While the number of university graduates sitting for the upcoming Bhutan Civil Service Examination (BCSE) prelims has increased by over a thousand, vacancies in the civil service this year has decreased by 59 seats from the previous year, according to a Royal Civil Service Commission (RCSC) announcement.

Since the speaker had not yet been elected then, Jigmi Y Thinley had put in his resignation on July 31 through the National Assembly secretary to the speaker. A provision in the National Assembly Act states that should a member wish to resign his or her seat when

the house is not in session, it should be to the secretary general that the resignation is addressed. Jigmi Y Thinley wished not to specify the reasons for his decision, which he feared would only be subject to more nitpicking over tiny details and subsequent germination of speculations from certain sections of the public. The letter is, however, subject to acceptance by the speaker, who was elected on August 2 during the first sitting of the second Parliament. Recently elected speaker Jigme Zangpo said he would

look at the resignation letter today, the day he formally takes office and carefully study the reasons for the members application for resignation. While Ill be guided by law, there are many concerns, he said. What if the law is not so clear, what happens then? Of the 202 PGDE slots, seven are for dzongkha graduates, and 10 for technical. The highest number of seats, 274, has been allocated to the technical category. Greener, stronger and cheaper concrete blocks

Bhutanese engineers have come up with their own eco-friendly mix using ground glass

A group of Bhutanese engineers have found a way to reduce carbon dioxide emissions, produce stronger concrete blocks and whats more, all of it at a much cheaper cost.

INVENTION
Civil engineers Dawa Tamang, Passang Dorji, Namgay Dorjee, and architect, Phub Tshering,worked for the past four years on how to produce concrete using ground glass. They found that using ground glass of less than 4.36mm instead of sand, the M20 type concrete became stronger by 25 percent, similar to that of M25. It was also cheaper to make. The results were good on M-20 concrete, Dawa Tamang. We did cube tests on 27 cubes later at the standard quality control authority (SQCA) Thimphu, there we found that the strength of M-25 concrete from M-20 concrete was achieved. This means strength can be increased by 25 percent and making concrete cheap-

er by up to 30 percent, according to Dawa Tamang. Numerous tests were conducted on samples in 2009 at the college of science and technology concrete lab, and at SQCA to confirm the results. For instance, to make a M20 concrete hollow block normally takes 10.5 bags of cement. When using ground glass it only takes 6.2 bags of cement to produce similar results. So the production cost drops from Nu 32 to Nu 24. Both coloured and noncoloured glass can be used to make concrete.

Tested: Concrete blocks after compressive strength tests

The idea was to do something about the mounting glass waste and its impact on the environment, Dawa said. A modern glass takes 4,000 years or more to decompose and longer in a landfill. Studies say recycling a bottle can reduce air pollution and water pollution by 20 percent and 50 percent respectively. Every metric tonne of waste glass recycled into new items saves 315 kg of carbon dioxide, research in UK show. The cement production will emit the equivalent amount of carbon dioxide in the atmosphere, so an experiment to make concrete, which will reduce the carbon dioxide emission and utilise this landfill occupying glass (10 percent of landfills have glass in Thimphu) was conducted, the assistant engi-

But concrete in those blocks are required of less strength that is M5 to M15. So were still carrying out more tests for these types, Dawa Tamang said. Scrutiny begins at home

athering during the weekends around the capital city was all about the conducts of new ministers. Some were said to have already begun bossing around, others were trying to loosen up some of the disciplines and office decorum, while a few have begun looking up trips abroad. It seems civil servants have already begun putting their leaders under the radar. Personal attributes aside, it apparently seems the party has itself drawn up some code that sends stern warnings to ministers, to be wary of losing the very portfolios they were given after much squabbling among identified elected members. Although it applies to the elected members as well, it does pin specific accountability as it does ministers who have been lobbed specific responsibilities of heading individual ministries. The codified rules that awaits approval of the prime minister and other core players in the party machinery, however, discusses among others the performance aspects. Grandiose as it might sound, it might prove difficult to implement the clauses within the code. While it would be difficult to gauge each of the ministers performances, including those of the members given the many factors that determine how almost all of the countrys numerous projects fare. Fund is obviously one of main factors, the availability of which will ensure projects under each ministry are carried out and eventually fulfilled. This is where the ministers negotiation skills come in, to visit donor countries and most convincingly brandish the countrys selling points. Results often do not show overnight. Many of them take years, in some cases, it might take the whole five-year tenure to realise how an individual would have performed and although that might be the only achievement of an individual, sometimes it is a lasting one. It might pay to foster a good relationship with civil servants, who are the key players in the implementation of projects based on which the Bhutanese electorate will make their decisions in 2018. Humility, often works wonders. As members of the assembly, requiring them to visit their constituencies at least four times a year, one before session begins to gather issues for discussion at the assembly and the other after it to relay what transpired, is a good one. At least this, to an extent, ensures that people will not complain of their elected members not visiting them once elevated to the Parliament. In the transition that the country is in, at least this is what members ought to do, not engage the electorate once every five years during elections but involving them in the decision-making process as well.

Phuentsholing hospital clarifies on doctor shortage

Sir, The Hospital Administration would like to clarify a few things with regard to some points covered in the article Only two Doctors in P/Ling general Hospital dated July 31. First, it was two doctors besides a specialist, Gynaecologist in the Hospital. Secondly, replacement for three doctors included one assistant clinical officer (ACO), as two doctors went for further studies, one completed his contract term and the ACO was transferred out. Thirdly, Very few come to consult specialist was meant to be very few people come to consult doctors during special consultation services, which had started since last year similar to one in JDWNR hospital in Thimphu. Special consultation service is open from 4 pm to 7pm, and especially meant for all sorts of medical certificates, migrant labor screening and for those who cant wait in queue during office hours because of various reasons. They could come during off hours and consult doctors after paying a certain amount as consultation fees. This was initiated with the intention to give more time to sick ones considering the already huge number of patients visiting the hospital, rather than spending time on huge numbers who are not ill but come for certificates. Some of them also work on Sundays, because they get Nu 350 a day, which they use to buy vegetables. Although they came from different parts of the country, they get along, the construction in-charge, Sonam Wangdi, said. Tandin Wangchuk, 25, from Zhemgang, who was sentenced to three years for a bus-accident at Lampelri in 2010, said he wishes to continue working at the lhakhangs construction site, even though he has only five more months to be released. But for Delip Kumar, 24, who has more than a month to complete his prison term of 18 months, said he wants to return home. He was charged for a gang-fight in 2012, while studying at Tenzin high school in Paro. Meanwhile, the construction in-charge, Sonam Wangdi, 68, said the extreme winter in Haa makes it difficult

to work for the three winter months. But, with the help of prisoners and volunteers, they didnt face any labour problem. About 40 local choebs (lay-monk) and anims (nuns) from Yangthang and Yangthang-Goempa contributed labour for 15 days each for the lhakhang, Kadhi, a villager and Lhakhang caretaker said. The villagers contributed 10 days of volunteer labour. More than 15 households from Yangthang village and other villages of Haa also sponsored tokhu, where a household sponsors one-day labour and food. The Yangthang-goenpa lhakhangs construction started in August 20 last year, after it suffered major damages in the earthquake of 2011. Its reconstruction is expected to complete by February next year. The lhakhangs reconstruction project has received an initial fund of more than Nu 8M from His Majesty the King, and again received an additional Nu 5M during his recent visit. His Holiness the Je Khenpo has also granted Nu 100,000 for the lhakhangs reconstruction. The main two-storied lhakhang, would be constructed by the contractor, while the surrounding areas would be built by the people and choebs, the villagers said.

After the new government lifted pedestrian day at its first cabinet sitting yesterday, house owners and tenants in Thimphu are now waiting for the Tenancy Act to be revised.

HOUSING
The peoples expectation is in line with the ruling partys pledge to revise the Tenancy Act and make it more practical and implementable during its first 100 days in office. Among many eager for the revision is a guide, Bhim Chettri, who has been desperately looking for a house. High rents are a big problem for him to find a house easily, he said. The government, according to him, should immediately focus and monitor the Tenancy Act. If the government works out this problem, almost half of Thimphu people would benefit, the guide said. A graduate, who has been staying with his brother for many years now, said it is nominal rents, with basic facilities like water and electricity, that he is looking forward to, as the Act gets revised. By nominal, he means that the rents should be the same for similar kind of houses in the same area. A corporate worker, Pema Choki, however is not so eager, unlike others. She said she could wait for the government to take some time. Just like theyve worked on a couple of them, Im sure theyll work on the Tenancy Act too, she said, adding that, when it comes to lowering house rents, it may not be doable, as most new houses are constructed on loans. Adding on the loan issue, a house owner in Olakha, Thinley Wangmo said it was because of the interest rates

on loans that house owners charge high rents. Banks, she said, give only half the amount of housing loans to construct houses. For the remaining amount, people take other loans, such as personal loan, which have higher interest rates, she said. If the new government is revising the Tenancy Act and if, according to that, house rents should decrease, Thinley Wangmo said interest rates on housing loans should decrease first. Meanwhile, landlord Mindu said there are many problems related to high house rents. Increased cost of construction is one of the major reasons, he said. A cement bag that cost Nu 150 five years ago has gone up to Nu 355 today, he said, adding daily labour charges that were Nu 90 earlier are today Nu 250 a day. As of now, Ive increased house rents once only in two years, and that is just 10 percent, as per the Act. Mindu said almost 90 percent of house owners have availed loans to construct their houses. He also said that, if the new government revised the Tenancy Act, it should benefit both tenants and landlords. Filing PIT, maintenance, plumbing charges and keeping sweepers and securities are additional expenditure, another building owner said. Choosing anonymity, he said, there is also a problem about house owners and tenants not signing agreements. I believe most of them do it mutually, because tenants at times get transferred, and so theres no use making agreements, the owner said. Tenancy Act and related issues. Powers of tenancy authority, as per the Tenancy Act, shall be the authority for the administration of this Act. The authority shall establish a dispute settlement committee for complaints and decisions. Further, the authority shall receive complaints and refer to the dispute settlement committee. In Thimphu, the tenancy authority is the thrompon, while it is the dzongdag in other dzongkhags. Thimphu thrompon, Kinlay Dorji, in a telephonic interview, said the problem has arisen because there are no rules and regulations made to implement the act. The works and human settlements legal officer once told me that there were some guidelines, but I havent received it yet, he said. If we were to implement it, then we must have additional manpower to monitor and administer between the tenants and the landlords. Citing example of two cases that came up recently, he said that one of them didnt have a signed agreement, which is the main problem. If they dont have signed agreements between them, we dont entertain the case, as theres no basis to do so, he further said.

A regular passenger, who had availed the rope service, is Bhim Bdr Gurung. The veteran woodcutter often travels by the rope to collect provisions from Bajo town. The rope not only saves money but time as well, Bhim Bdr Gurung said. To hire a taxi until Khotokha costs between Nu 250

to 300 and takes almost two hours when the road is in good condition. But come summer, many like Bhim Bdr take the rope when it is not engaged in ferrying logs. The rope has been ferrying people since its establishment in 1983, proprietor Karma said. He said the facility was put in place to lift only raw timber and agro goods, but became a means of transport for the people of Khotokha until the road was built in 2010. Now with road, fewer people use it, Karma said. Considering safety, the dzongkhag administration has asked the proprietor to stop transporting people. Our attempt to abide by the dongkhag administrations order is difficult when people keep requesting to use it, Karma said. When we discontinue, some show their dislike in a bad manner. Use of the ropeway could stop if the road to Khotokha is improved and becomes an allweather one.

Sonam Wangdi, proprietor of Druk Pelden petroleum, offered the statue of Namgyalma to the dratshang on July 31. The gold and copper Namgyalma statue has three faces and eight hands. It also holds a statue of Gyalpo Thrisong Duetsen in one of its hand. The relic was gifted to Sonam Wangdi by his adopted brother, former advisor to fifth King, late Dasho Karma Gyaley, in 2005. Since then, the statue was kept in Sonam Wangdis house in Paro. Im not sure about the history of this relic, or where Dasho Karma Gyaley brought it from, he said. He gave it to me as a blessing from an elder brother and as a nangten (sacred relic).

I was told that its a priceless 8th century statue, Sonam Wangdi said. Last year, Sonam Wangdi was offered more than Nu 10M for the statue by a person, but he had already decided to offer it to the dratshang. I realised itd be better if kept under the care of His Holiness the Je Khenpo and the dratshang, he said. Neither could we offer prayers like the dratshang could, nor would people receive blessings from the relic, if it was in our possession. Sonam Wangdi also said he had made the offering as prayers from his late parent, other members of his family, deceased or living. Sonam Wangdi, has 13 children from five wives, and is currently living in Gelephu. My wish is that the statue be encased like the Ranjung Kharsapani (self-created Avalokiteshvara) and accompany his holiness the Je Khenpo in his winter and summer residences, he said.

US closes two dozen embassies and consulates for day

Twenty-one US embassies and consulates, mostly in the Middle East, are closed for the day in response to fears of an unspecified attack by militants. A state department global travel alert, issued on Friday, is also in force until the end of August. The department said the potential for an al-Qaeda inspired attack was particularly strong in the Middle East and North Africa. President Obamas senior security team met late on Saturday to brief him. National Security Adviser Susan Rice led the meeting, which included the secretaries of state for defence and homeland security and the heads of the FBI, CIA and National Security Agency, the White House said in a statement. The president has received frequent briefings over the last week on all aspects of the potential threat and our preparedness measures, the statement said. Nepalese folk-rock band Nepathya to headline Wembley Arena

Nepalese folk-rock band Nepathya are to play as the headline act in a concert at Londons Wembley Arena on Saturday, one of the UKs largest venues. Organisers say people are travelling to the UK from Holland, Belgium, Norway and the US for the show, which has had widespread media coverage in Nepal. It is like a dream come true to play at Wembley, singer Amrit Gurung said. The band - which formed in 1990 - is famed for its peace tours during the 1996-2006 Nepalese civil war. More than 15,000 people died in the conflict. In 2001 - when the Nepalese government declared a state of emergency, and travelling was considered risky - Nepathya went on a five-date tour called Education for Peace . Profits went towards building libraries in the war-torn towns and cities where they played. In 2003, with the war still raging, the band went on another peace tour, selling out six venues across Nepal. The smallest attendance was 15,000 people. The biggest was 50,000. Australian PM Kevin Rudd calls election for 7 September

Australian Prime Minister Kevin Rudd has called an election for 7 September, six weeks after defeating former PM Julia Gillard in a Labor party vote. The date was announced after he visited the governorgeneral, a formality preceding an election announcement. The head of the centre-left party faces stiff competition from conservative opposition leader Tony Abbott, who is favourite to win. The economy, asylum seekers and climate change are among the key issues. Its on. Rise in violence linked to climate change

Shifts in climate are strongly linked to increases in violence around the world, a study suggests.

US scientists found that even small changes in temperature or rainfall correlated with a rise in assaults, rapes and murders, as well as group conflicts and war. The team says with the current projected levels of climate change, the world is likely to become a more violent place. The study is published in Science. Marshall Burke, from the University of California, Berkeley, said: This is a relationship we observe across time and across all major continents around the world. The relationship we find between these climate variables and conflict outcomes are often very large.

The researchers looked at 60 studies from around the world, with data spanning hundreds of years. They report a substantial correlation between climate and conflict. Their examples include an increase in domestic violence in India during recent droughts, and a spike in assaults, rapes and murders during heatwaves in the US. The report also suggests rising temperatures correlated with larger conflicts, including ethnic clashes in Europe and civil wars in Africa. Mr Burke said: We want to be careful, you dont want to attribute any single event to climate in particular, but there are some really interesting results. The researchers say they are now trying to understand why this causal relationship exists. The literature offers a couple

of different hints, explained Mr Burke. One of the main mechanisms that seems to be at play is changes in economic conditions. We know that climate affects economic conditions around the world, particularly agrarian parts of the world. There is lots of evidence that changes in economic conditions affect peoples decisions about whether or not to join a rebellion, for example. But he said there could also be a physiological basis, because some studies suggest that heat causes people to be prone to aggression. It is a major priority for future research to distinguish between what is going on in each particular situation. The scientists say that with the current projected levels of climate change the world is likely to be-

come a more violent place. They estimate that a 2C (3.6F) rise in global temperature could see personal crimes increase by about 15%, and group conflicts rise by more than 50% in some regions. Commenting on the research, Dr Stephan Harrison from the University of Exeter said it was a timely study . What they have found is entirely plausible... For example, we already know that hotter and drier weather causes an increase in urban violence. Likewise, during cooler and wetter weather people tend to stay indoors, and the threat diminishes. However, other researchers have questioned whether climate breeds conflict. Work published in the Proceedings of the National Academy of Sciences suggested that this environmental factor was not to

blame for civil war in Africa. Instead, Dr Halvard Buhaug, from the Peace Research Institute Oslo, Norway, concluded that the conflict was linked to other factors such as high infant mortality, proximity to international borders and high local population density. Commenting on the latest research, he said: I disagree with the sweeping conclusion (the authors) draw and believe that their strong statement about a general causal link between climate and conflict is unwarranted by the empirical analysis that they provide. I was surprised to see not a single reference to a real-world conflict that plausibly would not have occurred in the absence of observed climatic extremes. If the authors wish to claim a strong causal link, providing some form of case validation is critical. BBC

PROJECT
BIL headquarters launched the project on August 3. The insurance on wheel is a mini-van that will travel to multiple locations across the country and scan for potential clients, as well as carry out insurance awareness sessions. This van is equipped with a printer, a computer system, a camera, and a back-up power supply that lasts up to eight hours. The total cost incurred in starting the project was Nu 1.2M, BIL officials said. Armyworms didnt completely flatten tengma business

When armyworm infestation went viral early this year, many farmers in Mongar were worried about the worms not leaving them with much harvest of their staple food.

But with quick intervention from district agriculture officials, who supplied them with chemicals, now most farmers in Mongar are able to reap a good maize harvest and are quite content selling flattened maize (tengma) by the roadside. Farmers of Chali gewog sell their tengma at Gangola stall, while Mongar farmers sell the same at different roadside until Hurungpum. One of them, Wangdi from Chali, who sells flattened maize at the Gangola-Mongar-

Lhuentse highways junction, said his maize field had also been infested, but the chemicals took care of the worms. He said, this year, the infestation wasted the first cultivation of many farmers, and many had to re-cultivate the crop. But he is among the many vendors, who said the business is going well. Every year he earns about Nu 30,000 to Nu 40,000 from selling fresh tengma at Gangola and Mongar. Another farmer Sonam from Chali said, because of the infestation, the yield has dropped this year. He cultivates maize on his four langdo of land and sells tengma to make a living for his family of four. We were worried but fortunately we got something to harvest and sell in the market. Sonam said he usually earns about Nu 50,000 to 60,000

Hemis monastery in Ladhak, India will once more see Drukpa linages enlightened yogis and accomplished Drukpa masters from Bhutan, India, Nepal, Tibet and other parts of the Himalaya along with some volunteers coming in to attend the fifth Annual Drukpa Council, (ADC) on August 29.

ADC officials said that this years ADC might probably be the last in Ladhak, which is the third in Ladhak after the first and second was held in Nepal. Where the next ADC would be held will be decided once the fifth ADC is concluded, officials said. Officials also said that as usual, there would be lamp offerings, teachings, empowerment and oral transmissions during the council. One of the Geykul Drukdra volunteers in the country, Sonam Pem said the theme for

this years council is Universal Ones-bridging spirituality and materialism where traditional rituals and Himalayan cultural performance would be showcased. Unfortunately, Bhutan may not have a cultural troop this year, Sonam Pem said. A group from the Bhutanese film industry presented cultural programs last year. ADC officials said a free eye camp would also be organised for the underprivileged on the sidelines of the event. During the third ADC, the council set a Guinness world record for most trees planted. Council planted 50,33 tree saplings breaking the previous record of 27,166 trees planted in Peru. In 2011, Philippines planted 66,000 trees and broke the record. But in 2012, the council planted 99,103 trees and reacquired the Guinness world record title. Trees were planted under Live to Love initiative founded by His Holiness Gyalwang Drukpa.

LHM Manang through to semifinals

LHM Manang defeated NMB Machhindra by a single goal in yesterdays match that saw five yellow cards, a player expelled from both teams, and balanced crowd support for the two Nepalese clubs. the top, while Machhindras chances of surviving in the tournament increases.
