1.0 INTRODUCTION Institute of Occupational Safety and Health is an institute that is responsible for monitoring the safety of gadgets and technological items in the market Institute of Occupational Safety and Health is an institute which is responsible for monitoring the safety of gadgets and technological items in the market such as the mobile phones. Mobile phones have become essential need to everybody from kids to adults. No matter where you are, without mobile phones, life seems so incomplete. Once, the usage of mobile phone was banned among the schools students but slowly, the rule was being discussed again for the sake of communication and safety needs. 1.1 Purpose of the report The main purpose of this report is to analyse the real situation whether the advantages outweigh the disadvantages of mobile phones. It is very important for us to see and understand the latest scenario. According to the http://www.businessdictionary.com/definition/mobile-phone.html, Mobile

phone is a portable telephone device that does not require the use of landlines. Mobile phones apply frequencies transmitted by cellular towers to connect the calls between two devices. Mobile phones have grown to be the most widely used portable device in the world. Mobile phones may also be referred to as wireless or cellular phones to the user around the world nowadays. Surely there are many advantages that we can gain from these mobile phones. The advantages are: 1. The world becomes borderless in communication. It really helps the people in broaden their knowledge and communicate no matter where you are. 2. When you are in an emergencys situation, you can call the police or anybody for help. 3. You can carry the mobile phones anywhere you go or when expecting important calls.

There are also concerns about the usage and the dependency on this communication gadget. Despite of its important roles in the latest human necessities, there are a few issues appeared that need our attention too. It is undeniable fact that mobile phones can also be the cause of social or medical problems such as: 1. A report saying that the small device that we hold in our hands can actually affect children around us. Children who had exposed to these mobile phones when they were in the womb or after birth and up to the age of 7 is most likely had a higher chance of behavioural problems. The problems can be as being hyperactive, needing extra attention and social issue. 2. Someone who used the mobile phones all the times has higher risk to have illness such as cancer. Anybody who uses mobile phone constantly also faces serious problems as mobile phones addictiveness. Young adults attention can be easily disoriented when they depend too much on the mobile. 3. A condition known as cell phone elbow. It is seemingly caused by the regular and repetitive use of the mobile phone. The frequent bending of the elbow will strain the muscle and cause the muscle pain.

2.0 SAFETY AND HEALTH MATTERS It is important to consider the safety and health matters when we are dealing with a gadget that can affect the consumers safety and health. We have to understand the occupational safety and act that protects us. Since we have realised the social and medical problems that occurred, it is our responsible to identify the problems and find the best solution to handle the matter accordingly. 2.1 Occupational Safety and Health Act

According to http://en.wikipedia.org/, occupational safety and health is The Occupational Safety and Health Act 1994 (Act 514) is a piece of Malaysian legislation which was gazetted on 25 February 1994 by the Malaysian Parliament. It is a legal act to make further provision for securing that safety, health and welfare of persons at work, for protecting others against risks to
4

safety or health in connection with the activities of persons at work, to establish the National Council for Occupational Safety and Health and for matters connected therewith. According to http://news.menshealth.com/cell-phone-brain,the National Institute for Occupational Safety and Health (NIOSH) and the Occupational Safety and Health Administration (OSHA) in the United States, have been actively involved in monitoring and investigating issues related to RF exposure. For example, the FDA has issued guidelines for safe RF emission levels and monitor exposure issues related to the use of certain RF devices such as cellular telephones. NIOSH conducts investigations and health hazard assessments related to occupational RF exposure. This definitely proves to everybody how important it is for us at see and act accordingly in monitoring all the activities regarding occupational safety and health. 2.2 Responsibilities of an Occupational Health Manager As the Occupational and Safety and Health manager, I have to advice the employers to take certain measure in order to protect the safety and health around their workplace. I also have to check the workplace around to ensure equipment, materials, and production processes do not present a safety and health hazard and the place is a safe environment to work around. My other duties are to: o investigate any complaints at the workplace regarding with health and safety o implement and minister health and safety guidelines. o enforce health and safety laws and regulations.

2.3 Advantages and Disadvantages of Mobile Phones At this moment, there is no doubt how important it is to have a mobile phone. We just cant deny how vital it is to us, as a source of communication, no matter where we are at the moment. Even thou it affects the medical and social aspects of our life negatively and positively. There are at least four problems that appeared and touch our life. We have to look into the problems and discuss the outcomes/ suggestions/ changes that need to be consider or taken.

The first problem is the mobile phones can affect our hearing. This is because people seldom stay away from the hand phone. You can always see either someone is using it or heard the vibrating/sounds begging to be pick up. It is actually harmful to our h ealth. We have to always remember that talking on the phones for hours can affect your hearing. You can feel as if your ears are swelling. It is reported that the radiation from the mobile phones can cause brain tumour. Taken from http://news.menshealth.com/cell-phone-brain, Using a first-of-its-kind technique for measuring electromagnetic radiation, researchers found the radiofrequency field generated by your cell phone causes brain tissue to heat up. This proves your brain is absorbing radiation from your cell, study author David Gultekin, Ph.D., a researcher at the Memorial Sloan-Kettering Cancer Center in New York, tells MensHealth.com." Secondly, mobile phone creates problem in education among the students. It became a distraction for a teacher to teach the students during lesson and when the students phone rings. Nevertheless, it also becomes a gadget to cheat during examination hour. This latest development really worrying because the scenario is not only happing in the schools but also at the higher education institutions such as the college or even at the university. According to the web news at http://www.guardian.co.uk/e, A leap in the number of pupils trying to cheat in their GCSEs and A-levels by smuggling mobile phones and MP3 players into exams saw penalties issued for malpractice rise by 6% in one year, according to official statistics out today. The third problem that we are dealing with is accident. There are so many accidents cases happen just because of mobile phones. Although many users have been advice to use the earphones while driving, but most of us are lazy to use it and make it as a must. The result, most of the car / motorcycles accidents happened because while driving, the drivers 1 hand was controlling the steering and another hand was holding a mobile phone. When something

bad occurs, the driver just cant control their wheels and collision happened. Therefore, this is one of

the greatest disadvantages of these types of devices. The scenario can be read in the web news column such as http://www.thestar.com.my (July 19, 2013), Texting, tweeting and updating Facebook posts behind the wheel have become a hazardous norm among Malaysians. THEY either dont give a damn about the danger they pose to themselves and others or think they can continue to defy the odds. The number of distracted drivers among us has grown to alarming levels. I passed six such perilous drivers five women and a man along the rather congested Jalan Gasing to Jalan Universiti stretch in Petaling Jaya at around noon on Monday. The scariest was a woman who had her right hand on the steering wheel of her Perodua Viva, and her left on her smart phone. Her eyes appeared more focused on the phone than on her child who was probably more than a year old. The fourth problem that we should consider is the mobile phones can be expensive. For affordable person, it is not a problem for them to have any kind of mobile phones they love to have. The problems occurred when a person with a middle standard or low cost income wants the same things too. Even students intend to have an expensive mobile phone. The problem happens from the social side. It is when a person cant afford to buy one and intend to full fill their needs by stealing, making high loans, misused their credit card and ect. 2.4 Actions to overcome the problems

In order to deal with the problems, solutions have to be identified and immediate actions should be taken.

For the first problem, we can avoid the heat and the radiation from the mobile phones. What we can do is we can use the headphone or speaker. Headsets release less radiation than phones. We can choose either wired or wireless cord. The truth is using your phone in
7

speaker mode reduces radiation to the head. If you are using the wireless headsets instead, you can take off the wireless headsets from your ear when you are not on a call. As for the 2nd problem, regarding the usage of hand phones in the classroom, the teachers have to limit the students phone use around the school. We have to acknowledge the students and their parents that young childrens brains can absorb twice as much mobile phone radiation as those of adults. The school has to make and insist on taking all the mobile phones if their students bring it to school. Any needy communication with the parents during school hours, they can either ask the teacher to call them up or ask somebody from the schools office to make the call for them. The solution for the 3rd problem is how we can avoid accidents that can be cause by using hand phones. A recent study by the National Safety Council in the US shows that mobile phones related to cars accidents and as many as 1 in car accidents involve mobile phone distraction. The best way to avoid collision or accidents is the driver can always use the headset and they can always pull over the car to the nearest public places or off the road with a signals lights or emergency lights on. For the 4th solution that can be taken is you have to educate yourself to lead a simple life and to spend accordingly to your budget. This is very important because over expenses can get you into trouble such as with the loan shark, finance institutions and can lead you to prison. You can always watch your expenditure with the correct methods. You can always ask for financial advice from the legal finance institutions or any none profit financial advisor.

Others safety tips that you can follow is you can text more and talk less on the mobile phones. It is always in our knowledge that phones release less radiation when sending texts than during voice communications. Texting keeps radiation away from your head.

Nevertheless, you also can get specific information on SAR ( Specific absorption rate). With this information, before you buy a mobile phone, you can actually know how much radio wave energy can be absorbed into the body.
8

Last but not least, make sure that you use your phone when the signal shows that the reception is strong. The signal often showed by bars of energy on the phone to use more energy to communicate. The mobile phone has become a dispensable multifunctional tool in people's daily life. It is not only used for communication, but it also functions as an Internet browser, a music player a personal organiser and there are many other functions that are essential for people. There are tons more reasons that overshadowed the disadvantages. We just cant deny the importance of having his small gadget such as: You can carry this mobile phone anywhere you go without missing a thing, even thou you might be in Malaysia, calling your brother in Egypt in a nick of time. For any fruitful event, you surely wont miss a thing. If one day you are on tour and you have no one to call, you can always dial 911 and the operator is eve ready to help you, locate where you are and direct you to your destination One of the most important calls that you can make is when you are involved in an accident. What you can do is to call the tow in truck and you can snap a photo of your wrecked car. With that, you can claim your insurance and make a report with evidence. Usually mobile phone is well equipp ed with calculator and phonebook. People seldom bring along their calculator but only need the hand phone to do that. Ina business world, it very important for one to get connected. You can always get connected to your client or your boss if you are running late for meeting or you are entangled in a mischief situation.

2.4.1 Disadvantages (problems) First of all, almost everything that changed our lifestyle a lot will also cause some social problems. Mobile phones are not out of expectation. The pros and cons will always be here. As for the disadvantages, we must always look out for it. The least we can do is to minimise them. The disadvantages are:

Mobile phones can be very expensive. Nowadays, it can cost up to rm 1800. The most horrifying fact is more teenagers and schools students are crazing trying to show off how expensive their hand phone is, without knowing where they actually get it? Believe it or not, it can limit your eyes to eyes connection with your friends and family. It is not impossible when you lost words in a conversation and merge an inferiority complex. One of the scariest things that can happen to you is when you lost your mobile. If stolen, it can be misused by the thief. They can explore pictures and get the owners account number or i.d card. It also can be tough for older people to use. This is because it is too sleek and slide. The surface is too sensitive. 2.5 Actions to overcome the problems To ensure that the same problems will not recur, solutions have to be identified and immediate actions to be taken to rectify them. These are the steps that we should consider thinking of: You should always hold your phone from your body. Hold the phone way from your ears and body whenever you are talking. When you are using a headset, never put them in your pocket. Avoid body contact. The radiation can absorbed by your head and body. You have to control your emotional level while driving. It is not impossible if you are experiencing a bad day and the best thing to do is for you to cool off and call a friend to accompany you. There is no use for you to become unstable and keep on dialling and driving. 3.0 Dont read or write while driving a car. Pull over instead
