Paradigm Shift from Reactive to Proactive approach: MDGs 2000 Hyogo Framework for Action (HFA) 2005 (Pakistan is a signatory and following its commitments) UNDP took lead in 2002-3 for establishment of systematic DRM system in Pakistan 2005 Earthquake devastation gave a big push Participation of all, government / Donors / CBOs / NGOs and the Communities Shift of focus on mitigation, EWS & preparedness facilities
