1. Purpose. To approve the establishment of U.S. Pacific Fleet (PACFLT) Nuclear Weapons Inspection Detachment Bangor (NUWEPINS DET BANGOR), per reference (a). 2. Background. The NUWEPINS DET BANGOR is currently a component of Commander, Submarine Forces, U.S. Pacific Fleet (COMSUBPAC) which is located in Pearl Harbor, HI. COMSUBPAC established the activity in Bangor, WA in 1996 to conduct the day-to-day type commander oversight mission of the fleet ballistic missile submarine (SSBN) force strategic weapons without need for travel. Action will formally establish the detachment and re-align it under Commander, U.S. Pacific Fleet (COMPACFLT) who is certifying authority for PACFLT afloat nuclear weapons technical inspections and nuclear weapons readiness certification. This action will unify the nuclear weapons inspection team at the echelon 2 level since PACFLT has oversight responsibility on commands that are nuclear weapons capable. The detachment will report directly to the chief nuclear weapons inspector who is assigned to the PACFLT staff and reports directly to the deputy commander. 3. Organizational Changes. Effective immediately, establish PACFLT NUWEPINS DET BANGOR in Silverdale, WA. The following applies:

a. COMPACFLT shall take appropriate action to establish PACFLT NUWEPINS DET BANGOR. Ensure the unit is properly manned, fully trained, and capably equipped as an inspection team to meet the mission requirements as listed in this notice. Issue a mission, functions, and task directive or equivalent directive that outlines the detachment responsibilities. b. Master Update Authority, Honolulu, HI will revise the PLA in the Central Directory Component via messaging systems effective immediately upon COMPACFLT request to Commander, Naval Network Warfare Command (COMNAVNETWARCOM) (Network Operations 321), 112 Lake View Pkwy, Suffolk, VA 23435-2696 or by calling (757) 203-0338/0339. Revised PLA will be activated via messaging systems. Additional information on naval messaging can be obtained at https://sailor.nmci.navy.smil.mil or by contacting COMNAVNETWARCOM at numbers above. (New direction COMPACFLT ACTION REQUIRED regarding the PLA.) 5. Records Management. Records created as a result of this notice, regardless of media or format, shall be managed per Secretary of the Navy Manual 5210.1 of January 2012. 6. Cancellation Contingency. This notice will remain in effect for 1 year or until superseded, whichever occurs first. The organization action will remain effective until changed by Director, Navy Staff.
