I.

FOREWORD In the past years, the Philippines has seen an increasing number of disasters and calamities occurring, such as Ondoy in the National Capital Region in 2009, Sendong in Cagayan de Oro and Iligan in 2011, and Habagat in Manila and Zamboanga in 2012, among many others. Though each community has their own share of disaster response units, it has been realized that there is a need to create a network of disaster risk mitigation and management units for relief purposes in instances where local Disaster Risk Reduction Management units are not able to respond to certain calamities and recover on their own.

With this, the Buklod Atenista Humanitarian Aid Network is a network formed by the Buklod Atenista member schools, namely the Ateneo de Manila University, Ateneo de Davao University, Ateneo de Naga University, Ateneo de Zamboanga University, and Xavier University Ateneo de Cagayan during the 29th Congress. It was institutionalized during the 2012 Summer Congress in Cagayan de Oro, and the Code of Internal Procedures was formalized during the Midyear Conference in Zamboanga City.

With the uncertainty brought about by changes in environmental and climate patterns in the country and the region, there really is no way to know as accurately when and where these calamities will come, and how severe these will be. The BAHA Network provides an avenue for respective Ateneo Student Councils and their respective school communities to have a support system when they are put to the test, as well as empower them to provide support and disaster relief to the immediate communities around them. This network showcases the unity among the five Ateneo Universities in the Philippines, and brings out the spirit of generosity and community among Ateneans.

The Buklod Atenista Humanitarian Aid Network will be chaired by the Buklod Atenista Permanent Secretariat (BAPS) who shall serve as an overseer and main correspondence for all the member schools. Directly below the BAPS are the Buklod Atenista Ambassadors per school, who will be in charge of coordinating directly with their specific Disaster Risk Mitigation and Management unit heads.

A. Buklod Atenisa Permanent Secretariat 1. Chair of the BAHA Network 2. Overseer of the BAHA Network portal 3. In charge of disseminating information to the other Buklod member schools throughout the course of the BAHA Network Activation process

B. Ambassador 1. Coordinate with the BAPS, and the other member schools! Ambassadors 2. Will be in charge of relaying to their Disaster Risk Mitigation and Management Unit heads the need for activation in cases of calamities and disasters in other Buklod Atenista member schools 3. Relay to their Disaster Risk Mitigation and Management Unit heads the needs of the Buklod Atenista member schools in terms of financial or needed-in-kind donations, and all other pertinent information 4. Coordinating with the Disaster Risk Mitigation and Management Unit heads in terms of creating necessary. activities and projects, when intensive relief operations are not

III.

FUNCTIONS A. The function of the Buklod Atenista Humanitarian Aid (BAHA) Network is as follows: a. Monitoring during times of pre-calamity, calamity, and post-calamity i. The calamities and/or disasters covered by the network are defined as any of the following: 1. Typhoons, Floods, Landslides 2. Earthquakes 3. Volcanic Eruptions 4. Fire 5. Others that will be subject to the Buklod Atenista member schools! evaluation and discernment ii. The medium to be used for coordinating and spreading of information regarding disasters and calamities throughout the member schools will be through an online group, currently identified as a Facebook Group created mainly for BAHA Network purposes. iii. The members of the online group will strictly be composed of the following: 1. Buklod Atenista Permanent Secretariat 2. Student Government Presidents 3. Ambassadors 4. b. Data-Gathering and Compilation i. In times of calamities, the member school affected will be tasked to gather data on the affected immediate community such as the number of affected families and communities, the needs of the community, where to provide aid and provide these information to the rest of the Buklod Atenista member schools, through the Buklod Atenista Permanent Secretariat.

c. Mobilization of Student arms and Student Governments to provide assistance i. Whenever necessary, the different Buklod Atenista member schools are expected to activate their different Disaster Risk Mitigation and Management units in their own localities to provide financial aid and donations in goods for the affected Buklod Atenista member school!s community, and in severe cases, physical or human resource for manpower.

The Buklod Atenista Humanitarian Aid Network is created mainly to aid disasters that occur in direct communities of the member schools, however, for special cases to be determined by the member schools, it can be activated for disasters in other communities that have no immediate access to aid.

d. Respond in times of severe calamity even if respective schools are not affected i. The BAHA Network also has the capacity of serving as a response network for areas that might be affected by calamities that are not necessarily part of the Buklod Atenista alliance. This provides a collective framework that Ateneo schools can use to pool more funds and help affected areas as one Ateneo community

IV.

ACTIVATION PROCESS

CODE WHITE Pre-Calamity o The member school anticipating the calamity will inform the Buklod Atenista Permanent Secre oftariat of the possibility of a calamity and all the possible details related to it, who in turn, will inform the member schools to monitor the areas, and stay alert and ready in case of activation through dissemination means such as the online group, or through text.

CODE GREEN Post-Calamity, Situation Assessment o The affected member school!s Disaster Risk Mitigation and Management unit will assess their situation and determine if relief operations are needed, and to what extent they are needed (Minor, or, Major Operations)

CODE BLUE External Need Assessment o Affected member schools with ongoing relief operations will determine and assess their situation if they are in need of external assistance and aid from other Buklod Atenista member schools o Affected member schools will provide situation reports everday with the following information if possible:

CODE RED Human Resource o For very severe disasters, if aid beyond financial and needed-in-kind donations are found to be necessary by the affected member schools, able Buklod Atenista member schools who can send further aid such as manpower for circumstances such as first aid, rescue operations, and the like, are highly encouraged to extend their help.

CODE YELLOW Operations Wrap-up o When the relief received is enough to sustain the community, or enough to allow the community to start rehabilitation processes, the affected member school will report to the Buklod Atenista member schools the situation assessment and further efforts being done to rehabilitate the affected communities. CODE Yellow signifies that things are settling down or are okay already, and that there is minimal need for further aid.

V.

AMENDMENTS AND MODIFICATIONS Any proposed amendment shall be validly ratified and effective only after ratification by 2/3 vote by the National Congress.

VI.

TRANSITORY PROVISIONS 1. Repealing Clause. All previous rules and regulations or part thereof inconsistent with this code are hereby repealed or modified. 2. Separability Clause. If for any reason, any part of this code shall be held unconstitutional or otherwise invalid, other parts or provision hereof which are not affected shall continue to be in full force or effect. 3. Effectivity. These rules shall take effect upon the 2/3 approval of the National Congress.
