1. JUSTIFICATION:
The demand for geography training in Latin America is increasing, this is reflected when is viewed as the place where the great civilizing native societies of our continent as the Aztec, Maya and Inca ordered his territory and also, archaic societies from Rio Grande to Patagonia that territorialized in space - time their wild and extreme physical geography. The non-fusion between the Indo European and European plow generated after the conquest and colonization a fracture in the New Territories organized by different European colonizers the search for gold and wealth was the lever that was needed to reach areas inhospitable, the need for greatness, generated the discover of American Indian societies that have their own rules, customs and land management that was disrupted a by the European man conquering and civilizing at their way. In the XIX century began to seek more trade routes, as well as more wealth in the soil of Spanish America had just gained its independence, therefore, begin to create the geographical societies of the new American republics as a resemblance of London, Paris, Munich, Italian and Spanish. The Commission for Latin American Studies, aims to study Latin America in space and time, socio-spatial transformations that have been taking place in our continent, from a critical perspective with endogenous relationships (intra - continental) and exogenous to the other continents or sub-continents (North America and Europe). Crisis management of socio territorial problems generated by socio-historicalenvironmental that exist in our space and time called Latin America are the events that have given our interest in power relations between the political organization of society and geographical space at different scales in Latin America. The Latin American Geography is no stranger to all world events because in the past, our new states - nation to independence began to inventory their natural resources, to organize their territories according to their changing needs, for that Geography of the time with profile a cartographic was the main weapon of domination as it was in the centuries of the colony on indigenous peoples and minorities as well as racial and religious transformations through which culture is produced and everyday cultural practices of individuals and communities, as expressed in institutions, subjectivities and social movements. The baselines of the project with respect to the relationship with regional or global organizations that deal with education, economy and state policies, regional and global start with the UN system (CEPA, UNU, UNEP, UNDP, UNESCO and others). The Meeting of Latin American Geographers (EGAL) is the most Latin American event, is the result of the expectation that American geographers have to achieve a scientific output from Latin America to the world, so every two years since 1987, are made EGAL, the first one in guas de So Pedro, organized by the Universidade Estadual Paulista (UNESP) into the state of So Paulo, Brazil. Attempts have followed every 2 years in Uruguay (Montevideo, 1989), Mexico (Toluca, 1991), Venezuela (Merida, 1993), Cuba (Havana, 1995) Puerto Rico (San Juan, 1997), Argentina (Buenos Aires , 1999), Chile (Santiago, 2001), Mexico (Merida, 2003), Brazil (So Paulo, 2005), Colombia (Bogota, 2007), Uruguay (Montevideo, 2009), Costa Rica (San Jos, 2011), 2013 will be held in Lima, Peru EGAL XIV, which IGU is called to be principal sponsor. There are other events that are antecedents that continue to be important because of its importance within geography, as Latin American Meetings of Geography Students (ELEG) Georaizal (Network of Latin America Geographers Root), International Meetings Humboldt (Humboldt Red).

2. MISSION:
To constitute a social network producing Latin American Geographical research with a critical view from academia and from practice, created from everyday life and seek to explore the rich ontology of subject knowledge in Latin American geopolitics of knowledge in the space - time of world - system . The commission of Latin American Studies will be a platform for professionals in the Latin American geography to get contributions from high theoretical and methodological level of the various geographies in the service of our people. The multilateral Latin American knowledge creation as FLACSO (Latin American Faculty of Social Sciences), CLACSO (Latin American Council of Social Sciences), Institute of Geography and History (IPGH), with the commission of Geography. Will be our allies to make the "Patria Grande" (Latin America), find justice in the different spatial scales, to recognize a labor of timely reinterpretation of codes deterritorialized globalization from regional agencies and local government, social movements with a sense of geographical sovereignty.

3. OBJECTIVES: GENERAL:
Establish a Latin American organization of geography for work and discussions on the subject of study "Latin America", which achieves articulate students, professionals and geography teachers for their coexistence and integration through praxis of topics of interest to the Latin American people, encourage commitment to society by promoting geographical research from epistemic vision criticized but adapting it to the Latin American reality achieving fertilization stimulating critical thinking and reflective with a commitment to break with hegemonic myths and preconceptions of Latin American social knowledge of the subject. 4

SPECIFIC:
a) To promote interdisciplinary relationships between American geographers with the formation of virtual knowledge networks, such as building a website. b) To publish a journal of Latin American geography with a special dossier on the problem or situation in Latin America, and a monthly online newsletter. c) Promote the EGAL XIV 2013 (Meeting of Latin American Geographers) in Lima, from now on and organize IGU Regional Conferences and the International Geographical Congress (ICG) in 2020. d) Create lines or lines of research with responsibility and autonomy to work with other networks such as GEORAYZAL, Humboldt, and EGAL. e) Seek for agreements with the American Institute of Geography and History (IPGH), FLACSO (Latin American Faculty of Social Sciences), CLACSO (Latin American Council of Science), Post-Associao de Pesquisa em Graduao and Geography (ANPEGE) of Brazil, and other Pan and regional organizations. f) To undertake a Graduate Diploma in Geographic Latin American Studies with strategic partners such as universities and institutions of education. g) Encourage the creation of the career of geography in undergraduate and graduate levels, especially countries that have not yet our specialty. h) To integrate geography with other disciplines in the epistemological debate that seeks to realize their true role and find a Latin American Integration Geographical Thought making the Latin American subject as object of study in human and physical geography of our region.

The interaction of the Committee on Latin American Studies will be with the following themes selected by Latin American researchers, which are: 1. Theoretical approaches . methodological Latin American geography. 2. Situation and perspectives of teaching and learning of geography in Latin America. 6

7. COMUNICATIONS:
The internet is a useful tool for communication of the members of the Committee on Latin American Studies at the monopoly of the mass media of radio and television in Latin America in line with economic power and national and transnational hegemonic interests, where consumption is encouraged on a large scale, geography is not an ofertable product, despite its importance. The organization of Latin American Studies Committee will consist of 2 instances, the most important will be General Assembly as a deliberative body, which meets in the maximum event of the commission of Latin American studies every 2 years; The Steering Committee will be the executive body dictate the policies of the management committee will have a President, 1st vice, 2nd vice President, (3) Co-secretaries, and Committees of: Research, publications, education, communication and external relations. Will have an advisory committee of academics from Latin American Geography. The past president is a member temporary committee of Directors. The management period of the Steering Committee is 4 years and may be reelected only once for a period longer. Membership is open to the geographers of Latin America and the world. Dr. Carlos Walter Porto Gonzalvez (Universidade Federal Fluminense, Brasil) (2do Vice chair) Degree in Geography (1972), Master of Geography (1985) and Doutorem Sciences (1998) all from the Federal University of Rio de Janeiro. He is currently an adjunct professor at the Fluminense Federal University, researcher at the CNP and the Latin American Council of Social Sciences - CLACSO. He has several books and articles published in scientific journals in Brazil and abroad. In 2008 won the Casa de las Americas (Cuba) in Brazilian literature for his book The Globalization of Nature and the Nature of Globalization, Ed Brazilian Civilization, Rio de Janeiro, 2006. He has experience in Geography with emphasis in Social Geography, acting on the following topics: territory, territoriality, social conflict, social movements and local knowledge.
