GENERAL DESCRIPTION 63,334 Total Existing Square Footage 1968,1970,1993 Building Dates PK-6 Grades 637 Current Enrollment 38 Teaching Stations 15.00 Site Acreage Summit Elementary School, which is not on the National Register of Historic Buildings, and originally constructed in 1968, is a 2 story, 63,334 square foot brick and concrete school building located in a suburban residential setting. The existing facility features a conventionally partitioned design, and does not utilize modular buildings. The structure of the overall facility contains brick veneer and precast concrete panels on a load bearing masonry wall type exterior wall construction, with concrete masonry units, brick, metal stud framed partitions with gypsum board and operable partition type wall construction in the interior. The base floor system of the overall facility consists of concrete slab on grade type construction. The floor system of the intermediate floors of the overall facility consists of metal form deck on steel joist with concrete topping type construction. The roof structure of the overall facility is metal form deck on steel joist type construction. The roof structure over the Gymnasium is tectum deck on steel truss type construction. The roofing system of the overall facility is a combination of modified asphalt built-up system with gravel wear coat and a fully adhered EPDM membrane system that was installed in 1984, 1986, 1988, 1993, and 1996. The roofing system of the areas over the Main Entrance and Gymnasium are a fully adhered EPDM membrane system that was installed in 2007. The ventilation system of the building is inadequate to meet the needs of the users. Some Classrooms are adequately sized in terms of the current standards established by the State of Ohio. Physical Education and Student Dining spaces consist of one Gymnasium and separate Student Dining. The electrical system for the facility is inadequate. The facility is equipped with a non-compliant security system. The building has a compliant manual and automatic fire alarm system. The facility is not equipped with an automated fire suppression system. The building is reported to contain asbestos and other hazardous materials. The overall building is not compliant with ADA accessibility requirements. The school is located on a 15 acre site adjacent to residential properties. The property and playgrounds are partially fenced for security. Access onto the site is unrestricted. Site circulation is poor. There is dedicated space for school buses to load and unload on the site. Parking for staff, visitors and community events is adequate. No Significant Findings

There are no readily evident site conditions that might significantly affect master planning; however, topography would require site modification. Further additions are restricted by residential areas and a city road on the east, west and south ends of the site, but unrestricted on the north end of the site. A. Heating System
Description:
The existing systems for the 1968 Original Construction and 1970 Addition are electric-fired heating type systems, original to each addition, and are in fair to poor condition. The existing system in the 1993 Addition is an electric-fired ducted roof top HVAC unit type system, installed in 1993, and in fair condition. 2-pipe vs. 4-pipe designations are not applicable in this facility, as no central air conditioning is provided. The facility is not equipped with any boilers. Heated air in the 1968 Original Construction and 1970 Addition is distributed via terminal units consisting of unit ventilators, cabinet heaters, unit heaters, air handlers, and ducted split deck mounted HVAC units (with the condensing units located on the roof) manufactured by Trane. Heated air in the 1993 Addition is distributed via three (3) ducted packaged roof top HVAC units manufactured by Carrier. The terminal equipment for the overall facility is original to each addition and is in fair to poor condition. The system does not appear to comply with the 15 CFM per person fresh air requirements of the Ohio Building Code mechanical code and Ohio School Design Manual. The pneumatic and electric/digital type system temperature controls are original to each addition, with incremental upgrades, and are in fair to poor condition. The system does not feature individual temperature controls in all spaces required by the OSDM. The overall system does not feature any central energy recovery systems. The facility is equipped throughout with louvered interior doors to facilitate Corridor utilization as return air plenums. See Items J and O for replacement of doors. The existing systems in the Gymnasium and Stage of the 1968 Original Construction and in the 1993 Addition are ducted, but the ductwork cannot be integrated into a possible future system due to arrangement, air volume, and routing of existing ductwork. The existing systems in the remainder of the 1968 Original Construction and in the 1970 Addition are not ducted, and floor to structural deck heights will accommodate the installation of properly sized ductwork for a future Ohio School Design Manual approved system. The overall heating system is evaluated as not being in safe and efficient working order, and long term life expectancy of the existing system is not anticipated. The structure is not equipped with central air conditioning. The site does not contain underground fuel tanks. 3 Needs Replacement Provide new overall heating, ventilating, and air conditioning system to achieve compliance with Ohio Building Code and Ohio School Design Manual standards. Replace existing ductwork in the Gymnasium and Stage of the 1968 Original Construction and in the 1993 Addition to facilitate efficient exchange of conditioned air. B. Roofing
Description:
The roof over the overall facility is a combination of modified asphalt built-up system with gravel wear coat and a fully adhered EPDM Carlisle membrane system that was installed in 1984, 1986, 1988, 1993, and 1996, and is in good condition. Roof areas over the Main Entrance and Gymnasium are a fully adhered EPDM Carlisle membrane system that was installed in 2007, and is in good condition. There are no District reports of current leaking. No signs of past leaking were observed during the physical assessment. Access to the roof was gained by one access hatch with access ladder that are in good condition, and an extension ladder. Fall safety protection cages are not required and are not provided. There were no observations of standing water on the roof. Metal cap flashings and copings are in good condition. Roof storm drainage is addressed through a system of roof drains, which are properly located, and in good to fair condition. The roof is not equipped with overflow roof drains, except over the 1993 Addition, though they are not required on this building. No problems requiring attention were encountered with any roof penetrations. There are not any covered walkways attached to this structure. 3 Needs Replacement The roof over the overall facility requires replacement to meet Ohio School Design Manual guidelines for age of system. New flashing is included in roof replacement. Provide new roof access hatch in Loading Dock area to facilitate access to all levels of low slope roof surfaces. D. Electrical Systems
Description:
The electrical system provided to the 1968 Original Construction is a 277/480 volts, 2,000 amp, 3 phase, 4 wire system installed in 1968, and is in fair condition. The systems in the 1970 and 1993 Additions are an extension of that found in the 1968 Original Construction. Power is provided to the school by a single utility owned, pad-mounted transformer located adjacent to the Mechanical Room, and in good condition, installed in 2013. The panel system, installed in 1968, is in fair condition, but cannot be expanded to add additional capacity. The Classrooms are not equipped with adequate electrical outlets. The typical Classroom contains six (6) general purpose outlets, zero (0) dedicated outlets for each Classroom computer, and zero (0) dedicated outlets for each Classroom television. Some Classrooms are equipped with as many as six (6) general purpose outlets, while others are equipped with as few as four (4) general purpose outlets. There are not any spaces that have no electrical outlets. The Corridors are equipped with adequate electrical outlets for servicing. Adequate GFI protected exterior outlets are not provided around the perimeter of the building. The facility is not equipped with an emergency generator. Adequate lightning protection safeguards are not provided. Stage lighting power system including control panel, breakers, and dimmers is inadequately provided, in fair condition and does not meet OSDM requirements. The overall electrical system does not meet Ohio School Design Manual requirements in supporting the current needs of the school, and will be inadequate to meet the facilitys future needs. 3 Needs Replacement The entire electrical system requires replacement to meet Ohio School Design Manual guidelines due to condition and age, lack of OSDM-required features, and to accommodate the addition of an air conditioning system. Provide an emergency generator, with funding included in the electrical system replacement. Provide adequate lightning protection safeguards in the overall facility, including associated grounding system, with funding included in the electrical system replacement. The 1968 Original Construction and 1970 Addition are equipped with aluminum windows with single glazed and insulated panel type window systems, which were installed in 1968 and 1970, and are in fair to poor condition. The window systems features operable windows throughout, and operable windows are equipped with opening limiters in fair to poor condition and insect screens in fair to poor condition. Window system seals are in fair to poor condition, with moderate air and water infiltration being experienced. Window system hardware is in fair to poor condition. The window system features surface mounted shades and blinds, which are in fair to poor condition. The 1993 Addition is equipped with thermally broken aluminum frame windows with double glazed insulated glazing and insulated panel type window system, which was installed in 1993, and is in good to fair condition. The window system features operable windows throughout the addition, and operable windows are equipped with opening limiters in good condition and insect screens in good to fair condition. Window system seals are in good to fair condition, with minimal air and water infiltration being experienced. Window system hardware is in good to fair condition. The window system features surface mounted shades, which are in good to fair condition. This facility is not equipped with any curtain wall systems. This facility does not feature any glass block windows. The exterior doors in the overall facility are equipped with aluminum and hollow metal frame sidelights and transoms with tempered single pane and double glazed insulated glazing, in good to fair condition. Exterior door vision panels are a combination of tempered single pane glazing, tempered double glazed insulated glazing and single pane with internal wire mesh glazing. The school does not contain skylights. The school does not contain clerestories. Interior glass is not OSDM-compliant due to non-compliance with current Ohio Building Codes. Window security grilles are not provided for ground floor windows. G. Structure: Foundation
Description:
The overall facility is equipped with concrete foundation walls on concrete spread footings, which displayed no locations of significant differential settlement, cracking, or leaking, and are in good to fair condition. Areas of minor cracking and spalling were observed throughout the overall facility. The District reports that there has been no past leaking. No grading or site drainage deficiencies were noted around the perimeter of the structure that are contributing or could contribute to foundation or wall structural deterioration. 2 Needs Repair Repair areas of cracking and spalling through the overall facility.

The overall facility features conventionally partitioned Classrooms with VCT and VAT type flooring, acoustical tile type ceilings, as well as painted block type wall finishes, and they are in fair condition. The overall facility has Corridors with VCT and quarry tile type flooring, acoustical tile type ceilings, as well as brick and painted block type wall finishes, and they are in fair condition. The overall facility has Restrooms with ceramic tile type flooring, acoustical tile type ceilings, as well as painted block type wall finishes, and they are in poor to fair condition. Toilet partitions are painted steel or plastic, and are in fair to good condition. Classroom casework in the overall facility is wood type construction with plastic laminate tops, is inadequately provided, and in poor to fair condition. The typical Classroom contains 12 lineal feet of casework, and Classroom casework provided ranges from 0 to 12 feet. Classrooms are provided adequate chalkboards, markerboards, and tackboards which are in good condition. The lockers, located in the Corridors, are adequately provided, and in fair condition. The Art program is equipped with a kiln in fair condition, and existing kiln ventilation is inadequate. The Gymnasium space has wood type flooring, exposed steel frame type ceilings, as well as painted concrete masonry unit type wall finishes, and they are in good condition. Wood Gymnasium flooring has been well maintained, will accommodate multiple future sandings and refinishings, and is rated at a median stage of its product lifecycle. Stands are not provided in the Gymnasium. Gymnasium basketball backboards are a fixed type, and are in good to fair condition. The overall facility contains a GE NetworX NX-8V2 motion detector and door contact type security system in fair condition. Motion detectors are adequately provided in main entries, central gathering areas, Offices, main Corridors, and spaces where 6 or more computers are located. Exterior doors are equipped with door contacts. An automatic visitor control system is provided. 7 compliant color CCTV exterior cameras are provided at main entry areas and parking lots. No interior CCTV cameras are provided. CCTV is monitored in Administrative Area with the use of a LCD monitor and Speco Technologies computer based hard disk recording device and multiplexer, which are in good condition. A compliant computer controlled access control system integrating alarms and video signals, with appropriate UPS backup, is not provided. The system is not equipped with card or biometric readers, but is equipped with a KeriSystems key pad door access control system. The overall facility is equipped with a Simplex 4010 addressable type fire alarm system, installed in 2010, and in good condition, consisting of manual pull stations, horn and strobe indicating devices, and smoke detectors. There is an accessible route connecting all or most areas of the site. The exterior entrances are mostly ADA accessible. Access from the parking / drop-off area to the building entries is not compromised by steps or steep ramps. Adequate handicap parking is provided. Exterior doors are equipped with ADA hardware. Building entrances should be equipped with 1 ADA power assist door, and none are provided. Playground layout and equipment are mostly compliant. On the interior of the building, space allowances and reach ranges are mostly compliant. There is not an accessible route through the building, which does include protruding objects. Description:
The 15 acre slightly sloped site is located in a suburban residential setting with moderate trees, shrubs and floral type landscaping. Outbuildings include a small storage shed. There are no apparent problems with erosion or ponding, however it has been reported that ponding has occurred in adjacent residential properties. The site is bordered by lightly traveled city streets. A single entrance onto the site impedes proper separation of bus and other vehicular traffic. However one-way bus and vehicle traffic is provided with a separate exit only drive. There is a curbside bus loading and unloading zone in front of and adjacent to the school, which is not separated from other vehicular traffic. There is no dedicated bus loop for student loading and unloading. Staff and visitor parking is facilitated by multiple asphalt parking lots in fair condition, containing 117 parking places, which provides adequate parking for staff members, visitors, and the disabled. The site and parking lot drainage design, consisting of catch basins, storm sewers, and sheet drainage provides adequate evacuation of storm water, and no problems with parking lot ponding were observed. Concrete curbs in fair to poor condition are appropriately placed. Concrete sidewalks are properly sloped, are located to provide a logical flow of pedestrian traffic, and are in good to fair condition. Trash pick-up and service drive pavement is heavy duty is in fair to poor condition, and is equipped with a concrete pad area for dumpsters, which is in fair condition. Exterior concrete steps and accessible ramps are provided and are in fair condition with some cracking and spalling of concrete. Painted steel handrails and guardrails are compliant and provided where necessary and are in fair condition. Site fencing, provided by residents, provides a separation from adjacent residential housing on the east and west ends of the site and is in fair condition. Playground fencing is partially provided to separate the playground from vehicular traffic. The playground equipment is primarily constructed of wood, coated steel and high density plastic, and is in good condition. Playground equipment is placed to provide compliant fall zones, and on a compliant wood fiber mulch of sufficient depth. Hard surface play areas with a basketball court, funnel ball, and painted four square and hopscotch areas are provided on an asphalt surface. The playground area is equipped with sufficient tables and benches in fair condition. The athletic facilities are comprised of two softball/baseball diamonds, and are in fair condition. Site features are suitable for outdoor instruction, which is enhanced through the Districts provision of benches, tables and a walking path encompassing the building and athletic fields. There are no readily evident site conditions that might significantly affect master planning; however, topography would require site modification. Further additions are restricted by residential areas and a city road on the east, west and south ends of the site, but unrestricted on the north end of the site. Description:
The School District provided the AHERA three year reinspection reports, prepared by M.A.C. Paran Consulting Services, Inc., and dated January 30, 2009, documenting known and assumed locations of asbestos and other hazardous materials. The AHERA Reports referenced only assumed asbestos containing materials. An Enhanced Environmental Hazards Assessment (EEHA) will need to be conducted in order to establish abatement budgets. Vinyl asbestos floor tile and mastic and transite window panels containing hazardous materials are located in the 1968 Original Construction in fair condition. These materials were described in the report and open to observation and found to be in non-friable condition with light damage. There are no underground storage tanks on the site. Due to the construction date, there is a potential for lead based paint. Fluorescent lighting will require special disposal. 3 Needs Replacement Remove all hazardous materials, inclusive of asbestos-containing materials in the 1963 Original Construction, as noted in the attached Environmental Hazards Assessment. The overall facility is not equipped with an automated fire suppression system. Exit Corridors are situated such that dead-end Corridors are not present. The facility features 3 interior stair towers, which are not protected by a two hour fire enclosures at both levels. The facility features 2 exterior concrete stairways providing egress from intermediate floors, which are in fair condition. The facility features 2 exterior concrete ramps providing egress from intermediate floors, which are in fair condition. Guardrails are constructed with vertical bars, do not meet the 4 ball test, and do not extend past the top and bottom stair risers as required by the Ohio Building Code. The Kitchen hood is in good condition, and is equipped with the required UL 300 compliant wet chemical fire suppression system. The required 6 overhang of the cooking equipment is provided by the hood. Kitchen hood exhaust ductwork is of proper construction, material, insulation, and installed as required by the OSDM and OBCMC. The cooking equipment is interlocked to shut down in the event of discharge of the fire suppression system. Fire extinguishers are provided in sufficient quantity. Existing fire extinguishers are adequately spaced. The facility is not equipped with an emergency generator. The existing 6 water supply is provided by a tie-in to the municipal system, and is sufficient to meet the future fire suppression needs of the school.
