Summary
The number of affected by Typhoon Haiyan has now reached 11.8 million after the Super Typhoon made landfall on Friday 8th November. A total of 921,212 are displaced with 345,834 in 995 evacuation centres, and 575,378 outside. UNOCHA have launched the Humanitarian Action Plan for Typhoon Haiyan requesting US$301 million to provide: - Food for 2.5 million - Health services for 9.8 million - Water Sanitation and Hygiene for 500,000 - Shelter and household items for 562,000 The President of Philippines declared a national state of calamity and the government requested for the international assistance. Islamic Reliefs Head of Humanitarian is leading a Disaster Response Team which is forming partnerships with local organisations, liaising with the UN and aid agencies, and IR currently preparing proposals to initiate Islamic Reliefs response with a sectoral focus on food relief and shelter. IR Partners have shown commitments of 595,934 against the launched appeal of 1 million.
Background
Typhoon Haiyan, known locally as Yolanda, one of the most powerful storms on record, made landfall in the Philippines on 8th November causing widespread devastation across 36 provinces in 9 regions (Eastern Visayas, Western Visayas, Central Visayas, Mimaropa, Calabarzon, Bicol, Northern Mindanao, Davao, and Caraga). The typhoon then weakened before it reached Northern Vietnam and South-East China on 11th November, although still causing flooding and widespread damage to homes and livelihoods, with a combined estimated death toll of 22.
Impact
Typhoon Haiyan has destroyed buildings, caused landslides and flooding, and caused a high loss of life as high winds and storm surges battered the island nation. As access is made to more remote areas and figures are validated, an additional 376,000 displaced persons have been identified, raising the figure of those displaced by the typhoon to 921,212. The figures for those residing in evacuation centres has decreased however (345,834 people in 995 evacuation centres, with 575,378 people now outside), indicating that people are beginning to leave
the crowded centres to discover what is left of their homes and search for shelter and resources elsewhere. The number of those affected has also risen to an estimated 11.8 million people, with the Government confirming 4,460 people deaths to date; a number which will continue to rise in the coming days as reporting and validation continues. Based on initial data, 243,595 houses are damaged (131,106 are totally destroyed and 112,489 partially damaged). Ports, airports, power and communications lines, water networks, roads and other key lifelines of the nations infrastructure were damaged or destroyed, with huge efforts underway to restore these as quickly as possible to support humanitarian access to the affected population. Main roads are clogged with debris, cutting off remote areas and markets away from the population centres. There are reports that commodity prices are frozen due to the disruption in supply of goods. Damaged roads, fallen trees, and debris continue to hamper humanitarian relief operations. A total of 2.5 million people are in need of food assistance. Health infrastructure is severely damaged in the worst affected areas and medical supplies are low. 4.8 million (estimate) are affected due to loss of livelihoods and essential infrastructure, of which 2.1 million were engaged in vulnerable forms of employment. A key priority is the creation of emergency income-generating activities which can also align with key rehabilitation and reconstruction needs. Fuel and trucks are also urgently needed, particularly in Tacloban City.

Five days ago it was approved the project Emergency Food Distribution to Severely Affected Families in Northern Cebu, Philippines with a budget of $213, 926 (133,936) . The project seeks to provide immediate and urgent food relief to at least 20,000 households in Northern parts of Cebu province who were severely affected by the typhoon Haiyan (local name: Yolanda). These targeted households are currently facing acute food shortage as a result of the Typhoon Haiyan that brought devastation to an estimated 11.3 million people in nine regions (that is, over 10 per cent of the countrys population). Each target household in the target disaster relief zones will receive a culturally-appropriate dry food package that is good for 3 days for family of 5 or 6. The food package will consist of rice (4kg) salt (1 kg) water (4ltr) noodles (4 packets) and sugar (1/2 kg). This quick-impact food aid project is part of the overall disaster relief response. It is estimated that there are up to 75,000 most needy households in northern Cebu. The food distribution project will target 20,000 households in Bantayan, Madridejos, Santa Fe, Daanbantayan, Medellin, San Remigio, the City of Bogo and several towns in Camotes Islands.
