Flood protection
25% of the territory of Hungary is flood-risk area, and flood protection has a history of several hundred years. The development and operation of flood protection schemes keep the relevant organizations and expert busy all the time. Since the establishment of the VIZITERV Environ Ltd, the engineers and experts of the company have been participating in this activity. The major part of our work covers the Tisza Basin, shared by five countries. Due to the divided nature of the catchment, some of the projects can be implemented only with international cooperation, in which we continuously participate. Our major projects of the past years:
The Bereg complex flood mitigation and floodplain revitalization project on the Upper-Tisza
Following the devastating floods in the years of 1998-2001 in the Tisza Basin, a new flood protection strategy was created in Hungary for the Tisza Basin. The main point of this is: instead of and besides further raising the height of flood protection levees, which have been constructed since the 19th century, it is necessary to create an emergency reservoir system, interconnected with environmental protection and country development programs. We joint the implementation of this concept primarily by the complex preparation of the Bereg project. We developed the concept, carried out feasibility studies and prepared technical plans in close cooperation with the respective regions (local governments, civil organizations and residents). In the course of the project a 60 million m3 emergency reservoir, a 9-12 million m3 inland water reservoir, 51 water management structures, monitoring stations are constructed. The project preparation work was done in constant HungarianUkrainian collaboration. The project budget is Euro 95 million; the implementation takes place in 2011-2015.

Flood protection
Tur flood protection scheme complex development
The River Tur is one of the smaller water courses of the Tisza with a mere 1,200 km2 catchment, shared by two countries (Romania, Hungary). Our development project here consisted of: reservoir construction, enhancement of extent levees and rehabilitation of nature reserves. The development had to be harmonized with the Romanian development plans and with the operation of the existing Romanian reservoir. The project involved water management development with the aim of billabong rehabilitation and environmental protection. The implementation of the project has commenced with an estimated budget of Euro 20 million.

We constantly play a part in processing professional concepts and plans for the unified monitoring system in the Upper-Tisza catchment, divided by frontiers. Currently a total of 66 monitoring stations belong to this system, partly located in Hungary, partly in Ukraine. The system was created, operates and is advancing on unified professional and information technology principles.

The Tisza-Krsvalley Water Management System is the largest water management system in Hungary. The complete development of the system in done in the frame of the Tisza-lake project, between 2012-2014. The project intends the modernization of the monitoring and controlling system of the water distribution system. 19 hydrography monitoring stations will be renewed, as well as 3 data collection centers and the hydraulic model scheme ensuring the optimal operation of the system. The plans and technical tender documentation were prepared by our company.
As a part of the complex flood protection development programs usually the flood warning and forecasting systems are developed as well. We are currently taking part have contributed to numerous tasks as such. The forecasting systems usually consist of various models (1D, 2D hydraulic models, and precipitation runoff models). With the realization of the Tisza-valley flood retention reservoirs the tasks of forecasting broadens with the operation tasks of the reservoirs. Within this, the optimal operations, the rules, the instructions and the scenarios have th be planned. We take part in the elaboration of these.

Water management
Like in every country, management of surface and subsurface waters is become an increasingly crucial question in Hungary as well. This means that special attention must be paid to the quality and quantity preservation of water. Our activities are related to these professional tasks, which will be detailed below.
The catchment development plan for the Nyrsg aims at the creation of smaller water storage facilities and assists better adaptation to
water budget conditions and landscape management.
We prepared a complex flood protection, water management development plan for the Batr-Tr-Pald region with Hungarian-Ukrainian cooperation. The plan integrates development concepts and programs on both sides of the frontier, taking proposals
of local governments, civil associations and farmers into consideration. The implementation of the project is expected to start in 2012.

Water management
We prepared the rehabilitation and development program for the shared Baja-Bezdn river system located in the Hungarian-Serbian border region. One of the largest hydrologic structures of Hungary, the Dek Ferenc sluice is located in this river system, for which a complex state assessment and reconstruction plan was prepared.
In the course of the Hungarian-Ukrainian cooperation areas with favorable features in the catchment of the Borzsa River were discovered where coordinated flood protection and hydropower utilization seem to be feasible. A consultation study was prepared targeting a kind of feasibility study involving the following: - revealing and evaluating possible planting and practical constructing options; - revealing the functions, main features, water management and flood protection applications of the schemes of energetics project; - requirement of main labor types; - preliminary cost estimation; - providing information and data necessary for the preliminary management, official, energy market and money-market consultations; supporting decisions about further planning. The estimated budget of the project: Euro 960 million.
Part of our activities is the preparation of water quality disaster prevention plans. These contain new technical action plans for the mitigation of occasional, unexpected water contamination. First we took part in preparing the methodological foundation, then in the past few years we prepared 15 specific plans. The locations of the designs are: Zagyva-Tarna catchment area, the Balaton region, the lower and medium section of the Danube, the Ipolyregion.

A part of the subsurface water resources are of strategic importance, these are among a group of a so-called long-term water resources, the long term protection of which is the responsibility of the state. A majority of these are bank filtration water resources along the Danube. The vulnerability of the bank filtered waters comes from the proximity to the surface, where one of the main elements of the control works is the experimental site visit (temporary water level monitoring wells and construction of test supply wells). The precise evaluation of the associated additional measurements (infiltration monitoring, long term pumping to define the efficiency of the channel connection, water quality studies. The hydraulic analysis of the background and the rivers side, etc.) and observations will only happen subsequently.

Development of cross-border cooperation in the Hungarian-Ukrainian border region titled project. On the
Ukrainian-Hungarian border of the Carpathian basin the only acceptable alternative for providing the public with good drinking water is using the subsurface waters as water supply. The aim of the project is to complete a hydraulic and environment protection research on the subsurface water resources divided by borders, on the Ukrainian and the neighboring Hungarian areas. The results of the project: definition of the quantity the of jointly acceptable, maintainable and endurable subsurface water extraction in the area. The foundation of transboundary water cooperation concerning subsurface waters. Foundation of new waste water placement, drinking water supply and waste management developments on both sides of the boundary.
The examination of the transboundary alluvial sequence of the Szamos River. (NATO Science for Peace abbreviated as SQUASH Project, University of Miskolc, Technical University of Bukarest (Romania), University of Liege (Belgium). VIZITERV Ltd., named end user, as expert in the field of hydrogeology. The results of the project: the data collection was completed for the transboundary catchment area, the jointly calibrated model based on measurements and research was completed. In the spirit of the EU Water Framework and using the results from the joint efforts of both parties regarding the selection of water bodies, we analyzed the quality and quantity characteristics of each water body.

Water supply
In Hungary, after the joining of the EU, the regulations concerning the water quality supplied by municipal water supply systems became more stringent. The compliance with new legislations requires a technological or network reconstruction development at most of the water supply systems. This is especially true for the Northern-plains region. We have taken part in the Northern-lowland drinking water improvement program, aiming to help the catching up on both the regional and county level. The implementation of the program happened in 2 phases. In the first phase the 41 settlements of the region took part, where the medically challenged water quality components were much higher then the new limit. In the second phase, those settlements took part which didnt take part in the 1st phase, and the quality of water in the network did not meet the value defined by law.
To ensure the professional foundation of the program, we prepared exploratory studies and licensed plans. The plans dealt with the option of optimizing the system, by defining the optimal operations scheme of the operator organization.
In the frame of the drinking-water improvement program, we prepared a total of 43 settlements drinking water network reconstruction plans, as well as giving professional guidance through the construction works. During the planning phase we placed a lot of emphasis on the usage of state of the art methods. In most places we managed to plan the usage of a trenchless method.

Soil mechanics
In connection with the implementation of flood protection establishments we provide engineering supervisor and quality control services as well, assisted by our accredited soil laboratory. The laboratory operates MSZ EN ISO/IEC 17025:2005 quality control, accredited by NAT. The accreditation covers the following areas: soil and underground water sampling for environmental tests soil sampling for soil mechanics tests testing physical features of soil (water content, consistency margins, organic material content, defining design void to soil ratio, testing compactibility and compactness of soils, dispersity, plate load capacity, isotope compactness testing, field testing of water content) evaluating soil mechanics tests, preparing reports We draw up minutes from the tests and prepare expert opinion if required by the customer.
Our company has vast experience in construction and experts with qualification and licence in civil engineering and technical supervision. Our experts technically supervised the construction works of the (i) ringdike in Onod, which was implemented as part of the Investments serving flood damage prevention in Felszsolca and environs program following the flood in north Hungary in 2010; (ii) the dredging of break sections in the railway floodplain in Felszsolca. The net cost of the implementation is Euro 5 million.
Quality control of excavations was done in the Tisza basin on the Nagykunsgi and Hanyi-Tiszaslyi reservoirs.

Researches, studies
Besides planning and consultation activities the experts of the company often take part in writing and editing technical literature, in publishing process, and in research programs as well. For example, they participated in the writing and editing books about the 1998 and 2001 UpperTisza floods; and in the preparation of publications about certain parts of the Tisza basin. We also took part in research supporting the Further Development of Vasarhelyi Program and in the research program called Creating Technical and Scientific Bases necessary for the Definition of Flood Risks. Our professional work is proved by several publications.
One of the interesting and important research topics of recent periods was the evaluation of changes of forestation in the Upper-Tisza catchment areas and the analysis how the changes effect the formation and progress of floods. We concluded that deforestation in the catchment in traceable at the same time it contributes to the formation of floods in a small scale only. The research was done with Hungarian-Ukrainian cooperation.
Our experts actively participate in the field of education as well. We lecture at several universities and colleges in the civil engineering training; continuously accept graduating students for consultation and internship. Occasionally we take part in making scientific documentaries.
