Always remember that nothing happens without Allahs will. It could be a result of His displeasure (might be due to some disobedience to Allah done on your part) or it could be a test from Allah subhanao wa tala.

Allah tells in Quran that the afflictions strike you as a result of your disobediences to Allah, though he forgives lot of sins without giving punishment :
Whatever of misfortune strikes you, it is what your right hands have earned. And He forgives much.

Whatever of good reaches you, is from Allah, but whatever of evil befalls you, is from yourself.

And when We cause mankind to taste of mercy, they rejoice therein; but when some evil afflicts them because of what their hands have sent forth, (as the consequence of their own deeds), lo!, they are in despair!

And verily, when We cause man to taste of mercy from Us, he rejoices there at; but when some evil befalls them because of the deeds which their hands have sent forth, then verily, man (becomes) ingrate (ungrateful)

Hardships could encounter you as a Test from Allah subhanao tala in which case one has to be patient if desire is to get Allahs blessings:
155. And certainly, We shall test you with something of fear, hunger, loss of wealth, lives and fruits, but give glad tidings to As-Sabirin (the patient).) (156. Who, when afflicted with calamity, say: "Truly, to Allah we belong and truly, to Him we shall return.'') (157. They are those on whom are the Salawat (i.e., who are blessed and will be forgiven) from their Lord, and (they are those who) receive His mercy, and it is they who are the guided ones.

If the goal is to attain Allahs pleasure, the action needed to be taken is the same in both the cases whether its a punishment or a test Sabr Istaghfar/Taubah Duaa
Knowing whether its a test or a punishment wont help much. Keep doing what you need to do in order to achieve SALVATION

Try to figure out why your supplications are not being answered?
And He answers those who believe and do good deeds, and gives them more out of His grace; and (as for) the unbelievers, they shall have a severe punishment.

Al-Quran 89:15-16 (Al-Fajr)
Allah gives wealth to those whom He loves as well as those whom He does not love. Likewise, He withholds sustenance from those whom He loves and those whom He does not love. The point is that Allah should be obeyed in either circumstance. If one is wealthy, he should thank Allah for that, and if he is poor, he should exercise patience. Richness and poverty both are the tests from Allah subha nao wa tala.

And He has raised you in ranks, some above others that He may try you in that which He has bestowed on you. Surely, your Lord is Swift in retribution, and certainly He is Oft-Forgiving, Most Merciful.

(26. You shall give the due alms to the relatives, the needy (the poor), and the traveler, and do not squander (spend) wastefully.) (27. Verily, the spendthrifts are brothers of the Shayatin (devils), and the Shaytan is ever ungrateful to his Lord.)

Narrated `Abdullah: The Prophet said, "Who among you considers the wealth of his heirs dearer to him than his own wealth?" They replied, "O Allah's Messenger ()! There is none among us but loves his own wealth more." The Prophet () said, "So his wealth is whatever he spends (in Allah's Cause) during his life (on good deeds) while the wealth of his heirs is whatever he leaves after his death.

Moderation in spending money This ayah shows that it is about the charity other than Zakah
(29. And let not your hand be tied (like a miser) to your neck, nor overextend it (like a spendthrift), so that you become blameworthy and in severe poverty.)

You want Allah to answer your supplications. But are you fulfilling what Allah wants from you for He listens to your supplications ?
And when My servants ask you concerning Me, then surely I am very near; I answer the prayer of the supplicant when he calls on Me, SO THEY SHOULD ANSWER MY CALL and BELIEVE IN ME that they may walk in the right way.
Do we listen to all of Allahs orders and Trust only Allah for the solution of our problems?

In the above ayah, Allah asks for two things for He listens to what we asks from Him:
1. Listen to Allah whatever He commands 2. To have faith and trust over Allah (alone)

When you must ask, ask Allah alone; when you must seek help, seek help from Allah alone.

Check if you are believing in somebody or something other than Allah in regards with your problems, for Allah says to rely upon Him only

In the preceding Ayah, Allah clearly orders us to have belief and trust on Him only. Do not be misguided by thinking that your final belief is upon Allah subhanao tala anyway therefore it is fine if you are partially believing on something else too, as a problem solver like the examples given above. Dont forget that this is an act that constitute SHIRK that is to believe in somebody or something other than Allah in addition to Allah subhanao tala in any of the matters that are Allahs distinctive characteristics. This is regarded as making partners with Allah. Allah has made it crystal clear that none can remove the affliction other than Allah. If one would leave believing in Allah and would trust anything other than Allah, he or she would be doing KUFR not SHIRK.

Nothing can harm you without Allahs will, not even a Magic
They followed what the Shayatin (devils) gave out (falsely of the magic) in the lifetime of Sulayman (Solomon). Sulayman did not disbelieve, but the Shayatin (devils) disbelieved, teaching men magic and such things that came down at Babylon to the two angels, Harut and Marut, but neither of these two (angels) taught anyone (such things) till they had said, "We are for trial, so disbelieve not (by learning this magic from us).'' And from these (angels) people learn that by which they cause separation between man and his wife, BUT THEY COULD NOT THUS HARM ANYONE EXCEPT BY ALLAH'S (IZN) PERMISSION.

But if you remain patient and have Taqwa, not the least harm will their cunning do to you. Surely, Allah surrounds all that they do. Al-Quran 3:120(Aal-Imran)

Imam Ahmad also recorded Abu Sa`id saying that the Prophet said: (No Muslim supplicates to Allah with a Du`a that does not involve sin or cutting the relations of the womb, but Allah will grant him one of the three things. He will either hasten the response to his supplication, save it for him until the Hereafter, or would turn an equivalent amount of evil away from him.'') They said, "What if we were to recite more (Du`a).'' He said, (There is more with Allah.)

And it may be that you dislike a thing which is good for you and that you like a thing which is bad for you. Allah knows but you do not know.

Suhaib reported that Allah's Messenger () said: Strange are the ways of a believer (Momin) for there is good in every affair of his and this is not the case with anyone else except in the case of a believer (Momin) for if he has an occasion to feel delight, he thanks (God), thus there is a good for him in it, and if he gets into trouble and shows resignation (and endures it patiently), there is a good for him in it.

(11. And among mankind is he who worships Allah as it were upon the edge: if good befalls him, he is content therewith; but if a Fitnah strikes him, he turns back on his face. Say: "He has the power to send torment on you from above or from under your feet, or to Yalbisakum in party strife, and make you taste the violence of one another.'' [189. It is He Who has created you from a single person, and (then) He has created from him his wife, in order that he might enjoy the pleasure of living with her. When he covered (had sexual relation with)her, she became pregnant and she carried it about (lightly). Then when it became heavy, they both invoked Allah, their Lord (saying): "If You give us a Salih (good in every aspect) child, we shall indeed be among the grateful.'') [190. But when He gave them a Salih child, they ascribed partners to Him (Allah) in that which He has given to them. High be Allah, Exalted above all that they ascribe as partners to Him.] [191. Do they attribute as partners to Allah those who created nothing but they themselves are created] [192. No help can they give them, nor can they help themselves.]

(152. Therefore remember Me (by praying, glorifying). I will remember you, and be grateful to Me (for My countless favors on you) and never be ungrateful to Me.)
And when your Lord made it known: If you are grateful, I would certainly give to you more, and if you are ungrateful, My punishment is truly severe.
HADEETH
Imam Malik recorded that Abu Hurayrah narrated that Allah's Messenger said: (One's supplication will be accepted as long as he does become hasty and say, `I have supplicated but it has not been accepted from me.'')
This Hadith is recorded in the Two Sahihs from Malik, and this is the wording of AlBukhari (Tafseer ibn kaseer -2:186)

The supplication of the servant will be accepted as long as he does not supplicate for what includes sin, or cutting the relations of the womb, and as long as he does not become hasty.) He was asked, "O Messenger of Allah! How does one become hasty'' He said, (He says, `I supplicated and supplicated, but I do not see that my supplication is being accepted from me.' He thus looses interest and abandons supplicating (to Allah).

He (pbuh) mentioned a man having journeyed far, is disheveled and dusty and who spreads out his hands to the sky (saying): O Lord! O Lord! - While his food is Haram, his drink is Haram, his clothing is Haram, and his nourishment is Haram, so how can his dua be answered!

Recorded by Imam Ahmad from Hudhayfah bin AlYaman that the Messenger of Allah said, by He in Whose Hand is my soul! You will enjoin righteousness and forbid evil, or (otherwise) Allah will send a punishment upon you from Him; you will supplicate then to Him, but He will not answer your supplication.
Try to Figure out why your problems are not getting solved?
And for those who fear Allah, He will make their path easy.
