SIT an instrument to harass the minorities, must comeup with names if Kichloo was attacked: Sunil Sharma
JAMMU , OCT 23: "Special Investigation Team which was constituted to probe the recent riots on August 9 and 10 Kishtwar and Padder clashes in which more than a hundred minority shops were looted and burnt is nothing more than an instrument to harass the minorities in Kishtwar, "said senior BJP leader Sunil Sharma in a press conference in Jammu. Sunil Sharma said that this pathetic approach of the government is unfortunate in the sense that at the time when the minorities should have been given adequate and timely compensation, the government is using SIT to harass the minorities in Kishtwar. Those who have lost almost everything in the riots are being selectively targeted so that they give up their demands of compensation. This strategy of state government is widening the gap between the two communities and will lead to more dangerous consequences. Sunil Sharma said that it has lost its credibility. He said that the main culprits were roaming free as they enjoy the patronage
Omar says war no solution to any issue, advocates for peace on borders
TANGDAR, OCT 23: Reiterating his continuous advocacy for peace and tranquility between India and Pakistan, Chief Minister, Omar Abdullah on Wednesday said that wars have never solved any issue and these only bring destruction and miseries. "No one in Jammu and Kashmir or in the Country is in favour of war as the wars are no solution to any issue", he said and added that friendship requires equal response from either sides. "Friendship is like the clap needing two hands to perform. If one side extends the hand of friendship the other side also needs to reciprocate", he said and expressed serious concern over the violation of ceasefire and shelling at LOC and IB. He said the ceasefire agreement between India and Pakistan signed and implemented in 2003 has been highest reward for the people of Jammu and Kashmir particularly living on the LOC and International
Border (IB). Addressing a public gathering at Tangdar (Karnah), a remotest area in Kupwara District on LOC, this afternoon, the Chief Minister said that the shelling by Pakistan on the villages in Jammu and other areas has made him seriously concerned about the life of people living in frontier areas. "I would continue to stress on Union Government to take up this matter with the Pakistan and resolve the issue so that peace rules the roost on borders and on the Line of Actual Control (LOC)", he said and maintained that this
is in the highest interests of the people of Jammu and Kashmir particularly residing in the frontier areas of Jammu, Kashmir and Kargil. The Chief Minister expressed the hope that the situation will come to normality and the two neighbours talk to each other to settle all outstanding issues in an amicable and peaceful manner. On development programmes of the government, the Chief Minister said that peace gives fillip to development and the dividends of peace percolates down the line to poorer people. He said the 8Contd p2

automatic weapons and attacked over 5O border posts (BOPs) along IB in Jammu frontier belt with mortar shells since Tuesday night. Pakistani rangers also rained mortars in forward villages of Arnia, RS Pura and Akhnoor sectors from 7.40pm last night, the officers said. BSF troops guarding the border line retaliated resulting in fierce exchanges of shelling and firing, which continued till Wednesday morning, they said. The injured were hospitalized. In the exchange of fire, Mukesh Lal Meena, a head constable of BSF posted in BOP Chinaj, was killed and seven BSF personnel, including two officers, were injured, they said. Addressing a public meeting near the LoC in Tangdhar, Omar said he would continue to impress upon the the Centre to take up the ceasefire violations with Pakistan and resolve the issue so that peace rules the roost on the border and on the LoC. Shinde does some plain speaking at Unified HQ meeting Rattled by the spike in infiltrations in Jammu & Kashmir, Shinde did some plain speaking on the failure by the Army and other security agencies to contain the damage in Samba terror attack last month that killed 10 people. During the Unified Headquarters meeting in Jammu on Tuesday, Shinde, who was co-chairing the deliberations with Jammu & Kashmir chief minister Omar Abdullah, said that terrorists were roaming on the streets of Jammu for 35 minutes without being intercepted at any point. Sources privy to the meeting said that the Army officers who were present promised that such mistakes would not be repeated in future. He later appreciated the Army for making a resolve not to allow such attacks in the future, the sources said. Pakistan-based Lashkar-e-Taiba (LeT) terrorists had entered through Samba border in the wee hours of September 26 last and killed 10 officers including Lt Col Bikramjeet Singh besides injuring others including Colonel Avin Uthaiya. The home minister said it was a failure at many ends and all the loopholes need to be plugged immediately as otherwise terrorists will take advantage of lack of synergy between various agencies working for peace in the state. Shinde also said he was worried over the sudden spike in infiltration from across the border in Jammu & Kashmir.

fence. But we have discussed possible solutions". Shinde had conducted an aerial tour of the fenced areas along IB on Tuesday besides surveying infiltration routes and damaged fencing and riverine border belts with Pakistan lying between Akhnoor in Jammu district and Pahadpur (in Kathua district). Shinde had also met the troops and lauded them for their high morale. "We have come here to promise you that we stand by you, the country stands by you," he had said. He had told the troops to must give a bullet-for-bullet reply to Pakistan. "Yes", the jawans had replied in unison to a question by Shinde whether they were giving a strong reply to Pakistan. In view of the surge in ceasefire violations, however, Shinde did not visit any forward posts. Ceasefire violations since October 14 have left two jawans dead and caused injuries to 18 people. While in J&K, Shinde had also remarked that Lashkar-e-Taiba founder Hafiz Saeed could be training terrorists on the other side of the border with Pakistan for infiltration into India. Shinde had also rejected Pakistan Premier Nawaz Sharif's proposal for US intervention in the Kashmir issue, saying "Kashmir is ours" and there is no question of any role for a third party in resolving the dispute.

except Narendra Modi who has given his consent to the decision, party sources said. The party expects that by presenting Vardhan, a former health minister who has a clean image, as the chief ministerial candidate it will be able to put up a tough fight to dethrone the Congress dispensation which has been in power for the last 15 years. The decision by the party has come despite stiff opposition to Vardhan's candidature by Goel. The internal squabbles in the Delhi BJP over the issue had threatened to take its toll on the party's campaign. A number of Delhi BJP leaders last week had conveyed to the party's central leadership that they should announce the candidature of Vardhan, arguing that he has wider acceptability among people, party leaders and workers.

We welcome criticism of our judgment but we don't welcome motive attributed to the court judgment, the Supreme Court said. The Supreme Court allowed the AG to draft contempt charges against the former Army chief for remarks casting aspersions on judges who heard his petition seeking correction of his date of birth. The draft will be served on him possibly in the next hearing.

"We will give a fitting reply to Pakistan," Shinde told reporters in Delhi reacting to the latest ceasefire violation described as the most serious incident since the 2003 ceasefire agreement between India and Pakistan. incidents of ceasefire violations, the South Block is not keen to go ahead with the DGMO-level talks between the two sides. Union Home Minister Sushilkumar Shinde had on Tuesday visited Jammu to take stock of the situation arising from the repeated ceasefire violations by Pakistan Rangers on the international border. After his interaction with BSF jawans, the Home Minister said provocations from Pakistan won't be tolerated. "You fight for us, for the nation. You are very brave and I congratulate you all," he told Indian soldiers. On Monday, Army Chief General Bikram Singh met Defence Minister AK Antony to discuss the situation at the Line of Control and the border. Till date this year, there have been over 200 incidents of ceasefire violations. In 2012, there were 117 incidents of unprovoked firing by Pakistani soldiers.

However, as the state government moved in some machines to level the surface for the park, Pakistani troops came near the LoC and used loud speakers to convey that the work needs to be stopped immediately as it was in violation of the agreement between India and Pakistan, the sources said. Keran was adopted as a model village under the BADP and Rs 2.45 crore was earmarked for improving the facilities at a village which includes setting up of a community centre, creating sheds, scientific laboratory for a school and improving road facility. "The work on other projects at the village is going as per schedule," Deputy Commissioner of Kupwara Itrat Hussain Rafiqi said. Rafiqi said that he had got a message from police about stopping of work.

He also warned the Kishtwar administration for intense agitation in the near future if an effective compensation policy to provide immediate relief to the minorities was not framed. He said that the formalities demanded by the administration for release of compensation clearly show that government is not willing to fulfill its promise made by them with various public representatives in various public meetings. He demanded immediate release of compensation in favour of victims without any further delay. Attacking Kishtwar administration Sunil Sharma said that the failure of the Kishtwar administration is evident that again on 16th of October pro-pakistan, pro-azadi and anti-national slogans were raised in Kishtwar and the nationalists were hooted and the administration remained silent. "Police has, though, registered FIR No: 200 at Police Station, Kishtwar, in connection with anti-India slogans during Eid procession, but no formal arrest has been made so far" said Sunil Sharma. Reacting to the news item published in a local daily regarding attack on former MoS Home Sajjad Ahmed Kichloo inside Dak Banglow Kishtwar, Sunil Sharma said that government of Jammu and Kashmir must reveal the names of those persons involved in the said attack. He said that being as local, people of Kishtwar pin down their hopes on him that he (Kichloo) will safeguard their lives and property as a minister. He said that Sajjad Ahmed Kichloo has failed to protect the lives and property of the common people of Kishtwar. BJP State Secretary & Kishtwar Prabhari Munish Sharma, Kishtwar BJP District President Rajinder Singh and Distt. General Secretary Lalit Sharma were also present in the press conference.

Army's modernization drive still to gather steam despite China, Pak threats
hen in March last year the then Army chief General V K Singh wrote a confidential letter to PM Manmohan Singh to warn of critical deficiencies in his forces operational capabilities, it had set alarm bells clanging. Stung by the classified letters leak as well as its startling disclosures of large-scale voids in crucial weaponry and ammunition, the government promised to make amends. But 18 months down the line, the situation remains somewhat similar, say sources. Despite being confronted by two potential adversaries along unresolved borders, and the prospect of a twofront war in a worst-case scenario, the Army is grappling with obsolete air defence systems, lack of requisite weaponry for its 355 infantry battalions, no induction of new 155mm howitzers, dismal nightfighting capabilities and the like. None of its major modernization projects, from different artillery guns and helicopters to anti-tank guided missiles (ATGMs) and assault rifles, has materialized till now. Incidentally, the ongoing Army commanders conference here is reviewing the equipment readiness for the northern borders with China as well

achievements registered by his government during the last over four and a half years are before the public and they would judge the performance of the government on this count. "Achievements of my government are before you. It is not the time to present you the list of each and every decision, measure and step my government have taken to ameliorate the lot of people equitably and inclusively across the State in all the regions and sub-regions", he said and elaborated that at the right point in time the chart of achievements would be provided to the people enumerating all details. The Chief Minister announced special recruitment drive by J&K Police for youth of Karnah, Keran, Machil and other remote areas so that they get ample representation and opportunity to serve in the Police Department. He said his government has implemented various new schemes for ensuring faster development in remote areas and provide opportunity of jobs to the locals in the upcoming projects. The Chief Minister who also inspected the recently constructed Sub-District Hospital at a cost of over Rs. 6.73 crore in Tangdar and expressed satisfaction over its functioning. He announced centrally heating plant for the hospital to ensure
as the overall ammunition management of the 1.13million force. Gen Bikram Singh, who took over from Gen V K Singh on May 31 last year, has tried to overhaul the shoddy management of projects and ensure better coordination with the defence ministry. But given the cumbersome procurement policy and sluggish decision-making, often derailed by corruption allegations, it has achieved little. Over 50 modernization schemes, for instance, were earmarked for the 2013-14 fiscal. But just six small contracts, from tank simulators to range-finder binoculars, together worth Rs 425 crore were concluded in the first quarter (April-June).
Of the 17 schemes identified for the second quarter (July-September), only four have been sealed so far. The only big-ticket deal has been the over Rs 3,000 crore one for 25,000 3UBK Invar missiles for T-90S tanks, which were fast running out of ammunition, from Russia and defence PSU Bharat Dynamics. Though some deals like the one for two more troops of Israeli Heron spy drones (Rs 1,200 crore) and 236 additional Russian T-90S tanks (Rs 6,000 crore) are in the final stages now, the condition is grim. Armys modernization has fared poorly compared to IAF and Navy in the last two-three years. Decisionmaking has already slowed
down in MoD, and will virtually halt by end-December ahead of the general elections, said a source. Overall, the Army has around 680 projects worth over Rs 2 lakh crore for the 12th Plan (2012-17) period to both plug operational gaps as well as ensure capability development along both the western and eastern fronts. Some of the important pending projects are for the induction of 1,78,000 newgeneration assault rifles for around Rs 10,000 crore and different artillery projects worth Rs 30,000 crore for 145 ultra-light howitzers, 100 self-propelled tracked guns, 814 mounted gun systems and 1,580 towed guns, among others.

The FA said the investment was designed to increase participation in football. Helen Grant, the Minister for Sport, said it was an example of what could be achieved when public and private sectors work together.
.LONDON, OCTOBER 23: Retiring Indian batsman Sachin Tendulkar was on Wednesday named in the Wisden all-time World Test XI. Tendulkar, who will retire
from Test cricket after playing against the West Indies in his landmark 200th match in Mumbai next month, was named at his number four spot in the team announced to mark 150 years of the

THIRUVANANTHAPUR AM,: Jose Pottamkulam is all set to go full throttle at the Indian Grand Prix this year too. The city-based racing enthusiast and team principal of M&N Racing, perhaps the only team from Kerala in the world of Indian motorsport, will once again try his luck at the support races of the Formula One Championship that is being held at the Buddh International circuit in Noida this weekend. Support races are usually held in the lead up to Formula One weekends. They are an opportunity to showcase local motorsport talent on an international scale. Last year, Jose, or Ootta as he is popularly known, fielded four cars, with one of his drivers, Akshay Luciano Bacheta, coming in third overall. However, unlike his last two attempts, this time Jose says he will not be racing cars under M&Ns banner. We decided not to field cars at the event because of the cost; this year you need at least 80,000 USD to run one car, which turned out to be rather prohibitive for a relatively small outfit like ours. So this year we are focussing on providing management support to Parth Ghorpade, who raced for M&N last season, says Jose.Jose, who left for Delhi on Wednesday, seems thrilled at being associated with Ghorpade, the reigning Asian Champion Formula Pilota China. Parth is barely 20 years old and hails from Kolhapur, Maharashtra.
Rupesh Shah shows his class in World Billiards Champions League: Chelsea wins, Arsenal loses
L E E D S , OCTOBER 23: Defending champion Rupesh Shah from India continued his fine run in the World Billiards Championship as he notched up convincing wins over his respective opponents in the Point Format, here. Shah reigned supreme on the green baize in the short 150-up format to beat Irelands Wayne Doyle, Englands Aaron Davies, Australias Grant Meadley and Vietnams Long Nguyen Thanh and top the Group A. In the other Indian matches, Arun Agarwal had a mixed outing in the Group C as he defeated Canadas Fraser Durham and Vietnams Nam Pham Hoai in the morning LONDON, OCTOBER 23: Europa League holders Chelsea got their Champions League campaign back on track with an impressive 3-0 win over German club FC Schalke 04, while London neighbours Arsenal went down at home to last years finalist Borrusia Dortmund 1-2. Chelsea, who were shocked at home in their first match by FC Basel, recorded their second successive win on Tuesday night in the competition and topped Group E. Spanish striker Fernando Torres scored a brace while Eden Hazard finished the game off with a brilliant solo run. Both Chelsea and Schalke are on six points while Basel are on four points after being held 1-1 by previously pointless Steaua Bucharest in Romania. Arsenal loses Arsenal lost for the first time since the opening day of the Premier League campaign after Polish striker Robert Lewandowski scored late to snatch victory for the Germans. After three rounds of games, Dortmund tops the Group F table on goal difference from Arsenal, while Napoli also joined the clubs on six points after disposing of Marseille 2-1 in France. Meanwhile, Barcelona had to battle hard for a 1-1 draw against AC Milan against a boisterous San Siro. Argentinas four-time world player of the year Lionel Messi scored a fine equaliser to show he had put behind him the thigh injury that kept him out for three weeks. Messi cancelled out Robinhos opener but, despite dominating the second half, the Catalans were unable to breach the Italians
half. Ecclestone, the octogenarian F1 Czar, had cited political problems, a veiled reference to tax issues in the country, for dropping the Indian race. Organisers Jaypee Sports International (JPSI) had preferred a slot in October 2014 but eventually agreed for the change. McLaren are without a win or even a podium this year and are heading towards fin-
ishing their first season in 33 years since 1980 without a podium. session before going down the drain against Englands Ian Williamson and Australias Matthew Bolton. In Group E, Balachandra Bhaskar made short work of his rivals, defeating Irelands Mark Nolan, Austrias Carl Walter Steiner and countrymate Sushrut Pandia.
Saurav Kothari won all his four matches in Group I to progress to the next round of the prestigious event. The Kolkata-based cueist defeated Australias Michael Pearson, Austrias Martin Schmidt, country-mates Aditya Agarwal and Yash Bansal.
defence. Barcelona leads Group H with a two-point advantage over Milan while Celtic kept hopes alive of reaching the last 16 with a 2-1 win at home to Ajax. Spanish side Atletico Madrid carried on with their impressive run in the tournament, disposing off Austria Vienna 3-0 to make it three wins from three.
Highly rated striker Diego Costa was again on the scoresheet, scoring a brace. Atletico can book a place in the knockout stages if they beat the same opponents in the next match. In the same group, Zenit ran out 1-0 winners over a Porto side that played with just 10 men from the sixth minute when Hector Herrera was sent off.

apathy of the civil administration and the police, there are social factors that have played a bigger role. Its easy for commentators in the electronic and print media to blame all ills on the mindset of the patriissues need to be addressed if change has to come about. The biggest casualty in all this is the education and the health of the girl child. The strongest incentive for a delayed marriage is education. In many families and village groups, the theory is gaining ground that a sound education for girls will help the parents in finding a good match for her, without their having to pay a large dowry. But this has unfortunately not caught on at the massive scale it should, and one reason for that is the lack of accessibility to higher learning for girls in rural India. There is also the issue of safety as the girls travel distances to get educated. Then, there are documented instances of a child bride ending up with physical complications during pregnancy and after. Children are still-born or severely malnourished. Its worse for the mother (still a child herself) if the new-born is a girl. This brings us to the vicious circle that engulfs the issue of girl child marriage. Its a mistake to consider the problem in isolation. As presentations that were recently made at an event organised by an NGO, Breakthrough, in Delhi, demonstrated, girl child marriage is in many ways linked to a host of issues such as gender discrimination, malnutrition, infant mortality rate, dowry, domestic violence and poor levels of education among females. While its not the argument that early marriage alone is responsible for all the problems, it undeniably is a major factor. The presence of a law against child marriage does not make the related issues disappear. The Government and social activists must collaborate to create synergy between the multiple departments, ranging from education to health to social welfare, and have a holistic plan of action, to tackle child marriages. Meanwhile, law enforcement officials should shed their lethargy and prejudice and crack down on violators of the Act. Fear of the law alone will not work, but, without it, social interventions will also have little success.

RETURN OF DIVISIVE BILL
The Congress-led UPA regime's intent behind reviving the Prevention of Communal and Targetted Violence (Access to Justice and Reparations) Bill, 2011, is what it was when it proposed the legislation back in May 2011: Divide society along communal lines and reap political harvest. The UPA's decision to bring the slanted Bill out of cold storage comes only months before the 2014 general election, at a time when the ruling coalition is faced with a strong anti-incumbency sentiment. It knows that it has wasted the mandate of the people it received in 2009, and the regime is now using the Bill as a rallying point to lure minority community voters to its fold. While it is far from clear whether this dangerous and cynical political strategy will convert into votes for the Congress and its allies, there is no doubt that it will widen existing social faultlines. Drafted by the Sonia Gandhi-led National Advisory Council, the Bill that claims to prevent communal violence is itself communal. It neatly divides society into one majority and one minority community, then proceeds on the outrageous assumption that it is always the former that attacks the latter no matter who the actual victims may be. Yet, as the Bodo-Muslim riots in Assam or the Muslim-Christian violence in Kerala or the tribal flare-ups in Odisha show, such simplistic assumptions do not reflect the complex reality of communal violence in a country as diverse as India. They only expose the insecurities of a regime that realises its days are numbered. Moreover, the anti-communal violence Bill is not just a blow to secularism; it also threatens India's federal structure. By allowing the Union Government to step in during a riot, the Bill impinges on the rights of the State Government, as law and order is a State subject. State regimes have long registered a strong protest and rightly argued that the Bill hampers their ability to respond to a communal flare-up and makes it difficult to prosecute the guilty. It is not that the UPA regime is unaware of these flaws. When the Government proposed the Bill in 2011, the legislation came under heavy criticism from all quarters and was summarily dismissed at an all-party meeting. It is safe to assume that, if presented in its original form, or even if tweaked a bit, it will meet the same fate. The Bill is also unlikely to stand legal scrutiny, given its unconstitutional premise of demarcating the population into majority and minority groups on the basic of religion, caste, language and ethnicity. In other words, the UPA knows that it will not be able to take the Bill to its logical conclusion. Why bring it up? The coalition would like us to believe the revival has been necessitated by the Muzaffarnagar riots. Yet, the violence in Uttar Pradesh was not because there were no laws to prevent a communal flare-up. It was sparked by the unabashedly partisan politics of the State's ruling party and blew out of control after the regime mishandled the situation. Besides, the Muzaffarnagar violence was neither the first nor the most deadly instance of communal unrest since the UPA came to power. Even between 2011 and now, there have been several equally terrible cases across the country, from Kanyakumari to Kashmir. But the UPA regime has only woken up now, and with a wrong solution.
Law enforcement officials should crack down on violations of The Prohibition of Child Marriage Act. Fear of the law alone will not work, but, without it, social interventions will also have little success
than 130 million young girls in South Asia will be married early. A large, indeed the majority, number will come from India. One had expected that the grim reality would have driven New Delhi to co-own the UN resolution. After all, several countries such as South Sudan, Yemen, Honduras and Ethiopia all having a high child marriage figure have adopted the document to demonstrate their commitment to tackling the social evil. By contrast, many South Asian countries such as Pakistan, Nepal, Sri Lanka and Bangladesh, along with India, did not co-sponsor the move. Nobel laureate and social activist Archbishop Desmond Tutu had in an interview more than a year ago remarked that only a concerted and coordinated effort by political, religious, village community and business leaders can reverse the situation in India. He pointed out that even the GDP growth rate would spiral upward if the latent power of an empowered female class were to be unleashed. But that wouldnt be possible if girls keep getting pushed into early marriages, thereby thwarting progress in their education and health, and aborting their contribution to social growth. The legal machinery in the country has failed to rise to the occasion for a variety of reasons. While one of them certainly is the archal class that has a stranglehold on society. But non-Government organisations, who have been working at the grassroots levels and interacting with people, will tell a different story which is closer to reality. Lets begin with the basic question: Why would parents want to marry off their lessthan-18-year-old daughter, even when they know that doing so is a crime? The answers are many and they hold the key to developing a meaningful intervention. The first is that the parents may be too poor. They realise that the more they delay the girls marriage the more dowry they will have to end up paying. Poverty also leads the parents to get rid of an extra mouth to feed. The second reason is peer pressure. Village societies even today frown upon cases where, for instance, 17-year old girls remain unmarried. All sorts of stories get circulated against the girl and her parents. Early marriage is a way out to pre-empt such fate. Village elders also raise the spectacle of the girl going haywire if she remains unmarried after she has developed the physical faculties. Finally, given the unsafe environment (rising incidents of sexual assault) that girls and women find themselves in, parents are unwilling to take chances and prefer to discharge their responsibility at the earliest. All these
There are lessons that New Delhi can learn from the US shutdown. One is that both the Government and the Opposition must work together when it concerns national interest. So far, our parliamentary system has served us well in such crises
in an all-party meeting. This is the beauty of the parliamentary system, which critics claim is a rather unstable system. But, a look at what has happened in the US over the last couple of weeks shows that the Federal Government was forced to shut down for almost two weeks by the stubbornness of the Republican members of the House of Representatives. In India, such logjam is a rare phenomenon. Should such a thing take place, the Government and Parliament would be dissolved and elections announced. But, being a presidential system and following the checks and balance procedure, such deadlock is not unnatural for the US. However, the US seemed amply disturbed by it as the event has adversely affected the countrys interThe public anger was reflected in a poll sponsored by NBC News and Wall Street Journal, conducted between October 8 and October 12, and reported by The New York Times which showed how the shutdown took its toll by tarnishing the Republican Partys image among the people. Seventy per cent of respondents shared the opinion that the Republicans in Congress had forwarded their own political agenda without thinking about the welfare and fate of the country. Actually most of the respondents thought that the Republicans compromised nations interest while pursuing their own interest. The shutdown has led 47 per cent of the people to have negative feelings about the Tea Party, with just 21 per cent of Americans having a positive opinion about this group. The New York Times has also published the findings of the Pew Research Report survey about the possibility in 2014 election and the growing unpopularity of the Congress members after this shutdown. According to this survey, 74 per cent of registered voters said that most members of the Congress should not be re-elected in 2014. According to this report the Democrats have secured a six-point edge over the Republicans: 49 per cent of the registered voters said that they would vote for the Democratic candidates in their districts, while only 43 per cent showed a leaning toward the Republican candidates. There is also a general feeling that the Republicans have failed to fulfil their commitments and promises which they have made to the American people. Therefore, after keeping the Government on its toes for nearly two weeks, the Republicans Uturn on the shutdown is being seen as their surrender in the fight against President Barack Obama on the issues of budget, healthcare and the nations credit. The Americans also have a feeling that the Republicans actually neither gained anything substantial out of the shutdown nor did their prestige and popularity improve. The Republicans could not make any dent or cut on Mr Obamas healthcare budget, but they could only create immense loss to the economy and American prestige worldwide. But as per the deal signed by the two parties, the budget ceiling would last till January 15, 2014 and it would re-open on February 7, 2014.

Plight of poor pensioners
Dear Editor, The write up is in response to a news item captioned Tarigami expresses dissent on Bill seeking hike in legislators pension which appeared in your esteemed daily (KT: October 14, 2013). Tarigami has lauded Governors decision of returning the bill. CPI (M) Secretary M Y Tarigami is the only upright MLA, who has expressed dissent on the bill seeking hike in legislators pension with retrospective effect. Is this an appropriate time to increase legislators pensioners benefits, is a question being posed by people which needs an answer from the government. Does democracy exclusively stands for royal ruling class and the people in general are made to bear the brunt of wrong policies and programmers of the state government. Law makers quite often enjoy a free hand in fixing and hiking their salaries, pensions and other luxurious perks without any yardstick/rationale. Wrong policies, non-transparency and unaccountability are the reasons behind fiscal crunch and mess. None is listening to the voice of reason akin to proverb, Poor mans voice is never heard against the rich. Let the state government have an honest introspection for its own orders and commitments. Yours faithfully, Mohammed Sidiq Srinagar.

MP polls: Congress decides candidates for 194 seats Attorney General, govt. officials differ on RTI Bill
INDORE, OCTOBER 23: The Congress has finalised its candidates for 194 Assembly seats in Madhya Pradesh and will announce their names from October 25 onwards. The state, having a total of 230 seats, will go to polls on November 25. The Congress Central Election Committee has given a green signal to party candidates on 194 seats and the party will announce its list of candidates in a planned manner from October 25 onwards, partys state in-charge secretary Sanjay Nirupam said in Indore on Wednesday. He also said that Prime Minister Manmohan Singh and UPA Chairperson Sonia Gandhi will address a number of poll rallies in the state before the elections. However, he did not provide details of their proposed visits to the state. Congress Vice President Rahul Gandhi will address two rallies on Thursday at Rahatgarh in Sagar district and Indore, he said. NEW DELHI, OCTOBER 23: Attorney General and the Law Ministry are not on the same page over a move to keep political parties out of the ambit of the RTI Act. This came to the fore at a meeting Parliamentary panel examining the measure. Deposing before the Standing Committee on Law and Personnel here yesterday, Law Secretary B.A. Agarwal and other senior government officials defended the RTI (Amendment) Bill, 2013 while AG, G.E. Vahanvati had a contradictory view. Government officials said a shield was necessary to keep political parties out of the ambit of the RTI Act. They are understood to have cited the explanation in the bill introduced in the Lok Sabha in August. The explanation on the bill reads: The government considers that the CIC has made a liberal interpretation of Section 2(h) of the said (RTI) Act in its decision. Declaring a political party as public authority under the RTI Act would hamper its smooth internal working...further, the political rivals may misuse the provisions of RTI Act... But appearing before the Committee, AG Vahanvati is learnt to have said that political parties can come under the ambit of the transparency law as there were sufficient provisions in the RTI Act to shield political parties from undue harassment by rivals as feared. In its June 3 order, the CIC had termed Congress, BJP, BSP, NCP, CPI and CPI(M) as political authorities. The Right to Information (Amendment) Bill, 2013 seeks to insert an explanation in Section 2 of the Act which states that any association or body of individuals registered or recognised as political party under the Representation of the People Act, 1951 will not be considered a public authority. Committee Chairman Shantaram Naik refrained from commenting on evidences given by officers or the AG, but said, All the views placed before the Committee would be looked into while drafting the report. Meanwhile, sources in the committee said the panel would also examine as to whether the CIC order brining political parties under the ambit of the RTI is binding or not. Since the CIC order came on June 3, the amended Act will come into force with retrospective effect from that date. As of now, the CIC order is operational, meaning people are free to seek information under the RTI Act from political parties. Government was forced to refer the Bill to the Standing Committee in the wake of opposition to the proposed amendment to the RTI Act from NGOs, civil society and information activists who claimed that it will defeat the very purpose of the transparency law. BJP too had opposed the contents of the Bill and wanted it to be referred to a Parliamentary panel for wider consultations.
Taking a dig at BJP, Mr. Nirupam said it was unfortunate that the saffron party has only one leader (BJPs prime ministerial candidate Narendra Modi) in its fold while Congress has a long list of such leaders to whom people wanted to listen. He said the party will corner the state BJP government on issues of roads, power, corruption, malnutri-
tion, poor law and order and condition of farmers. The state Lokayukta has registered cases against 13 ministers in the state, but the government led by Chief Minister Shivraj Singh Chouhan has not given its permission for the trial of the cases, which means, morally Mr. Chouhan too is involved with his ministers on the issue, Mr. Nirupam alleged.
Newlywed ends life after row over age AgustaWestland given final show BANGALORE: A newlywed woman, allegedly depressed cause notice to cancel deal over a marital dispute, hanged herself from the roof of her
Subramanyapura house on Tuesday morning. Prathima, 33, a native of Maddur, was working with a top private bank in Bangalore. She allegedly lied to her husband, Vasant Kumar, that she was 31 years old, police said. Vasant, employee of a private company, and Prathima tied the knot eight months ago. In a suicide note, Prathima said she withheld her real age from Vasant before marriage. Later on learning she was older to him by a year, Prathima told Vasant the truth, straining their relationship. In her note, Prathimia said she decided to take the extreme step as she was depressed over the turn of events. Her body was found hanging from the roof in the main hall of the house in Supraja Nagar, Konanakunte Cross. Her father-in-law was the first to spot the body.Police said Prathima may have come out of her bedroom at night, locked the room from outside before committing suicide in the hall. Man and parents held over wife's death A cabbie and his parents have been taken into custody after his 19-year-old wife was found hanging from the roof of her house under mysterious circumstances on Monday evening. Vidyashree married Nagaraj five months ago and was living with his family in Sunnadakallu Palya, near Uttarahalli.Shivanna, Vidyashree's father and a native of Maddur, filed a complaint with police that the suicide was a cover-up. He said his only daughter, being harassed for dowry, was assaulted and strangled to death. Acting on the complaint, Nagaraj and his parents were taken into custody.Nagaraj, however, claimed in his statement that he found Vidyashree hanging in their bedroom on Monday, 6.30pm. He rushed her to a nearby hospital where she was declared brought dead. NEW DELHI, OCTOBER 23: The controversial Rs. 3,600 crore contract for procuring 12 helicopters to ferry VVIPs is moving towards cancellation. The Defence Ministry has issued a final show cause notice to Anglo-Italian firm AgustaWestland for cancelling its contract for alleged violation of the terms of contract. The notice, issued by the Defence Ministry on Monday, has asked AgustaWestland to explain why ``all or any action as prescribed, including cancellation of the contract, should not be taken against them for violating the terms of the preintegrity pact and the contract for procurement of 12 VVIP choppers. The UK-based firm has been given 21 days to reply to the notice, Defence Ministry sources said here. The VVIP chopper contract is being probed by the Italian agencies as well as the Central Bureau of Investigation (CBI) for payment of alleged kickbacks to some Indian citizens, including former Indian Air Chief SP Tyagi. The Defence Ministry has stated that because of the integrity pact, it can get back all the money paid by it for the deal. India has put on hold the further delivery of choppers and payments. The
firm had already given delivery of three choppers to the Indian Air Force. The final show cause notice came within days of Swiss resident Guido Ralph Haschke, an alleged middleman named by the Italian investigators, being arrested on charges of bribery. It has been alleged that Finmeccanica, the parent company of AgustaWestland, had used the services of middlemen, including Haschke to bribe Indian officials. On its part, the company had said last week that it has invoked arbitration proceedings against the Defence Ministry for ``unilaterally freezing the deal.

PARIS, OCTOBER 23: French President Francois Hollande called for cooperation between the United States and French intelligence services in the wake of revelations about widespread spying by the United States on French citizens. Mr. Hollande said he had told U.S. President Barack Obama that France had a responsibility to know everything about the surveillance, government spokeswoman Najat Vallaud-Belkacem said after a cabinet meeting. The French leader also demanded that all the information to which former consultant [Edward] Snowden may have had access be handed to us, so that we can be fully briefed, she said, adding that Mr. Obama had agreed to the request. The two leaders also concurred that spying operations should be supervised and that the supervision, in order to be effective, had to be carried out bilaterally, the

Rupee snaps 3-day losing trend, State Bank to get Rs.2,000 cr capital infusion ends 6 paise up at 61.59 vs USD
MUMBAI, OCTOBER 23: Snapping a three-day downward move, the rupee on Wednesday ended six paise higher at 61.59 versus the dollar on hopes that weak US jobs data would result in the Fed extending its economic stimulus. However, the hefty initial gains of the rupee, which had jumped to 61.05 intra-day, were substantially erased on month-end demand for US dollars from private oil firms and some defence related purchases, amid fall in domestic stocks. The rupee resumed sharply higher at 61.10 per dollar as against the last closing level of 61.65 per dollar at the Interbank Foreign Exchange (Forex) Market and moved up further to 61.05 per dollar. However, the rupee failed to maintain initial gains and ended at 61.59 per dollar, clocking a marginal gain of six paise or 0.10 per cent from its last close. The rupee had fallen by 42 paise or 0.69 per cent in previous three days. Rupee was seen opening on a very strong note supported by dollar weakness and a rally in global stock markets. However, later during the day dollar demand by private oil company and by defence put pressure on the rupee. In addition to this, Indian stock markets were seen trading in red, said Abhishek Goenka, Founder & CEO, India Forex Advisors. US data showed on Tuesday that employers there added 148,000 workers in September lower than the 170,000180,000 jobs estimated by experts. This spurred speculation that the US Federal Reserve will not cut economic stimulus this year. The $85-billion-a-month stimulus has led to a surge of capilysts said. New Yorks main contract, West Texas Intermediate (WTI) for delivery in December, slipped 16 cents to $98.14 a barrel. Pramit Brahmbhatt, CEO, Alpari Financial Services, India said: Today rupee gave up (most of) its gain after a strong opening as dollar index traded positively throughout the day and local equities also closed on weak note which further dented the Rupee movement. The trading range for the USD/INR pair is expected to be within 61.00 to 62.50. Forward dollar premiums reacted downwards on fresh receipts from exporters. The benchmark six-month forward dollar premium payable in March moved down to 223227 paise from Tuesdays close of 225-1/2-230 paise and farforward contracts maturing in September also eased to 448452 paise from 449-454 paise. Other than this, bank boards could take decisions on how they want to raise additional equity. They have three options rights issue, QIP, and FPO. Indian Overseas Bank would get Rs.1,200 crore, and Punjab National Bank Rs.500 crore. The second round of capital infusion may come in the fourth quarter of the current fiscal, depending upon banks requirements. Mr. Takru said SBI would be raising the funds proportionately. ``The government has 62 per cent stake. So, they can raise funds from the market up to 38 per cent, he said. SBI board is meeting on October 30. Twin objective The capital infusion had been done with the twin objective of adequately meeting the credit requirement of the productive sectors as well as to maintain regulatory capital adequacy ratios in public sector banks (PSBs).
