INTRODUCTION
It i s recognized t h a t , w h i l e t h e d e s i r e d g o a l i s t o p r o v i d e u n i v e r s a l a c c e s s i b i l i t y t o t h e b u i l t environment, p e r f e c t r e s u l t s cannot be achieved. A n a t t a i n a b l e g o a l i s t h e p r o v i s i o n of a b a r r i e r - f r e e environment which p r o v i d e s r e a s o n a b l e a c c e s s t o t h e b r o a d e s t p o s s i b l e range of u s e r s . In o r d e r t o a c h i e v e t h i s a t t a i n a b l e g o a l i t i s n e c e s s a r y t o i d e n t i f y what might c o n s t i t u t e a h a r r i e r t o t h e d e s i r e d l e v e l of a c c e s s i b i l i t y and u s e of a f a c i l i t y f o r a p e r s o n h a v i n g any d i s a b i l i t y , and t h e n , t o e l i m i n a t e a l l of t h e s e b a r r i e r s from t h e b u i l t environment.
