Regulation Changes
Here is a list of regulation changes during the past month. Take time to reference the regulations for the full updates. CAPR 66-1, Civil Air Patrol Aircraft Maintenance Management Includes a new requirement to replace the engine oil pressure switch on all 1997 and later model Cessna aircraft every 3,000 operating hours, provides guidance on aircraft portable fire extinguisher inspections, addresses changes to FAR Part 43 as it applies to navigational database updates and includes guidance on placement of the new Remove Towbar Before Engine Start placard. some cases of members being requested by people outside of CAP to blatantly violate our rules and federal policies with the stated intention of posting restricted information like our communications frequency assignments and coverage maps publicly as well. Please remind your personnel that this is not authorized: - CAPR 100-1, paragraph 1-9 clearly notes our frequencies provided by the Air Force as sensitive, requiring them to be protected from unauthorized release, and designates them as UNCLASSIFIED//FOR OFFICIAL USE ONLY. It goes on to outline procedures for appropriate release. - CAPR 110-1. Paragraph 9 outlines Prohibited CAP Internet Operations. Paragraph 9d prohibits communication that ".violates any local, state, national or international law or regulation." This applies in the case of posting sensitive information like our frequency assignments. Thanks for your attention to this matter, and reminding your subordinates of CAP policies in this area.

CAP Funding Command Council Members, We are pleased to inform you that through the efforts of our members and Air Force partners', we were advised last evening that CAP would be funded at the authorization level of $28.4M for the 2013 fiscal year. While this is great news for our units, it does not affect the recent decisions regarding personnel efficiencies at National Headquarters. The personnel decisions were made on the basis of streamlining the operations at the headquarters level and to direct all available funding to the squadrons and wings in order for those units to execute the CAP missions. Going forward our funding levels have yet to be determined, but we now have the opportunity to fully deliver our three mission areas, Cadet Programs, Aerospace Education and Emergency services. The one caveat we offer is that we should make every effort to 1

Some well-intentioned personnel continue to post inappropriate information publicly though, and we address those on a case by case basis. Unfortunately, in the last few days there have also been

HIGHLIGHTS:

Maj Gen Carr and Don Rowland Towbar Incidents l. There continues to be an increasing number of incidents involving failure to remove the towbar before taxi and in some cases, flights. Over the past four (4) years, we have recorded nine (9) such incidents where aircrews have either taxied or flown CAP aircraft with the towbar still attached. One Such flight involved cadet orientation. We have been extremely fortunate there has been no property damage, injury or death resulting from these incidents; however, these unprofessional actions must stop. 2. Effective immediately, any aircrew member involved in the failure to remove a towbar before engine start will automatically be grounded from all flight activities for a minimum of 120 days. Any subsequent involvement in such an incident could result in a permanent loss of all Civil Air Patrol flying privileges. 3. As soon as practical, the following actions will take place: a. Remove Towbar before Engine Start placards will be prominently displayed on all aircraft instrument panels. Placement and description of the placard will be added to CAPR 66-1. b. All checklists will have, Towbar Removed and Stowed added in the External Preflight section. NHQ will update the standardized online aircraft checklists with this information. CAPR 60-1, paragraph 2-1n coordination is not required for this change. c. A reminder will be added to the FRO Checklist. 4. National Safety Facebook Page Keep up on safety news by following the CAP National Safety Facebook page at http://www.facebook.com/CivilAirPatrolSafety Civil Air Patrol Safety College The second Civil Air Patrol Safety College (CAPSOC) will be held June 9-15 June (including travel days) at Kirtland AFB, Albuquerque NM. The course emphasizes the various aspects of the CAP safety program and is important for those desiring to work in advanced areas of the safety program primarily at the staff and management level. It also provides an invaluable opportunity to meet other safety officers from across the country. It is ideal for wing directors of safety and those aspiring for those key positions. While there are only 60 slots (basically allocated one per wing and region) and a recommended priority list, all who are seriously interested should contact their wing director of

safety for details and apply if interested as last year a few slots were not filled. The course cost is waived; however the member is responsible for travel, lodging and meals. This is a region staff college equivalent for those who qualify. Note the next opportunity for CAPSOC may not be until 2015.

Professional Development
Region Staff College The 2013 Region Staff College is now accepting applications for students. All members who have completed Level III of the Senior Member Professional Development Program are eligible to attend. The college will be 20-27 July on Peterson AFB. A course fee of $125.00 if you register by 30 April 2013 or $150.00 from 01 May 2013 to 30 June 2013. This fee covers course materials, and special outings. Your fee does not cover meals or overnight accommodations or your travel expenses. To register, mail your CAPF 17 endorsed by your chain of command with payment to Capt Edie Graham, CAP, Region Staff College, PO Box 19160, Denver, CO 80219. Logistics
Fire Extinguishers and First Aid Kits A 13 March 2013 change to CAPR 77-1 directs us to removes fire extinguishers and first aid kits from CAP vehicles, except where required by state or local codes. In those rare cases where these items are mandated by state or local code, units are to ensure that their extinguishers and first aid kits meet specifications and are inspected on a regular basis. Additionally, units with requirements for fire extinguishers and/or first aid kits are to develop inspection schedules and publish them in a wing supplement to CAPR 77-1. Inspections have revealed that first aid kits being carried aboard CAP vehicles are not being inspected and the contents have often expired or components have been removed and not replaced. The dangers of vehicle fires far outweigh the value of a vehicle. Toxic gases, flying debris and explosions create an extremely dangerous environment in vehicle fires. It is best to get yourself and your passengers as far away from the vehicle as possible. When clear of the vehicle, contact 911 and provide them your location and describe your current situation. Do not attempt to fight the fire or retrieve personal items from the burning vehicle. Vehicle Records In response to requests from the field, CAPR 77-1 was also changed to permit units to maintain vehicle records folders electronically in ORMS. Electronic folders permit members and inspectors 5 to view vehicle records at any time no matter where the vehicle may be physically located. A copy of the insurance card may be maintained with the vehicle when required by state law. Operating a CAP Vehicle Vehicle operators are reminded to perform a safety check of their vehicle prior to the first use of the day using a CAP Form 73 CAP Vehicle Inspection Guide and Usage Data. These procedures apply for privately owned vehicles being used for official CAP activities. Recent incidents involving tire damage and other damage while on the road clearly indicate that daily inspections are not being performed. A few minutes invested in inspecting a vehicle prior to use may prevent hours of inconvenience and awkwardness on the roadside. POC

In an effort to streamline and enhance the PA and crisis planning process for PAOs nationwide, NHQ/PA has developed fill-in-the-blank type templates that will be posted on eServices in the near future. Complementing these templates will be one that provides step-by-step instructions on how to write a news release. These templates will be found at one online location, along with the Legislative Day national handout, the opportunity to volunteer for a PA working group, the Howell Balsem Award program entries template and the www.capvolunteernow.com submission template. Changes to the IG Program All of the CAPR 123 series have been revised since the changes in the leadership of CAP. I urge all Commanders and Inspector Generals to review these documents for changes. Also I want to remind all IGs their job is to protect their Commanders so please make sure you are in contact with your Commander on a regular basis. We have a new member to the Region IG staff. Col Rob Hoffman is my assistant and will be working with everyone concerning the Compliance Inspections. If you have questions please contact Rob for help. One issue I want to bring attention to is the several issues of the Subordinate Unit Inspections (SUI). The SUIs must be completed in a timely matter. Wings are being grounded for not completing these required inspections. Also the completed SUIs are to be kept by the Wing IG and not forwarded to the Region IG. I would like all Commanders to also be mindful the IG process is not to solve small issues that members do not want to deal with. All issues should be solved at the lowest level. 4

ROCKY MOUNTAIN REGION SUPPLEMENT TO CAPR 35-5 1 May 2013 Personnel Procedures CAP OFFICER AND NONCOMMISSIONED OFFICER APPOINTMENTS AND PROMOTIONS 1-5d. Members will be notified of the review and submit the documents described in paragraph 1-8b(1) through 1-8b(4) through appropriate channels to the chairman of the Region Promotion Board. Members will have 60 days after the completion of one year (as reflected in e-services) in temporary of rank of Lieutenant Colonel to submit the documentation to the Promotion Board. 1-8b For initial appointments and promotions for which the Region Commander is the approving authority, Unit Commanders will submit through appropriate channels either the electronic approval request or CAPF 2 (with supporting documentation as required (e.g. proof of professional experience) to the chairman of the Region Promotion Board. Additionally, the following will be submitted either electronically or in hard copy along with the promotion request (except for prior/current military officers seeking advanced promotion in accordance with paragraph 3-4): 1-8b(1) Added. A CAP and professional and/or military experience resume no longer than two pages. 1-8b(2) Added. A full-length picture of the member in either USAF-style Blues uniform or Grey and White Aviator Shirt Combination taken within 60 days prior to the date of the promotion request. 1-8b(3) Added.
