Q:1 Ans:

To overcome the constraints, firstly Rural folk must be involved in the political system by devoluting power in an appropriate manner at the local levels. The fate of the masses should not be left at the mercy of political leaders and an administration of narrowly selected civil service. It would be rather impossible to create and sustain powerful institutions for change without the courageous leadership from within the masses so in this way trust can be gained from rural people. Moreover, Leader should be motivated that the prosperty and future of their children lie in the development of this project. Furthermore, to takle the MPA/MNA there should be a board consisting of MPA/MNA and adminstation along with leaderfrom rural people in order to make them interested and responsible to get project succeeded. For Markaz, interium or monthly basis report should be asked by Marak about improvement and further planning and execution. Moreover, The process of decentralisation and devolution of power should be carried to the village level if rural developments efforts are to success. Q:2 Answer : yes it was right approach but the adminstration was not active and interested to serve. Moreover, inputs were provided to those who could complete the loan requirement though, majority of people had not any asset or guaranttee to take loan and seed the land timely. Q. 3 Q.4 Ans: the philosophy was related to villagers as they are inhabitant of the village and they can identify real problems and priority to solve those problems. In other words, we can say, philosophy was to make them know how to fishing not to give them a single fish. Q.5 Answer: To bring improvement firstly we should anaylsis cause and effect, so one major reason responsible for slow pace of rural development is the poor capital formation in rural areas, an outcome of limited access of people to the services offered by rural financial institutions [Pakistan (1988); Mustafa and Zulfiqar (1998)]. Moreover, programme is required to redirection priorities by mobilising institutional and human resources towards political, economic and civic dimensions. While the government should provide social, legal and economic safety nets, the real focus should be on empowering the people who should organise, plan and execute the programmes at the base level. Q.6 if you were Professor Daniel, what advice would you offer? If I were P. Daniel, I would have advice following; There should be a leader from rural masses who should be elected within themselves

Elected leader along with villagers should be educated about the advantages and scope of the programme. Furthermore, leader should be ask to motivate his fellow rural people about prosperty of village and future of their children lie in success of this programme. There should been a board at the Markaz level whose member should be local government ( MPA/MNA, Administration, finance secrtetory of province and elected leaders from villages) in order to avoid lenghty process of decision making. Accountibilty in terms of outcomes from the Markaz in shape of annually or interium report.
