BEIJING: Prime Minister Manmohan Singh arrived here on Tuesday on a threeday visit during which India and China are expected to ink several key pacts, including an agreement on a mechanism to prevent incursions by Chinese troops along the line of actual control. Singh, who arrived here from Russia tonight, will hold talks with Chinese President Xi Jinping and Premier Li Keqiang on Wednesday on a host of issues. He will also meet Zhang Dejiang, chairman of the National People's Congress, the Chinese parliament. Besides the Border Defence Cooperation Agreement, a series of pacts are expected to be signed after his talks with Li, officials said. The landmark agreement on border cooperation - expected to be signed on Wednesday - is aimed to avoid face-offs between the armies of the two countries like in Depsang valley in Ladakh recently. Meanwhile, Khemka said that he had not received any chargesheet so far. Three weeks back, the Haryana government had decided to charge Khemka for alleged administrative misconduct in cancelling the mutation of the land deal between Vadra and DLF in Gurgaon. The 1991-batch IAS officer has been held liable for alleged administrative misconduct for overstepping jurisdiction in passing orders to cancel the mutation of 3.5 acre land in Gurgaon's Shikohpur village. The land was sold by Vadra to DLF. Khemka claimed that the motive of charging him without an opportunity of hearing and announcing the same in the media "is to publicly humiliate me for conscientiously doing my duty and to instill a sense of fear in others as to what would happen in the event the desire of the political masters is not fulfilled." He alleged that the favours dispensed to colonizers in the Town & Country Planning and Urban Estates Departments by way of granting change in land use permissions, colony licenses, tweaking town development plans, acquisition and release of land is too well known and need not be further elaborated here. Prime Minister Manmohan Singh, who arrived here to a warm reception on his three-day visit, will meet Chinese Premier Li Keqiang on Wednesday after which the border agreement is expected to be signed. Giving indications that decks have been cleared for signing of BDCA, sources said, "Don't ask about the outcomes now. We will give you details tomorrow." The BDCA was cleared by the Cabinet committee on security last week as part of further confidence building measures to avoid incidents along the LAC which has seen many intrusions from the Chinese side. The BDCA also provides for setting up of a hotline between the DGMOs of the two countries on the lines of the mechanism India has with Pakistan. The deal is expected to be cleared after talks between Singh and Li, who will host a lunch for the Prime Minister. This is the second meeting between the two leaders in five months after the Chinese Premier visited India in May. On Wednesday, President Xi Jinping will also host a banquet dinner for Singh, signifying the importance attached to the Indian leader's visit. Along with Li, Singh will address business leaders attending the second India-China CEOs Forum being held on the sidelines of the Indian Prime Minister's visit. Ten top Indian industrialists led by Reliance Anil Dhirubai Ambani Group chief Anil Ambani and prominent Chinese industrialists are taking part in the CEOs' meeting. On October 24, Singh will address future leaders at the central school of the Communist Party of China before his departure. China has said Singh's visit is of great importance for deepening the bilateral strategic partnership. "We attach great importance to the visit and are looking forward to it," foreign ministry spokeswoman Hua Chunying said. Surat Police had recently registered complaints filed by two sisters - one against Asaram and another against his son Narayan Sai - of rape, sexual assault, illegal confinement and other charges. The complaint against Asaram was transferred to Chandkheda police station in Ahmedabad as the incident took place in his ashram here. The case is going on in Gandhinagar court as Chandkheda area falls in Gandhinagar district. The elder of the two sisters, in her complaint, had accused Asaram of sexual assault between 1997 and 2006 during the time she had been living in his ashram on the outskirts of Ahmedabad. The younger sister had filed a complaint against Sai, accusing him of repeated sexual assault between 2002 and 2005 when she was living in their Surat ashram. The whereabouts of Sai are not known. Both Asaram and Sai had filed petitions in the Gujarat high court seeking quashing of sexual assault complaints against them. Sai has already filed for anticipatory bail in a court in Surat. Earlier, Asaram was arrested by Jodhpur police in a sexual assault case filed against him by a school girl studying in his ashram.

The FIR alleges that while the recommendations of the screening committee, which had rejected Hindalco's application citing "valid reasons", were being approved by the "competent authority", it received letters dated May 17, 2005, and June 17, 2005, from Birla requesting allocation of the Talabira II coal block, which were forwarded to the ministry of coal. It said Birla met Parakh in July, 2005, requesting allocation of the block. "Pursuant to these letters and the meeting between Parakh and Birla, the former abused his official position and recommended the allocation of Talabira II along with Talabira III to Hindalco Industries without any valid basis or change in circumstances and with the sole intention to show undue favours," it alleged. Parakh has contended that while he did make the recommendation, it was the Prime Minister who took the final decision on it.

Minister of State for Cooperative, Fisheries, Printing, Finance and Planning, Dr. Manohar Lal Sharma, was the Chief Guest while Chairman, SPCB J&K, Vinod Ranjan was the guest of honour. The workshop was aimed to highlight the global and national concerns, associated with strategies to address the problem and provide an overview of Proper Management of E-Waste. This workshop presented a waste management system with shared responsibility for the collection and recycling of electronic wastes amongst the manufacturers/assemblers, importers, recyclers, regulatory bodies and the consumers. JAMMU: BJP State President Jugal Kishore Sharma, alongwith Suchetgarh MLA Sham Choudhary, addressed a massive public rally at village Treiba in Arnia sector of Bishnah constituency. He also donated an ambulance for the local people and handed over a cheque of rupees ten thousand to a poor widow Parsino Devi of the village. The rally was organised by BJP activist Sunil Luthra, who had made available ambulance. Jugal Kishore Sharma, while expressing concern over step motherly treatment meted to the people in border areas, said that majority of them are farmers and work round the clock in fields to sow and produce not for themselves but for others too but they are being discriminated at all levels and in all matters. He said that during the last few months, the border people have been targeted by the Pakistani rangers and army der people and shed its policy of soft approach towards Pakistan. He also hoped that the people of Treiba and neighbouring villages will be benefitted by the ambulance in case of emergency. Sham Choudhary, on this occasion, said that the border people have never been considered as human beings. They suffer on account of across the borders firing, lack of basic amenities, poor connectivity, unemployment. He said that these people are so much fed up by the firing by Pakistan that they want a strong and effective reply to Pakistan. He said the present UPA should take the incidents of firing at borders seriously and ensure that no innocent citizen is targeted in future. A clear message should be flashed to Pakistan that enough is enough and India will not tolerate any further firing and would retaliate in the same manner. R.S.Pura District President Sat Pal Pappi narrated a number of instances which clearly prove that the people living in border areas have no place in the schemes of things of the state government. Sunil Luthra said that the youth in particular has realized that it is the BJP only which has been agitating for their welfare and better future. He said that people of border areas are living with great threat, fear and women & children have developed psychosocial stern because of continuous firing which has forced to the people to migrate from their houses. He called for stern retaliation of all attempts of Pakistan from across the border. Mr. Sharma demanded construction of Bunkers for the Civil Population in Border Villages, so that they can take shelter in case of heavy firing and shelling. He informed that in view of heavy shelling and ceases fire violation by the Pakistani Army in Jammu, Samba, Rajouri and Poonch Districts People who are unable to move from their houses are unable to earn their livelihood. He demanded that relief and ration should be given to such households. Mr. Sharma also demanded increase in compensation to victims of border firing and shelling at par with the victims of militancy in Jammu & Kashmir i.e from Rs. one lakh to Five Lakhs. Mr. Sharma demanded insurance cover to life, property, cattle and crops of the people residing on the borders and asked the Administration to access the crop losses and other losses in border villages and provide suitable compensation to the people.

SRINAGAR, OCT22: Minister for Agriculture, Mr. Ghulam Hassan Mir has stressed upon all the stakeholders of National Saffron Mission (NSM) to work with cohesion for successful implementation of all the components of the programme. He said the objective of the mission is to cultivate saffron on modern agritechniques to produce quality production, besides providing better market linkage to the growers. The Minister said this while reviewing the implementation progress Of National Saffron Mission in the state here today. Minister of State for Agriculture, Mr. Nazir Ahmad Gurezi and MLA Pampore, Mr Zahoor Ahamad were also present in the meeting. The meeting was attended by Commissioner Secretary Agriculture, Dr Asgar Samoon, Director
Agriculture, Jammu, Mr. Ajay Khajuria, Director Agriculture Kashmir, Peerzada Mushtaq, Technical experts of National Saffron Mission from SKUAST(K), Prof. Nehvi, Superintendent Engineer Mechanical, and other senior officers of Agriculture were present in the meeting. The meeting was informed that about 1865 Ha have been rejuvenated out of 3715 Ha till date to benefit 12000 beneficiaries besides 22500 MT
of vermin compost/fertilizer/ pesticides were distributed among the farmers. The meeting was further informed that 613 vermi Compost units were also established on 50% subsidy basis under the programme in covered areas. Similarly 72 weeders and 163 hot air driers were also provided to the farmers on subsidy basis. Saying that irrigation facility to the farmers is the major component of the NSM, the
Minister directed the Mechanical Department to complete 23 bore wells by end of the November and the remaining 6 shall be completed by December 15th this year. He was informed that till date 72 bore wells were completed out of 128. For establishment of Spice Park under the mission, the Minister was informed that DPR has been completed and the tendering progress of the project would be started soon.
Vikar for ensuring adequate power supply during winter, reducing transformer damage
SRINAGAR, OCT 22: The Minister of State for Technical Education and Power, Mr. Vikar Rasool today directed the officers for putting in place a mechanism for ensuring adequate power supply to the people during winters and also reducing the transformer damages. The Minister was addressing the officers during a review meeting to discuss the measures put in place for the ensuing winter in the Valley. The meeting was attended by the Principal Secretary, PDD, Mr. A.K. Mehta, Chief Engineers, Superintendent Engineers, Executive Engineers and other officers of the Power Development Department. Mr. Vikar said that the officers of the various wings of the department should work in close co-ordination to ensure that a fool-proof mechanism is put in place, so that the consumers get the adequate supply of power during the winter. He said that the load shedding and the power cuts should be minimised and whenever necessary they should properly notified, so that the people do not face any in-convenience. The Minister also asked the
officers to ensure that the transformer damages are minimised and they should ensure that a system is put in place by which the damage can be controlled. He said that the repair work of these should be done within the shortest possible time, so that the people of different localities do not face any convenience, especially during the winters."We should also ensure that the workshops for carrying out the repairs of transformers should be upgraded, so that the bulk of damaged ones can be repaired within the shortest possible time", he maintained and added that vehicles for ensuring the timely transportation of damaged and
new transformers should also be purchased. Mr. Vikar also directed for ensuring the timely collection of the revenue from different areas maintaining that its timely realization is very essential for the department as well. He said that a policy framed for ensuring timely rotation of Meter Readers and Lineman should be implemented in letter and spirit as well. The Minister also called for putting in place various measures by which the transmission losses can be controlled. He said that they account for major chunk of the power getting wasted and we should ensure that these are controlled to a large extent.

Despite that chilling tragedy, the Supreme Court ordered Chhattisgarh to immediately cease using SPOs directly or indirectly to counter Maoist activities, and ordered the Union Government to cease directly or indirectly funding the recruitment of SPOs for any form of counter-insurgency activities against Maoist groups. It ordered the State Government to disband the SPOs, recall all firearms issued to them, and provide appropriate security to the former SPOs. On no account was the State to permit any group like Salwa Judum / Koya commandos to act unconstitutionally or otherwise violate the human rights of any person. The court ordered filing of cases and prosecution of all instances of alleged criminal activities of Salwa Judum. This judgement is one of the most glaring instances of judicial short-sightedness, of satiating populist galleries without regard to the grim reality on the ground. In May this year, Congress leader and Salwa Judum founder Mahendra Karma and 18 party workers died in a ferocious attack by Maoists at Darbha in Bastar district. In recent weeks, Maoist atrocities have been spreading like wildfire, and SPOs by whatever name (Ama Police, Salwa Judum) are an integral part of the State response to this menace. The Union Government must step in to ensure that the lives and liberties of innocent citizens are not sacrificed before judicial fashions masquerading as the high values of the Constitution of India. Nothing could be a greater parody of the truth.

BACK TO THE OLD GAME
When Pakistani Prime Minister Nawaz Sharif landed at Andrews Air Force Base in Washington, DC, on Sunday, he must have been mighty pleased with the warm reception he got a hefty billion-dollar welcome package awaited him, apart from the large contingent of senior officials from the White House and the State Department. Just prior to his arrival on a four-day official tour, which will culminate on Wednesday with a state dinner hosted by President Barack Obama, the US Administration decided to restart its $1.162 billion military and economic assistance programme to Pakistan. Much of this aid package was suspended after bilateral ties went on the downward spiral during 2011 and 2012. The relationship hit a bad patch when a CIA contractor killed two Pakistanis in Lahore, then soured over the unilateral raid that the US Navy SEAL team conducted, killing Osama Bin Laden in Abbottabad, and finally hit rock bottom after an American airstrike eliminated 24 Pakistani soldiers near the Afghan border. The entire phase was played out against the backdrop of increasing American disappointment with Pakistan's failure to fight terror and indeed the latters duplicity in its dealings with groups such as the Lashkar-e-Tayyeba, which the ISI nurtures primarily to fight a proxy war against India. It was also during this time that several top US officials publicly spoke against the Pakistani establishment's policy of running with the hare and hunting with the hound. Yet in recent months, Washington has been more than willing to kiss and make up with Islamabad. Throughout July and August, the State Department sought to impress upon Congress the importance of enhancing Pakistan's anti-terrorism capabilities on the ground that there has been a noted confluence of signs of greater cooperation, though the State Department admits there has been no single event to demonstrate the change of heart. The resumption of aid to Pakistan could be to ensure Islamabad's support in Afghanistan post the 2014 drawdown or it could be proof of the resilience of the USPakistan partnership or even the product of Prime Minister Sharif's smart diplomacy. Either which way, it doesn't look good for New Delhi. It was just days ago that Prime Minister Manmohan Singh made a strong case against Pakistan during his meeting with President Obama, highlighting terror networks that flourish on Pakistani soil. Clearly, his words had made little impact on the White House. Perhaps this was only to be expected for more reasons than one. The Obama Administration has consistently sought to appease Islamabad, and this was evident even on Sunday when Secretary of State John Kerry (perceived to be pro-Pakistan'), met with Mr Sharif their third meeting in three months and said that the US's ties with Pakistan could not be more important. Such effusive American support has naturally emboldened Pakistan. As expected, Prime Minister Sharif has lapped up the opportunity to seek international intervention to resolve the Kashmir dispute, even though both New Delhi and Islamabad have agreed that the problem is strictly bilateral in nature. Thankfully, Washington is not going to oblige Mr Sharif in this matter.

were burnt down in the villages of Morpalli, Tadmetla and Timmapuram, women raped and three men killed, in March 2011. Swami Agnivesh and some members of civil society were allegedly attacked by members of Salwa Judum when they tried to visit the villages, despite security provided by the Chief Minister. The court ordered a Central Bureau of Investigations inquiry into the incident. The State Government informed the court that SPOs were appointed under Section 9 of the Chhattisgarh Police Act, 2007, and paid a monthly honorarium of `3,000, of which 80 per cent was Central subsidy. They served as guides, spotters, translators, and intelligence sources; were given firearms for self defence and tasked to protect the relief camps for displaced villagers from Maoist attack. Between 2005 and 2011, as many as 173 SPOs sacrificed their lives while performing their duties and 117 were injured. The State Government claimed that disbanding the SPOs would wreak havoc with the law and order situation; it was supported by the Union Government. But the court disapproved of the appointment of SPOs for anti-Maoist activities, and chastised the Centre for diminished responsibility in the matter. Tribal youth, the court concluded, were being appointed to engage in armed confirst targets of the Maoists upon accidental discovery of their true role. The court expressed dissatisfaction with the training provided to the SPOs. It felt that recruits with a basic educational qualification of standard five could not be expected to grasp subjects such as IPC, CrPC, Evidence Act, Minors Act, human rights and other provisions of the Indian Constitution. Though the State claimed they were given arms only for self-defence, the court felt that the tribal youth would simply not possess the analytical and cognitive skills to understand the complex sociolegal dimensions inherent in the concept of self-defence, particularly the potential legal liabilities, including criminal charges, if the firearms were used in a manner inconsistent with the concept of self-defence. A valid point made by the apex court was that the State Government was using SPOs to overcome shortages in formal policing structures. This amounts to abdication of constitutional responsibilities to provide appropriate security to citizens by having an appropriately trained professional police force of sufficient numbers, properly equipped, on permanent basis. It said such essential state functions cannot be divested or discharged through the creation of temporary cadres with varying degrees of state control.
Instead of feeding the bogey of victimisation, for instance, by insinuating that Muslims are unlawfully detained, the Government will do well to include the minority community in its fight against terror

It is also true that almost all terror attacks, be it the 2008 carnage in Mumbai or the 2001 attack on Parliament or other terror cases in Varanasi, Lucknow and Bangalore or Gujarat, Rajasthan, West Bengal and Assam, were perpetrated by terrorists aided, supported or funded by indigenous Muslim organisations. Following an outrage, the Home Minister has now said that the letter he wrote includes all minorities, but still that doesnt take away from the core issue. Also, if the Home Minister feels that the police is But then again, India is one of those countries where the laws are slanted in favour of criminals. The Supreme Court noted on April 12, 2012: We can only observe that our legal system has made life too easy for criminals and too difficult for law-abiding citizens. Incidentally, we have few laws against terrorism in the country. The onus lies on the investigating agencies to gather proof against the accused. The laws given to us by the British have rarely been updated by independent India. And so we are in a situation wherein the presumption is that for every crime, there will be a witness hiding at the crime scene and he will jump at the opportunity to come to court and depose against the criminals, without caring for his life or limb. Worse still, we have no witness protection mechanism nor any law against witnesses turning hostile, after confessing before a magistrate. Confessions made even before the highest police officer in the country have no value. Instead of improving the police force and helping State Governments train and sensitise it, the Government is working at cross-purposes. But politicians will be politicians, and they will even sup with the devil for votes. As the 2014 general election approaches, there will surely be more such cases of blatant appeasement of the minorities. For instance, some police officers have alleged that an Uttar Pradesh Minister asked them to go slow on rioters during the communal violence in Muzaffarnagar in September. The Minister has vehemently denied the accusation and blamed rivals for the mud-slinging. As George Orwell said, Political language is often designed to make lies sound truthful and murder respectable, and to give an appearance of solidity to pure wind. The Government of Uttar Pradesh takes the cake when it comes to vote-bank politics. It was even willing to withdraw cases against convicted terrorists. When this was challenged through a Public Interest Litigation, the Allahabad High Court stayed such releases. Having been in the Indian Police Service for nearly four decades, I can say from my experience that no police officer of any rank will ever willingly put his neck on the block to harass or prosecute anybody on the basis of religion. Let us not forget that the Sikh separatists were eradicated from Punjab, not only by the bullet-for-bullet policy that was openly and rightly followed by Mr Julio Ribeiro, an outstanding and bold IPS officer from Maharashtra, who was appointed Director-

I am all for improving the lot of the minorities, but that should be done by giving them robust educational facilities and loans (which should be repayed!) for studies, or by helping them set up new business enterprises and promoting skill development. Also, the Government will do well to involve the Muslim community in its fight against terrorists from across the border or even of indigenous origin, as was done successfully in Punjab. There is no place in India for those who live off the country and still want to destroy it. The United Kingdom has recently stripped top terrorists of their British citizenship, without mincing any words or being apologetic. The Government of India should not be on the defensive when dealing with terrorists Muslims or others, from India or abroad.

CHENNAI: The deposition of Dayalu Ammal, wife of Dravida Munnetra Kazhagam (DMK) chief M. Karunanidhi, as a prosecution witness in the 2G spectrum case trial will be recorded by the Chief Metropolitan Magistrate (CMM) on October 28 at her residence. M. Gopal, CMM, was appointed commissioner by a special CBI Court in New Delhi last month to record the deposition.The order followed a direction from the Supreme Court, which on August 22, refused to exempt her from deposing as a witness in the case. However, it exempted her from personal appearance in the special court.
NEW DELHI, OCTOBER 22: Prime Minister Manmohan Singh, who has justified the allocation of a coal block to Aditya Birla Group company Hindalco, must be asked to explain through an affidavit the allocation of the remaining 140 coal blocks. An application was filed on Monday by advocate Manohar Lal Sharma in the light of the Prime Ministers Office issuing a statement justifying the allocation to Hindalco. Mr. Sharma, main petitioner in the coal scam case, said: For the first time since the scam came to light, the Prime Minister has explained about one allocation. But there have been more than 150 coal block allocations, and only he will be able to explain all of them. Until now, the Centre, in its reply, had not stated anything about the true role of then Coal Minister [Dr. Singh] in the allocation It had put the responsibility upon the screening committee, concealing the fact that the committee was nothing but an eyewash, and the allotments had in fact been done by the then Coal Minister himself, he said. Quoting Dr. Singhs statement, Mr. Sharma said: It is a con-
fession of the then Coal Minister to allot the coal block [to Hindalco], and he had taken a decision on the basis of the documents and facts submitted

He annexed copies of the letters written by various Ministers to the Coal Minister, requesting allocation to applicants. Though 14 FIRs were filed in the case, he apprehended that the Prime Minister had directed the CBI to file a defective FIR against Mr. Birla and Mr. Parakh so that they could escape criminal liability and the accused could get the FIR quashed. He sought a direction to the Centre and the CBI to file all letters of recommendation issued by then Minister of State for Steel and other Ministers, MPs and MLAs and to file copies of the FIRs registered by the CBI. He sought a directive to the CBI to include the Prime Minister in the FIR registered on October 15.

Pugazhendhi was diagnosed with cancer recently and was undergoing treatment at a government hospital in the city. His condition grew worse and died two weeks ago. After his death, Bhuvaneshwari had appeared depressed and shown suicidal tendencies, neighbours said. On Monday night, she strangled her daughter, Dikshitha, to death using a rope and committed suicide by hanging herself from the ceiling of the house. The neighbours, who found her missing on Tuesday morning, peeped through the window of the house and found the dead bodies. They informed the Kasimedu police. FSSAI had passed an order after examining various ingredients of carbonated beverages such as artificial sweetener, phosphoric, malic and citric acid, carbon dioxide, colouring agents, benzoic acid and caffeine. FSSAIs panel had said these ingredients, under prescribed limits, would pose no health

Scientific Panel on Labelling and Claims/Advertisement of FSSAI, in its order, had said, The expert group reviewed the scientific studies and Food Safety Standards(FSS) Regulations, 2011 and confirmed the following: All ingredients mentioned above are within the levels as prescribed in the FSS Regulations, 2011 as per the Analytical Data on Carbonated Beverages, produced by Food Research and Standardisation Laboratory, Ghaziabad. Based on updated scientific reviews, if these ingredients are consumed within the prescribed levels, no health hazard would be caused in humans, Earlier, counsel appearing for FSSAI, had said the PIL be disposed of as all reliefs claimed by CPIL stand satisfied. He had said that the Food Safety and Standards Act which came into effect in 2006 took care of all the issues raised in the petition. ISLAMABAD, OCTOBER 22: The US has carried out unlawful killings in Pakistan through drone attacks, some of which could even amount to war crimes, a human rights group said on Tuesday. In its report, the Amnesty International (AI) also expressed concern that some officials and institutions in Pakistan and in other countries including Australia, Germany and the UK may be assisting the US to carry out drone strikes that constitute human rights violations. The report, Will I be next? US drone strikes in Pakistan, has said a number of civilians were killed in US drone strikes in Pakistan. The report said that according to NGO and Pakistan government sources, the US has launched some 330 to 374 drone strikes in Pakistan between 2004 and September 2013. Amnesty International is not in a position to endorse these figures, but according to these sources, between 400 and 900 civilians have been killed in these attacks and at least 600 people seriously injured, it said. The US has maintained that the drone strikes are targeted at specific terrorists. However, Pakistani government and rights groups have said there is a lot of collateral damage. Secrecy surrounding the drones program gives the US administration a license to kill beyond the reach of the courts or basic standards of international law. Its time for the USA to come clean about the drones program and hold those responsible for these violations to account, said Mustafa Qadri, AIs Pakistan Researcher.
AI said it reviewed all 45 known drone strikes that took place in N o r t h Waziristan in northwestern Pakistan between January 2012 and A u g u s t 2013. The region has seen more strikes than any other part of the country. It said detailed field research into nine of these strikes, with the report documenting killings, raise serious questions about violations of international law that could amount to war crimes or extrajudicial executions. Giving details of civilian casualties, the rights group said in October 2012, 68-yearold grandmother Mamana Bibi was killed in a double strike, apparently by a Hellfire missile, as she picked vegetables in the familys fields while surrounded by a handful of her grandchildren. In July 2012, 18 labourers, including a 14year-old boy, were killed in multiple strikes on a impoverished village close to the border with Afghanistan as they were about to enjoy an evening meal at the end of a long day of work. Witnesses described a macabre scene of body parts and blood, panic and terror, as US drones continued to hover overhead. Contrary to official claims that those killed were terrorists, AIs research indicates that the victims of these attacks were not involved in fighting and posed no threat to life, the group said in a statement. We cannot find any justification for these killings.There are genuine threats to the USA and its allies in the region, and drone strikes may be lawful in some circumstances. But it is hard to believe that a group of labourers, or an elderly woman surrounded by her grandchildren, were endangering anyone at all, let alone posing an imminent threat to the US, said Mr. Qadri.
PARIS, OCTOBER 22: French fury about a report that the U.S. spied on millions of phone calls made by French citizens continued to simmer on Tuesday, with Foreign Minister Laurent Fabius using a meeting with U.S. Secretary of State John Kerry to issue a fresh admonishment. Foreign ministers hold talks in London with Syrian opposition German Parliament holds
LONDON, OCTOBER 22: Foreign ministers from 11 Western and Arab countries met with the Syrian opposition in London on Tuesday, in an attempt to persuade them to attend a planned peace conference in Geneva. The main opposition grouping, the National Coalition led by Ahmed al-Jarba, is to meet later this month to decide whether it will attend the conference. A prominent group in the coalition, the Syrian National Council, has said that Geneva could not go ahead while Syrians continued to suffer under the regime of President Bashar al-Assad. Before the London talks, host British Foreign Secretary William Hague urged the various moderate factions to unite, saying it was the only way to end the conflict and prevent sectarianism from worsening. Syrians on all sides now need to make the effort and make the compromises necessary for a peace process to work, Mr. Hague told BBC radio. The longer this conflict goes on, the more sectarian it becomes, the more extremists are able to take hold. That is why we are making this renewed effort to get a Geneva peace process going, he added. Mr. Al-Jarba and Mr. Hague, along with the foreign ministers from the United States, France, Germany, Italy, Turkey, Egypt, Saudi Arabia, Qatar, Saudi Arabia, and the United Arab Emirates are attending the Friends of Syria meeting in London. They are expected to repeat their position that Mr. Assad, who has said he will send a delegation to Geneva, can play no role in a future transitional government. But in an interview with the Lebanese pro-Syrian alMayadeen television channel late Monday, Mr. Assad said he saw no obstacles to his running for power again in 2014. MUMBAI, OCTOBER 22: Rupee continued to fall for third trading day on Tuesday, slipping 22 paise to 61.74 per dollar on sustained demand for the U.S. currency from importers and banks amidst its higher value overseas in spite of good foreign capital inflows. The rupee resumed lower at 61.71 per dollar as against the last closing level of 61.52 at the Interbank Foreign Exchange (Forex) Market. It hovered in a range of 61.69 and 61.83 per dollar before quoting at 61.74 at 1040 hours. Persistent dollar demand from importers mainly affected the rupee value, a Forex dealer said. The Indian benchmark BSE-30 share index Sensex moved up by 8.23 points or 0.04 per cent to 20,902.12 at 1045 hours. In New York, the dollar scored MUMBAI, OCTOBER 22: The BSE benchmark Sensex on Tuesday fell 28.92 points on selling in bluechips like RIL and Hero MotoCorp, amid weak global cues ahead of key U.S. job data that may influence the timing of Feds anticipated move to taper the economic stimulus. The 30-share index, which had climbed to three-year high in the previous session, fell by 28.92 points, or 0.14 per cent to 20,864.97. The gauge shuttled between 20,948.91 and 20,810.25 intra-day but prevailing caution forced investors from taking fresh long positions, traders said. In Sensex, 15 stocks ended lower and 14 climbed, while Tata Motors remained unchanged. Reliance Industries dropped 1.07 per cent to Rs. 903.60, after gaining more than five per cent in the last three sessions. Hero MotoCorp shares lost 1.37 per cent to end at Rs. 2,069.95 before quarterly earnings. The BSE benchmark had climbed to its highest level since November 2010 on Monday as more companies posted earnings higher than market expectations. Sustained capital inflow also helped local stocks rise, experts said. The global mood on Tuesday, however, was tepid with the U.S. Labor Department expected to announce the jobs data at 8:30 am Washington time. The U.S. Fed is expected to hold policy meetings on

NEW DELHI, OCTOBER 22: The government is mulling banning onion exports to contain prices, which have risen back to the Rs. 80-90/kg level in the national capital owing to supply crunch. Not only in Delhi, consumers in other parts of the country are affected by rise in onion prices. In major cities, onion is being sold at Rs 60-80 per kg in retail markets. The domestic availability of onion has been affected on account of damage to kharif crop because of unseasonal rains in key producing states including Maharashtra. Onion prices have gone up sharply. We are considering banning exports as there is not much scope to raise minimum export price (MEP), a senior government official said. Although exports have shown a decline after recent hike in the MEP, prices remain high as supply crunch has intensified with some damage to kharif crop due to unseasonal rains in fell by 28 per cent to 7,16,246 tonnes in the first six months of the current fiscal. The government was expecting prices to fall sharply this month onwards on huge arrival of kharif crop but untimely rains have affected the crop and delayed the harvesting. When contacted, Nashik-based government research body NHRDF Director R.P. Gupta said, The kharif crop has got affected due to untimely rains in Maharashtra, Andhra Pradesh and Karnataka.Currently, onion supplies are less than 50 per cent of the countrys monthly estimated total demand of 9-10 lakh tonnes. The stored onions have also got exhausted now, adding to the price volatility. India produced 16.3 million tonnes of onion last year. NEW DELHI, OCTOBER 22: Finance Minister P. Chidambaram on Tuesday ruled out the possibility of lifting a ban on import of gold coins and medallions and asked banks to strictly follow guidelines restricting inward shipments of the metal. Import of gold coins and gold medallions is prohibited. Nobody can import gold coins and medallions, he said, referring to a suggestion that the government should allow import of coins for shagun (auspicious gift) purposes. He said traders can buy gold from the domestic market and make coins, but the government will not relax the curbs that were imposed to contain the current account deficit (CAD). Mr. Chidambaram said banks have been asked to strictly adhere to the norms on gold imports. I have asked banks to be very strict, at least for gold importing banks, to be very strict on gold imports. They have to scrupulously follow the RBI and government guidelines,

NAGPUR: The Central Board of Secondary Education (CBSE) is embarking on one of its most important annual exercises collection of evidence of assessments (EA). To ensure fairness in internal markings, the CBSE rechecks the materials assessed by schools through a process called EA. This is done specifically regarding Std IX and X as they come under the Continuous a n d Comprehensive Evaluation (CCE) Scheme of CBSE. From this academic session onwards however the board will collect EA only of formative assessments. Under CCE, the assessment of students is done in two ways - formative (through practicals, projects etc) and summative (theory paper). In formative assessment, the EA is being collected in Hindi, English, mathematics, science and social science. The central board's director Sadhana Parashar wrote to schools saying "Effective assessment of students is the key to the success of any education system. With the introduction of series of education reforms the CBSE is deeply committed to ensure fair and effective assessment of its students which is also feasible, practical and stress-free leading to their wholesome personality development". Under the EA schools are randomly selected by the regional office, which in case of Nagpur happens to Chennai regional office. These selected schools then have to send in 15 answer

sheets and evaluation details for the main five subjects. These 15 answer sheets are further broken up according to the grades - five which got the highest grade, five from the middle grade level and five from the lowest grade. All these answer sheets put together are called EAs. The EAs and the marks awarded are verified by the subject evaluators appointed and empanelled by the CBSE at the regional level. Details of the selected schools will soon be put up on the CBSE's website. Parashar wrote "the objective is to assess the practices of school based assessment. The subject evaluators would submit their report on these EAs vis-a-vis award of marks. Their report will help in verifying the school-based assessments as well as provide feedback to the board about implementation of CCE scheme at grass roots level. The CBSE will also inform schools on how the assessment can be made more effective". For formative assessments schools are required to send details about all the tasks in the subject as directed by regional office which should include the break up of marks as well as parameters of assessment. If the EAs is such that it cannot be sent such as seminars, group discussion, models and charts a brief write up be prepared by the teacher on the assignment and sent along with marks awarded. Schools have been asked to send EAs to the regional offices by November 15.
