Approving Officer NI - Initial Narrative 11/18/2013 9971-Anderson, William 3859-Robinson, Jonathan Narrative
Officer was dispatched to 187 Old Eastern Ave to assist Ohio State Highway Patrol Trooper Heavner unit 210 of post 71. Upon arrival Officer was advised by Trooper Heavner during his traffic stop a tall black male exited the house at 187 Old Eastern and approached questioning Trooper Heavner as to why he stopped the person and why the driver was being detained. Trooper Heavner advised he gave instructions to the subject later identified as Marcus Washington to return to the residence while he was conducting his investigation. Trooper Heavner pointed to Marcus who was standing near the passenger side of the car along the sidewalk and not complying with instructions given. Officer stood between Marcus and the car being searched by Trooper Heavner. Officer observed Marcus pacing around watching Trooper Heavner as he search the car. Officer smelled a strong odor of Marijuana coming from the car Trooper Heavner was searching. Marcus questioned Trooper while he was searching the car as to who his Captain was? and he needed to get him there so Marcus could have a word with him. Marcus then walked near this officers weapon side within reach at which time Officer instructed him to get away from me and go to his porch as instructed earlier. Marcus began to curse and scream at this Officer saying he didn''t have to. Officer repeatedly advised Marcus to return to his porch or he would be arrested for Obstructing. Marcus refused screaming, cursing and distracting Officer and drawing my attention from providing security to the Officer conducting a search of the car in question. Officer had no choice but to deal with Marcus and place him under arrest and transport him to the Ross Co jail. Once in the jail Marcus refused to give his name or SSN for Officer and jail staff to identify him. Officer was only able to identify who Marcus was by questioning people trying to bond him out. Marcus will remain in jail in lieu of bond with a Municipal court date of 11/18/2013 at 9:00 am. charged with Obstructing Official Business. Ofc also received a "HIT CONFIRMATION" from the dispatcher, via LEADS, from the Lawrence County Ohio Sheriff''s Office for an active NO BOND warrant for Amanda Kennedy, charging her with Domestic Violence and advised the warrant was valid and they would pick her up after her Rule 4 hearing. Ofc was dispatched to Menasha at 291 S McArthur St ref to the manager, Scott Heck, finding 2 brand new bikes inside his dumpster. Ofc arrived and contacted Scott who said the bikes had been put in the dumpster sometime after Friday evening and he did not know where they came from. Ofc took the two brand new black bikes and had the service dept. bring them to the LEC to be put with the other found bikes in the basement of the LEC. One bike was a small bmx style bike with foot pegs and the stickers removed and the other was a NEXT brand mountain bike. Ofc found no recent reports of the bikes being stolen. They will remain in the found property until the owner retrieves them. Nothing further.

Ofc was dispatched to 170 N Sugar St ref the above call. Ofc. arrived and was advised by Chillicothe Fire Dept personnel that Kimberlie K. Butterbaugh had died. She was pronounced at 12:42PM. There were no signs of foul play. Ofc. made contact with Diana K. Poole, Kimberlie''s mother. She said Kimberlie normally calls her everyday and she did not call last night and she couldn''t get her on the phone this morning. She said her daughter has heart problems and is a sever diabetic and so she came to check on her. Diana said she could not get into the house. She said she was able to get Brent M. Butterbaugh (Kimberlie''s son) to come over with keys and when she went inside she found Kimberlie in her bed deceased. Kimberlie''s family physician is Dr. Crawford from Piketon. Ofc. contacted Brent Butterbaugh. He said he saw his mother last night. he left around 7:00pm and she was fine then. He said she was not feeling well and he went and got pop for her. Brent said

Diana K. Poole requested Ware''s Funeral Home be contacted for her daughter and once released by the Coroner they arrived and took custody of her body. 42 bottles of medication were secured for disposal.

She said her dogs started barking and she confronted the man who told her "Mark" told him to just come in. She said she told him she did not know anyone by that name and to get out. She said he told her he was sorry and that he would leave. Dianna advised she kept telling him to get out and he did. She said he was wearing thick framed black glasses, is white, about 5''10/150lbs with dark hair and a mustache. He was driving a black Hyundai Sonata, OH PC FAQ8991. Ofc. checked the area for him without success. Investigation continues.

Ofc. was dispatched to Coppel Coal and Supply ref. a theft of batteries. Ofc. spoke to Stephen Coppel who stated someone had stolen 4 batteries from his trucks. One of the trucks was a white 1986 Ford 9000(PDF 4596) had one battery stolen from the passenger side compartment and a green 1980 Iternational(PBY4540) had three stolen from the passenger side compartment. Mr.Coppel stated that Tom Onell his employee had last seen the bateries in the trucks on Saturday when he was at work. Mr.Coppel advised he is insured by Tomlinson Ins. Ofc. spoke to Mr.Onell who stated the batteries were in the trucks on Saturday. Ofc. has no further leads on this incident.

Ofc responded to 375 S Watt St (New Beginnings Outreach Church) in reference to a possible Breaking and Entering in progress. Upon arrival Ofc contacted church parishioner, David Magill, whom was standing inside the main hallway of the church with several other parishioners. For their safety, Ofc ordered all subjects out of the church until the church could be cleared by Ofcs. While waiting on other Ofcs to arrive in the area and secure the building, Ofc was informed by David that the church was having a free soup kitchen that was open to the public. David stated due to recent events throughout the community, he was patrolling the halls and checking all rooms of the church during the soup kitchen. David stated when he looked into the altar, he observed the southwest entry door into the church appeared to be ajar because he could see daylight coming in from outside. David stated he then observed what appeared to be the outline of a subject near the altar. David stated he left all of the lights to

the altar turned off and rushed back to the soup kitchen to inform other fellow parishioners of his findings and to contact the police. David stated he returned to the altar and another parishioner turned on the overhead lights. David stated they immediately noticed a box speaker was disconnected from the stage and was sitting next to the southwest entry door. David also stated the door had been propped open by a pair of costume angel wings and it was left ajar. David stated he and other parishioners quickly searched the area but did not locate any subjects inside the church. Ofcs then entered the church and secured all rooms including all areas of the attic. Ofc photographed and seized the Sunn brand Model 2M box speaker that was left next to the entry door by the subject(s). Ofc will place the item into evidence to be further analyzed by this department for latent prints. Ofc contacted Church Pastor, Ronald Chapman, who stated all areas of the church were secured and nothing else appeared missing, damaged, or misplaced. Ronald also stated none of the entry doors appeared to have any signs of forced entry. No suspects or other witnesses at this time. Investigation continues.

Officer was dispatched to 209 Scioto Ave in reference to a 13 year old tearing up the house. Upon arrival Officer made contact with Charlynn Turner the grandmother and legal guardian of 13 year old Shawn Jones Jr. Charlynn said she just found out that Shawn was suspended from the Chillicothe Middle School. Charlynn said Shawn waited until 6:30 pm to tell her. He then began arguing with her and yelling and talking back to her which led up to him throwing the salt shaker across the kitchen. Charlynn said no assault occurred and the salt shaker did not strike anyone. Officer explained to Charlynn how to file unruly charges on Shawn. Officer counseled Shawn for his behavior and actions. All was calm when Officer left. Nothing further.

Ofc dispatched to Cash Max on a property damage complaint. Ofc contacted Stacey Nichols (employee) who stated sometime between 11/16/13 at 5:00p and 11/18/13 at 9:30am someone bent a black handrail/barricade (valued at $500), breaking it out of the concrete and bending it. Ms. Nichols stated she does not have video at the business, and no one saw the incident occur. Ms. Nichols stated the business leases the building from Capital Commercial Properties and did not know who they were insured through at this time. Ms. Nichols stated if she found out she would advise this Ofc. No witnesses or suspects at this time. More as it becomes available.

Officer made contact with Shannon Kelly who advised she got into an argument with her uncle, "James Kelly, and that they both cursed at each other. Shannon advised she did not call the police and James is already gone. Shannon advised they got into an argument yesterday but she did not call the police then either. Shannon advised yesterday she fell during the argument and she pointed to her arm saying it was bruised. Officer did not observe any injuries and just observed what appeared to be a mole/scab. Shannon advised it did get physical yesterday some but that nothing physical occurred today. Shannon advised she moved in with her uncle and aunt and that her aunt will always take sides with James. Shannon advised she is going to leave and try to stay somewhere else. Officer advised her this is probably best since they can not get along. Officer did not make contact with James at this time. Nothing further.

Name Involved: Roof,Terry A While off duty in uniform, Ofc observed a white male subject on the lot of Speedway (10 N Bridge St) who appeared to be intoxicated and possibly drinking alcohol from an open container. Ofc contacted the male who was identified as Terry Roof. He had bloodshot glassy eyes, slurred speech and a strong odor of an alcoholic beverage on his person. While ofc was talking to Terry he tried to pull a half full bottle of wine from his jacket a drink the wine in front of the ofc. Ofc confiscated the bottle and detained him until he could be transported to the RCJ by a patrol car. Ofc McGowan transported him to the RCJ where he was issued MM Citation(s) #5553 charging Disorderly Intox and #5554 charging Open Container, both with a court date of 12/6/13 at 9am. Ms. Carmean stated she asked Mr. Roof to leave on several occasions, but Mr. Roof would not leave. Ms. Carmean stated she finally got Mr. Roof to go outside and she shut and locked the door behind him.
