On 10/16/13 Children's Services employee Charity Nolan informed detective that 4-year-old Jaxon Skeens was set to be interviewed at the Child Protection Center that day on a possible child sexual assault. Detective was unable to attend but later viewed the enclosed video recorded interview conducted by Center director Julie Oates. Jaxon properly identified parts of the body on an anatomically correct drawing and advised that touching to the "boobie, pee-pee, head and butt" were not allowed. When specifically asked whether anyone had ever touched his privates, Jaxon advised that friends had touched his pee-pee. Jaxon named Colton, Levi, Thomas and Kia as being responsible, and indicated that they are classmates of his. Jaxon was then very inconsistent with his responses and specifically advised multiple times that no one had touched his privates, specifically his pee-pee, and that no one hurt him in any manner. Jaxon also specifically denied that his mother or father had ever touched his pee-pee or hurt him in any manner. Detective also investigated a complaint from Jaxon's mother, Lynnette Skeens, earlier this year in which she allegedly witnessed Jaxon's father, Stephen Skeens, inappropriately touching him. There was insufficient credible evidence in that matter. See #13-2045. There is not basis for this matter to be investigated further.

Ofc. was dispatched to the area of 46 W Fourth St in reference to a barking dog in that area. Ofc. arrived and located the canine at the rear of 38 W Fourth. The canine was loose and ran away. Ofc. was then contacted by Marilyn Eitel. Ms. Eitel caught the canine and advised it was her son''s. She secured the dog and stated that the canine had run away and she was told the people who found it were going to keep her until the next day. She thinks the dog ran away from that location and returned there to wake her. Ofc. warned her for Barking Dog and advised her that if Ofcs. returned she could be cited. She understood and advised it would not happen again. Nothing further.

Ofc was dispatched to 259 Clay St and contacted Jesmin Beverly ref to her stating Dustin Strausbaugh and Amanda Rapp and a "Yogi" subject were trespassing and had previously been barred. She said they were all doing drugs and she told them all to leave and "Yogi" took them somewhere in a red car. Ofc noted that Dustin had multiple personal items in the house and clothing, etc. Ofc checked and found that no report had ever been taken barring any of the subjects from the property. Jesmin asked that Ofc contact them all and bar them. Ofc went to Amanda''s brother (Ty Rapp) apartment at 604 Sherman Park to see if they went there. While there, Ofc made contact with Ty and his friend Amon Crabtree (who Ofc was aware had an active warrant for his arrest from this Dept and was confirmed with dispatch). Ofc advised Ty to have his sister contact this Ofc if he sees her so she can be contacted about this incident. Ofc placed Amon Crabtree under arrest and transported him to the RCJ where he was served his copy of Chillicothe Municipal Court misdeanor FTA warrant #CRB1302750, on original charge of Intox. filed by K9 Ofc T Gannon of this dept. He is held in lieu of bond in the RCJ until he appears in municipal court on 10-22-13 at 9am. Ofc will continue to attempt contact with Dustin and Amanda to see if they actually live at 259 Clay St, and if not, Ofc will bar them. Nothing further at this time.

Ofc responded to 8 Mead Dr in reference to a burglary complaint. Upon arrival Ofc contacted Nancy Osborne who stated her home was broken into on this date sometime between the hours of 8:00a-4:00p while she was at work. Nancy stated she arrived home this afternoon and discovered a front window of her home was shattered and the front entry door to her home was open. Nancy stated she entered her residence and discovered several cabinet drawers in the foyer, living room, garage, and her bedroom were opened. Nancy stated the only valuables missing were several pieces of costume jewelry, (1) gold tennis bracelet, (3) books of checks, and (1) electric weedeater from her garage. Nancy stated the jewelry and check books were stolen from the dresser drawers which were located in her bedroom. Ofc observed / photographed at least (1) set of large boot prints imprinted throughout the carpet of the home from the subject involved. Ofc also observed / photographed a piece of a cinder block laying beneath the shattered front exterior window. Ofc collected (2) drawers from the bedroom dresser to be further analyzed by this department for latent prints. Ofc contacted Patricia Pollock (14 Mead Dr) and Marjorie French (2 Mead Dr) who both stated they never heard or observed anything suspicious during the time frame of this incident. Patricia and Marjorie did state that they have previously seen several suspicious subjects in the area walking to and from Belleview Ave. At this time, there are no other witnesses or suspects. No other latent or physical evidence found. Statefarm Insurance. Investigation continues.

Ms. Kinney stated she received 2 One hundred dollar bills and 4 Fifty dollar bills. Ms. Kinney stated she went to a drive thru on Eastern Avenue where the clerk advised her that she may have a counterfeit $50.00 and gave the bill back to Ms. Kinney. Ms. Kinney contacted this Dept. This Ofc verified that the $50.00 had been altered from a $5.00 bill. Ofc advised Ms. Kinney to contact Homeland to advise them of the situation. Ofc seized the $50.00 bill and it will be placed into evidence to be destroyed. Nothing further at this time.

Ofc dispatched to 140 S Paint St on a disturbance. Ofc contacted Shemika Gibson who stated Richard Haithcock approached her in the Library and brandished a knife, opening it halfway and telling Ms. Gibson to not make any sound and to take a walk with him. Ms. Gibson stated the two then exited the Library and walked to Yocktangee park where Mr. Haithcock then told her to go into the women''s restroom. Ms, Gibson then stated he began kissing her and tearing her shirt off. Ofc noted a large rip on the front of Ms. Gibson''s shirt. Ms. Gibson stated two other unknown females walked past and made a comment to Mr. Haithcock about the aggressive behavior. Ms. Gibson stated he responded to the females in a joking manner. Ms. Gibson stated she then got away from Mr. Haithcock and walked back to the Library to look for her boyfriend. Witness statement form was provided. Ofc contacted Richard Haithcock inside the Ross County Library who was Mirandized. Mr. Haithcock stated he understood. Ofc asked Mr. Haithcock what happened between him and Ms. Gibson today. Mr. Haithcock stated he and Theodore Reynolds were asked to walk to the park with Ms. Gibson. Mr. Haithcock stated Ms. Gibson has been talking to him about her boyfriend (Tyler Terry) beating on her and how she was afraid of him. Mr. Haithcock was asked if he attempted anything sexual with Ms. Gibson, even a kiss. Mr. Haithcock stated "no, not at all." Ofc contacted Theodore Reynolds who was Mirandized, Mr. Reynolds stated he understood. Haithcock, while being questioned separately. Mr. Reynolds told this Ofc the same story as Mr.

Officer was dispatched to Family Dollar 72 N. Bridge St in reference to a Shop lifter. Officer made contact with Store Manager, Brian Michael, who advised he observed Michele Manuel by her self trying to leave the store when the theft alarm went off. Brian advised the EAS system is right before you exit the store. Brian advised he stopped Michele and she advised "Do I come with you" and he advised, "yes". Brian advised Michele dumped out her large bag that contained 14 items including shampoo, razors, toothpaste, and dishwasher soap totaling $84.45. Brian advised Michele did not pay for the items and passed all points of sale when he stopped her. Brian advised she was by her self and no one else appeared to be with her. Brian provided Officer with a written statement and a copy of the receipt. Brian advised there is no security video of Michele in the store due to the only cameras being at the registers. Officer photographed the stolen items and released them to Family Dollar to hold as evidence. Officer made contact with Michele and advised her of her Miranda Rights which she advised she understood. Michele denied putting the items in the bag and blamed it on a guy that was with her. Michele was unable to provide his info and his location. Michele advised she lifted that bag from the cart and went to exit the store when the alarms went off. Officer pointed out to Michele that after the stolen items were taken from her bag the bag was almost empty. Officer asked Michele why she was carrying around a empty bag and she had no reason. Michele denied taking the empty bag into Family Dollar to conceal the items. Officer arrested Michele for Theft (ORC 2913.02) and transported her to Ross County Jail to be held in lieu of bond pending her Municipal Court date on 10/22/13 at 9:00am. Officer advised Michele that she is barred from all Family Dollar Stores and she advised she understood. Nothing further.

Ofc dispatched to 162 Sycamore on a theft that occurred in Central Center. Ofc contacted Teneshea Lundy who stated she was test driving a car today with Marquietta Szarek and Kevin Rosas on 10/21/13 while Jessica Beeker stayed behind to watch Ms. Lundy''s children (LaMont and Verona Lundy) and her vehicle. Ms. Lundy returned and found her children unattended in her car missing her car, and house keys along with $800.00 cash. Ms. Lundy stated Ms. Beeker was gone at this time as well. Ms. Lundy stated she did not want any charges filed if she got her keys back. Ms. Szarek, and Mr. Rosas stated the same thing as Ms. Lundy. Mr. Rosas advised Ms. Beeker is his step-daughter and she has done things like this in the past. Mr. Rosas attempted to contact Ms. Beeker, but Ms. Beeker had shut her phone off. Mr. Rosas provided Ms. Beeker''s phone number to this Ofc. Mr. Rosas stated Ms. Beeker frequents his house on occasion, but never for any extended periods of time. Mr. Rosas stated he would have Ms. Beeker contact this Ofc when he found out where she was. Mr. Rosas further stated that Ms. Beeker took his wife''s vehicle from the scene which was a 1998 Oldsmobile, blue and white in color. Mr. Rosas advised this Ofc Ms. Beeker did not have a valid driver''s license. Ofc put a BOLO out for the vehicle. Ofc will attempt to contact Ms. Beeker in reference to this incident. 10/21/2013 7:36:54 PM - advised to disregard Ofc was dispatched to Your Place or Mine Massage Co., 43 N Paint St, ref to a disorderly. Upon arrival Ofc contacted Robert Truitt. Mr. Truitt said that they have been having problems with one of their employees for a while now and today when she came in to work they told her she was fired. He said that she became very disorderly and loud and he was afraid she was going to become physical with other employee''s and himself. He said that he told her he was calling the police and when he did she calmed down. He said that he just wanted Ofc to stand by while she got her belongings and left. He said that he did not want charges filed or her barred from the business. Ofc contacted Heidi Davidson, the former employee. Ms. Davidson said that she didn''t have anything to say other than Mr. Truitt was a liar. She said that she was almost done getting her belongings and was then leaving. Ofc stood by while she got the rest of her things. She then turned over her set of keys to Mr. Truitt and departed the area. At this time no further action will be taken.
