TRAINING OF TRAINERS FOR THE 3RD BATCH OF UMAK-ZFF MHLGP By Prof. Pompeyo Adamos II, OIC DPA

ast June 18 to 21, 2013, the College sent its delegation to the Zuellig Family Foundation Training of Trainers at the Berjaya Manila Hotel at Makati Ave., Makati City. The delegation was composed of Professors: Raymund John RosueloDirector for Public Policy and Governance Programs; Janet LazaroCoordinator for Public Health Governance; Pompeyo Adamos IIOIC, Department of Public Administration; and Pompeyo Adamos IIIUniversity Planning Director. The training started with a background of the ZFF program with its academic partners, among them Ateneo de Zamboanga,

Development Academy of the Philippines, University of the Philippines Palo, Benguet State University and University of Makati. The program brought forth the use of the ZFF Bridging L eaders Framework in the Municipal health programs of the mayors and municipal health officers. This training prepared the delegation in conducting the actual ZFF program for Municipal Health Leadership and Governance. This TOT was done to prepare the various academic partners of the Zuellig Family Foundation in handling new batches of local health leaders. The University of Makati, for its part shall cater to the local chief executives and municipal health officers representing the citys sister m unicipalities. The College together with ZFF has finished two batches, with the second batch soon to take up their final colloquium sometime in August. Alumni of the first batch were nine municipalities ranging from Luzon and Visayas while ten municipalities are expected to graduate in the second batch. The program was a four-day twomodule set-up with coaching in between. The University awarded the participants certificates of attendance and completion for the certificate of public health governance. The Five-year partnership between ZFF and UMak has existed for two years already with majority of the workload for the training now given to UMak. This program was initiated by ZFF with its academic partners to fulfill the United Nations Millenium Development Goals of reducing infant mortality rate, maternal mortality rate, and the other health goals targeted for 2015.

THE 2013 MOST BUSINESS-FRIENDLY LGU AWARDS IN THE WORKS By Prof. Pompeyo Adamos II, OIC DPA

he College of Governance and Public Policy through the Pimentel Center for Local Governance has been participating in the Philippine Chamber of Commerce and Industrys preparations, deliberation and judging of the Most Business-friendly LGU Awards for three years now. The College has sent Prof. Pompeyo C. Adamos II, representing Dean Ederson Delos Trino Tapia, consistently in the Technical Working Group of the LGU Awards. Members of the TWG include DILG, ULAP among others. The TWG is involved with preparing and approving the criteria, evaluating the results of the preliminary documentary submissions, and deliberating the final list of LGUs for final judging. Honorable Senator Aquilino Q. Pimentel, Jr., CGPP Distinguished Professor of Governance and the father of the Local Government Code, has sat as one of the judges in the LGU Awards for the past two years. This years PCCI LGU Awards is slated for the third week of October 2013 with Philippine President Benigno Simeon Aquino III as guest speaker.

PSPA INTERNATIONAL CONFERENCE AT UMAK SLATED IN OCTOBER By Prof. Pompeyo Adamos II, OIC DPA

he Philippine Society of Public Administration and the College of Governance and Public Policy will host the 2013 International Conference on Public Administration with the Theme Public Sector

Reform and Government in Transition: Values, Institutions, Leadership, Citizen Engagement, and Human Rights to be held on October 1-2, 2013 at University of Makati campus. The Organizers are the Philippine Society for Public Administration and College of Governance and Public Policy, University of Makati. The partner institutions are: Philippine Councilors League; Local Government Academy; Center for Local and Regional Governance of UP-NCPAG; various members of Association of Schools of Public Administration. The Annual PSPA Membership Fee is five hundred pesos. As to the conference fee, there is a student rate and faculty rate. Faculty members and students are encouraged to submit abstracts/papers for presentation. The deadline of abstracts submission is on July 30.

MPA STUDENT ORIENTATION AND MPASS GENERAL ASSEMBLY By Prof. Pompeyo Adamos II, OIC DPA

he Master of Public Administration Student Orientation and General Assembly was held at the HPSB Multimedia Room 1012 from 1:30pm to 5pm. Among its agenda were: Part 1MPA Student Orientation and Part 2MPASS general assembly. First, the OIC-Chairman gave his welcome remarks emphasizing to the new MPA students the need to attend this orientation and to the

old students the chance to refresh their memories regarding the essentials of surviving in the program and finishing the MPA degree. He also shared the thrust of the department to fulfill the Colleges vision of transformational leadership through innovative learning through theory and practice or praxis. Second, the dean expressed the message of support to all MPA students and gratitude to the MPA faculty and the MPA Student Society officers. He stressed that the office of the Dean and the whole college is there to help make the life of each MPA student better, leading to the completion of their primary goal of getting the MPA degree. Then, the OIC discussed the MPA House Rules, Curriculum Requirements, PSPA Conference and Other Matters. A short open forum followed with active participation from the student body. The MPA Students Society general assembly was later held in the same venue under the Outgoing MPASS officers with the CGPP officials giving them freehand of the assembly. The outgoing MPASS PresidentRoger Gambangave his report of the past school year. Then election of new set of officers was held. Turnover of duties and responsibilities followed. An inspirational message by MPASS 20122013 adviserProf. Jay Angustiawas given. Closing remarks by the newly elected MPASS President Michelle Omanathen followed.

IMPLEMENTING A MARKET DRIVEN CURRICULUM: THE CGPP EXPERIENCE by Dir. Pompeyo Adamos III, Planning Center

n response to the challenges of Globalization, and in order to break the existing educational paradigms, the College of Governance and Public Policy reintroduced a profitable Executive Programme for UMak, with a dynamic and innovative curriculum. It started from linkages with the Philippine Councilors LeagueLegislative Academy, the Pimentel Institute of Leadership and Governance, the Green Urban Design Center, and the Zuellig Family Foundation. Dean Tapia answered how CGPP addresses the question of sustainability amidst the changing structure of the market during the First Management Development Training last May 2013. Dean Tapia flamboyantly shared the CGPP experience to the plenary. In addition, he also cited that CGPPs foray into this new educational terrain became successful because of the help of the supportive Management Committee of the University, the PCL-LA and the CGPP team. Dean Tapia likewise promoted the success of their Income Generating Programs and Projects. In particular, he cited the concept of a Paradigm Shift which defined the public-private partnerships of UMak and the Philippine Councilors League-Legislative Academy. The Creative Destruction model introduced by Schumpeter as a development design in consonance with the Bologna Accord, and the anomalies cited by Thomas Kuhn in his well-known literature. Thus, Dean Tapia said that UMak should think out of the box as Pres. Tomas Lopez always exclaimed. The Dean gave emphasis on the persistence of the CGPP faculty and staff that made the impossible, possible. Lastly, President Lopez reacted by urging all academic units in UMak to emulate what was good in the CGPPs case so as to elevate the level of education in the Philippines.

PLM OFFICIALS CURRICULUM DEVELOPMENT MEETING WITH DEAN EDERSON DT TAPIA


Before the start of this School Year last 27 May 2013, Pamantasan ng Lungsod ng Maynila officials met with the CGPP officials: Dean Ederson DT Tapia, College Secretary Prof. Stanley Fernandez, OIC-Chair Prof. Pompeyo Adamos II, University Planning Director Pompeyo Adamos III, and Public Policy and Governance Director Raymund Rosuelo. The delegation discussed the prospect of reviving the Political Science Course in PLM under a separate Political Science Department. They took note of important lessons from the experiences of the College of Governance and Public Policy in having a tri-major undergraduate curriculum: paralegal studies, local government administration, and public policy management; and a master of public administration graduate program; now, with several executive undergraduate and graduate programs.
