ROHIT SINGH RANA Two drum beaters go to a village. Their drumming attracts people who come out of their misery holes to witness the Tamashsa. As a section of people is drawn towards one drummer, the other tries had to outwit him. Soon the two drummers, who had come to the village together, fall apart. Enemies now, they curse each other for spoiling the prospect of getting a good amount of grain from the villagers, in lieu of their drum beating. Soon curses change into a violent verbal spat. Together they had come as friends, enemies now they leave on their different ways. Eye witnesses say that after travelling on different course for a while, the two drummers were seen together beating their drums in another village. This is the script which the voters of the state are being forced to witness. Congress and National Conference (NC), the two poles in political parlance came together to form an alchemy. Like the medieval alchemists, they wanted to turn everything into gold. Now leave alone gold, daily barbs hurled at each other tell a different story. It began with people like Mustafa Kamaal, NCs wilderness politician who without a real job has found one. Ogle daily the Congress, suspect its policies and attack even its philosophy and good intentions, is the common fare that the NC leader has dished out for the coalition partner. The oldest political party in Kashmir in a poor show, with heads down, meekly submitted itself to NC innuendoes. When the limit was crossed, some determined attack from Congress spearheaded by Sham Lal Sharma, and Mohan La Sharma restored a little parity to the NCs searing attack. Now Congress MLA from Inderwal Ghulam Mohammad Saroori too has joined the NC bashers camp by attacking the senior coalition partner on its failure to carry forward the equitable development agenda the coalition had agreed to work on. Saroori is considered a big wig of Congress and close to Ghulam Nabi Azad. It is another matter, whether Sarooris attack will do anything substantial to the working of the coalition but it leaves a lot to be explained. The coalition partners are attacking each other as a routine and will this augur well for the coalition is any bodys guess. It may not affect the political fortunes of the two alliance partners but it has brought to the fore, gross inconsistencies in the alliance, which have undermined the equitable development of the three regions of the state as per the minimum aspirations of the people. There is truth in Sarooris statement, which was echoed time and again by other Jammu based Congress leaders. The issue of development on the south side of Banihal Tunnel is a big thorn, which will not go unless remedial measures are undertaken to address Jammu sentiment on a war footing. Roads, medical facilities in the premium Government Medical College, traffic woes, mismanagement of municipalities all over the region, electrical outages, employment opportunities and disinterest to develop Jammu have not been addressed. Tourism is a pointer to the fact that there is a widely held perception that NC is either not inclined to develop the province or is treating it like a back yard of Kashmir. On political front Delimitation is a big disappointment. Recently released Ganai Committee report for formation of new administrative units in the state is favoured towards Kashmir than Jammu. The anti Jammu mindset is one deriding factor that has not allowed the coalition to function with full steam. Jammu based Congress leaders have not asserted as they should have. Criticising and cribbing does not help only effective opposition makes things click. Unfortunately that has not happened. With only a year left for the coalition to rule, it is unlikely that the Jammu based Congress leadership will do anything stormy to unbalance the NCs apple cart. They too have stakes to continue in power. Rest is understood, their noises are only for public consumption otherwise they had opportunities to walk out of the government. Thus Coalition will stay but noises will be heard. In the meantime, the exploration for new partners is on the cards and who knows Congress might have finalized its strategy to change its partner. In all its political marriages, unfortunately it is bound to play a second role the lead will go to either NC of PDP while Jammu will continue to suffer.

Onion gossip from Kashmir!


As onions are in news all over the country over their steep price now at Rs100, stories are doing rounds from Kashmir to Kanya Kumari. Chiding the government over its failure to curb the prices of this crucial 'pealy' bulb without which the cuisine of the nation is hard to survive, many have applied for onion loans. Back in the valley, gossip on onion has assumed a new dimension. Many people in Kashmir feel that onion exports from Pakistan have brought down the rates of onion by a good margin. When people came to know about Pakistani onions, curiosity caught their fancy. Purchases started apace with Pakistani onions being given a special place in the Kitchen. Valley cuisine, too like the Indian cuisine cannot survive without the onion. Called in Gande Bagare, the fried onion on vegetables or meat makes average Kashmiri tingle his tongue. However in a little while, Pakistani onion lost its place of pride because valley house wife and the merchant, both found it sub standard. The onion dealers and house wives vouch for the quality of onions coming from Nasik and Karnataka. Hoping for drop in the prices of the domestic onions, they look expectantly to the Indian onion again to rule in their kitchen. Interestingly, only few truck loads from Pakistan have arrived, compared to 550 tons that have been imported from Afghanistan. Curiously, the onion gossip in Kashmir has placed one earthly fact to the fore-if Pakistani onions are not tasty how many other things can be. Firings across the border, export of terrorists in Kashmir and false promises made by Islamabad too are bound to meet the fate their onions have met. "Democracy is the best way to address aspirations to the people and to involve people in the governance", he remarked but regretted that democracy was never allowed to flourish in this region. It was only after formation of PDP that an alternative emerged in the state which provided a choice to the people without which the system could have remained hostage to a single option. JAMMU, OCT 26- Seeking peoples cooperation to accomplish government determination to reach out the neglected and ignored areas of the state, Minister for PHE, Irrigation and Flood Control, Sham Lal Sharma asserted that the present regime to keen to develop hilly and rural areas so as to fulfil its commitment with the people. This was stated by the Minister while inspecting the widening work of Fowahora Chowk Akhnoor, Jio Poto Gulab Singh Library sewerage work construction work near Radha Swami Satsang, 100 bedded newly constructed hospital, OHTs in the complex of Dakbanglow and Sub District Hospital Akhnoor and construction work in the right bank of river of Chenab of Dusshera ground Akhnoor. At Fowahora Chowk Akhnoor, the Minister review the tion of developmental and welfare schemes in the Akhnoor town as it will help enforcing accountability in the public affairs. The Minister said that Akhnoor tehsil has witnessed massive development in all sectors because of an effective planning adding that various schemes under PHE, R&B, PDD, Health, Tourism and Education have been initiated to achieve balanced development in the town. He asked the PHE authorities to complete two overhead tanks in time bound manner to provide safe drinking water to the Akhnoor town. He also described Akhnoor tehsil as water scarcity zone and said that the government was paying focused attention an khandi areas to augment drinking water as well as irrigation facilities. He directed the concerned engineers/officers to undertaken repair, cleaning and augmentation of existing dug well as well as tube wells of the areas. Later, the Minister visit the sub district hospital Akhnoor and review the facility provided to the patients. He also visited the emergency ward Gyne/OBST ward, children ward, ENT ward, OPD unit etc and instructed the medical fraternity to provide the best treatment to the rural patients. He said after completion of the newly constructed 100 bedded sub district hospital Akhnoor, the sufficient space and other modern type medical facilities available to the rural population. While Mr Rana was the Chief Guest on the occasion, Inspector General of Police, Jammu Mr Rajesh Kumar was the Guest of Honour. Mr Rana paid glowing tributes to the martyr and said he has left an indelible mark of heroism for others to emulate. He said he has not only made his valiant parents proud but brought glory to the State as well. The Provincial President exhorted the youth to come forward and play their useful role in nation building. "This can be done by dint of determination and dedication", he observed. Referring to the problems faced by the border people in the wake of shelling from across the border for past few weeks, Mr Rana said this is a situation that was not expected as India had engaged Pakistan in a meaningful dialogue. The ceasefire agreement of 2003, he said, had worked well for almost a decade bringing cheer in the lives of the people. He hoped good sense to prevail upon Pakistan so that this nightmarish era ends which has created uncertainty among the border dwellers. At the same time, he urged the people not to get panicky and stay put in their areas as the security forces and the government was well poised to meet the situation. Mr Rana referred to the visit of Chief Minister to the affected areas twice this week and said that he has taken up this issue with appropriate level. He said continued tension on borders is not in the larger interest of the people of border areas and sagacity demands Pakistan to see reason and end it forthwith. "This has been unequivocally emphasised by Omar Abdullah time and again", he maintained. The Provincial President lauded the valour of border people for facing the brunt with high degree of fortitude and said that wherever he met the sufferers, either in the temporary shelter places or in the hospitals, he found their morale high. He said the administration is taking all necessary measures to mitigate the problems of the firing affected people and called for united effort to meet the situation. Mr Rana expressed solidarity of his party with the affected people and assured them that National Conference workers will work as volunteers to provide whatever assistance is required. CHENNAI: With a defiant Sahara group refusing to furnish the requisite bank guarantee, the BCCI on Saturday decided to terminate Pune warriors from the IPL after a meeting of its all-powerful working committee. The decision to terminate Pune, owned by Sahara, would leave the IPL an eightteam affair for the time being. "Given Sahara's continued position that it would not deliver the bank guarantee, the working committee unanimously determined to terminate the Sahara franchise agreement while taking whatever action was necessary to protect the BCCI position," BCCI secretary Sanjay Patel said in a statement after the meeting. The Board said Sahara was due to furnish the guarantee of Rs 170.2 crore in March this year but has failed to do so despite five reminders. As a template, this is unexceptionable. Take a parallel political phenomenon. Mr Narendra Modi is travelling around the country, introducing himself to voters. He too is talking of his hopes and fears; he too uinely wants to be liked and understood, why is this happening? The roots of the problem go back perhaps to the tragic assassinations of his early life. It is never easy to lose a loving grandmother and a father in the manner in which Mr Gandhi did. One would not wish that grief and trauma upon ones worst enemy. Those events left Mr Gandhi with a sense of legacy and duty to the Congress and to India as he imagines it. Paradoxically, they also created circumstances that left him unprepared for public life. The assassination of 1984 ended all hopes that Mr Gandhi had of a semblance of a normal life in India. Security concerns shut him in an ivory tower, surrounded by a small peer group, many of whom were children of his parents friends. The paranoia of his grandmother one that defined her politics and was born of her conflict with her aunts, and memories of the condescension with which Jawaharlal Nehrus sisters looked upon his wife Kamala sublimated itself, in Mr Gandhis case, into an ivorytower aloofness. As a result, he perhaps honestly believes his grandmother and father were spotless politicians and victims of conspiracies, and that Kashmir and Sri Lanka and Punjab were not of their making. This could well be his heartfelt perception, a centrepiece of the part-paranoiac, part-epic family legend he has embraced. To add to this is a long absence from India, from the time he left to study abroad to his coming into politics in 2004. It is not that people who study abroad dont understand India. Yet, in Mr Gandhis case his engagement with India was peripheral between his childhood when he was engaged with a small aspect of India and his recent political ventures. The latter have amounted to a rapid-speed attempt to come to grips with and sort of invent an engagement with India. This engagement has obviously not been organic. At its best, this invented engagement can be charming; at its worst it can appear stilted and artificial. In a nutshell, that is Mr Gandhis principal handicap.

PM MUST VISIT COLOMBO
s the campaign by so-called pro-Tamil groups to dissuade Prime Minister Manmohan Singh from participating in the Commonwealth Heads of Government Meeting in Colombo gains strength, South Block must remember that such a boycott will do nothing to either promote the welfare of Sri Lankan Tamils or further Indian interests in the region. Up until now, the Ministry of External Affairs has maintained a diplomatic quiet on the matter, choosing only to say that it will take into account all issues raised by all parties before deciding on the Prime Minister's trip. Such a considered approach is fine as long as it does not become an excuse to allow the parochial interests of a few to hijack the country's foreign policy. Unfortunately, this has already been the case twice first in 2012 and then again earlier this year. Both times, New Delhi gave into pressure from powerful Tamil groups and human rights organisations to publicly censure Colombo at the UN Human Rights Council for its supposed failure to integrate its Tamil minority population in the post-LTTE years. Like the proposed boycott of the CHOGM, these are all symbolic gestures that achieve little else apart from embarrassing Sri Lankan President President Mahinda Rajapaksa globally. Yet, it is he who has to take steps to help his country's Tamil minority population. Alienating President Rajapaksa, therefore, serves no purpose. Anybody who is serious about the welfare of Lankan Tamils will recognise that the key to success lies in supporting and encouraging not undermining the Government in Colombo to deliver on its promises to the Tamil community. The Sri Lankan regime has already made significant progress. For instance, September's Provincial Council election, that was held for the first time in a quarter century in the Tamil-majority Northern Province, is a big step towards reconciliation, although this is hardly acknowledged by the international community. The election swept to power in Jaffna the Tamil National Alliance, which was once the de facto political arm of the band of separatist elements that called itself the Liberation Tigers of Tamil Eelam, but is now a moderate political grouping committed to a united Sri Lanka. As Jaffna and Colombo seek to reset their relations, New Delhi must tread cautiously. While it must continue helping Sri Lanka with post-war reconstruction work in the Northern Province, it mustnt forget that the welfare of the Tamils is, ultimately, an internal matter of Sri Lanka. Also, New Delhi should remind detractors that the Lankan Tamils have their own democratically elected representatives to take care of their interests. The world is watching how India handles the issue, and thatll determine if the latter has the potential to be more than a regional leader. The beleaguered Congress-led UPA regime at the Centre has to date put up a poor performance in this regard. It has capitulated before political allies at home, given into the demands of bullies abroad, let down friends in the neighbourhood and ceded strategic space to a regional powerhouse. While it may not be possible for the Prime Minister to undo all of this with one high-profile visit to Colombo, Mr Singhs trip is nonetheless necessary to contain the damage.

DISCONNECTED WITH REALITY, HE FIGHTS ON

This past week, Rahul Gandhi addressed campaign meetings in Rajasthan and Madhya Pradesh. He brought up a whole range of issues his mother, father, grandmother, the assassinations of 1984 and 1991, religious violence and terrorism, the Muzaffarnagar riots and the allure Pakistan apparently holds for sections of Muslims in Uttar Pradesh, the BJPs alleged commitment to capitalism, the Congresss solidarity with the poor, mosquitoes, stomach infections and so on. Before moving into an assessment of Mr Gandhis speeches and his possible motivations, it has to be made clear that, at least on the basis of evidence available so far, his interventions in Rajasthan and Madhya Pradesh are irrelevant to the elections there. This would sound commonplace. After all, both of those States as well as Delhi, Chhattisgarh and Mizoram are preparing for Assembly elections that will be contested by local leaders on provincial issues. A national leader has a limited role here, and cannot repel or attract voters more than his party and State-level colleagues. As such, if the Congress loses Rajasthan, the defeat will be that of Chief Minister Ashok Gehlot and not of Mr Gandhi or of Mr Manmohan Singh. However, that is not the point being made here. The fact is Mr Gandhis interventions and speeches are not just unlikely to influence voting decisions which is to be expected in a set of State elections they actually have nothing to do with the campaign. They are on a tangent to immediate currents and political discussion and debate. Quite frankly, to use a colloquial expression, he is on his own trip. What is his trip? A facile analysis of Mr Gandhis several references to the assassinations of his grandmother and father, and to his recollections of October 31, 1984, and the run up to the murder of Indira Gandhi, would suggest he is trying to garner sympathy. This may be unfair and untrue. Nobody believes, and certainly Mr Gandhi and his political confidants would be strange to believe, that a tragic event in 1984 will lead to an outpouring of sympathy and overtake all contemporary public

issues in 2014. Politics doesnt work like that. What Mr Gandhi was perhaps attempting to do was introduce himself to his voter, or would-be voter, with the 2014 election in mind. Of course, it is possible his timetable is different. In the past few days, admirers of Mr Gandhi and sections of the Congress have helpfully pointed out that, He is focusing on the election after the next one. That is what he is playing at. If true, this is mystifying. The general election after next may come in 2015 or may come in 2019; before that, there is a big, challenging electoral battle in 2014. If Mr Gandhi is not concentrating on this task, as some of his acolytes argue, then it defies logic. Why is Mr Gandhi trying to introduce himself to the voter? He recognises he is the leader and face of the Congress in 2014, even if not formally declared prime ministerial candidate. He sees himself as someone who is in politics for the long haul. He sees it as useful and even imperative to establish a connection with his voters and listeners. As such, he wants to tell them about his thoughts and feelings, his emotions and inspirations, his hopes and his fears, his personal background and his social experiences. Inevitably, family memories come into the mix. makes references to his personal background, the struggles of his childhood, the fact that he sold tea in railway compartments as a young boy. So what then is wrong with Mr Gandhi taking a leaf from Mr Modis book and making emotional references to his adolescent years? The problem lies elsewhere. At a stage in Mr Gandhis narrative, his story stops being interesting and mildly emotive or even cringing and banal. It ends up being just terrifying. That stage is reached when the listener realises Mr Gandhi has almost nothing to say between the bookends of his engagement with India: Between the stories of two assassinations and a boyhood full of innocent tales of not eating spinach; and the top-down poverty tourism of the past five odd years that reveals itself in homilies There are two Indias, rich and poor; I met a poor woman, she wanted her son to become an IAS officer; I met a young man on a train, he had dreams; I slept in a village; I drank water from a well. When Mr Gandhi resorts to simplistic axioms India is a country of inequality; A few hundred people run political parties in India he actually says nothing that this listeners dont already know or that isnt already patently obvious to them. Tamils in Sri Lankas Northern Province have struggled for over five decades to secure grassroots devolution of power. Sri Lankan Tamil leader SJV Chelavanayakam was able to negotiate agreements with Prime Ministers S Bandaranaike and DS Senanayake in 1957 and 1965. In the 1965 Agreement, Sri Lankan Tamils agreed to the devolution of limited powers to District Councils, with use of Tamil permitted in District Courts. But, even these expectations were not fulfilled. It was only after direct Indian involvement and facilitation that meaningful powers were devolved to Provincial Councils in Sri Lanka under the 13th Amendment of its Constitution. A persistent Indian diplomatic effort and growing trust and confidence between New Delhi and Colombo, eventually led to Provincial election being held in Northern Province last month. The ostensibly separatist Tamil National Alliance was swept to power. Thereafter, on October 7, the highly respected Tamil jurist and former Supreme Court Judge, Justice CV Wigneswaran, was sworn in as the Chief Minister of Northern Province, in the presence of President Mahinda Rajapaksa. It is, however, still imperative to replace manifestations of Sinhala triumphalism in the ethnic conflict, by statesmanship and reconciliation. The election in September was considered internationally as free and fair, despite efforts by the Sri Lankan Army to intimidate voters and candidates. Moreover, the TNA has shown statesmanship in the aftermath of the election. TNA spokesman MA Sumanthiran rejected separatism and reaffirmed commitment to a united Sri Lanka, where Tamils can live in freedom and dignity. Justice Wigneswaran made it clear that he did not share objections of others about Prime Minister Manmohan Singh attending the Commonwealth Summit. Interestingly, there are differences now between views in Jaffna and in Tamil Nadu not only regarding participation in the Commonwealth Summit, but also on the issue of fishermen from Tamil Nadu. There are still protests about the action taken by the Sri Lankan Navy against Tamil Nadu fishermen, intruding into Sri Lankan territorial waters, adjacent to Tamil-dominated Northern Province. But, Chief Minister Wigneswaran blames Tamil Nadu fishermen for inflicting misery on Sri Lankan Tamil fishermen. He bluntly asserted that fishermen from Tamil Nadu, using big trawlers came early into Sri Lankan waters, caught all the fish and left the (Sri Lankan Tamil) people high and dry. He added that the Tamil Nadu Chief Minister has a crucial role in addressing the issue substantial Indian assistance being channelled to Northern Province, primarily for relief, rehabilitation and infrastructure. India has extended credits totalling $960 million for upgrading rail communications and renovating and extending rail services from Colombo and across Northern Province. As part of the rehabilitation effort in the war-torn Province, India is renovating the Palaly Airport and the Kankesanthurai harbour. It is also financing construction of 50,000 houses and has provided medical assistance, one million roofing sheets and agricultural implements, for displaced Tamils. While in Colombo, Mr Khurshid finalised details for construction of a coal-fired power plant in Sampur, through a joint venture between Indias National Thermal Power Corporation and Provincial Government to administer key areas like law and order and lands. Moreover, the massive presence of the Sri Lankan Army and its propensity to intimidate the population, as it did during the provincial election, is a matter of serious concern. Quite obviously, these are issues that can be addressed only if India misses no opportunity to get Sri Lankas partner countries and more importantly, its neighbours, on occasions like the Commonwealth Summit on November 1517, to persuade Colombo to move in the right direction. The 53-member Commonwealth of Nations is committed to discussing issues including democracy, human rights, good governance, and the rule of law, individual liberty, egalitarianism, free trade, multilateralism and world peace. The Colombo Summit is a forum where only one (Canada) out of 53 member Governments will not be participating. The other Heads of State will meet privately at a retreat, which will be a useful occasion to collectively persuade President Rajapaksa to fulfil his commitments on the ethnic issue. New Delhi faces a peculiar dilemma in the Prime Minister attending the Commonwealth Summit. Not only is the Sri Lankan Government keen on Mr Singh attending the Summit, but Chief Minister Wigneswaran and his colleagues in Jaffna are keen that he visit Jaffna, after the Summit, to discuss their concerns and developmental needs. A visit by Indias Prime Minister to Jaffna, symbolising Indias commitment to the Tamil welfare, will boost the morale of the people of Northern Province. But, strong voices in Tamil Nadu, some influenced by wellendowed expatriate Sri Lankan Tamils, would like the Prime Minister to boycott the Commonwealth Summit. In Sri Lanka, Indias commitment has consistently been towards securing the devolution of powers to Northern Province in accordance with the 13th Amendment of the Sri Lankan Constitution, and to the security and welfare of displaced Tamils in Sri Lanka. Emotive and partisan electoral considerations, rather than rational reasoning about what really the Sri Lankan Tamil leadership in Jaffna wants from India, should not guide the conduct of Indias relations with Sri Lanka. More importantly, Indias policies in its neighbourhood must be guided by its larger national security interests and the prevailing regional and global realities. Sri Lanka is strategically located and India needs a policy of diplomatic and economic engagement and not self-inflicted estrangement with Colombo, as China increases its influence and naval presence across Indian Ocean Region.

PAKISTAN HOPED FOR MUCH

f Pakistan's Prime Minister Nawaz Sharif thought he could persuade the United States to intervene in the Kashmir dispute and overlook Islamabad's poor record in punishing the perpetrators of the 26/11 Mumbai attack, he was pushing his luck too far. His wish-list remained just that, since, in his meeting with US President Barack Obama, the Pakistani Prime Minister failed to convince Washington, DC, on his demands. The United States, even before the meeting between the two leaders, had categorically said that there had been not an iota of change in the US's policy towards the Kashmir issue which is that the matter is for Pakistan and India to resolve bilaterally without third-party intervention. Mr Obama seized the occasion to question Mr Sharif on the delay in bringing to book the culprits of the terror attack in Mumbai in November 2008. The US President also raised the matter of export of terror, leading the Pakistani Prime Minister to agree that no country's territory must be used to destabilise its neighbours. It's a different matter that Mr Sharif, like his predecessors, does not appear to follow up on those assurances, since his Army continues to violate the ceasefire along the Line of Control in a bid to provide cover for militants to enter India. Having recently secured a generous military and non-military aid from the Obama Administration, despite continuing with its policy of bleeding India with a thousand cuts', Islamabad must have thought that the atmosphere was conducive to push the demand on third-party intervention in Kashmir. If that didn't happen, it's because the US is aware of India's firm opposition to the idea. It's also because Washington, DC, knows about Pakistan's devious game to destabilise India through the Kashmir route. The realisation has not, unfortunately, always reflected in the continuing support that the US gives Pakistan even when the latter needs ticking off. Perhaps things will change post-2014 withdrawal of the US-led Nato troops from Afghanistan. Mr Sharif faced more embarrassment on another front in his meeting with the US President. Mr Obama told him that drone attacks would continue inside Pakistani territory as long they were needed. Drones have become a touchy issue in Pakistan. While its politicians from the ruling party and in the Opposition have been spewing venom on the attacks, claiming that they impinge upon their country's sovereignty, leaked reports in sections of the US media have gleefully pointed out that Islamabad has for long given tacit though secret approval to the attacks. During the presidentship of both General Pervez Musharraf and Mr Asif Ali Zardari, US drones struck targets within Pakistan with regularity in the full knowledge of Pakistan's senior leadership. It is unlikely that the US will oblige Islamabad by halting the campaign, although it may curtail the frequency of such attacks as a minor concession.

So, the sooner, this is understood, the better it is. Both sides must ensure that ceasefire violation is respected so that people to people movement and trade can be given a fillip. NEW DELHI, OCTOBER 26: Taking strong exception to Narendra Modi addressing Rahul Gandhi as Shehzada, Congress on Saturday did some tough talking as it threatened that its workers were capable of stopping such undignified language but were restrained due to respect for laws and the Model Code. The ruling party said its vice-president should be addressed in the same manner in which he addresses people with respect as use of words like Shehzada will not be tolerated. Defending Mr. Gandhis recent election speeches where he had invoked Muzaffarnagar riots, the Congress said the motive behind MR. Gandhis remarks should be understood as he said communalism in any form should be opposed and condemned. The way Rahul Gandhi is being addressed and criticised by the use of language -- words like Shehzada and alike, this conduct is not dignified in a democracy. Congress workers are not reacting out of respect for the Model Code of

Conduct and laws of the country and are thus quiet. Otherwise, the use of such words can be stopped in two days. We dont want such a situation to arrive, Congress general secretary Janardan Dwivedi said, without naming Mr. Modi. He said the way Mr. Gandhi and Congress leaders address people with respect, it is expected that others also use similar words to address them. The Congress leader was reacting to Mr. Modis remarks made on Friday in Jhansi where he attacked Mr. Gandhi for saying that ISI was in touch with Muslim youth of Uttar Pradeshs Muzaffarnagar and dared him to reveal the identity of such persons or apologise publicly for levelling serious allegations and defaming the entire community. Mr. Modi has also been using Shehzada to address Mr. Gandhi publicly in the recent past. Mr. Dwivedi said fundamentalism of any form gives rise to communalism which is not good for the country and no one should rake up such issues irrespon-

sibly in national interest. We have been seeing for a long time now that some people do politics even on very sensitive issues, Mr. Dwivedi stressed, adding that Mr. Gandhi had said communalism in any form should be opposed. Attacking the BJP, the Congress general secretary said issues which do not have any meaning are being blown out of proportion in a bid to seek political mileage. The BJP has petitioned the Election Commission for Mr. Gandhis attack against it and for accusing the saffron party of spreading hatred in society by flaring up communalism. If a Hindu spreads communalism and hatred and suspects every Muslim, then he is supporting cross-border forces which are anti-India. Similarly, a Muslim fundamentalist is also strengthening the hands of those organisations which are spreading communalism and hatred in the country, though I do not wish to name them, Mr. Dwivedi said while seeking to explain the context of Gandhis hatred remarks. He said anyone who thinks in national interest and about the country, should not irresponsibly rake up such issues. Is there anyone, even those who instigated riots, having the moral courage to say that communalism is a good thing and claim that they have indulged in riots, he said, questioning if there was anyone who was not ashamed of Muzaffarnagar riots or other similar incidents. India has to live with Chinas stapled visas


NEW DELHI, OCTOBER 26: India will have to bear with Chinas policy of issuing stapled visas for people from Arunachal Pradesh while both sides seek to build on the momentum generated by Prime Minister Manmohan Singhs visit to Beijing earlier this week, diplomatic sources said on Friday. Before 2009, when China decided to relax its policy of not issuing travel documents to Arunachal Pradesh residents and issue stapled visas, it was impossible for Indians from the State to travel to China. China has stopped giving stapled visas to people from Jammu & Kashmir. But it wont be possible to accommodate Indias request to do away with stapled visas for its people from Arunachal Pradesh, the sources said. India had decided not to go ahead with a memorandum of understanding on further simplifying visa procedures during Dr. Singhs visit after the controversy generated by the inability of two young archers from Arunachal Pradesh to go to China to take part in a junior world championship last month because of their stapled visas. The two archers are of my childrens age. It broke my heart that they couldnt go. It is being said [by former Bharatiya Janata Party MP from Arunachal Pradesh Kiren Rijiju] that the archers could not go because of Chinas policy. It is the immigration authorities [at Delhi airport] who stopped them. China issues stapled visas to citizens from some other countries as well, diplomatic sources said. Beijing took New Delhis decision not to sign the MoU in its stride, arguing that the move to allow visa-free entry to spouses of diplomats was anyway a small step. We can live with that, the sources said, pointing out that Beijing too was looking to ease norms. Six lakh Indians visited China last year as against one lakh Chinese to India. To encourage more travel to India, China wants India to ease a two-month bar on second entry applied to all foreigners after David Coleman Headley was found to have entered India several times in quick succession to conduct reconnaissance for the 2008 Mumbai attacks.

Hate speech: Bench expresses reservation in framing guidelines


NEW DELHI, OCTOBER 26: The Supreme Court on Friday expressed reservation in framing of guidelines for restricting hate speeches by politicians and leaders of social and religious organisations. How can we stop people from making derogatory speeches? How can it be enforced? If it is an offence then file a complaint under the Representation of Peoples Act against the politicians, a bench headed by Justice B.S. Chauhan said. The counsel appearing for petitioner NGO Pravasi Bhalai Sanghatan pleaded that the apex court should pass order in this regard as no action is taken on the complaint and referred that it had filed a plea in Maharashtra but nothing was done on it. The bench then asked the petitioner to file a copy of the complaint before it and adjourned the case for three weeks. The apex court had earlier issued notices to the governments of Maharashtra and said in its response. The PIL said there was a need for guidelines as hate speeches destroy the fabric of democracy and violate the provisions of the Constitution. The PIL named Maharashtra and Andhra Pradesh as respondents as the two states witnessed incidents of alleged hate speeches. It referred to the alleged hate speeches made by Maharashtra Navnirman Sena Chief Raj Thackeray and claimed that no FIR was registered about them in the state. The PIL had said that in Andhra Pradesh, All India Majlis-e-Ittehadul Muslimeen leader Akbaruddin Owaisi had allegedly made hate speeches and was arrested for them. But after being released on bail, he had again made similar speeches in Nanded, Maharashtra, it alleged.

GURGAON: A 29-year-old businessman and his accomplice were held in Gurgaon, Haryana, for plotting to extort a ransom of Rs 50 lakh from his father after staging his own "kidnapping", police said Saturday. Ankit Shrivastava, with an MBA degree from Pune and a resident of the posh Vatika City in Sector 49 of Gurgaon, was arrested for conspiring in "kidnapping". His father Mahesh Shrivastava, who is the vice president of a multinational firm in Sector 32, Gurgaon, lodged a complaint with police on Friday that his son had been kidnapped. He said that the kidnappers had demanded a ransom of Rs 50 lakh. "A team headed by crime branch Sector 46 chief Yashwant Singh was given the task of solving the case," joint commissioner of police Vivek Sharma told reporters. Ankit Shrivastava was arrested from PalwalSohna Road. He had been waiting in a car there for the ransom amount to be delivered. Police said that the young man was under a debt of Rs 45 lakh and had hatched the conspiracy to pay off the debtors. "Ankit, a cement dealer, was running a loss but pretended to be very successful in business," Sharma said, adding that he often held parties for friends and gave expensive gifts to his wife. Two years ago he had received large sums of money from his father to clear his debts, the police officer said. Mukesh, 27, a resident of Alipur village in Gurgaon district, was also arrested along with Ankit Shrivastava. Mukesh, a security guard, had helped in the conspiracy and made the ransom call. He had been promised Rs 1.5 lakh for his part in the crime. The two men were produced in court and sent to judicial custody on Saturday.

Delhi Metro gets Chinese-made rail cars


BEIJING: A Chinese train manufacturing firm today said it has sold 21 rail compartments to the Delhi Metro Rail Corporation (DMRC). CSR Zhuzhou Electric Locomotive, a subsidiary of major Chinese train manufacturer CSR Corporation, has supplied 21 cars to Delhi's metro rail system, the company said. The sale marked the company's second order from India as it had exported 15 metro cars to the Delhi Metro in 2010, state-run Xinhua news agency reported on Saturday. The locomotive company said the trains would be more energy-efficient and be an industry model in India, which is affected by power shortages. CSR is the world's largest manufacturer of electric locomotives and is China's leading bullet-train maker.

NEW DELHI, OCTOBER 26,: The Election Commission on Friday issued a series of instructions to political parties and candidates on utilising the Internet and social media websites for poll campaign and advertisements, asking them to strictly abide by the model code of conduct. This regulation has come into force in the interest of maintaining transparency and a level playing field during polls. In a letter sent to Chief Electoral Officers of the States and the Union Territories, and recognised national and regional political parties, the Commission made it clear that the order would be applicable to social media sites such as Wikipedia, blogs, microblogs such as Twitter, content communities like YouTube, social networking sites such as Facebook, and virtual gameworlds (Apps). As per the new order, every candidate, at the time of filing the nomination, has to give their e-mail Ids and accounts of their social networking sites, if any, for monitoring by poll/expenditure officials. Contents of the advertisements issued by parties/candidates in such websites should be pre-certified by the appropriate authorities and all expenditure made towards such c am pai g n/ ad vert i sem ent would be included in the election expenditure accounts of candidates/parties. The Commission clarified that the provisions of the code of conduct and related instructions issued by it would apply to the content being posted on the Internet, including the social media websites, by candidates and parties. As far as the content posted by persons other than candidates and political parties is concerned, the Commission is considering the matter in consultation with the Ministry of Communication and Information Technology on practical ways to deal with the issue, in so far as they relate to, or can be reasonably connected with, the election campaigning of political parties and candidates, the Commissions circular said. Payments made to social media websites for carrying advertisements, expenditure on development of content, and spending on salaries for staff hired to maintain the social media accounts of the parties and the candidates would be included in poll expenses. The Commissions order is significant in view of the ongoing election process for the Assembly polls in Delhi, Chhattisgarh, Madhya Pradesh, Mizoram and Rajasthan. The SMS facility, availed of by candidates and political parties during campaign, is already under the scanner of the Commissions poll expenditure monitoring officials. builder Chandru Raheja and his two sons, Ravi and Neel, in a cheating case filed by industrialist Nusli Wadia, who claimed to have suffered losses worth crores of rupees because of the trio, police said on Saturday. A chargesheet in this case was filed by the Economic Offences Wing (EOW) on October 22, Joint Police Commissioner (Crime) Himanshu Roy said. According to police, Mr. Wadia, in his complaint in 2008, had alleged that he had suffered monetary losses in the redevelopment of a land in suburban Malad (W). In 1995, Mr. Wadia, who is the sole administrator of the estate of the late E.F. Dinshaw, has entered into an agreement with Rahejas through their company called Ivory Properties & Hotels Pvt. Ltd. for development of the lands in Malad. As per the agreement, the Rahejas had taken possession of 1,70,656 square feet of land for development. The accused were required to construct Ivory Towers and sell or transfer party and the amount transferred was 12 per cent of the sale amount as agreed, police said. Rahejas have also fraudulently prepared nine release deeds and signed as owners, an officer said. On the same area, Rahejas then went on to construct a mall currently known as Hypercity in 2006 and also transferred the possession of the mall to Hypercity Retail India Pvt. Ltd., without the knowledge of the administrator by falsely claiming to be the owner of the said land, police alleged. The reason for suppression of facts relating to construction of Hypercity was only to deprive the administrator of its land. By doing this, Rahejas caused losses to the tune of crores of rupees to Mr. Wadia in between 1997 and 2006, police alleged. The Malad land is now a major commercial hub, comprising Mindspace, InOrbit mall and HyperCity store. In 2008, Mr. Wadia filed a civil suit in the Bombay High Court and lodged a complaint with the EOW.

GHAZIABAD: A woman was gang-raped in a moving car in Sahibabad area of Ghaziabad on Friday night between Arthala Peer and Hindon Bridge. Police said the woman, 22, who resides in Nand Nagri area of Delhi, lodged a complaint with the Sahibabad police station in which she said she came to offer prayers at Arthala Peer on Friday. When she was waiting on the Grand Trunk Road for a tempo to return home, four people dragged her into a car and gangraped her in the slow moving vehicle. They dumped her near the Haj house under construction and sped away from the spot. After regaining her senses, she rushed to the police station and lodged a complaint in which she said Hemant and Lala, sons of Chandra Pal (the woman's landlord) and two other unidentified people outraged her modesty. BANGALORE: A series of raids on PG accommodations in west Bangalore has unearthed a flesh trade racket, exposing the nexus between police and human traffickers. A constable attached to Mahalakshmi Layout police station has been suspended for failing to inform his seniors. The suspension came in the wake of raids on PG accommodations in Nandini Layout and Vyalikaval, from where 35 women were rescued. Constable Manje Gowda was told to gather intelligence on the illegal activities, said DCP (north) Sandeep Patil. Police sources said three men were arrested in this connection, while four others, including the kingpin of the racket, are still at large. Cops said a diary has been recovered from one of the arrested which has entries on the monthly payments (bribes) made to Mahalakshmi Layout police. Patil said he had recommended action against the inspector of the police station and submitted a report to commissioner Raghavendra H Auradkar.

Sri Lanka Northern Council holds historic first session


JAFFNA, OCTOBER 26: The Northern Provincial Council (NPC) will take up demilitarisation and land rights as issues of top priority while pursuing its goal of democratic governance, said C.V. Wigneswaran, Chief Minister of Sri Lankas Northern Province here on Friday. Addressing the inaugural session of the Council, formed after the Tamil National Alliance (TNA) recorded an impressive victory winning 30 out of 38 seats in the recent NPC polls, Mr. Wigneswaran urged the Sri Lankan government to confine the military to barracks. Attired in traditional costume off-white silk kurta, white Dhoti and angavastram (shawl) Mr. Wigneswaran, in what colleagues later termed a powerful speech, said the NPC was willing to lend a hand of friendship to the Centre and hoped that it would cooperate with the newlyelected Council. All the 38 Councillors, the chairman and secretary, senior leaders including TNAs R. Sampanthan were seated inside the red-carpeted assembly hall of the NPC complex. The NPC complex in Kaithady, near Jaffna, had been renovated for this important day the historic, first ever NPC session. The walls wore a new coat of white paint and tall posts with flags swaying in different colours surrounded the now famous building. With classical music by Nagaswaram and Thavil artistes and cheerful floral decoration, the venue was a site of celebration. Five killed in Bangladesh violence Crowds pay

The company, the home finance subsidiary of nonbanking finance company Sundaram Finance, said home loan disbursements during the period April to September 30, 2013 grew by 7.63 per cent to Rs. 1,338.73 crore from Rs. 1,243.77 crore registered during the same period of the previous year. The company said that while its U.S. business declined by 19 per cent, it contributed 44 per cent of global revenues during the quarter. Neyveli Lignite drops 28% to Rs. 240 crore in Sept quarter


NEW DELHI, OCTOBER 26: State-owned Neyveli Lignite Corporation (NCL) on Friday reported 28.3 per cent fall in net profit at Rs. 240 crore for the quarter to September due to higher expenses. The companys net profit during the corresponding quarter last fiscal stood at Rs. 334.84 crore, the company said in a filing to BSE. The total income from operations of the company, however, went up to Rs. 1382.82 crore in July-September 2013 over Rs. 1349.21 crore in the same quarter of the last fiscal, it said. The total expenses of the company in the second quarter this fiscal stood at Rs. 1107.03 crore, registering an increase of 14.7 per cent over Rs. 964.51 crore same quarter last year. Employee benefit expenses for the current quarter include Rs. 35.80 crore towards provision for pay revision and other benefits in respect of non-executives, the company said.

In UP, private tech school students fare far better than govt institutions
LUCKNOW: Though the enrollment in UP government's technical colleges is higher, when it comes to quality, private colleges take the lead. This year, majority of meritorious students, according to Gautam Buddh Technical University (GBTU), are from private colleges. The toppers list announced by GBTU shows that 80% of the rank holders in the top 20 students of each branch are studying in private colleges, 20% come from government institutions. Except for the UP Textile Institute in Kanpur, no student from any government college has been able to make it to the top three positions in any of the 15 branches*, shows the topper list. In fact, state's premier government institute, Harcourt Butler Technological Institute (HBTI), Kanpur and Institute of Engineering and Technology (IET), Lucknow have taken backseat in producing toppers. Ironically, these are institutes in which candidates who top the state entrance examination (SEE) take admission. Governmentrun institutions have, over the years, emerged the first choice of top SEE rankers. GBTU officials say the preference is primarily for two reasons-low fees and quality education. The failure of government institutions' students to secure the top positions, however, puts a question mark on the quality of education being imparted here. UP's only government Architecture college too seems to be losing the medal this year with the top two positions in B Arch being secured by students of private colleges. The third comes from Faculty of Architecture, Lucknow - the only government college in the state. Gender-wise, the toppers list shows girls taking the lead in comparison to their male counterparts. Not only in the traditional streams of education, girls show mettle in engineering sector too. Considering top three students in all 15 braches, i.e. 30 out of 45 students are girls, 11 of the 15 gold medals were bagged by them, despite the ratio of girls and boys in engineering institutions in UP being 22:78. Academics attribute substandard education and lack of resources for poor performance of government institutions. Officials said people often point out quality education in private colleges. Private colleges not only fight to fill their seats, they also put in extra effort to improve their teaching and results, a clear reason why they are at the top in most branches.
