Notification of Funds Available to USAID Missions/Bureaus/Offices For FY13 DISABILI Y FUNDIN!

The Center of Excellence on Democracy, Human Rights and Governance (DRG), within the ureau of Democracy, Conflict and Humanitarian !ssistance (DCH!) of the "#$# !gency for %nternational Develo&ment ("$!%D) is inviting all interested "$!%D 'issions, ureaus and (ffices to a&&ly for )*+, Disa-ility )unding to. %ncrease the &artici&ation of &eo&le with disa-ilities in "$!%D &rograms/activities0 and $trengthen the ca&acity and services of civil society organi1ations run -y and for &eo&le with disa-ilities0 herein referred to as Disa-led 2eo&le3s (rgani1ations (D2(s)# "& to 45 'illion in funding is availa-le to su&&ort &rograms and activities to increase the &artici&ation of &eo&le with disa-ilities within the strategies and &ortfolios of "$!%D and to strengthen the ca&acity and services of D2(s# 2rogram areas could include, -ut are not limited to. agriculture and food security0 democracy, human rights 6 governance0 economic growth and trade0 education0 environment and glo-al climate change0 s&orts0 gender e7uality and women3s em&owerment0 and science, technology and innovation, among others# Ca&acity -uilding &rograms for D2(s may include organi1ational ca&acity, advocacy efforts, cross8disa-ility coalition -uilding, coordination, and leadershi& and training# !ll awards (grants or coo&erative agreements) under this re7uest for conce&t &a&ers will -e administered through and managed -y missions/-ureaus/offices# )unding will -e &rovided from DCH!/DRG to missions/-ureaus/offices for this &ur&ose and they are res&onsi-le for all o-ligation re7uirements, award management and &ro9ect oversight# 2lease note this announcement is :(T a "$!%D/;ashington issued !2$ or R)!# Rather "$!%D 'issions, -ureaus, and offices have -een informed that these funds are availa-le should they wish to &artici&ate in a&&lying for them# &ualified or'ani(ations interested in t)is fundin' o$$ortunit* s)ould contact t)eir local USAID field %ission for %ore infor%ation on t)is $ro'ra%" Mission contact infor%ation can be found at+ )tt$+//,,,"usaid"'ov/,)ere-,e-,or. or )tt$+//,,,"usaid"'ov/%issiondirector* II" Bac.'round

!ccording to the ;orld Health (rgani1ation (<=++), a&&roximately +5> of any &o&ulation has some form of disa-ility, with a higher incidence of disa-ility in countries that are &ost conflict or affected -y natural disasters# The &revalence of disa-ility is ex&ected to rise in coming years due to an ageing glo-al &o&ulation and an increase in chronic health conditions# (f the estimated + -illion &eo&le throughout the world with a disa-ility, ?=> live in less resourced nations#

2eo&le with disa-ilities are more li@ely to ex&erience &overty# ;omen and girls with disa-ilities often ex&erience dou-le8discrimination on account of gender and disa-ility# Due to stigma, discrimination and inaccessi-ility, &eo&le with disa-ilities are less li@ely to access -asic services such as education, em&loyment and healthcare# The lac@ of access to vital services and &rograms contri-utes to their marginali1ation and exclusion, with little or no o&tion to esca&e from &overty# $ocieties that are inclusive of their diverse &o&ulations are more li@ely to -e democratic, &artici&atory and e7uita-le# They are more li@ely to meet their develo&ment goals# %n s&ite of this, and although disa-ility is a crosscutting develo&ment issue, &eo&le with disa-ilities often remain invisi-le in the glo-al develo&ment agenda# "$!%D is committed to disa-ility inclusive develo&ment# %ts Disa-ility 2olicy advances a clear vision and framewor@ for the !gency3s efforts towards disa-ility inclusion# The &olicy states that "$!%D will not discriminate against &eo&le with disa-ilities and will wor@ to ensure the inclusion and active &artici&ation of &eo&le with disa-ilities in "$!%D8funded &rograms and activities# To this end, "$!%D has mainstreamed disa-ility in several of its @ey &olicies and sector strategies, such as the Education $trategy (<=++), Gender E7uality and )emale Em&owerment 2olicy (<=+<) and $trategy on Democracy, Human Rights and Governance (<=+,)# The "$!%D Disa-ility 2olicy also calls on missions to reach out to &artners, host country counter&arts and other donors to lead a colla-orative effort to end discrimination against and &romote e7ual o&&ortunity for &eo&le with disa-ilities# %n res&onse, several "$!%D missions have addressed disa-ility in their five8year Country Develo&ment Coo&eration $trategies# Disa-ility rights are human rights# !s noted in "$!%D3s new $trategy on Democracy, Human Rights and Governance. AB a deli-erate human rights lens should -e a&&lied across "$!%D3s &ortfolio to ensure that the !gency3s &rograms are not inadvertently contri-uting to marginali1ation or ine7uality# y using a human rights lens, &otential -eneficiaries who are most at ris@ of having their rights neglected or a-used C such as DG T &ersons, &eo&le with disa-ilities, indigenous &eo&les C will -e -etter recogni1ed and included in "$!%D &rogramming#E %n Fuly <==G, the "#$# signed the ": Convention on the Rights of 2ersons with Disa-ilities affirming its commitment to the human rights of &eo&le with disa-ilities around the world# To date, several of the countries in which "$!%D o&erates have also signed and ratified the Convention signaling a glo-al movement towards the full reali1ation of the rights of &eo&le with disa-ilities and their role in the international develo&ment community# )or more information a-out "$!%D and Disa-ility %nclusive Develo&ment, visit. htt&.//www#usaid#gov/what8we8do/democracy8human8rights8and8governance/&rotecting8human8 rights/disa-ility III" Areas of Interest

"$!%D see@s a&&lications for &ro9ects that integrate &eo&le with disa-ilities in "$!%D &rograms/activities and strengthen the ca&acity and services of D2(s# 2ro9ect areas could include, -ut are not limited to. agriculture and food security0 democracy, human rights 6 governance0 economic growth and trade0 education0 environment and glo-al climate change0 s&orts0 gender e7uality and women3s em&owerment0 and science, technology and innovation# Ca&acity -uilding &rograms for D2(s may include organi1ational ca&acity, advocacy efforts, cross8disa-ility coalition -uilding, coordination, and leadershi& and training# 2ro&osed &ro9ects should com&lement the strategic and develo&ment o-9ectives of "$!%D and -e guided -y the values and &rovisions set forth -y the ": Convention on the Rights of 2ersons with Disa-ilities# %nterested organi1ations are encouraged to engage in dialogue with their local missions to learn of mission &riorities# %n addition, organi1ations may also access co&ies of 'ission Country Develo&ment Coo&eration $trategies, which outline strategic develo&ment o-9ectives, via the www#usaid#gov and mission we-sites# 2ro9ects that address targeted needs of &eo&le with disa-ilities may -e considered# 2ro9ects that highlight the needs of marginali1ed grou&s, such as women and girls, individuals who are deaf, deaf8-lind and those with develo&mental or &sychosocial disa-ilities are encouraged# !ll &rograms, regardless of im&lementing &artner, must verify significant involvement of &eo&le with disa-ilities, es&ecially women with disa-ilities in the design, im&lementation, monitoring and evaluation of the &ro9ect# The lists &rovided under each heading are illustrative 8 other innovative ideas are welcome# +# %ncrease &artici&ation of &eo&le with disa-ilities in new or existing "$!%D &rograms Examples: - 2romote the &artici&ation of &eo&le with disa-ilities in democratic &rocesses and elections through national awareness cam&aigns, use of accessi-le &olling stations, &rovision of accessi-le voter materials and o&en exchange -etween disa-ility communities and &oliticians# )oster the inclusion of children and youth with disa-ilities in inclusive education &rograms through teacher8training, ada&tive technology and community outreach# 2romote literacy of deaf and -lind learners through the use of native sign languages and teaching of raille# %ntegrate youth and adults with disa-ilities in the com&etitive wor@force -y facilitating 9o- training, internshi& o&&ortunities and educating em&loyers on -est &ractices for hiring &eo&le with disa-ilities# $u&&ort the economic inde&endence of women with disa-ilities through microcredit &rograms that &rovide seed grants to women to invest in their families and start new -usinesses#

%m&rove national laws and &olicies to -etter reflect the &rotection and inclusion of &eo&le with disa-ilities within countries# $u&&ort human rights institutions, such as human rights commissions and national om-udsmen, to -e res&onsive to disa-ility rights and monitor im&lementation of legal framewor@s# Develo&, su&&ort and strengthen s&orts &rograms for &eo&le with disa-ilities

<# $trengthen the ca&acity and services of D2(s Examples: - %m&rove the organi1ational ca&acity, financial management, human/material resources, strategic &lanning, fundraising, leadershi& and coordination of D2(s# $u&&ort the develo&ment and strengthening of national and regional cross8disa-ility networ@s and coalitions# $u&&ort the esta-lishment and strengthening of consumer8controlled disa-ility resource centers (often referred to as A%nde&endent Diving CentersE in the "#$#) that &romote the full inde&endence and &artici&ation of &eo&le with disa-ilities in society# uild advocacy s@ills of D2(s to increase the inclusion of &eo&le with disa-ilities in &rograms funded -y "$!%D, host governments and other donors# 2rovide training on the ": Convention on the Rights of 2ersons with Disa-ilities# Activities and #ro'ra%s 01cluded

The following activities and &rograms will not -e considered for funding. 2rograms with a significant -udget for infrastructure or construction activities 2rograms focused on the &rovision of assistive devices or &hysical reha-ilitation 2rograms su&&orting institutionali1ation of or institutions for children or adults with disa-ilities Em&loyment &rograms &romoting sheltered wor@sho&s or income generating activities that &er&etuate negative stereoty&es of &eo&le with disa-ilities and that do not &rovide for meaningful em&loyment 2rograms with a &rimary focus on awareness raising

%n addition, due to the availa-ility of significant funding through 2E2)!R, the DCH!/DRG disa-ility funding may not -e used to su&&ort H%H/!%D$8related activities# /" Available Funds

$u-9ect to the availa-ility of funds, the total estimated level of funding availa-le for awards under this ,orld,ide re7uest is u& to 45,===,=== over a +<8,I month &eriod# DCH!/DRG may fund individual &rograms in two categories.

'issions/-ureaus/offices are limited to the su-mission of u& to two (<) small fund &ro&osals (4<=,=== 8 4,==,===) and one (+) large fund &ro&osal (4,==,=== 8 4I==,===)# /II" A$$licant 0li'ibilit*

!&&lications should -e from 7ualified "#$# or non8"#$# entities, such as &rivate, non8&rofit organi1ations (or for8&rofit com&anies willing to forego &rofits), including &rivate voluntary organi1ations, universities, research organi1ations, &rofessional associations, and relevant s&ecial interest associations# Local D#Os are stron'l* encoura'ed to a$$l*" 2artners new to "$!%D may su-mit a&&lications# However, resultant award to these organi1ations may -e significantly delayed if "$!%D must underta@e necessary &re8award reviews of these organi1ations# (rgani1ations should ta@e this into account and &lan their im&lementation dates and activities accordingly# 2artici&ation in this &rogram is at the sole discretion of a 'ission, ureau or (ffice# To that end, &lease contact the relevant "$!%D mission/-ureau/office to understand s&ecific eligi-ility re7uirements# USAID ,ill not acce$t a$$lications fro% individuals" !ll a&&licants must -e legally recogni1ed organi1ational entities under a&&lica-le law# 2%(s are not eligi-le to a&&ly for funding under this &rogram# /III" Mission/Bureau/Office 0li'ibilit* !ll "$!%D missions/-ureaus/offices are eligi-le under this funding &rogram# However, &artici&ation is o&tional and therefore, interested organi1ations should contact their local mission or relevant -ureau/office &rior to su-mitting a&&lications to verify their &artici&ation# 2lease note DCH!/DRG in ;ashington does not @ee& a list of &artici&ating missions/-ureaus/offices# %t is incum-ent u&on organi1ations to reach out to missions/-ureaus/offices directly# I2" )e #rocess

A" !eneral !uidance "$!%D missions/-ureaus/offices have -een informed that funding is availa-le to im&lement &rograms inclusive of &eo&le with disa-ilities# %nterested and 7ualified organi1ations must a&&ly

2revious ex&erience in &ro9ect management or managing activities related to those &ro&osed in the conce&t &a&er# ! clear understanding of the disa-ility landsca&e and situation of &eo&le with disa-ilities in the country/region of &rogramming# ! clear mission, set of o-9ectives and orientation that is in line with &ro&osed activities#
