Executive Order 29 (Pocket Open Skies Policy)
Allows foreign carriers to increase flights to secondary airports except Manila, over and above entitlements that have been negotiated under existing air services agreements .

Recognizes the principle of reciprocity as the basis for tax relief to foreign carriers, and rationalizes the imposition of the Common Carriers Tax and Philippines Gross Billings Tax.
