PROJECT STATEMENT
Currently , the city of Parkersburg has significant land use within their downtown devoted to surface parking spaces. This has left a void in open green and gathering spaces within their city , contributed to the urban heat island affect and significantly impaired water quality that enters the Ohio and little Kanawha rivers. In ordaer to help build stronger community connections , and appreciation for the environment and integrate sustainable stormwater initiatives throughout parkersburg, we shall explore connections of open pedestrian spaces that both manage and integrate green infrastructure seamlessly into the landscape.

FUNCTIONAL DESIGN
Our main objective is to create places for people to gather and enhance the sense of community in the City of Parkersburg. We will have several Green Spaces where people can enjoy being outdoors. In addition, we are proposing spaces for cultural uses, restaurants, and commercial spaces. Our new design will revitalize Parkersburg, and will generate a new identity of culture, lifestyle, and healthy environment. Our design will invite people from Market Street and Ann Street, as well as visitors, towards our proposed green paths and Water Facilities.
PROGRAM
We are proposing 1) a Stormwater Park and a Library Media Center, 2) a Green Parking lot, and a 3) Kitchen Garden & an Outdoor Cafe. The Outdoor Cafe will be the focal center of all three projects, and it will be a Node for people of all ages to gather around and encounter. We will have vintage locomotives and box cars on the abandoned railway bridge, over 6th Street, as the Library Media Center and other amenities such as computer labs, and dining. It will be a Landmark and enhance the identity of the City of Parkersburg.
WATER MANAGEMENT
We are proposing Constructed Wetlands, Rain Gardens, Bio-Retention, Bio-Swales, and Green Roofs. They will reduce the volume and pollutants of stormwater runoff before it goes into the sewer system and nearby waterways. One of functions is by capturing stormwater and diverting it to where it can be detained, infiltrated into the ground, evaporated, absorbed by plants, and/or reused. These facilities will be not only for stormwater management but also for educational purposes, as well as enjoyable urban scape.

CONCEPT
The Stormwater Park will be a place that celebrates vital elements for our lives, such as water, sunshine, wind, and wildlife. Our Stormwater Management Facilities, Rain Gardens, Constructed Wetlands, and Green Roofs will serve as habitats for wildlife, as well as providing opportunities for people to enjoy those natural elements throughout the site.

Our Stormwater Park will consist of Water Terraces, a Rain Garden Park and a Library Media Center. Our Rain Gardens which face the Community Garden and the Outdoor Caf, will invite people to the Library Media Center and Water Terraces. Along Rain Gardens and Constructed Wetlands, we want to create a sense of place in people, so they can enjoy the sound of water splashing and flowing. All Stormwater runoff will be filtered and cleaned through the Rain Gardens and Constructed Wetlands. It will eventually be collected into the lowest Reflective Pool in the last Water Terrace. It will be a place for children and people of all ages to explore and play with clean water and fountains. Native wetland species will be inserted into all the Storm Water Management Facilities and they will provide habitats for native species and create opportunities for people to enjoy nature.

CONCEPT
The Green Parking Lot will have vagetated buffers with bioswales. It will filter the stormwater runoff in the parking lot and remove pollution, reduce surface runoff, and reduce heat island effect, as well as screen the parking from Juliana St. and the green alley.

CONCEPT-Recovery of Health, Community and Life
This design was indoor and outdoor places equipped with accessible paths that wind throughout, creating a network of dynamic interactive communal spaces for residents. Places that are full of rich sensory sights, smells, sounds and full of lifeto keep people coming back and spending more of their life outside reconnecting with people and nature.

It will be an important social space and outdoor recreational center for residents in Parkersburg, which leads peoples sight to Stormwater Park by paths. The kitchen garden and outdoor seating enhance the communication between people, which will also encourages ecological education for all ages. This design is integrated with nature by providing green roofs, rain garden and surrounding Kitchen Garden. It can reduce the temperature surrounding buildings and storm water runoff.

The 6th Street(pedestrian promenade) will serve as a pathway connecting the Market to Ann Street, and could be lined with cafes, stormwater park and alleyway. Brick pavements and public art can be installed to restore the history on this part of the road while bringing an identity and enhancing the characteristics of Parkersbug. Outdoor seating on 6th street and alleyway will be gathering places for the residents and visitors, It will enhance communication between people.
