0 Mine Operating Cost Estimation

For feasibility studies, mine operating costs are typically developed by mining
function (drilling, blasting, loading, hauling, roads and dumps, general mine,
general maintenance, and mine administration) with each function defined in terms
of operating labor, maintenance labor, and repair parts and consumables. Costs
are developed by mining period from equipment levels derived as a function of total
material mining rates. The mine production schedule and equipment requirements
for use in this exercise are summarized in Table 7-1.
Salaried manpower levels and cost by mining period are developed in Table 7-2.
The annual salaries shown are typical western-US rates and include a 45 percent
burden. Supervisory and technical manpower levels may vary significantly from
property to property, reflecting both corporate philosophy and complexity of
operations.
Hourly labor requirements and costs are calculated in Table 7-3. Labor rates
shown are again typical western-US. Manpower levels for major equipment are
calculated from the average number of units operating during each period, which
are included in Table 7-1, multiplied by the number of crews required and an
allowance for vacation, sick leave, and absenteeism (VSA) plus the degree of
cross-training. VSA coverage usually requires a 7-8 percent increase in manpower
and the adjustment has been brought up to 10 percent to consider a significant
degree of cross-training (a lesser degree of cross-training would require a higher
factor).
The number of mechanics required for each mining period is a function of the
hourly maintenance labor cost for each piece of equipment and is calculated in
Table 7-6 and brought back to this table. Historically, each type of equipment had
its own distribution of mechanics, welders, and electricians. With the maintenance
function increasingly becoming one of component exchange, rather than
specialization, a generic mechanic is used to simplify calculations.
Manning levels for non-equipment areas (Trainees, laborers, pumpmen, lubemen,
tiremen, utilitymen, etc.) are a function of local conditions and operating practice.
The costs calculated in Table 7-3 are used to develop operating labor costs by
mining function in Table 7-4.
Table 7-5 contains prices and hourly operating costs for the various types of
equipment, which are, or can be, adjusted as a function of labor rates, cost of
consumables, equipment age (M&R factor), remote location (delivered price factor),
and operating efficiency.

Maintenance labor costs are calculated by mining function in Table 7-6. Summing
all the equipment-generated labor costs and dividing that total by the period cost for
one mechanic calculates the number of mechanics required for each period. This
calculated number of mechanics is adjusted by the VSA and cross training factor
developed in Table 7-3 to arrive at the total mechanics required. The cost of the
total number of mechanics is greater that that required by the itemized equipment,
due to rounding up to whole numbers, and the difference is allocated General
Maintenance to cover small vehicle maintenance.
Costs for explosives are developed in Table 7-7.
In Table 7-8, functional costs for repair parts and other consumables are derived on
a functional basis. An allowance of $0.03 per ton has been added to the General
Mine costs to cover miscellaneous supplies. To account for gasoline and small
vehicle maintenance/supplies, an allowance of $0.04 per ton is added to General
Maintenance. An additional $0.05 per ton has been included in Mine Administration
to cover a dispatch system, surveying and mine computer hardware/software, and
other similar items.
Table 7-9 summarizes mine operating costs both by mining function and by major
cost center.
Table 7-10 summarizes diesel fuel and prill consumption by mining period and the
results are used to size storage facilities (tank farm and prill silos).
Table 7-11 summarizes mine capital costs by mining period in terms of
preproduction stripping, mine equipment, and mine facilities.
Table 7-12 summarizes mine production, equipment, manpower, operating costs,
equipment capital, facilities capital, and the preproduction stripping cost by mining
period.
