NEW DELHI: Angry over the killing of a BSF jawan in overnight firing by Pakistani troops, Union home minister Sushilkumar Shinde on Wednesday said a fitting reply would be given against such unprovoked acts from across the border. Shinde said additional BSF troops were being sent to man the international border (IB) in Jammu & Kashmir in the wake of continuing ceasefire violations. "We will give a fitting reply to Pakistan," Shinde told reporters here in his reaction to Tuesday's firing by Pakistani troops on 50 BSF outposts along IB. The firing came on the heels of a visit by Shinde to the Jammu region on Tuesday to review the situation along the border and discuss ways to deal with ceasefire violations. Altogether, more than 130 ceasefire violations have been reported so far this year, the highest for the past eight years. Pakistani Rangers had on Monday opened fire at 10 border posts and heavily shelled over 50 border outposts the following night, killing a head constable of BSF. JAMMU: Pakistan troops resorted to heavy shelling at Indian positions at more than 30 locations along the International Border killing one BSF jawan and injuring six others a day after Union Home Minister Sushilkumar Shinde reviewed security situation in Jammu and Kashmir. Heavy firing from the Pakistan side was reported late on Tuesday in the RS Pura and Pargawal sectors and continued for almost six hours throughout the night. The Pakistani troops fired mortars and rockets targeting BSF posts and nearby villages, reports said. A senior police officer later told reporters that the BSF trooper and others who were injured came under heavy shelling by the Pakistan Rangers on Indian positions last night. The Rangers violated ceasefire at 50 locations in the sector using 82 mm mortars, heavy weapons and automatics, a senior BSF officer confirmed. The BSF also strongly retaliated to Pakistan firing and heavy shelling. In view of the unprovoked firing and increased ceasefire violations from Pakistan, talks between the Director Generals of Military Operations (DGMOs) of the two countries have been put on hold for the time being. Prime Minister Manmohan Singh and his Pakistani counterpart Nawaz Sharif had agreed upon these talks when they met on the sidelines of the UN general body meeting in New York last month. Omar says war no solution to any issue, advocates for peace on borders
TANGDAR, OCT 23: Reiterating his continuous advocacy for peace and tranquility between India and Pakistan, Chief Minister, Omar Abdullah on Wednesday said that wars have never solved any issue and these only bring destruction and miseries. "No one in Jammu and Kashmir or in the Country is in favour of war as the wars are no solution to any issue", he said and added that friendship requires equal response from either sides. "Friendship is like the clap needing two hands to perform. PM's Beij visit: India, China to study economic corridor possibility


BEIJING: India and China today agreed to study the possibility of setting up an economic corridor spanning the two nations and covering Bangladesh and Myanmar. "Further discussions on concepts and alignment of the economic corridor are envisaged. Both India and China would continue to discuss with the other parties to this initiative, and hold the first BCIM Joint Study Group meeting in coming December to study the specific programs on building the BCIM Economic Corridor," said a joint statement. The statement was issued after apex-level talks between visiting Indian Prime Minister Manmohan Singh and Chinese Premier Li Keqiang. Pursuant to an understanding reached in May, India and China have each established a study group on the BCIM [Bangladesh, China, India and Myanmar] Economic Corridor. The leaders, the statement said, recognised that India and China are poised to enter a new stage of economic engagement based on pragmatic cooperation and mutually advantageous policies and practices. ROHIT SINGH RANA Speaking at Churu in Rajasthan Congress Vice President, Rahul Gandhi 'dropped' another strange statement saying like his grand mother and father he also could be assassinated. This he said, while commenting on the politics of Opposition BJP calling it "politics of hatred." Everybody has a right to air his views in a democracy and that too in a peculiar democracy of India, where most of the high profile politicians now come from political dynasties. If Rahul Gandhi is feeling insecure for his life, it is not a good thing at all. Why only Rahul, principally any citizen of India, if feels insecure, it is not a good thing at all. Despite it a fact also that hundreds of people fall victim to poverty, disease, hunger and other evils that come natural to mankind. Fate is immutable and what is destined is bound to happen, why Rahul fear death. It is a fact of life and whether there is politics of hate or love, people still will get killed, many naturally and few unnaturally. Hundreds every day get killed on roads, stabbings Maoist or terrorist firings. Whether there is BJP or not, people will die and that is the only truth in life. Rest is all fleeting and transient. Rahul hence need not to fear death because BJP is not managing the affairs of life and death, it is some other agency, far bigger than either BJP or Congress or two together. After all being projected as the young voice of India by the Congress strange to find him harp on death is like inviting evil omen. People wish him a long life and a natural final adieu not anything like assassination. His family has seen enough of it besides Congress men all over desire his family to increase. They have dreams of his marriage and his young toddler who too will bring with him or her, natural claim to leadership with sons of present Congress leaders paying obeisance at the Rahul scion's feet. It is easy to accuse BJP for the politics of hate but it is difficult to make an in depth soul searching. Congress too is not above board, when it comes to fan communal tension. In Rajasthan run by Congress, where Rahul made his futuristic revelations about his assassination, hundreds of communal riots have been reported. The killing of 4000 innocent Sikhs in 1984 is also a perpetual blot on the Grand Old Party. In UP where Muzaffarnagar riots took place, SP an ally of Congress messed things up, resulting into communal conflagration. Interesting to analyse his statement at Churu ---- "I was seeing my face in their grief. That is why I am against their (BJP's) politics ... What do they do. They will put Muzaffarnagar on fire, Gujarat on fire, UP on fire and Kashmir on fire and then you and we will have to douse that. This damages the country." Wonder how ill informed is the prospective Prime Minister about things in Kashmir. No BJP there, only Pak trained terrorists and separatists in full flow, yet to Rahul there is only one red rag visible is BJP and hidden in its bowels the 'biggest enemy of people' Narendra Modi. Another gem from Yuvraj's mouth demands attention "my grandmother was killed, my father was assassinated and perhaps I may also be killed one day. I am not bothered. I had to tell you what I felt from the heart." Unfortunately Rahul is on a suicidal course at a time when he ought to delineate about the future of India. He ought to be busy this time, enunciating about the problems facing the country. He does not speak on these issues. He has not spoken on terror, population, corruption, or many other problems. Whenever he takes a stand, he messes things up as he did with his "nonsense" statement regarding the Ordinance on tainted politicians. In one casual stroke of tongue, he rubbished his Prime minister and whole cabinet, inviting a mild rebuke from his mother about the words he chose, while commenting on the Ordinance. This way, he despite his good intentions made himself an object of ridicule. Following the same line of making himself an object of ridicule, his latest statement on his possible assassination, fits in well. He has not yet perhaps made a dispassionate study of why his grandmother was killed. BJP or it's so called "politics of hate" did not kill her; it was inefficient handling of matters that played a large role in the most unfortunate murder of Indira Gandhi. Similarly his father too was killed because Sri Lankan crisis was again ill managed by government of India. Today Tamils have been reduced to second class citizens in the the island nation courtesy grand distancing of India from Sri Lanka. However, these killing were despicable acts that will never be condoned. Equally is the nonchalance of men like Rahul to raise imaginary and emotive issues, to gain some sympathy from the public. How clear that Congress has sensed a decline in their fortunes hence resorting to emotive issues of assassinations of Indira and Rajiv is a new electoral strategy to garner sympathy votes. Least expected from the Congress Vice President, when with his age and freshness, he should have fired the imagination of Indians with a modern, futuristic outlook to propel India among first rate countries. Perhaps Modi charisma is wearing down Rahul or he is still immature for his job.

Shinde's 'befitting reply' sounds hollow!!!


For a change stern voices are emanating from the most important people in Government of India. The Union Home Minister Sushil Kumar Shinde while seeing the anger of the troops manning the borders and sensing the suffering of the thousands of displaced from Ramgarh, Arnia, Samba, Akhnoor, and other border areas gave a terse message to BSF to give befitting reply to Pakistan. Prima facie sounds good and inspiring but is it so, in reality. Few doubts still lurk and questions probe the mind for credible answers. In first place, it would have been encouraging for the Jawans of the BSF if Shinde would have visited the border posts and sought first hand report from the men manning the posts. Indian politicians do not have the first hand taste of borders or its challenges , he would have got that much needed feel of the challenges and in return made BSF Jawans look important. But that did not come by. To watch the border in an aircraft will not convince many, it is just short of a joy ride. Has the home minister, without any malice towards him, understood the need of troops, he would have already ensured that enough BSF Jawans are positioned, to give a stern reply to Pakistan. Strangely, only now, as per Shinde's statement additional troops are being rushed to JK border. How inspiring it would have been had the Home Minister made a departure from the drab protocol and security concerns to pass a night close to border. But that sense will never come in those who have only learned to rule us. RANASAHIB

Diwali arrangements discussed at Kathua
KATHUA OCT 23:- To discuss the arrangements for ensuing Diwali festival, a meeting was convened by District Development Commissioner, Kathua, Jitendra. K. Singh here at Kathua on Wednesday. He directed the authorities concerned to keep a strict vigil on the sale of the fire crackers and keep a check on whether the shopkeepers are following the guidelines laid down for the purpose including the provision of potable cease fires at their respective places. He directed the Fire and Emergency services department to keep the fire tenders ready to meet any eventuality. He said that committees constituted will keep a check on the quality and rates of eatables, sanitation, and encroachment in market places and other busy places in the town. He also directed the committees constituted to keep a check especially on the adulterated and synthetic milk products and seize and destroy them wherever found. He directed the PDD department to ensure uninterrupted power supply while the PHE department was directed to ensure the provision for regular water supply during the festival. He also passed instructions to PHE to keep the water tankers ready in case of water scarcity in any area. He also passed instructions to the traffic department to check the traffic congestion in the markets and also ensure smooth flow of traffic. DDC also framed a committee to fix the rates of essential commodities and also requested the representatives of business communities to display the rate list in their respective business establishments. He also directed the legal metrology department to keep a check on the weigh and measures especially during the festival season. He also directed the authorities to seize the polythene bags wherever they are being used. He directed the health department to remain equipped to deal with the cases of burn injuries and any other mishaps during the festival. Horticulture in Poonch district", he said adding that plants planted in different feasible areas of the district include Apple, Pear, Plum, Apricot, Walnut in temperature areas besides Olive, Pecannut, Peach, Apricot in sub-temperature zones and Citrus, Guava in SubTropical areas. Earlier, in his welcome address, the DDC Poonch said in order to improve the production, 27000 wild fruit trees have been top worked with improved cultivars through the youth trained by the horticulture department in the art of top working.

S U R A N K O T E (POONCH), OCT 23Minister for Housing, Horticulture and Housing Mr. Raman Bhalla, accompanied by Member Legislative Council Mr. Jehangir Hussain Mir, on Wednesday inaugurated 'Kissan Mela cum Walnut Fruit Show' here today at Government Degree College. The mela organised by Horticulture Department under Horticulture Mission witnessed participation of a large number of farmers, District Administration functionaries and representatives of political parties. As many as 40 stalls of Fisheries, Agriculture, Animal and Sheep Husbandry, Sericulture, ISM and other allied sectors were set up in coordination with progressive farmers. District Development Commissioner, Mr. Sajjad Ahmed Khan, Director Horticulture, Mr. Anil Kumar Sharma, Chief Horticulture Officer Mr. R K Koul, besides, State President Pradesh Youth Congress Mr. Mohammad Shahnawaz Choudhary, District President Mahila Congress Mrs. Parveen Sarwar Khan, sarpanchs, panchs were present in the mela. Addressing the farmers, Mr Bhalla asked the concerned functionaries to make every effort to tap horticulture potential in the area by supplying high yielding fruit trees to the farmers. He also called for creating awareness among the farmers about the incentives being offered under various horticulture schemes. He lauded the efforts of horticulture department for conducting such type of awareness camps to provide requisite information about scientific methods of fruit cultivation. He stressed on organising more such camps in other blocks of the district. The Minister said that the farmers were being motivated to use modern technology to improve their yield and stressed for close coordination between Horticulture officers and farmers to achieve desired results. He further announced that efforts are on income generating units help in developing cordial relationship between the department and the local people. The Minister said that the department was trying its best to reach out to all the farmers to assist them in increasing their production. Mr. Bhalla said that various innovative measures have been put in place to bring maximum area under the ambit of horticulture cultivation to improve the economic conditions of the farmers. The Minister further said that Poonch district having varied agro-climatic conditions, viz sub-tropical, sub-temperature and temperate has the the potential to produce different kind of fruits of great commercial value. 25 new WSSs at a cost of Rs. 52 Cr commissioned during current fiscal
SRINAGAR, OCT 23: In order to extend drinking water facility to uncovered areas across the Valley, the PHE Department commissioned 25 new Water Supply Schemes (WSS) during the current fiscal (ending September, 2013) at a cost of Rs. 52.08 crore. Besides, 747 major and minor WSSs are under execution at an estimated cost of Rs. 1424 crore in the Valley, which are at different stages of completion. The majority of areas of Kashmir Valley will be covered with the safe drinking water on their completion. Besides, as many as 508 schools have been provided the drinking water facility by the department during the current financial year. As a part of implementation of reformative measures, the Department has also installed as many as 627 water meters in commercial establishments across the Valley. The process of installation of water meters in the commercial as well in In view of continuous depletion of water resources, the Minister directed the engineers to take necessary measures for maintaining sustainability of existing sources. He stressed for developing check dams in all areas to improve the water table in all areas. He also called for formulation of comprehensive programme for upgradation of existing schemes to enhance their efficacy. Stressing the need for covering hundred percent metering in commercial as well as domestic establishments, the Minister said that all the concerned engineers will be made accountable under whose jurisdiction the performance will be poor. SRINAGAR, OCT 23: The modalities for 3- day Saffron Festival, commencing fromOct 29 at Dusoo in Pulwama district, were finalized at an officers meeting held under the chairmanship of Director Tourism, Kashmir Talat Parvez here on Wednesday. Officers of SKUAST (K), Agro Industries Development Corporation, besides representatives of Tour Operators of Kashmir and Saffron Growers were present on the occasion. Film show depicting the sowing and harvesting process of saffron, medicinal value of Saffron, plucking of saffron flowers by the tourists followed by a cultural show would be the main attractions of the festival. Agro industries will keep on sale and display the fresh and dry fruit products during the festival days. The Tourism Development Corporation (TDC) has already announced 50 percent discounts on lodging and boarding of the tourists and has made necessary arrangements for bringing tourists from Katra to the festival site while two buses would be kept at the disposal of Tour Operators for ferrying tourists to the festival site. Calling for maintaining close coordination, Talat asked all the officers of line departments to ensure fool-proof arrangements for making the festival a success. He said that a massive publicity campaign would be launched to woo the tourists and asked concerned to print and distribute pamphlets among the tourists at main tourist places well in advance. The Growers will offer rebate on saffron and will make growers aware about the benefits and medicinal values of the Saffron.

English football to receive big investment for grassroots development
LONDON: English football will receive 102 million pounds ($165 million) of investment in grass roots funding over the next three years, the Football Association (FA) announced on Wednesday. The effort involves the FA, the Premier League, the British government and the Football Foundation. The money will be used to develop new or refurbished facilities, beginning in mid-January. The FA said the investment was designed to increase participation in football. apathy of the civil administration and the police, there are social factors that have played a bigger role. Its easy for commentators in the electronic and print media to blame all ills on the mindset of the patriissues need to be addressed if change has to come about. The biggest casualty in all this is the education and the health of the girl child. The strongest incentive for a delayed marriage is education. In many families and village groups, the theory is gaining ground that a sound education for girls will help the parents in finding a good match for her, without their having to pay a large dowry. But this has unfortunately not caught on at the massive scale it should, and one reason for that is the lack of accessibility to higher learning for girls in rural India. There is also the issue of safety as the girls travel distances to get educated. Then, there are documented instances of a child bride ending up with physical complications during pregnancy and after. Children are still-born or severely malnourished. Its worse for the mother (still a child herself) if the new-born is a girl. This brings us to the vicious circle that engulfs the issue of girl child marriage. Its a mistake to consider the problem in isolation. As presentations that were recently made at an event organised by an NGO, Breakthrough, in Delhi, demonstrated, girl child marriage is in many ways linked to a host of issues such as gender discrimination, malnutrition, infant mortality rate, dowry, domestic violence and poor levels of education among females. While its not the argument that early marriage alone is responsible for all the problems, it undeniably is a major factor. The presence of a law against child marriage does not make the related issues disappear. The Government and social activists must collaborate to create synergy between the multiple departments, ranging from education to health to social welfare, and have a holistic plan of action, to tackle child marriages. Meanwhile, law enforcement officials should shed their lethargy and prejudice and crack down on violators of the Act. Fear of the law alone will not work, but, without it, social interventions will also have little success.

RETURN OF DIVISIVE BILL
The Congress-led UPA regime's intent behind reviving the Prevention of Communal and Targetted Violence (Access to Justice and Reparations) Bill, 2011, is what it was when it proposed the legislation back in May 2011: Divide society along communal lines and reap political harvest. The UPA's decision to bring the slanted Bill out of cold storage comes only months before the 2014 general election, at a time when the ruling coalition is faced with a strong anti-incumbency sentiment. It knows that it has wasted the mandate of the people it received in 2009, and the regime is now using the Bill as a rallying point to lure minority community voters to its fold. While it is far from clear whether this dangerous and cynical political strategy will convert into votes for the Congress and its allies, there is no doubt that it will widen existing social faultlines. Drafted by the Sonia Gandhi-led National Advisory Council, the Bill that claims to prevent communal violence is itself communal. It neatly divides society into one majority and one minority community, then proceeds on the outrageous assumption that it is always the former that attacks the latter no matter who the actual victims may be. Yet, as the Bodo-Muslim riots in Assam or the Muslim-Christian violence in Kerala or the tribal flare-ups in Odisha show, such simplistic assumptions do not reflect the complex reality of communal violence in a country as diverse as India. They only expose the insecurities of a regime that realises its days are numbered. Moreover, the anti-communal violence Bill is not just a blow to secularism; it also threatens India's federal structure. By allowing the Union Government to step in during a riot, the Bill impinges on the rights of the State Government, as law and order is a State subject. State regimes have long registered a strong protest and rightly argued that the Bill hampers their ability to respond to a communal flare-up and makes it difficult to prosecute the guilty. It is not that the UPA regime is unaware of these flaws. When the Government proposed the Bill in 2011, the legislation came under heavy criticism from all quarters and was summarily dismissed at an all-party meeting. It is safe to assume that, if presented in its original form, or even if tweaked a bit, it will meet the same fate. The Bill is also unlikely to stand legal scrutiny, given its unconstitutional premise of demarcating the population into majority and minority groups on the basic of religion, caste, language and ethnicity. In other words, the UPA knows that it will not be able to take the Bill to its logical conclusion. Why bring it up? The coalition would like us to believe the revival has been necessitated by the Muzaffarnagar riots. Yet, the violence in Uttar Pradesh was not because there were no laws to prevent a communal flare-up. It was sparked by the unabashedly partisan politics of the State's ruling party and blew out of control after the regime mishandled the situation. Besides, the Muzaffarnagar violence was neither the first nor the most deadly instance of communal unrest since the UPA came to power. Even between 2011 and now, there have been several equally terrible cases across the country, from Kanyakumari to Kashmir. But the UPA regime has only woken up now, and with a wrong solution.

ITS AN AGE TO PLAY AND STUDY. DO NOT KILL IT

Sometime last week, India refused to cosponsor a resolution in the United Nations Human Rights Council that called for an end to the practice of child marriage. The refusal shocked civil rights activists in the country and elsewhere, because only days before the resolution came before the UN body, New Delhi had enthusiastically supported the document. Officials offered many unconvincing explanations for the turnaround, including that the resolution had left the term, early marriage as vague. The Ministry for External Affairs spokesperson added, though, that India supported the objectives of the resolution. Unfortunately, because the development has created little buzz in the television-driven news media, the Government has got away without much public opprobrium. If the country did indeed support the objectives, why did it fail to co-sponsor it? By doing so, it has send across a negative message that we are not willing to bite the bullet. India has the worlds largest number of child brides 24 million and among the worst records in punishing the perpetrators of the crime. After all, child marriage is expressly illegal. The Prohibition of Child Marriage Act, 2006, which came into effect from January 10, 2007, provides for rigorous imprisonment up to two years or a fine of one lakh rupees or both to those who perform, conduct, direct or abet child marriage. Yet, we have not heard of many cases, if at all there have been some, where people have been hauled up even, let alone convicted, for the crime. This is strange given that child marriages happen in the country almost every day. The proliferation of child marriage is especially worrisome in the case of the girl child. According to statistics, nearly half of all girls are married before they turn the legal age of 18. In States such as Bihar, the situation is worse. Close to 70 per cent of the girls are married off before they reach 18 years of age, while 48 per cent are made to tie the knot before they turn 15 years of age. Experts estimate that by 2030, more

than 130 million young girls in South Asia will be married early. A large, indeed the majority, number will come from India. One had expected that the grim reality would have driven New Delhi to co-own the UN resolution. After all, several countries such as South Sudan, Yemen, Honduras and Ethiopia all having a high child marriage figure have adopted the document to demonstrate their commitment to tackling the social evil. By contrast, many South Asian countries such as Pakistan, Nepal, Sri Lanka and Bangladesh, along with India, did not co-sponsor the move. Nobel laureate and social activist Archbishop Desmond Tutu had in an interview more than a year ago remarked that only a concerted and coordinated effort by political, religious, village community and business leaders can reverse the situation in India. He pointed out that even the GDP growth rate would spiral upward if the latent power of an empowered female class were to be unleashed. But that wouldnt be possible if girls keep getting pushed into early marriages, thereby thwarting progress in their education and health, and aborting their contribution to social growth. The legal machinery in the country has failed to rise to the occasion for a variety of reasons. While one of them certainly is the archal class that has a stranglehold on society. But non-Government organisations, who have been working at the grassroots levels and interacting with people, will tell a different story which is closer to reality. Lets begin with the basic question: Why would parents want to marry off their lessthan-18-year-old daughter, even when they know that doing so is a crime? The answers are many and they hold the key to developing a meaningful intervention. The first is that the parents may be too poor. They realise that the more they delay the girls marriage the more dowry they will have to end up paying. Poverty also leads the parents to get rid of an extra mouth to feed. The second reason is peer pressure. Village societies even today frown upon cases where, for instance, 17-year old girls remain unmarried. All sorts of stories get circulated against the girl and her parents. Early marriage is a way out to pre-empt such fate. Village elders also raise the spectacle of the girl going haywire if she remains unmarried after she has developed the physical faculties. Finally, given the unsafe environment (rising incidents of sexual assault) that girls and women find themselves in, parents are unwilling to take chances and prefer to discharge their responsibility at the earliest. All these

AN INDIA SHUTDOWN? PERHAPS NOT

While in India, all the political parties seem to be focussed on the Lok Sabha election of 2014, in the US, now after the end of the two-week long Government shutdown, people are evaluating the performance and also discussing the future of both the Republican and the Democratic parties for the mid-term cycle of poll scheduled for 2014. In India, the Times Now, India TV and C-Voter survey, which was conducted between August and October, predicts that the Congresss seats in the Lok Sabha will fall from 206 in the 2009 election to 102 in the 2014 election, and that the BJP is expected to increase its seats to 162 seats from 116 in 2009. But the survey also says that no party would be able to secure a clear majority to stake its claim to form the Government. Therefore, the parties would have to rely on the support of the regional parties to form the Government, which in return would force them to get exploited and manipulated by these regional parties. The BJPs election propaganda is revolving around Gujarat Chief Minister Narendra Modi, who is being projected as a saviour of the party. The Congresss propaganda is centred on Mr Rahul Gandhi and the various public welfare schemes his party has launched. As we have seen, Parliament is not allowed to function for days together due to the lack of coordination and cooperation among the main national parties. There are media debates and criticism for such impasse, but somehow the deadlock is always resolved national economic image and prestige. Nevertheless, the shutdown was also not liked and appreciated by a majority of the people, so much so that some eminent American scholars, in sheer hopelessness and frustration, described the present Congress as a greater danger to national security than the threat from Al Qaeda! So, if the coordination and understanding between the two parties is lost, the same situation might surface once again the following year. The people also feel that, to create such a situation yet again and that too so soon after the last one would be sheer folly on the part of the political parties, as this crisis has not lead them anywhere. The US system of governance, while providing immense powers to the President and the Opposition party, has a great role to play in effective functioning. But the lack of coordination among the three branches of Government and political parties, can also clip Mr Obamas powers and cripple the system. In a way, the US example provides a lesson to India. At the same time, it gives us an opportunity to evaluate the performance of the political parties and the public and the media reaction to it.

OMAR SAYS THE RIGHT THING


People who had despaired of Jammu & Kashmir Chief Minister Omar Abdullah's advocacy of peace and dialogue even as Pakistani troops continue to shell Indian posts along the Line of Control, have received a pleasant surprise. Mr Abdullah said on Monday that India must consider other options to counter Pakistan's violation of the ceasefire agreement. He added, for good measure, that India can meet fire with fire. Perhaps it had to do with the occasion (he was speaking on Police Commemoration Day), or maybe Mr Omar Abdullah is really frustrated by Pakistan's continuing offensive that has disrupted normal life in villages along the borders. Whatever, he has voiced the sentiments of millions of Indians who believe increasingly that India is getting nothing but more humiliation by continuing to talk with Pakistan. After all, regardless of the much-hyped meeting between Pakistan's Prime Minister Nawaz Sharif and his Indian counterpart Manmohan Singh in New York and repeated assurances by the former that he wants to erase enmity between the two countries, Pakistan's Army continues to rain rockets and mortars on Indian territory in Jammu & Kashmir. Either Mr Sharif is not in charge of his Army or that he is complicit in the offensive. It may be a bit of both. But, unless the Congress-led UPA Government summons the courage to call a spade and spade and then act accordingly, Pakistan will continue to get away. It is ridiculous for the Indian Prime Minister to sob on the US President's shoulder over Islamabad's misdeeds when he and his regime show no determination whatsoever to take harsh steps. That determination was completely missing when Mr Singh recently met Mr Sharif. He meekly agreed to a proposal for an early meeting at the level of Director-General of Military Operations of both the countries to resolve the crisis along the LoC, but did not bluntly tell Pakistan that New Delhi would respond forcefully, matching fire with fire, as Mr Abdullah has said, if his troops did not end their attacks. Neither did the Indian Prime Minister categorically state that trade and other exchanges would be grounded if Pakistan failed to check the incidents along the border. The Chief Minister has in a way articulated what Union Minister and his father Farooq Abdullah has been stating for some time now: That Pakistan must be given a befitting reply, not just for the current violations of the ceasefire but also for aiding and abetting terror activities on Indian soil. It remains to be seen whether the Chief Minister will stick to his new-found aggression, which, even his strident critics must admit, is grounded in reality. The problem is: Mr Omar Abdullah gets tempted too often to strike a note which is discordant with that of national sentiment. One example is his remark on the accession of the State to the Indian Union. As an elected leader, he must not fall in the trap that the separatists have laid for him.

There are lessons that New Delhi can learn from the US shutdown. One is that both the Government and the Opposition must work together when it concerns national interest. So far, our parliamentary system has served us well in such crises
in an all-party meeting. This is the beauty of the parliamentary system, which critics claim is a rather unstable system. But, a look at what has happened in the US over the last couple of weeks shows that the Federal Government was forced to shut down for almost two weeks by the stubbornness of the Republican members of the House of Representatives. In India, such logjam is a rare phenomenon. Should such a thing take place, the Government and Parliament would be dissolved and elections announced. But, being a presidential system and following the checks and balance procedure, such deadlock is not unnatural for the US. However, the US seemed amply disturbed by it as the event has adversely affected the countrys interThe public anger was reflected in a poll sponsored by NBC News and Wall Street Journal, conducted between October 8 and October 12, and reported by The New York Times which showed how the shutdown took its toll by tarnishing the Republican Partys image among the people. Seventy per cent of respondents shared the opinion that the Republicans in Congress had forwarded their own political agenda without thinking about the welfare and fate of the country. Actually most of the respondents thought that the Republicans compromised nations interest while pursuing their own interest. The shutdown has led 47 per cent of the people to have negative feelings about the Tea Party, with just 21 per cent of Americans having a positive opinion about this group. The New York Times has also published the findings of the Pew Research Report survey about the possibility in 2014 election and the growing unpopularity of the Congress members after this shutdown. According to this survey, 74 per cent of registered voters said that most members of the Congress should not be re-elected in 2014. According to this report the Democrats have secured a six-point edge over the Republicans: 49 per cent of the registered voters said that they would vote for the Democratic candidates in their districts, while only 43 per cent showed a leaning toward the Republican candidates. There is also a general feeling that the Republicans have failed to fulfil their commitments and promises which they have made to the American people. Therefore, after keeping the Government on its toes for nearly two weeks, the Republicans Uturn on the shutdown is being seen as their surrender in the fight against President Barack Obama on the issues of budget, healthcare and the nations credit. The Americans also have a feeling that the Republicans actually neither gained anything substantial out of the shutdown nor did their prestige and popularity improve. The Republicans could not make any dent or cut on Mr Obamas healthcare budget, but they could only create immense loss to the economy and American prestige worldwide. But as per the deal signed by the two parties, the budget ceiling would last till January 15, 2014 and it would re-open on February 7, 2014.

Dear Editor, The write up is in response to a news item captioned Tarigami expresses dissent on Bill seeking hike in legislators pension which appeared in your esteemed daily (KT: October 14, 2013). Tarigami has lauded Governors decision of returning the bill. CPI (M) Secretary M Y Tarigami is the only upright MLA, who has expressed dissent on the bill seeking hike in legislators pension with retrospective effect. Is this an appropriate time to increase legislators pensioners benefits, is a question being posed by people which needs an answer from the government. Does democracy exclusively stands for royal ruling class and the people in general are made to bear the brunt of wrong policies and programmers of the state government. Law makers quite often enjoy a free hand in fixing and hiking their salaries, pensions and other luxurious perks without any yardstick/rationale. Wrong policies, non-transparency and unaccountability are the reasons behind fiscal crunch and mess. None is listening to the voice of reason akin to proverb, Poor mans voice is never heard against the rich. Let the state government have an honest introspection for its own orders and commitments. Dear Editor, Recently the Union Home Minister Sushil Kumar Shinde in context of resolving Kashmir issue said, There has been a stand since the period of Pandit Jawahar Lal Nehru on Jammu and Kashmir that Kashmir is ours...No third party thing can happen. Anything that has to happen has to happen bilaterally. Most of the government representatives are very selective in picking up historical facts, according to their convenience and political vision and some times they manipulate the reality according to their political interests. They always talk about Kashmir as bilateral issue, but they never talk about the plebiscite promised by Pandit Jawahar Lal in United Nations in 1947. Politicians of our country should learn that in a democratic setup opinion of people is very important and in the case of Kashmir dispute from very beginning they always ignore the opinion of people of Jammu and Kashmir. They should understand one thing that any place belongs to its people and if you ignore their will, nothing is going to resolve. To resolve the problem they have to talk to people of Ladakh, Kashmir, Jammu, people from erstwhile Doda district, Paharis, NWFP, Gujjars and Bakarwals, Kashmiri migrants, refugees from Poonch, Mirpur, Muzaffarabad, etc. Without considering their wills and wishes any solution will be incomplete. State relaxes deputation norms


THIRUVANANTHAPURAM, OCTOBER 23: The Cabinet on Wednesday decided to relax austerity measures in respect of deputation of government servants to public sector undertakings and local self-governments. The stipulation that the post in parent department will not be filled on deputation stands withdrawn. Deputation will be permitted only to posts sanctioned initially in local self-governments and public sector undertakings. The staff on deputation will have to be returned to their parent departments upon their promotion. The period of deputation will be extended only with consent of the parent department. Though public sector undertakings and local selfgovernments are permitted to appoint professionals, appointments should be done only with prior permission of the government. Briefing the media, the Chief Minister said the restrictions on deputations were modified following talks with employees unions who had made a representation to the government seeking changes. Replying to questions, the Chief Minister said the report that Additional Director General of Police T.P. Senkumar had misrepresented his caste for getting IPS selection was wrong. He was an Ezhava and this was recorded in his SSLC book. However, he got selected [to the IPS] in the general category. The government would not countenance propaganda to demoralise officials. Mr. Chandy said that the government was against incarceration of PDP leader Abdul Nasir Maudani without trial. However, he was not going into the merits of the case as it was sub judice in another State. The government would decide on its stand on his bail petition before the Supreme Court later, now that the State had been made a party to the case, Mr. Chandy said. There was no cause for concern regarding Maoist activities in the State. However, reports about their presence in the State could not be taken lightly, he added.

AHMEDABAD: A team of Shahibaug police arrested a 36-year-old man for his involvement in more than 20 car break-ins in both eastern and western city parts, early on Tuesday morning. Police recovered 10 laptops and 11 mobile phones from his residence. According to Shahibaug police, a team was on patrol near Camp Hanuman area at 2 am on Tuesday, when they spotted a scooter rider. As he did not stop on being asked, police got doubtful and nabbed him after a brief chase. When questioned, police got to know that the man, identified as Santosh Dubey, 36, a resident of Amdupura, was involved in a number of thefts."Working as a driver with a firm in Vatva, Dubey opened developed master keys for various car brands and out of curiosity applied it to random cars. When it worked, he employed his newly-found skill for stealing valuables kept in parked cars. He confessed that he stole valuables from areas such as Vastrapur, Satellite, Shahibaug, Madhavpura and Navrangpura. While not out of money or job, he found the theft as easy way to get money," said a Shahibaug police official. He not only found laptop bags and wallets in the cars, but also a huge stash of identity documents such as driving license and PAN cards along with credit cards and debit cards.

The Congress Central Election Committee has given a green signal to party candidates on 194 seats and the party will announce its list of candidates in a planned manner from October 25 onwards, partys state in-charge secretary Sanjay Nirupam said in Indore on Wednesday. He also said that Prime Minister Manmohan Singh and UPA Chairperson Sonia Gandhi will address a number of poll rallies in the state before the elections. However, he did not provide details of their proposed visits to the state. Congress Vice President Rahul Gandhi will address two rallies on Thursday at Rahatgarh in Sagar district and Indore, he said. NEW DELHI, OCTOBER 23: Attorney General and the Law Ministry are not on the same page over a move to keep political parties out of the ambit of the RTI Act. This came to the fore at a meeting Parliamentary panel examining the measure. Deposing before the Standing Committee on Law and Personnel here yesterday, Law Secretary B.A. Agarwal and other senior government officials defended the RTI (Amendment) Bill, 2013 while AG, G.E. Vahanvati had a contradictory view. Government officials said a shield was necessary to keep political parties out of the ambit of the RTI Act. They are understood to have cited the explanation in the bill introduced in the Lok Sabha in August. The explanation on the bill reads: The government considers that the CIC has made a liberal interpretation of Section 2(h) of the said (RTI) Act in its decision. Declaring a political party as public authority under the RTI Act would hamper its smooth internal working...further, the political rivals may misuse the provisions of RTI Act... But appearing before the Committee, AG Vahanvati is learnt to have said that political parties can come under the ambit of the transparency law as there were sufficient provisions in the RTI Act to shield political parties from undue harassment by rivals as feared. In its June 3 order, the CIC had termed Congress, BJP, BSP, NCP, CPI and CPI(M) as political authorities. The Right to Information (Amendment) Bill, 2013 seeks to insert an explanation in Section 2 of the Act which states that any association or body of individuals registered or recognised as political party under the Representation of the People Act, 1951 will not be considered a public authority. Committee Chairman Shantaram Naik refrained from commenting on evidences given by officers or the AG, but said, All the views placed before the Committee would be looked into while drafting the report. Meanwhile, sources in the committee said the panel would also examine as to whether the CIC order brining political parties under the ambit of the RTI is binding or not. Since the CIC order came on June 3, the amended Act will come into force with retrospective effect from that date. As of now, the CIC order is operational, meaning people are free to seek information under the RTI Act from political parties. Government was forced to refer the Bill to the Standing Committee in the wake of opposition to the proposed amendment to the RTI Act from NGOs, civil society and information activists who claimed that it will defeat the very purpose of the transparency law. BJP too had opposed the contents of the Bill and wanted it to be referred to a Parliamentary panel for wider consultations.

Taking a dig at BJP, Mr. Nirupam said it was unfortunate that the saffron party has only one leader (BJPs prime ministerial candidate Narendra Modi) in its fold while Congress has a long list of such leaders to whom people wanted to listen. He said the party will corner the state BJP government on issues of roads, power, corruption, malnutri-

In a suicide note, Prathima said she withheld her real age from Vasant before marriage. Later on learning she was older to him by a year, Prathima told Vasant the truth, straining their relationship. In her note, Prathimia said she decided to take the extreme step as she was depressed over the turn of events.Her body was found hanging from the roof in the main hall of the house in Supraja Nagar, Konanakunte Cross. Her father-in-law was the first to spot the body.Police said Prathima may have come out of her bedroom at night, locked the room from outside before committing suicide in the hall. Man and parents held over wife's death A cabbie and his parents have been taken into custody after his 19-year-old wife was found hanging from the roof of her house under mysterious circumstances on Monday evening. Vidyashree married Nagaraj five months ago and was living with his family in Sunnadakallu Palya, near Uttarahalli.Shivanna, Vidyashree's father and a native of Maddur, filed a complaint with police that the suicide was a cover-up. He said his only daughter, being harassed for dowry, was assaulted and strangled to death. Acting on the complaint, Nagaraj and his parents were taken into custody.Nagaraj, however, claimed in his statement that he found Vidyashree hanging in their bedroom on Monday, 6.30pm. He rushed her to a nearby hospital where she was declared brought dead. NEW DELHI, OCTOBER 23: The controversial Rs. 3,600 crore contract for procuring 12 helicopters to ferry VVIPs is moving towards cancellation. The Defence Ministry has issued a final show cause notice to Anglo-Italian firm AgustaWestland for cancelling its contract for alleged violation of the terms of contract. The notice, issued by the Defence Ministry on Monday, has asked AgustaWestland to explain why ``all or any action as prescribed, including cancellation of the contract, should not be taken against them for violating the terms of the preintegrity pact and the contract for procurement of 12 VVIP choppers. The UK-based firm has been given 21 days to reply to the notice, Defence Ministry sources said here. The VVIP chopper contract is being probed by the Italian agencies as well as the Central Bureau of Investigation (CBI) for payment of alleged kickbacks to some Indian citizens, including former Indian Air Chief SP Tyagi. The Defence Ministry has stated that because of the integrity pact, it can get back all the money paid by it for the deal. India has put on hold the further delivery of choppers and payments. The

firm had already given delivery of three choppers to the Indian Air Force. The final show cause notice came within days of Swiss resident Guido Ralph Haschke, an alleged middleman named by the Italian investigators, being arrested on charges of bribery. It has been alleged that Finmeccanica, the parent company of AgustaWestland, had used the services of middlemen, including Haschke to bribe Indian officials. On its part, the company had said last week that it has invoked arbitration proceedings against the Defence Ministry for ``unilaterally freezing the deal.

Radia tapes: CBI registers 8 fresh preliminary enquiries


NEW DELHI, OCTOBER 23: The CBI on Wednesday registered eight more preliminary enquiries (PEs) in connection with issues related to intercepted phone calls of lobbyist Niira Radia against former Jharkhand Chief Minister Madhu Koda, Reliance Industries Limited (RIL) and others in separate cases. A PE looking into alleged irregularities in the allotment of iron ore mines at Ankua, Singhbhum district of Jharkhand to Tata steel has been initiated, CBI sources said, adding Mr. Koda, who is out on bail in a corruption case, and unknown officials of Jharkhand government have been named as accused. Tata Steel spokesperson said it was too early to respond. The sources said another PE has been registered against the then Directorate General of Hydrocarbons (DGH) V K Sibal, RIL and other unknown persons in connection with alleged favours shown by the DGH to RIL and the quid-pro-quo. Mr. Sibal did not respond to messages seeking his reaction. The RIL spokesperson declined to comment. A PE has also been started in connection with alleged working of touts and middlemen and kickbacks in the aviation sector in against Radia, Ramesh Nambiar, a former Air India official, Deepak Talwar and unknown officials of Ministry of Civil Aviation. Another PE has also been initiated against Ms. Radia into alleged market manipulation and hammering of stocks of Unitech. Ms. Radias spokesperson also declined to comment.

Murder accused on bail hacked to death in Kancheepuram


CHENNAI: A 31-year-old man who was an accused in two murder cases and an attempt to murder case was hacked to death by a five-member gang at Thirukalimedu in Kancheepuram on Tuesday night.P Manikandan alias 'Don' Mani was confronted by the armed gang near his house in Kavarai Street at 7.40pm on Tuesday. Manikandan tried to flee and cried for help. Before the residents in the area gathered to rescue him, the assailants hacked him and left him in a pool of blood.Neighbours and his family members took him to Kancheepuram Government Hospital where he was declared brought dead.Manikandan, an undertrial in connection with the 'Auto' Raja murder reported at the Vishnu Kanchi police station in 2012, came out on bail a week ago. Manikandan was also allegedly involved in another murder case and an attempt to murder case in Kancheepuram. Police suspect that the relatives of the Auto Raja are behind his murder. Kancheepuram taluk police inspector M Palani has registered a murder case and launched a hunt for the assailants.

A Chartered Accountant Rajiv Gupta, unknown public servants and private persons have been named in a PE for alleged criminal misconduct in respect of surveys and raids conducted by Income Tax department, the sources said. Another enquiry related to payment of illegal gratification paid to IT officials to get the works done has also been initiated against unknown public servants and private persons, they said. A Supreme Court bench headed by Justice G S Singhvi had identified 23 issues which were framed by an apex court-appointed team on the analysis of the tapped conversations of Ms. Radia with bureaucrats, politicians, corporate tycoons and scribes. It then ordered a CBI probe into 14 issues last week. The bench said, The subjects mentioned...are prima facie indicative of deep rooted malaise in the system of which advantage has been taken by private enterprises in collaboration/connivance with the Government officers and others.

BEIJING, OCTOBER 23: India and China on Wednesday signed a new agreement to strengthen cooperation on transborder rivers that is aimed at allaying Indias concerns over new dams on the Brahmaputra and facilitating the exchange of flood data. The agreement, signed after talks between Prime Minister Manmohan Singh and his Chinese counterpart Li Keqiang, said both countries agreed to strengthen their cooperation further on the trans-border rivers through the existing Expert Level Mechanism to provide flood-season data and emergency management. Under the new agreement, the Chinese side agreed to provide more flood data of Brahmaputra river from May to October instead of June to October that was in vogue under the previous agreements river water agreements in 2008 and 2010. India has expressed concerns over Chinas plans to construct more dams which New Delhi fears could restrict the flows of the Himalayan river flowing from Tibet. China for its parts assured India that its dams are run of the river projects not

designed to hold water. In addition to the river water agreement, India and China inked several agreements on establishment of Nalanda University at Rajgir in Bihar for which China is one of the participating countries. The side also signed agreements to

strengthen cultural exchange programme, Cooperation in Road Transport and Highways, Chinese power equipment service centres in India and agreements to establishing sister city relationships between Delhi-Beijing and Bangalore and Chengdu and Kolkata and Kunming.

VATICAN CITY, OCTOBER 23: Pope Francis temporarily expelled a German bishop from his diocese on Wednesday because of a scandal over a 31million-euro project to build a new residence complex, but refused popular calls to remove him permanently. The Vatican didnt say how long Bishop Franz-Peter Tebartz-van Elst would spend away from the diocese of Limburg and gave no information on where he would go or what he would do. It said his fate would ultimately be decided by the outcome of a church commission investigation into the expenditures.It said Limburgs vicar general, the Rev. Wolfgang Roesch, who had been due to take up his duties on Jan. 1, would start immediately and would run the diocese during Tebartz-van Elsts absence.At the centre of the controversy is the 31-million-euro ($42 million) price tag for the construction of a new bishops residence complex and related renovations. Tebartz-van Elst has said the bill was actually for 10 projects and there were additional costs because of regulations on buildings under historical protection. The Limburg scandal has been front-page news for weeks in the country where Martin Luther launched the Reformation five centuries ago in response to what he said were excesses and abuses within the church. The perceived lack of financial transparency has also struck a chord since a church tax in Germany brings in billions of euros a year to the German church.The head of the German bishops conference, Archbishop Robert Zollitsch, had been particularly blunt in his criticism of the expenditures and the credibility problem it was causing the church. He has said the church commission would investigate the costs of the renovation, the financing and how decisions about the restoration evolved. Canon lawyers are to determine if Tebartz-van Elst violated church law regarding the use of church money, he said.The decision on the expulsion was taken after Francis met in the past week with Zollitsch and Tebartz-van Elst. The Vatican stressed that Francis took the decision based on continuous and objective information, suggesting that the Vatican wasnt being swayed by the popular outcry over the scandal. At the same time, though, Francis has made clear he expects his bishops to live simply, setting as an example his own humble lifestyle. In a statement, the Vatican said the situation in the diocese had become such that Tebartz-van Elst at the current time cannot exercise his episcopal ministry.Pending the results of the commission of inquiry, the Holy See considers it opportune to authorize (Tebartz-van Elst) a period of time away from the diocese, the statement said. A bishop being sent away from his diocese is very much in keeping with the churchs legal tradition of making a public reparation for a scandal done to the church. While the circumstances were vastly different, the Vatican earlier this year sent a Scottish cardinal away from his diocese after he admitted to sexual misconduct. Germanys main lay Catholic group, the Central Committee of German Catholics, praised the decision as creating the necessary space to clear up completely and firmly the events in Limburg, said the groups head Alois Glueck. PARIS, OCTOBER 23: French President Francois Hollande called for cooperation between the United States and French intelligence services in the wake of revelations about widespread spying by the United States on French citizens. Mr. Hollande said he had told U.S. President Barack Obama that France had a responsibility to know everything about the surveillance, government spokeswoman Najat Vallaud-Belkacem said after a cabinet meeting. The French leader also demanded that all the information to which former consultant [Edward] Snowden may have had access be handed to us, so that we can be fully briefed, she said, adding that Mr. Obama had agreed to the request. The two leaders also concurred that spying operations should be supervised and that the supervision, in order to be effective, had to be carried out bilaterally, the

BAGHDAD, OCTOBER 23: At least seven people were killed Wednesday in a suicide bomb attack which targeted the Iraqi police in Iraqs western province of Anbar, a provincial police source said. The attack occurred in the morning when a suicide bomber drove an explosives-packed truck into a police checkpoint on a bridge near the city of Rutba, some 370 km west of the Iraqs capital Baghdad, the source told Xinhua on condition of anonymity. The huge blast destroyed part of the bridge on the highway outside Rutba, and killed four policemen and three truck drivers who were crossing the bridge, the source said. The city was the scene of deadly suicide attacks late Tuesday night when dozens of gunmen and suicide bombers attacked security checkpoints in and around the city, killing at least 12 security members and wounding 20 others.

Thousands gather in Cambodian opposition protest


PHNOM PENH, OCTOBER 23: Thousands of Cambodian opposition supporters began a three-day rally on Wednesday to protest what they say was a rigged election and the illegitimate return to power of Prime Minister Hun Sen. The rally was the latest demonstration in a three-month opposition push to demand an independent probe into alleged cheating during the July 28 vote. More than 1,000 police and soldiers were put on duty for the protest, which authorities have said they will allow as long as there is no violence. Military police spokesman Kheng Tito has said authorities will take a softer line on this rally than on one in September when clashes with police left one man dead and several injured. Opposition leader Sam Rainsy assured the protest would be peaceful. We are organizing the demonstration today to find the truth and justice for the voters. We cannot bury these election irregularities by pretending we dont know about them, he said. We are sure that there will be no violence. If there is any violence, it will not come from us.Official election results extended Mr. Hun Sens 28-year rule and gave his party 68 seats in parliament compared to 55 for the opposition Cambodia National Rescue Party. The CNRP says it was cheated out of victory and has boycotted the new session in parliament in protest. On Wednesday, protesters were scheduled to march to the U.N. human rights office in Phnom Penh to deliver a petition calling for international intervention in the election dispute. The opposition says that some 2 million supporters have thumb-printed the petition addressed to the U.N. and several foreign countries. Cambodias donors and other countries should publicly press the Cambodian government to set up an independent, internationally assisted investigation into disputed national elections in July 2013, the New York-based rights group said. The groups Asia director, Brad Adams, criticized France, Australia and Japan for sending congratulatory letters to Prime Minister Hun Sen, saying in the statement that democratic leaders should skip the congratulations and instead insist on an independent investigation into malfeasance at the polls.

LAHORE, OCTOBER 23: A petition has been filed in a Pakistani court requesting it to allow the Taliban open their office in the country in order to hold peace talks with the Nawaz Sharif government. Advocate Kashif Mahmood Sulemani filed the petition on Tuesday in the Lahore High Court, making ministries of interior defence and finance respondents in the case. Earlier, Pakistan Tehreek-i-Insaaf chairman cricketer-turned-politician Imran Khan had asked the federal government to allow Taliban to set up their office in Peshawar so that peace dialogue with them could be facilitated. He had cited the example of establishing Afghan Talibans office in Qatar. The petitioner says allowing Taliban to set up their office in Pakistan would help start and facilitate the dialogue process. According to charter of United Nations, no sanctions can be imposed on Pakistan for holding talks with Taliban, he asserts. He says: Surgical strikes against Taliban in Pakistan is a grave mistake. Pakistan has been suffering a huge economic and human loss since it joined the US war on terror after 9/11. The petitioner prays to the court to direct the federal government to allow Taliban set up their office in Pakistan and start peace dialogue with them without any delay.

Rupee snaps 3-day losing trend, State Bank to get Rs.2,000 cr capital infusion ends 6 paise up at 61.59 vs USD
MUMBAI, OCTOBER 23: Snapping a three-day downward move, the rupee on Wednesday ended six paise higher at 61.59 versus the dollar on hopes that weak US jobs data would result in the Fed extending its economic stimulus. However, the hefty initial gains of the rupee, which had jumped to 61.05 intra-day, were substantially erased on month-end demand for US dollars from private oil firms and some defence related purchases, amid fall in domestic stocks. The rupee resumed sharply higher at 61.10 per dollar as against the last closing level of 61.65 per dollar at the Interbank Foreign Exchange (Forex) Market and moved up further to 61.05 per dollar. However, the rupee failed to maintain initial gains and ended at 61.59 per dollar, clocking a marginal gain of six paise or 0.10 per cent from its last close. The rupee had fallen by 42 paise or 0.69 per cent in previous three days. Rupee was seen opening on a very strong note supported by dollar weakness and a rally in global stock markets. However, later during the day dollar demand by private oil company and by defence put pressure on the rupee. In addition to this, Indian stock markets were seen trading in red, said Abhishek Goenka, Founder & CEO, India Forex Advisors. US data showed on Tuesday that employers there added 148,000 workers in September lower than the 170,000180,000 jobs estimated by experts. This spurred speculation that the US Federal Reserve will not cut economic stimulus this year. The $85-billion-a-month stimulus has led to a surge of capilysts said. New Yorks main contract, West Texas Intermediate (WTI) for delivery in December, slipped 16 cents to $98.14 a barrel. Pramit Brahmbhatt, CEO, Alpari Financial Services, India said: Today rupee gave up (most of) its gain after a strong opening as dollar index traded positively throughout the day and local equities also closed on weak note which further dented the Rupee movement. The trading range for the USD/INR pair is expected to be within 61.00 to 62.50. Forward dollar premiums reacted downwards on fresh receipts from exporters. The benchmark six-month forward dollar premium payable in March moved down to 223227 paise from Tuesdays close of 225-1/2-230 paise and farforward contracts maturing in September also eased to 448452 paise from 449-454 paise. NEW DELHI, OCTOBER 23: The Finance Ministry, on Wednesday, announced that it would infuse Rs.14,000 crore capital in various banks this fiscal, including Rs.2,000 crore in State Bank of India and Rs.1,800 crore each in IDBI Bank and Central Bank of India. Apart from the capital support from the government, public sector banks have the headroom to raise Rs.10,000 crore from the market though rights issue, qualified institutional placement (QIP) or follow-on public offer (FPO) without diluting the existing government stake. Financial Services Secretary Rajiv Takru said the money had been given to enhance equity capital. For the moment, this was good enough to see them through, he added. The Finance Minister, P. Chidambaram, had, on Tuesday, indicated that the government would be allocating Rs.14,000 crore through budget. Other than this, bank boards could take decisions on how they want to raise additional equity. They have three options rights issue, QIP, and FPO. In any case, we have made amply clear that they could proportionately tap the outside market, and increase equity. The banks will be able to generate Rs.10,000 crore, Mr. Takru added. Indian Overseas Bank would get Rs.1,200 crore, and Punjab National Bank Rs.500 crore. The second round of capital infusion may come in the fourth quarter of the current fiscal, depending upon banks requirements. We will be giving them more after judging their performance based on concessional lending towards home, auto and consumer durable, he said. Mr. Takru said SBI would be raising the funds proportionately. ``The government has 62 per cent stake. So, they can raise funds from the market up to 38 per cent, he said. SBI board is meeting on October 30. Twin objective The capital infusion had been done with the twin objective of adequately meeting the credit requirement of the productive sectors as well as to maintain regulatory capital adequacy ratios in public sector banks (PSBs). The government, as the majority shareholder, was committed to keep all PSBs adequately capitalised, a statement issued here said. Infusion of capital by government in PSBs is in addition to their internally generated capital to enable them maintain a comfortable level of Tier-I capital. Towards this end, the government had been infusing need-based capital in PSBs, the statement said. An amount of Rs.12,517 crore was infused in 13 PSBs during 2012-13. During the current fiscal, Bank of Baroda will get Rs.550 crore, Canara Bank Rs.500 crore, Allahabad Bank Rs.400 crore, and Dena Bank Rs.700 crore. Besides, Bank of India will get Rs.1,000 crore, Corporation Bank Rs.450 crore, Union Bank of India Rs.500 crore, United Bank of India Rs.700 crore and Oriental Bank of Commerce Rs.150 crore.

MUMBAI, OCTOBER 23: The Naresh Goyal-run Jet Airways on We d n e s d a y reported a eight-fold jump in losses at Rs. 891 crore in the September quarter due to the fall in rupee and poor market conditions coupled with grounding of some of its aircraft. The airline company, which sold 24 per cent stake to UAE carrier Etihad in April, had reported loss of Rs. 99.7 crore in the same quarter a year ago. Net income, however, rose marginally to Rs. 4,194.7 crore in the quarter ended September 30, 2013 from Rs. 4,137.63 crore a year ago, Jet Airways said in an exchange filing this evening. On a consolidated NEW DELHI, OCTOBER 23: Yes Bank on Wednesday inked an agreement with Australian Trade Commission (Austrade) to collaborate and explore trade opportunities in agri-business sector, including business development, syndicating, lending and trade financing in agri-business. The memorandum of understanding (MoU) was signed by Nicola Watkinson, Minister Commercial and Senior Trade and Investment Commissioner (South Asia), Australian Trade Commission, and Nitin Puri, President (Food, Agri-business Strategic Advisory & Research), Yes Bank. As part of the agreement, Austrade and Yes Bank will jointly organise workshops across India to create awareness about Australian capabilities in the food and agri-business sectors and exchange information with Indian businesses looking at international expansion opportunities. This collaborative engagement with Yes Bank, is to leverage on our respective organisational strengths and contribute developing closer relationships between agrifood value chains of Australia and India, Ms. Watkinson said. She said share of agribusiness stands at about 60 per cent of Australia's total exports. Of this, nearly 50 per cent exports goes into Asia. We recognise Indias push to achieve food and nutrition security for its growing population, in the face of resource constraints and depletion. Australia is an idea partner to work with India as Australia faces similar challenges, she added. Mr. Puri said there were banking opportunities in this sector. Dairy, animal husbandry and meat processing were areas of mutual co-operation and collaboration was needed in these sectors, both in terms of services and technology. MUMBAI, OCTOBER 23: Reserve Bank on Wednesday said it has received $10.1 billion under two schemes which were announced last month to attract foreign funds. The Reserve Bank has received till date $10.1 billion under the special concessional window for swapping Foreign Currency Non-Resident (Banks) Deposits and Overseas Foreign Currency Borrowings, the central bank said in a statement. The schemes will remain valid till November 30. RBI had come out with the special measures to arrest declining value of rupee, which was triggered by widening CAD, which touched a historic high of 4.8 per cent of GDP in 2012-13. SRINAGAR, OCT 23: Minister for Law, Justice and Parliamentary Affairs, Mir Saifullah on Wednesday said that recently a bill was introduced in the State Legislature seeking amendments to the Criminal Law for providing more protection to the Women folk and the same is likely to be passed during the next session of the Legislature. He said the Criminal Law Amendment Act-2013 is a comprehensive piece of legislation and once passed will further strengthen the existing laws for protection of rights and justice to women in the State. The Minister was speaking at the inaugural session of the 2-day international Seminar on 'Gender Justice: A way forward' organized by School of Legal Studies, Central University of Kashmir in collaboration with the Indian Institute of Public Administration (J&K Branch) at Gandhi Bhawan, University of Kashmir here today. The Minister said that concept of gender Justice was in the minds of the framers of Naya Kashmir Vision Document, which laid down the foundation for economic, social, educational and political rights of women in the female foeticide are happening in the country despite constitutional guarantees for gender equality and various International Declarations and Treaties that exist for protecting women's rights. Prof. Wahid said that women are the principle providers of care and support and no society can call itself civilized unless it treats its women with care and affection. He said mind set of both men and women needs a positive change and institutions of education, media, religion, NGOs, besides government have a key role to play in promoting gender justice. Prof. B. B. Pandey former Head and Dean Faculty of Law Delhi University, Prof. Mehraj-ud-Din Mir Head and Dean School of Legal Studies Central University of Kashmir and Mr. A. M. Watali, Vice Chairman, Indian Institute of Public Administration (J&K Branch) also addressed the inaugural session and threw light on various aspect of gender justice. The two day international seminar will have 10 sessions. As many as 120 papers were received from all over the country, out of which 72 papers were short listed for participation in the seminar.

The event was organized under Information, Education and Communication (IEC) scheme where the farmers were introduced to the new and innovative methods of Agriculture production. New Agriculture machinery tools were also introduced to the farmers and they were advised to avoid old and obsolete methods of farming and instead use the new methods and hybrid technology by which more production can be produced which would help in tremendous growth in the agriculture and allied sectors. He said historically bias against women has been found globally and practice of burying daughters alive in Pre-Islamic Arab World and practice of Sati among Hindus of India were some such infamous examples of bias against women. He said that discrimination, exploitation, dowry deaths, harassment of women at work places, child marriage and

12th class students want reexamination of English paper


SRINAGAR, OCT 23: Students from 12th Class, who appeared in English paper (R-series) as regular candidates on Monday, said they were "shocked" to see questions out of the syllabus and could not attempt most of the questions. "We were not expecting that Board of School Education authorities are so negligent about the examination as most of the questions were not only tough but of syllabus as well," said Jehangir Ahmed, a student adding that they want re-examination of English paper. According to students, the matter was brought into the notice of BOSE who assured them that they would look into the matter. When contacted, Secretary BOSE, Renu Goswami said that students should give a representation to her and she would look into the matter. "I am always present in my office. Let them come. We would certainly meet their demand if found correct," she said.

Case study on Bihar's Super 30 by University of East London and TISS


PATNA, OCT 23: The University of East London, UK, in partnership with Mumbai based Tata Institute of Social Sciences (TISS), has done a case study on Bihar's Super 30 as part of a research project, entitled, "Exploring good practices in overcoming deprivation in India and UK." Super 30 is just one of three case studies selected from India and only one from Bihar. Two other case studies have been taken from Mumbai, while three case studies are from UK. The project, supported by the British Council under UK-India Education and Research Initiative (UKIERI), is aimed at mapping social innovation strategies in overcoming multiple deprivations in select locations in India and UK. The team also interviewed 50 successful students 0f Super 30 during the last five months in order to capture their experiences in life. The findings of the study would make international community aware of the work and efforts of Super 30, said a team member. The team spent time with the students and studied how the students overcame deprivation in a conducive atmosphere provided by Anand Kumar at Super 30 to add wings to their dreams. It has been a good case study, as it has been able to drive home the point how education could be used for social transition. UGC to set up Inter-University Centre of Teacher Education


MADURAI, OCT 23: Realizing the importance of quality teachers, the University Grants Commission has taken steps to set up an Inter-University Centre of Teacher Education at Kakinada in Andhra Pradesh during the current 12th Five Year Plan, a top UGC official said on Wednesday. The centre, to be set up at a cost of Rs 300 crore, would cater to the requirements of south India, UGC ViceChairman H Devaraj said delivering the 47th convocation address at the Madurai Kamaraj University (MKU) here. Besides, UGC had introduced Faculty Recharge Programme in the 11th Five Year Plan to improve the quality of teachers. As many as 104 teachers had been selected under this programme. This would address some of the problems faced by the universities in terms of quality faculty shortage. The Union Ministry of Human Resources Development was also trying to improve and transform higher education through Rashtria Uchchatar Shiksha Abhiyan. He said institutional mindset had to be transformed facilitating the possibility of fostering cross pollination of various faculties and industry interaction that needed for a proactive initiative to transform higher education. MKU Vice-Chancellor Kalyani Mathivanan said the university had been identified as one of the 15 institutes in the country to facilitate connects to India programme for undergraduate students drawn from universities and colleges of USA.
