5ROC. CIVIL TECHNICAL SPECIFICATION
5ROC.1 CIVIL, STRUCTURAL AND ARCHITECTURAL DESIGN CONCEPT AND
PARAMETERS
5ROC.1.1 General
The Contractor is responsible under the terms of this contract for all aspects of civil
engineering design. This shall include architectural, civil, and structural design for all
temporary and permanent works. All buildings, their structure, foundations and fabric,
together with all other civil engineering works shall be designed for a service life
expectancy of 40 years. The service life is that defined in BS 7543, Section 2.4. This
section identifies the Owners minimum design requirements and parameters that are to be
provided by the Contractor.
The design, engineering, procurement, construction, testing and commissioning for the civil
works shall comply with the applicable American or British Standards and Codes, accepted
International Standards and other local laws and regulations. In addition the Contractor
shall be responsible for obtaining all building permits pertaining to the Works, as required
by local regulations.
Reference to Codes and Standards is intended to provide a minimum measure of
performance, design, safety and methods of construction, which must be equalled or
exceeded, in order to be considered as acceptable, for use under this specification. The
standards and regulations applicable to the design shall be of American Origin
supplemented by British codes and standards where no American equivalent exists or
where it is considered that a more up to date, state of the art British option is more
appropriate. For reference purposes, the specifications, generally cite American
Standards.

The Contractor shall be entirely responsible for the complete design and design check of
the works. Any assumption regarding design parameters shall be stated and agreed with
the Owner/Engineer.
The Contractor shall assume engineering responsibility to comply with the requirements of
this Specification by engaging qualified professional engineers to prepare design
calculations, fabrication and construction drawings, bending schedules, concrete mix
designs and all other relevant data/documentation. The Contractors design consultant(s)
shall be subject to the Owner/Engineer approval.
The Contractor shall be experienced in constructing the Works in the geotechnical, climatic,
meteorological and other environmental conditions prevalent at the site. The Contractors
past work shall have resulted in construction with a record of successful in-service
performance. The Contractors responsibilities include providing qualified engineers to set
out the works, supervise construction and prepare the design, construction and as-built
drawings.
The Contractor shall be responsible for the timely submission to the proper authorities of
design and details of his proposals for the works.
5ROC.1.2 Design concept
The concepts described below provide the basis upon which the Contractor shall design
and construct the buildings and infrastructure for the R.O Water Plant on the Az-zour South
site.

5ROC.1.3 Civil/structural design parameters
5ROC.1.3.1 Design methodology
The Contractor shall adopt a design methodology which will identify all significant factors in
the design and ensure that proper attention is given to each factor at every stage in the
design process.
The Design Basis Statement shall also clearly state the American Standards (or where no
suitable American Standard exists the appropriate/specified British Standards or Codes of
Practice) to be used for design and material specification applicable to the entire scope of
civil works for the Contract.
The Contractor shall also prepare for the whole of the works and each discrete section
thereof, Detailed Design Reports for submission in accordance with the contract. To allow
the Owner/Engineer adequate time to plan and complete review cycles of the various
reports, the Contractor shall prepare and issue, for acceptance by the Owner/Engineer, a
timetable and register of the submittals required under the contract.
5ROC.1.3.2 Buildings, structures and foundation design loads
5ROC.1.3.2.1 Loading
The following loads shall be considered in design. Where relevant, the appropriate codes
and basic design parameters are also given below:
a. Dead All dead loading shall be in accordance with ANSI/ASCE 7-98 Minimum
Design Loads for Buildings and Other Structures and more specifically BS 648.
The self weight of structure, floors, roofing, side cladding and internal partition walls
will be treated as dead loads. Fixed plant loadings shall be treated as a dead load.
b. Live Live loading shall be in accordance with ANSI/ASCE 7-98 Minimum Design
Loads for Buildings and Other Structures. The Contractor shall determine the
correct superimposed loading for all floor areas but a minimum superimposed floor
load of not less than 5 kN/m2 shall apply to all plant related buildings.
Global plant loadings e.g. global pipe loads, AC services etc where specific support
positions cannot be accurately defined at design stage shall be treated as a live load.
The live floor loads to be taken on other specific areas and compartments within the
annexes shall be in accordance with the requirements of ASCE 7-98 selected to suit the
intended use of the building or part thereof.
The Contractor shall determine the correct superimposed loading for all roof areas but a
minimum superimposed roof load of 1 kN/m2 shall apply to roofs where no access other
than for maintenance and repair is required and a minimum superimposed roof load of 1.5
kN/m2 shall apply to roofs where global access is provided. As stated above these minimum
loads are in addition to global plant loadings.
Live loads for steel access platforms, walkways, stairs and handrails shall generally be not
less than those specified in Factory Stairways, Ladders and handrails Publication No.
105 by The Engineering Equipment and Materials Users Association (EEMUA).
i. Wind Wind loading shall be in accordance with ANSI/ASCE 7-98 Minimum
Design Loads for Buildings and Other Structures. The basic wind speed for Az-

zour South R.O Water Plant site shall be determined by the Contractor, but shall
not be less than 45 m/sec (The basic wind speed is defined as a 3 second gust
speed at 10 m above ground in Exposure C conditions, associated with an annual
probability of occurrence of 0.02).
ii. Seismic Seismic loading shall be in accordance with UBC 1997. Seismic Zone 1
shall be assumed for Az-zour South R.O Water Plant site. All building structures
shall be classified as essential facilities and shall be designed with an occupation
importance factor of 1.25 and all elements of structures, non-structural components
and equipment shall be designed with an occupation importance factor of 1.5.
iii. Thermal The Contractor shall be responsible for determining the correct thermal
range for design purposes but the thermal range shall be not less than 5C to +
55C taken as 35C for design purposes when assessing building movements
and shall be not less than 30C when considering strength design. The direct
sunlight surface radiation temperature shall be taken as up to 85C.
iv. EOT Cranes All loadings, design parameters and crane geometry shall be
provided by the EOT crane manufacturer for the actual crane to be provided and
the Contractor shall base his design on this information. Crane loads shall cover
impact effects and longitudinal and lateral surge loads and shall be in accordance
with ASCE 7-98. Where it is possible for two cranes to operate on the same gantry
then the structural design shall assume that the cranes can operate in tandem.
Crane loading data giving minimum hook approaches, maximum static wheel loads
etc. shall be provided on a drawing from the EOT crane manufacturer.
v. Monorails/runway beams All loadings, design parameters and geometry shall be
provided, by the hoist manufacturer, for the actual hoist to be supplied and the
Contractor shall base his design on this information.
vi. Major pipework loads The plant Contractor shall specify actual major pipework
loading.
vii. Global pipework loads The plant Contractor shall specify actual global pipework
loading.
viii. Cables The plant Contractor shall specify actual cable loading.
ix. Plant loads The plant Contractor shall specify actual major and minor
plant/machinery loading.
x. Erection loading The plant Contractor shall specify actual plant erection loading.
xi. Installation loading The plant Contractor shall specify actual plant installation
loading.
xii. Maintenance loading - The plant Contractor shall specify actual plant maintenance
loading.
xiii. Miscellaneous maintenance/access platform loads - The plant Contractor shall
specify actual maintenance/access platform loading. This loading shall be in
accordance with the minimum requirements of Factory Stairways, Ladders and
handrails Publication No 105 by The Engineering Equipment and Materials Users
Association (EEMUA).

1629.9.3 Irregular features. All structures having irregular
features described in Table 16-Ior 16-Mshall be designed to meet
the additional requirements of those sections referenced in the
tables.
1629.10 Alternative Procedures.
1629.10.1 General. Alternative lateral-force procedures using
rational analyses based on well-established principles of mechan-
ics may be used in lieu of those prescribed in these provisions.
1629.10.2 Seismic isolation. Seismic isolation, energy dissipa-
tion and damping systems may be used in the design of structures
when approved by the building official and when special detailing
is used to provide results equivalent to those obtained by the use of
conventional structural systems. For alternate design procedures
on seismic isolation systems, refer to Appendix Chapter 16, Divi-
sion III, Earthquake Regulations for Seismic-isolated Structures.
SECTION 1630 - MINIMUM DESIGN LATERAL
FORCES AND RELATED EFFECTS
1630.1 Earthquake Loads and Modeling Requirements.
1630.1.1 Earthquake loads. Structures shall be designed for
ground motion producing structural response and seismic forces
in any horizontal direction. The following earthquake loads shall

1630.1.2 Modeling requirements. The mathematical model of
the physical structure shall include all elements of the lateral-
force-resisting system. The model shall also include the stiffness
