is Chairman of the Shri Amarnathji Shrine Board, was away from the station, he had asked Mr. Navin K. Choudhary, Chief Executive Officer of the Shrine Board, to request Mian Altaf Ahmad, Minister for Forests and Environment, to give away compensation cheques to the ponywallahs. Mian Altaf Ahmad gave away cheques to 87 ponywallahs, at Rs. 30,000 per every horse/pony lost in an accident. This amounted to an outgo of Rs. 26 lakh as compensation for the ponies/horses killed in accidents during Shri Amarnathji Yatra this year. Speaking on the occasion,

DDC reviews District Plan at Anantnag

ANANTNAG, OCT 21: District Development Commissioner Anantnag, Dr. Farooq Ahmad Lone on Monday urged upon the officers for speedy implementation of District Development Board Decisions in letter and spirit so that the set targets are met well in time. Chief Planning Officer Anantnag presented a PowerPoint presentation depicting the expenditure and development made so for in the district during 2013-14. It was given out in the meeting that against an availability of Rs. 401.75 lakhs in R&B sector Rs. 187.66 lakhs have been expended resulting in macadamization of 78 kms road length, which is more than twice than the fixed target during 2013-14. Under PDD sector against an availability of Rs. 25.88 lakhs an expenditure of Rs.17.25 lakhs has been made till date Under MGNREGA against an availability of Rs. 330.75 lakhs an expenditure of Rs. 93.70 lakhs have been made while as under IAY component an amount of Rs. 252.38 lakhs have been received. Gujjar and Bakerwal assistance of Rs. 4.48 lakhs have been released against availability of Rs.108.86 lakhs during 2013-14. On different Irrigation schemes expenditure of Rs. 47.64 lakhs has been made against an availability of Rs. 97.20 lakhs. In Health Sector an expenditure of Rs.153.37 lakhs have been made against availability of Rs. 347.43 lakhs, while as an amount of Rs. 8.50 lakhs has been expended against an availability of Rs. 24.75 lakhs under Rural Sanitation (NBA). Under Urban Development against an availability of Rs.77.25 lakhs, Rs. 9.66 lakhs have been expended resulting in development of utilities in urban areas. Under PHE sector against an availability of Rs. 273.59 lakhs an expenditure of Rs.117.14 lakhs have been made till date during 2013-14. District Development Commissioner directed the concerned to restore the public utilities with regard to PHE, Irrigation and PDD damaged.

Mian Altaf Ahmad said that the provision of insurance cover for the ponies/horses in case of their accidental death during the Yatra is an extremely laudable welfare measure and provides strong relief to the economically weaker sections of the society whose animals get killed in accidents. He thanked the Governor for taking keen interest in the welfare of the pony/horse owners and observed that there has been tremendous improvement in the management of Shri Amarnathji Yatra, particularly in the past five years, benefiting the Yatris as well as all the stakeholders and the

people who earn their livelihood from this annual pilgrimage. He complimented the Governor and the management of the Shrine Board for taking all the required initiatives for bringing about continuing improvements in the Yatra management. He particularly referred to the laudable measures taken by the Shrine Board for ensuring cleanliness and the protection of environment of the entire Yatra area. He observed that it should be the endeavour of all of us to bring about further improvements in the Yatra management, wherever required, to facilitate the visiting Yatris.

EC of State Finance Ministers meets in Delhi

NEW DELHI, OCT 21: The Jammu and Kashmir Finance Minister, Mr. Abdul Rahim Rather who is also the Chairman of the Empowered Committee of the State Finance Ministers has said that the State of Jammu and Kashmir enjoys a special status under the Constitution of India and its constitutional relationship with the Union of India is governed by Article 370 of the Indian Constitution. The division of powers between the Union of India and the State of Jammu and Kashmir is not at the same footing as it is in respect of other states of the Union, he added. Speaking at a meeting of the Empowerment Committee of State Finance Ministers held at New Delhi today, Mr. Rather said that the Union List and the Concurrent List of the Seventh Schedule of the Constitution of India as applicable to the State of Jammu and Kashmir are not the same as the Union List and the Concurrent List applicable to the rest of the States of the Union while making Seventh Schedule applicable to the State of Jammu and Kashmir, certain entries of the Union List and the Concurrent List have been omitted. Likewise, while making Seventh Schedule applicable to the State of Jammu and Kashmir, State List has been omitted. As a corollary Article 246 and Article 248 of the Constitution of India which govern the division of legislative powers between the Centre and the States apply in a modified form to the State of Jammu and Kashmir. Thus Parliament is vested with the power to make laws in respect of Jammu and Kashmir pertaining to the matters enumerated in entries 1 to 96 of the Union List. The residuary power vests with the State of Jammu and Kashmir. As a consequence except the law relating to entries 1 to 96 of the Union List, the Legislature of the State of Jammu and Kashmir can legislate on every other matter i.e. even on the subjects which do not fall directly within the ambit of the State List or the Concurrent List. Mr. Rather said that while introducing Goods and Services Tax, the special status of J&K State guaranteed under the constitution of India has to be safeguarded at all costs. "We cannot afford to tamper with the autonomous position enjoyed by a politically sensitive State like Jammu and Kashmir", Mr. Rather asserted. He said that some tax models are available at the international level which can be conveniently applied to J&K State while introducing GST. That would ensure the protection of Special constitutional position as also the smooth implementation of GST.

The meeting discussed in detail the necessary arrangements of security, traffic regulation, drinking water and power supply, sanitation, sale of fire crackers, security, first aid and deployment of fire tenders etc. for smooth conduct of the festival. DDC directed the concerned authorities to keep a strict vigil on sale and storage of fire crackers besides ensuring that the shopkeepers are adhering to the guidelines laid down in this regard. SRINAGAR, OCTOBER 21: Chief Secretary, Mohammad Iqbal Khandey on Monday reviewed the arrangements to be made in connection with move of offices and employees from Srinagar to Jammu here in a meeting with officers. The Civil Secretariat and other move offices will close in Srinagar on October 25th and open in Jammu on November 4th. It was informed in the meeting that as many as 150 trucks and 50 mini buses have been deployed for ferrying official record and employees respectively on 26th and 27th October and on 2nd and 3rd November. In this connection, the Chief Secretary directed for putting in place all necessary measures to ensure smooth movement of darbar move vehicles. He directed that extra buses and trucks be kept available during the move days besides adequate number of cranes, mobile workshops, recovery vans, medical mobile teams, ambulances along with necessary equipment and staff deployed en-route to meet any exigency. RANCHI: Former Indian football captain Baichung Bhutia today said that even renowned coach Alex Ferguson would not be able to take India into World Cup without proper infrastructure and involvement of committed people in the running of the game in the country. "We need right people, right infrastructure, right motivation and willingness to take the game forward. They (people involved in betterment of football in India) should not be there just to take positions," Bhutia said. "Tomorrow (even if) you bring Alex Ferguson to India he is not going to take us to World Cup. But what Fergusons can do is to train 20 to 25 guys who will get the benefit and later these players will impart their ideas to other players," he said. Asked whether football fans from his heart. ICC to persist with two-ball rule despite BCCI opposition North and South Zone declared
NEW DELHI: The contentious two-ball rule is here to stay. The conclave of the International Cricket Council (ICC), which concluded in London on Saturday, chose not to tamper with the rule. It means status quo remains on the playing conditions in one-day internationals, despite opposition from the Board of Control for Cricket in India (BCCI). Mirror reported last week that the rule is here to stay, for the time being at least, notwithstanding India's call for a change. The rule was given a go-ahead at the Chief Executives Committee (CEC) meeting in Dubai last month. The ICC confirmed the status quo in as many words after the London conclave. "The ICC board was briefed on the ICC Chief Executives' Committee (CEC) meeting that was held in Dubai last month and noted the CEC's discussions on a number of issues, including maintaining the current playing conditions for ODI cricket and bad light, and the Decision Review System (DRS)," the ICC said in a statement on Saturday. During the course of the board meeting in London, BCCI president N Srinivasan and a few other directors of the ICC, including those from Sri Lanka and Pakistan, raised the issue, but they were explained in detail that the two-ball rule is not hampering spin bowling as has been thought. The evidence that was put forth was the latest ICC ODI bowling rankings. Three spinners - Sunil Narine, Ravindra Jadeja and Saeed Ajmal are in the top three positions and the myth that the two-ball rule is not helpful for the spinners was busted. It was also pointed out that among the top 10 international bowlers, four are spinners, with Mohammad Hafeez ranked 10. Another point that was hammered upon by the board members was that the rule has actually enhanced the quality of ODIs, particularly in the middle overs. The ICC officials had prepared a chart showing the number of runs from 1-10, 11-20, 21-30, 31-40 and 41-50 overs. From the chart, it was concluded that more runs were being scored in the middle overs since the time the rule was introduced. The rule came into existence in October 2011, and the chart containing the data before and after that date has established the fact that ODIs have become more exciting of late. There was an attempt to prove that middle overs in ODIs had become exciting. It was also pointed out during the meeting that before the new rule was implemented, balls had to be changed twice in a game at times. , there were occasions when a team demanded a change of ball as early as the 20th over and again had a different ball after the 34th over. The ICC took note of the points and did not demand a vote. Even Srinivasan, who is also known to be a strong critic of the rule, did not insist on a change. The BCCI president, sure, had supporters in the representatives from Sri Lanka, Bangladesh and Pakistan, but the Asian block knew that they cannot alter the rule for want of numbers. They would have needed seven votes to change it and they were nowhere near the magical number. India skipper MS Dhoni has been a staunch critic of the new law but he will have to live with it, for the time being. EXPERT VIEW Obviously, there has been a big change since the harder seam helps fast bowlers a lot. So, now instead of one ball getting old in 25 overs like it used to happen earlier, we have a lot more time to work on new balls. This is very beneficial for fast bowlers as you can hit the deck hard with a newer ball and also it swings a lot more: Ishant Sharma. (It is) important we don't give runs with the two new balls and take wickets. It is always good to have bowlers who can bowl well at the death also. Especially the three fast bowlers should be able to bowl at the end: MS Dhoni.

NH 54 at Kawnpui-Khamrang sector has left hundreds of trucks carrying essential commodities and other grocery items stranded causing immense hardship to the common man in this remote North-Eastern State. But the issue does not figure at all in by Sunil Deodhar. In fact, more proactive in curbing poll expenses than even the Election Commission in the State is the Mizoram Peoples Forum, a church-sponsored election watchdog, which has gone to the extent of even urging political parties not to employ musicians to woo voters, a move that has come in for sharp criticism from the music fraternity in the State. Ironically, even a local cleric issuing a fatwa against an all-girls band in Kashmir hogs the national headlines. In the cacophony surrounding the upcoming Assembly election, the voice of the remote North-East seems to have got lost. Why is it that its issues are not raised in the national media and discussed by the intelligentsia in Delhi is a common refrain in the North-Eastern States? Are we the children of a lesser god, they ask. Unfortunately, most of the NorthEastern States, except for Assam to some extent, dont even have a vibrant local media to highlight their problems. Organisations such as Global Foundation for Civilisational Harmony (India), My Home India, Ekal Vidyalaya, Vanvasi Kalyan Ashram, Ramakrishna Mission, and even the state-controlled media have been contributing their bit in raising their concerns and sentiments. Thanks to institutions, such as the Vivekananda Kendra which runs a network of about three dozen schools across States such as Arunachal Pradesh and inculcates patriotism and other traditional and cultural values among the students, the youth in Arunachal Pradesh are not only literate but also nationalists to the core. The recent three-day Vijay hi Vijay programme, which witnessed participation from about 500 students from far flung areas of the State at the Vivekananda Kendra Vidyalaya at Nirjuli, was a testimony to the monumental work being undertaken by such organisations. But there should be more initiatives from both the civil society and the national media to bridge the ever-widening chasm between the North-East and the rest of the country. Our friends on both sides of the border are always on the look out for opportunities to fish in troubled waters. It is important to ensure that such golden opportunities are not provided to them on a platter.

POKING IN THE EYE AGAIN
India's decision to call off the proposed liberalised visa regime with China is appropriate given Beijing's continued provocations on the Arunachal Pradesh border issue. As recently as early this month, two Indian athletes could not travel to Wuxi because China had issued them stapled visas. A stapled visa may appear to be a better choice than no visa China had earlier denied residents of Arunachal Pradesh, which China claims as its own territory, a visa to travel. However, if New Delhi had accepted the stapled visa as some sort of a middlepath even as it agrees to a more free travel across the border, it would have come across as capitulating before Beijing. Equally importantly, it would have given credence to Chinese claims over Arunachal Pradesh and legitimised Chinas stand that the State is disputed territory'. By cancelling plans to liberalise its visa regime for Chinese travellers in protest, India has sent out a message, loud and clear, that Arunachal Pradesh is an integral and inalienable part of the country. China will undoubtedly seek to portray this last minute decision as India's failure to open its doors, but such an argument will carry little weight. The liberalised visa regime agreement had been finalised by the Indian side, it was ready to be cleared by the Cabinet Committee on Security this past Thursday and was just one short step away from being signed into existence during the Prime Ministers China trip which begins on Tuesday. Those who doubt India's sincerity must keep in mind that New Delhi did not put the brakes on the deal even after China's 20-day-long incursion into Indian territory earlier this year, that had brought the two countries to the brink of a serious confrontation. Interestingly, the incursion at Daulat Beg Oldie sector of Ladakh took place just a month before the Chinese Premier's maiden visit to India, thereby retraining the spotlight on the India-China border dispute, which has been festering for decades now. Similarly, back in 2006, the Chinese Ambassador's audacious comments on Arunachal Pradesh came only days before then Chinese President Hu Jintao's visit to New Delhi and had a similar impact. This time around, the stapled visa issue has been re-ignited days before Prime Minister Manmohan Singhs Beijing trip, during which he is expected to sign the Border Defence Cooperation Agreement and build upon previous confidence building measures. Against this background, it is unfortunate that Beijing's aggressive policies and posturing have deeply diminished the value and effectiveness of such measures. It also makes it enormously difficult for New Delhi to pursue positive policies with China in other areas. Take the proposed liberalisation of the visa regime as an example. Though the cancellation was necessary from a strategic viewpoint, it is also a setback to increasing bilateral cooperation. In the recent past, there has been a significant, two-way rise in traffic between India and China much of which has been propelled by business travellers and a liberalised visa regime is needed to remove the bottlenecks that currently hinder trade and commerce between the two countries. If Beijing had not been up to its old provocative game, things would have turned differently.

Ahead of the Assembly election, television viewers across the country are being bombarded day in and day out with opinion polls, surveys et al predicting the outcome of the elections in the four crucial States of Madhya Pradesh, Rajasthan, Chhattisgarh and Delhi. Though election is being held in the State of Mizoram as well, not many seem to be interested in it as it is in the remote North-East and has little significance in terms of numbers which can determine Government-formation at the Centre, post the 2014 election. The indifference of the national media towards the election in the North-Eastern State is not only indicative of the physical distance but also the psychological distance between the so-called mainstream and the North-East. During a recent visit to Arunachal Pradesh, one found that even the major roads in State capital Itanagar were worse off than roads in some far- flung districts of Uttar Pradesh or Madhya Pradesh. There were roads in holes rather than the other way round. One was shocked to learn that there is not a single direct flight from either Delhi or any other nearby airport to this sensitive border State, which in its entirety is being claimed by neighbouring China. The only way to reach Itanagar is either by a weatherdependent chopper service provided by Pawan Hans or by an eight-hour-long drive from Guwahati. Even to reach key strategic locations in the State such as Bomdila and Tawang, one has to take a detour via Tezpur in Assam. Work on some railway project is on but it appears to be a tardy and tedious exercise. There cannot be anything more ironic in the backdrop of all tall talks about building infrastructure to match the Chinese and what not. For the record, successive Union Governments have pumped in crores of rupees for the development of the region and the State-level leaders are often blamed for misappropriation of funds but interactions with state bureaucrats reveal how Central Government officials take their cuts even for release of funds and during monitoring of projects. Funds allocated for many schemes get lapsed as the State is unable to garner resources to contribute its mandated contribution. Many a scheme has guidelines which require certain number of people in villages to obtain the funds. With a small population, far lesser in density compared to many

other States, most villages in Arunachal Pradesh are unable to avail of the funds. But the mandarins in Delhi have neither the time nor the inclination to spare a thought for them. In the land of the rising sun, it is totally dark by 5 pm, when people are still working in offices in the mainland. Yet, they have to follow the Indian Standard Time. Why is it that India cant have different time zones suitable for specific regions of the country? Why is it that we are called foreigners by other Indians when we are ready to die for the country?, asks Nikam, an engineer by education and a social worker by choice. There cannot be anything more unfortunate that such an approach is being adopted towards the people of a State, which is claimed by China as part of South Tibet and whose youth have never taken even to the streets, forget taking up arms, unlike their counterparts in other North-Eastern States. In fact, with scores of tribes inhabiting the State, Hindi has emerged as the lingua franca of the people who still greet each other with the Jai Hind slogan. Can there be a greater bulwark against Chinese expansionism? Can the Indian Army get a more supportive local populace in the event of any Chinese aggression? In Mizoram, which goes to the poll on December 4, prices of essential commodities have soared due to a large number of trucks being stranded in the National Highway 54, the States lifeline from the rest of the world. Prolonged repairs of the the national media or Press conference of leaders and spokespersons of different political parties. Misgovernance, lack of development including basic infrastructure, intermittent power supply and shortage of cooking gas, inflation, rampant corruption, teachers and other Government employees not receiving their salaries on time are among the key issues in the upcoming election in the State, which hardly find an echo in national media. The new land-use policy introduced by the incumbent Pu Lalthanhawla-led Congress State Government to counter the traditional jhoom cultivation is a subject of debate in the current poll. Though the BJP is trying hard to sew up a pre-poll alliance with non-Congress political parties in the State, it has not received an enthusiastic response in this Christiandominated State so far. There is, however, a small but growing group of people in favour of indigenous tribal culture, rather than the Western culture influenced by the Church. This segment may later evolve into a strong base for the saffron party. Nevertheless, the BJP would be coming out with a vision document for the state, prepared by its North-East Sampark Cell led

FRESH IMPETUS TO ACCOUNTABILITY

As the country continues to struggle under the grip of swelling fractious and fractured polity, the institutional machineries of India are being pushed to their peripheries to explore means to ensure the survival of democratic values and principles. The niche of the Supreme Court in recent months as a juggernaut in guarding the constitutional morality and institutional solidity of Indian democracy has struck yet another epochal height. The verdict of September 13, pronounced by a bench of Chief Justice P Sathasivam upheld that if a candidate fails to fill the blanks in the affidavit toward furnishing required information along with the nomination paper even after the reminder by the Returning Officer, the nomination paper is fit to be rejected. The verdict, rudimentarily, bids adieu to a popularly perceived and ubiquitous understanding of the Supreme Court judgement of March 13, 2003, in Peoples Union of Civil Liberties versus Union of India, in which it stressed that the rejection of nomination paper for furnishing wrong information or concealing of the same cannot be justified as it would prove arduous on the Returning Officer to consider the truth or otherwise of the details furnished with reference to the documentary proof. This critical 73rd paragraph of the 2003 judgement invited unwarranted attention when the Justice Verma Committee report on Amendments to Criminal Law, 2013, in its 13th chapter on electoral reforms scruticerned candidate in case of false statement in an affidavit under Section 177 of the Indian Penal Code and/or Section 125A of the Representation of People Act, 1951. Justice Verma Committee remarked in its report that to deny power to the Election Commission or the Returning Officer to verify the correctness of the information constitutes a major impediment in law. The current judgement casts clarity on the necessity to submit Form 26 along with the blanks in the affidavit, failing which the Officer can reject the nomination. The court observed that the voter has an elementary right to know full particulars of a candidate who is representing him/her in the House of Parliament or the Legislature of State. The depth of this sound reasoning extrapolates the necessity for the Election Commission to issue clarification to its circular of March, 2003, in the backdrop of this judgement, and proactively design mechanisms to ensure its absolute implementation. Although the judgement credits the discretion of the Returning Officer in reminding a candidate to avoid blank columns in the affidavit, the task could prove daunting. The more potent instrument, in this regard, would be to consider digitalisation of the revised Form 26 in accordance with Conduct of Elections (Amendment) Rules, 2012. This effort is likely to yield results as the completion of each and every inquiry under the digitalised Form 26 becomes a necessity to progress toward final submission of the form by a contesting candidate. At a time when national dailies are celebrating the success of the Income Tax Department, which in its pursuit to expand e-filing of income tax returns, persuaded 1.23 crore of tax payers to e-file their returns, any reluctance on the part of the political class or officials to such an initiative can be formatively thwarted. In the age of media and information technologies, this step would not cause any hindrance to the freedom of an individual to contest elections; rather it serves the common people in their right to be fully informed about the candidates seeking their votes to represent their causes in the Government. The Election Commission could assist candidates contesting elections with facilitation of centres and operations necessary to e-file their nominations. The political party that the candidate is representing along with his/her personal lawyer or chartered accountant or other members of campaign group could be of definite help, should the candidate find the process challenging. An attempt could be made on a pilot basis in the upcoming Assembly elections, at least in the urban constituencies. The Public Interest Foundation and other civil society organisations have approached the EC, requesting its consideration on mandatory e-filing of affidavits by a contesting candidate to efficaciously implement the Supreme Courts September 13 verdict.

FANNING IMAGINATIVE FEARS

Detractors of the Bharatiya Janata Party would love to believe that the party is preparing to dump the development plank and return to core Hindutva issues in its forthcoming manifesto. The belief is triggered by news that the manifesto will include the BJP's commitment to the construction of a Ram temple at the disputed site in Ayodhya, the abrogation of Article 370 and the introduction of a uniform civil code. Given that the party has always held the three matters as part of its basic ideology, the brouhaha being sought to be generated is really a damp squib. Even when the BJP-led National Democratic Alliance was in power, the party had not given up on these demands, though the matter did not figure in the common minimum programme of the coalition because the allies did not agree with the principal partner on the contentious subjects. While the BJP held on unwaveringly to its philosophy, it did not allow the narrative to dictate issues of good governance. Therefore, there is no reason to suspect anything different if the BJP-led NDA returns to power. In any case, none of these issues is communal in nature, though the partys rivals propagate otherwise. Matters of development are not going to disappear from the manifesto. If anything, one can expect a fresh thrust in this direction given that Mr Narendra Modi is the party's prime ministerial candidate. Mr Modi has made a mark by his inclusive-development brand of politics and has attracted laurels from various sections of society here and abroad. Through clarity of thought and firm leadership, he has taken Gujarat on a path of growth at a time when the country is reeling from the economic misadventures of the Congress-led UPA regime at the Centre. Senior leaders of the BJP, including Mr Modi, have been speaking the language of good governance and development, and they have kept away from rhetoric that would seem to appease a particular community. Also, it is not as if the party will, in case the three issues are included in its manifesto, forcibly convert the desires into reality. Manifesto committee chief and senior BJP leader Murli Manohar Joshi has said unambiguously that the solution to the issue of a Ram temple in Ayodhya would be arrived at through either the judicial process or consensus between the stakeholders in the dispute. This has been the stand of the party for long now, and nothing has happened in recent times to doubt the position. As far as the abrogation of Article 370 and the introduction of a uniform civil code are concerned, they can be done only through constitutional amendments, which can come about after a larger political consensus, including among the partys existing and potential allies. Desperate detractors of the BJP will have to do better than to rake up non-existent issues in a bid to frighten the voters. The strategy is doomed to fail, just as attempts to appease the minorities are beginning to boomerang.

Dear Editor, Daily rising prices of commodities like rice, vegetables, cereals, mutton and milk products etc seem to be unabated. Common man middle class generation is suffering a lot but there seems no end to these soaring prices, administration is silent acting as mute spectators to all this. The rates of commodities vary from shop to shop, vendor to vendor, there's no guarantee of quality product. Take the example of basmati rice, where is original basmati of Jammu (RS Pura) which was world famous previous some years back. Nowadays only well decorated packing of 10 kg rice bags of different mills of RS Pura are available in the market. The taste of rice is far lagging behind from original basmati whereas consumers are charged at the rate of Rs 800 or more per 10 kg bag. There's no aroma for which basmati rice was famous. Government has no check on the quality and prices of basmati. Every shopkeeper sells on his own rate. Take example of non vegetarian items like mutton, chicken, fish etc story is same.And now, veg-

Expedite artificial lake project

Dear Editor, The Government of Jammu and Kashmir is in the process of constructing an artificial lake on Tawi river at Bhagwati Nagar in Jammu with an object to give a new look to the winter capital, promote tourism and provide water supply to dry areas of the city. The

Government has now set December, 2013 as new deadline for the completion of this prestigious project. Minister for PHE, Irrigation & Flood Control Sham Lal Sharma who reviewed the pace of work on the project recently, was informed by the engineering staff that about 85 percent civil and 65 percent mechanical work had been completed till date. The Tawi barrage project is likely to be accomplished within the revised scheduled time. The minister said that this artificial lake is a prestigious project for Jammu city which would further add to the beauty of the City of Temples thus enhancing tourist influx to the region.This artificial lake, when completed in all respects, would definitely be an important asset for the State that could serve multiple beneficial purposes to include fishing, sports and waterside developments. Besides, it will help to boost tourism. It will also attract a lot of birds and the water body will help to bring down the temperature in Jammu city a little bit and recharge the ground water. Two girls elope, marry each other in Bihar
PATNA: In probably the first case of same sex marriage in Bihar, two girls ran away from their homes here to get married to each other, a police official said on Monday. The father of one of the girl's had lodged a case of kidnapping against the other girl's family. Reema and Akansha (names changed) were married and living as a couple when police found them at a hotel in Sasaram in Bihar's Rohtas district. Police found the girls through their mobile phone location. They will be produced in a court here, said police officer NK Rajak.Both ran away on Oct 4 and got married at a temple in Sasaram. They were childhood friends and had studied together.

2 young bikers killed on Eastern Freeway

MUMBAI: Two youngsters were killed and one was critically injured when a motorcyclist lost control of his bike on the Eastern Freeway and veered into the security wall of the elevated corridor on Sunday morning. In the impact, one of the pillion riders were flung into the air and thrown onto the road below, while the rider and the other youth fell on the flyover. The incident took place around 3.30am near the Wadi Bunder turn on the Freeway. Incidentally, two-wheelers are not allowed on the Freeway. Raheem Agha (25), who was flung about 30ft down to the road, and rider Ramzan Shaikh (23) died on the spot, while their 16-year-old friend, Rajesh Achrekar, is being treated at St George Hospital. The Dongri police are waiting for the final autopsy report to establish if the boys were drunk. "Five boys from Pydhonie went to meet their friends in Chembur. Around 3am, on their way home, they took the Freeway. Three boys were on one bike, while their two friends were riding the other motorcycle. Both the riders were speeding. As they approached the Wadi Bunder junction, Shaikh lost control at the sharp turn and rode into the 4-5 ft security wall," said a police officer. Assistant sub-inspector Dilip Katkar who registered the complaint, said, "On reaching the spot after receiving a call from the control room about an accident, I saw a few people carrying the injured boy into an auto. We rushed him to St George Hospital. Later, I spoke to Aakash Sawant (19), one of the other boys, who told me that all of them were returning from Chembur. He also said Shaikh was going at a high speed." It was Sawant who narrated to Katkar how Agha's body was thrown into the air and fell around 30ft below the flyover. Rakesh Singh, a pavement dweller, told TOI, "I was asleep under the flyover when I heard a loud thud and woke up. Seeing several people gathered on the road, I ran to the spot. I was shocked to the see the bleeding body of a youth. The back of his head was crushed and his chest and stomach were torn apart."

30-year-old raped in govt hospital in Hoshangabad

BHOPAL: A 30-year-old woman who was attending to her sick daughter at a hospital in Madhya Pradesh's Hoshangabad was allegedly raped by a hospital employee. The woman was raped on Saturday. Two people including a security guard have been arrested. The rape survivor was attending to her eight-yearold daughter who was admitted with abdominal pain for the past six days. The woman told the police that on October 19 at 11.30 pm she went out of the ward to the washroom and as she came out, one of the accused gagged her and the two dragged her to an adjacent under-construction building where she was raped. It was after her husband returned at around midnight that the woman told him and a complaint was made to the officials. A police officer said, "Both the accused Aditya Badgujar (20) who works as security guard at the hospital and wardboy Deepak Manjhi (28) have been arrested and booked." Badgujar raped the woman while Manjhi helped him, he said.

NEW DELHI, OCTOBER 21: The Supreme Court on Monday refused to interfere in the ongoing Archaeological Survey of India (ASI) excavation for gold supposed to be buried under the ruins of a 19th century fort in UPs Unnao district, saying it cannot pass an order on the basis of assumption. A bench of Chief Justice P Sathasivam and Justice Ranjan Gogoi, however, kept pending the public interest litigation (PIL) seeking court monitoring of the excavation process in Daundia Khera village after the petitioner pleaded that it should not be dismissed. The bench said that the court cannot interfere in all sensational matters and there should be a basis to pass an order which cannot be done merely on the the valuable resources might vanish. The court had on October 18 said that the state government was there to take care of the process and had agreed to hear the PIL only after the defects were removed in the petition. The much-hyped excavation is being carried out by the ASI after a seer, Shobhan Sarkar, dreamt that 1,000 tonnes of gold were buried in the fort of Raja Rao Ram Bux Singh, a 1857 revolt martyr, in Daundia Khera village. Sarkar has claimed that treasures were also hidden at many other places in UP. His claim was not taken seriously by the local administration and the state government. However, a Union Minister later visited the area and met Sarkar. The minister then directed ASI to work on it, which began on October 18.

The bench, however, gave the liberty to 72-year-old jailed godman to approach again if he feels aggrieved of subsequent media coverage in the case. Suppose, the victim and the family go to the police for lodging the complaint and then informs the press or the police informs the press after registering the case, can we restrain them? the court said. However, senior advocate Vikas Singh, appearing for Asaram, cited certain captions used by some news channels in their reports and said our grievance is against the mutilation of news reports. Govt gives a push to Communal Violence Bill

NEW DELHI/SRINAGAR, OCTOBER 21: The controversial Communal Violence Bill, which has been hanging fire for some years, is getting a fresh push from the Government with one Union minister even pitching for its introduction in the Winter Session of Parliament. Union Home Minister Sushilkumar Shinde said work has begun on moving ahead with the Prevention of Communal and Targeted Violence Bill that aims to protect minorities from targeted attacks. I have sought details of the bill from the concerned department, he told reporters in DelhiAsked whether the bill will be tabled in the next session of Parliament, expected to begin November-end, Me. Shinde said he was not sure. But yes, work has started on it, he said. Minority Affairs Minister K. Rahman Khan while noting that Muzaffarnagar riots had underlined inadequacies in existing laws to deal with such clashes pitched for introduction of the Bill in the Winter Session. Asked if UPA would table the Bill in the next session of Parliament, Mr. Khan told PTI that he was in its favour but the decision has to be taken by the government. A law on the lines of the Bill would have fixed accountability for Muzaffarnagar riots and helped victims who are still waiting for rehabilitation, he said. The communal clashes in Muzaffarnagar and adjoining areas last month claimed 62 lives and displaced over 40,000 people. Mr. Khan dismissed BJPs claim that the UPA government is pushing for the Bill with an eye on elections, saying it has been under consultation for a long time and the governments job is to function till the last day. BJP has dubbed the Bill as anti-majority while some regional parties feel it violated federal principles. The Bill has also been opposed by some states as it seeks to empower the central government to send central forces unilaterally in the event of communal disturbances. The draft bill largely sticks to the provisions in the Prevention of Communal and Targeted Violence (Access to Justice and Reparations) Bill, 2011 prepared by Sonia Gandhi-headed National Advisory Council. Jammu and Kashmir Chief Minister Omar Abdullah said any step that will reduce communal violence is a good thing but the implications of the proposed bill on the state has to be discussed before his party, National Conference, takes any decision. What effect it will have on Jammu and Kashmir keeping in view the special status of the state, what will be the role of our party and role of the coalition (partners), it needs to be discussed, he told reporters in Srinagar. NC is an ally of Congress in UPA. I do not see why it should be opposed by any party. It is not any community specific. Any communal violence should be curbed and there should a law for that, Khan said. Mr. Khan said he had written to Prime Minister Manmohan Singh and Mr. Shinde after the riots, pushing for tabling of the Bill in Parliament and the Home Minister wrote back to him, saying it is under consideration. The BJP reacted angrily to the move and accused Congress of trying to communalise country before elections. We are in support of a law to stop communal violence. But in this Bill some provisions were made deliberately to target certain organisations and groups. Lets see in what form it comes to Parliament, party spokesperson Mukhtar Abbas Naqvi said. The bill was first introduced in Rajya Sabha in 2005 and subsequently referred to the Departmentrelated Parliamentary Standing Committee on Home Affairs. The Committee submitted its report in 2006 to Parliament and notices were given in March 2007, December 2008, February 2009, December 2009 and again in February 2010 in Rajya Sabha for consideration and passing of the Bill. The bill, however, could not be taken up for consideration on any of these occasions. Thereafter, several suggestions from civil society groups were received and examined. Finally, the NAC said in July 2010 that there was a need to revise the law to deal with communal violence. It worked on a draft bill and submitted it on July 25, 2011 to the Home Ministry. Officials in the Union Home Ministry and the Law Ministry reportedly have objected to certain clauses of the draft bill, including responsibility of bureaucrats if communal violence erupts, saying they would come in the way of performing normal duties.

CHENNAI: A probe into the murder of a 57-year-old bank official in Velachery last Thursday led investigators to a concoction of unnatural sex, blackmail and retribution. Police arrested four youngsters on Sunday for the murder of N Nagarajan, assistant manager of Tamil Nadu State Cooperative Bank, Besant Nagar. All four arrested suspects are juveniles and students. Investigators are searching for a fifth suspect, Gowtham, 20, who works at a showroom in Nungambakkam.They told police officers that Nagarajan first paid them to have sex with him. When they tried to break free of his clutches, the bank official blackmailed them repeatedly, threatening to inform their parents about what they had done, if they did not comply. Nagarajan met the youngsters in 2008, when he was assistant manager with TNSC Bank in Kasimedu, an investigating officer said. The lure of quick money proved too strong for the boys to resist and Nagarajan started a string of seedy relationships with them."He would invite the boys home, offer them food and lure them into bed," Velachery inspector V Muthuraja said. "The boys were too young to understand the consequences of their actions."The boys Nagarajan first had relationships with introduced their friends to the banker. NEW DELHI, OCTOBER 21: In an interesting development, a senior CBI official, who was in the team investigating the 2G spectrum scam, on Monday told a Delhi court that he neither read the charge sheet of the case nor was he aware that key accused A. Raja had become Telecom Minister in May 2007. CBI Deputy Superintendent of Police V.M. Mittal, who was deposing as a prosecution witness, told this to the court when he was cross examined by one of the defence counsel regarding joining of Mr. Raja and his private secretary R.K. Chandolia, also an accused, in the ministry of communication and information technology. I do not know if A. Raja took over as minister of communication and information technology in May 2007. I do not know if R.K. Chandolia joined as his private secretary in May 2007. I have not read the charge sheet of this case, he told special CBI judge O.P. Saini. During cross examination, which would continue on Tuesday, Mr. Mittal denied the suggestion of defence counsel Vijay Aggarwal that he had falsely implicated Mr. Chandolia in the case and had not deliberately brought on record the documents which were favourable to the accused. It is wrong to suggest that I have carried out a biased and shoddy investigation. It is wrong to suggest that I did not record the correct version of the witnesses. It is wrong to suggest that it was a pre-concluded decision to charge sheet the accused persons irrespective of the material being favourable to or against them. It is wrong to suggest that I pleaded ignorance regarding various facts as the same were favourable to the accused persons, he said.

The paper said that the targets of the spying were both people suspected of links with terrorist activities as well as individuals targeted simply for their links to the world of business, politics or the French administration. MELBOURNE, OCTOBER 21: Australian region of New South Wales is in a state of emergency following over 56 bushfires burning across the state, of which 12 are reportedly out of control. Authorities warned of an unparallelled fire emergency and a potential megafire across hundreds of kilometres, media reports said on Monday. Huge fires were seen in Blue Mountains at Lithgow, Springwood and Mount Victoria, about which the officials were worried the most as they were being seen as a merging lot.The State Mine fire near Lithgow had burned nearly 40,000 hectares and was also being looked at with a serious concern. RFS Commissioner Shane Fitzsimmons said he expected it would connect with Mount Victoria fire. Firefighters had spent a night to build containment lines ahead of the predicted hot and windy weather. MUMBAI, OCTOBER 21: The rupee fell for the second day amid volatility in the stock markets, dropping 25 paise to 61.52 against the dollar on Monday on persistent demand from importers and banks as the U.S. currency strengthened overseas. The rupee opened at 61.35 per dollar as against the previous close of 61.27 at the interbank foreign exchange market. It dropped further to 61.58 before ending at 61.52, a loss of 25 paise or 0.41 per cent. It was a mixed session as the rupee was seen weakening on sustained dollar demand from importers and banks amid volatility in equity markets. On the other hand, consistent buying by FIIs helped the rupee to restrict losses, said Abhishek Goenka, CEO of India Forex Advisors. PFRDA makes changes in investment guidelines for pension fund

NEW DELHI, OCTOBER 21: Investments in debt securities by pension funds should have residual tenure of not less than three years, PFRDA has said while notifying changes in investment guidelines.Debt securities selected for investments should have a minimum residual maturity period of 3 years from the date of investment by the pension fund, the Pension Fund Regulatory and Development Authority (PFRDA) said in a notification to all pension funds for the government sector. At present, there are three fund managers for managing pension corpus of government employees. They are LIC Pension Fund Ltd, SBI Pension Funds Pvt. Ltd and UTI Retirement Solutions Ltd. Besides, it said, the debt securities must have an investment grade rating from at least two credit rating agencies. Apart from ratings by agencies, pension funds should undertake their own due diligence of assessment of risk associated with securities before investments, it said. Credit Default Swaps (CDS) on corporate bonds are also eligible derivative instruments, it said. These changes have been made to enhance safety of investment by pension funds. Both NPS Lite and private sector schemes follow the government pattern of investment and hence investment guidelines as applicable to the government sector and any subsequent amendments to investment guidelines of government sector will be applicable to these schemes as well, it added.Private sector pension corpus is managed by 8 players including three fund managers who manages the government employees corpus. NEW DELHI, OCTOBER 21: Essar Steel was on Monday permitted by the National Green Tribunal (NGT) to start construction for laying a portion of its 253-km long slurry pipeline to transport iron ore from its steel beneficiation plant in Keonjhar district of Odisha to another unit in Paradeep. A bench headed by NGT Chairperson Justice Swatanter Kumar made it clear that Essar is allowed to begin work only on 0.723 hectares of forest land in the state for which it has received clearance from the authorities. The order came on an application of Essar which informed the bench that it has received forest clearance (FC) to commence work in 0.723 hectares of land and sought that the tribunals December 19, 2012 order prohibiting any construction without FC be modified and the company be allowed to start work at its cost. Essar also informed the bench that till date it has already laid 227 km of the pipeline and is awaiting FC for other sections of project site to complete the work.Meanwhile, senior advocate Raj Panjwani appearing for petitioner Sarbeshwar Mishra argued that unless FC is granted for all components of the project, Essar should not be allowed to start the work which the NGT had halted last year for want of clearance. After hearing contentions of both sides, the bench listed the matter for final arguments on December 11 and 12. The 253-km long slurry transportation system, envisaged from beneficiation plant to Paradeep, will traverse through four Odisha districts of Keonjhar, Jajpur, Kendrapada and Jagatsinghpur and will use the water from river Baitrani. Beneficiation is the process of removing impurities from the ore. Mr. Mishra in his petition has challenged as illegal, arbitrary and unreasonable the decision of the Centre and the Odisha government to allow Essar to draw water from the river. He alleged that Essar was drawing water from the river without forest clearance to facilitate iron ore transportation from its plant to another unit in Paradeep. On his petition, the tribunal had in December last year restrained Essar from using the river water contrary to the agreement between it and the state government and had also directed it to not go ahead with the project without obtaining forest clearance. According to Mr. Mishra, a memorandum of understanding was signed between Essar and Odisha government on April 21, 2005 to set up a steel plant at Paradeep in Jagatsinghpur district and as part of the project the industry also proposes to set up a 10.7 MTPA(million tonnes per annum)-capacity iron ore beneficiation plant at village Dubuna in the district of Keonjhar, Odisha.

NHPC board to consider share buyback this week

NEW DELHI, OCTOBER 21: The NHPC board will consider a proposal to buy back equity shares at a meeting this week.The proposal for buy-back of equity shares is to be considered by the board of directors of the company in its board meeting scheduled to be held on October 24, State-owned NHPC said in a regulatory filing on Monday to the BSE. It did not provide more details.The countrys largest hydro power producer will buy back shares worth Rs. 1,600 crore, sources had said in August.The government had earlier planned to disinvest an 11.36 per cent stake in NHPC through an offer for sale in the domestic market. The share buyback was proposed due to the lower valuation of the companys shares. NHPC shares rose 0.53 per cent to close at Rs. 18.90 on the BSE. The shares are down about 36 per cent from a 52-week high of Rs. 29.40 on February 20.

NEW DELHI, OCTOBER 21: Gold prices rose further by Rs. 240 to Rs. 31,890 per ten grams on Monday, thanks to sustained buying by stockists for the festival and marriage season, amid a firm global trend. Silver also rebounded by Rs. 850 to Rs. 49,350 per kg on increased off-take by industrial units and coin makers. Traders said sustained buying by stockists to meet the festive and marriage season demand mainly helped gold prices to extend gains for the second session. Firm global trend where gold climbed to two-week high also supported the upsurge in both gold and silver prices, they said. Gold in Singapore, which normally sets price trend on the domestic front, rose by 0.4 per cent to $1,322.05 an ounce and silver by 1.6 per cent to $22.28

George Washington University announced on Monday that faculty members are creating multimedia curriculum tools to accompany a book recently released by the teen, Malala Yousafzai. Several faculty members will pilot the curriculum early next year for both college and high school instruction. Free of charge, it will focus on themes such as the importance of a woman's voice and political extremism, the university said. The tools won't just look at the teen's story, but also how the same issues get reflected elsewhere, such as when girls face child marriage and pressures to leave school, said Mary Ellsberg, the director of the university's Global Women's Institute. "It's going to be really interactive and really encourage students to do ... activities outside of school, it will encourage them to get engaged in the communities and as well to help the Malala Fund directly,'' Ellsberg said. The university's Global Women's Institute is partnered with the Malala Fund, a nonprofit that seeks to ensure girls around the world have access to education. "One of the unique features of CPCR is to provide free and low cost psychological services to those in need. This is in contrast to the stress on commercialisation of healthcare, including mental healthcare services in the country," says Honey Oberoi Vahali, dean, School of Human Studies,AUD. The five-fold aim of the Centre would be research, facilitating clinical thinking about states of psychological health and breakdown, offering free and low fee psychotherapy and counselling services, training psychotherapists and anchoring a three-year-long psychotherapy training programme in the country - MPhil in psychotherapy and clinical thinking. The Centre will also provide short-term training to psychiatrists, psychiatric social workers, clinical psychologists and nurses. It will also raise awareness on mental health issues and network with advocacy groups and the legal system. On the research front, the Centre will promote psychoanalytic research focused on the understanding of the human mind. "Research in areas such as trans-generational trauma, emotional vulnerabilities caused by political and social displacements, implications of community and individual work, etc, would be the focal points," adds Vahali.

REASI, OCTOBER 21: Minister for Housing, Horticulture and Culture, Raman Bhalla, on Monday asked the officers of Horticulture department to create massive awareness among the fruit and vegetable growers about the benefits of various schemes under Horticulture sector. The Minister was addressing a large gathering of fruit and vegetable growers after inaugurating Fruit Exhibitioncum -awareness camp at Sanjog Palace in Reasi district, here on Monday. MLA, Baldev Raj Sharma, District Development Commissioner Dr. Shahid Iqbal Choudhary, Director Horticulture, Anil Kumar Sharma, Chief Horticulture Officer, Sushil Kumar Chatta and other dignitaries were present on the occasion. About 35 stalls of allied sectors were setup for demonstrating quality of fruits and their species production, fisheries, agricultural crops, Animals & Sheep Husbandry potential, sericulture and promotion of other allied sectors by the Government functionaries in coordination with progressive farmers. Nearly, 8000 growers from all corners of the district participated in the camp and were imparted latest technical knowhow during the day long technical session. Mr. Bhalla asked the officers to explore new markets with all infrastructural facilities to promote state's horticulture produce across the country. He called upon the fruit and vegetables growers to avail the benefit of schemes like Horticulture Mission for North East and Himalayan States, Rashtriya Krishi Vikas Yojana, National Mission on Micro Irrigation and Agriculture Technology Management Agency. The Minister said Government was endeavoring a lot to encourage farmers for plantation of high-quality fruit trees to fetch optimum returns. He asked to make all the departmental nurseries fully functional. Mr. Bhalla said that the Government has proposed to set up a Walnut Board in the State to give boost to the Walnut production in a big way. He said Jammu and Kashmir State enjoys monopoly on this fruit. The Minister directed the officers to provide hi-yielding varieties of plants to the farmers and said that there will be no compromise on quality of the material. He said that attention is required to be focused both on the production of quality horticulture produce and its proper export to the terminal and satellite markets ensuring substantial returns to the fruit growers. Mr. Bhalla called for close coordination between Horticulture and Sher-eKashmir Agriculture University of Sciences and Technology (SKAUST-K) so that maximum farmers are benefited.The Minister also discussed the strategy for transportation of state's production to various destinations across the country. Bhalla asked the officers to issue notices to those who sublet the allotted shops in mandis to others for establishment of dhabas, tea stalls etc. He asked for enquiry into the matter and cancel such allotments and allot the same for fruit and vegetable markets. He asked the officers to enhance High Mast Lights, Laboratory blocks, weighing bridge, Guest House, DG Set, macadamized roads besides drainage facilities in every fruit and vegetable markets. Maintaining that Jammu division has great potential of horticulture produce, Bhalla advised the farmers to switchover to cash crops like mangoes, Amla, Alo-vera, guava, lemon galgal, kimb, quince, olive and strawberry instead of traditional crops, adding that these crops have great demand in the market. He said Government also provides attractive incentives for promotion of horticulture and people should come in a big way to avail these benefits and to help Government in enhancing the GDP rate of the State.
