Before the year 2004, Baguo Cty sha have been transformed
nto a unversty town provdng quaty and reevant educaton for
goba compettveness.
Durng the pan perod, the Cty sha have estabshed a
functona speca educaton program to cater to the earnng needs of
speca groups n Baguo Cty. In the same perod, the cty shoud have
mpemented the Programs and Pro|ect of the Baguo Cty Commttee
on Educaton for A (BCCEFA) whch w ncude the sports and physca
ftness deveopment programs for a the resdents and the sustenance

1990 - 2000 as the "DECADE OF PHYSICAL FITNESS AND SPORTS"
whch cas for strengthenng the mpementaton of mass-based sports
and physca ftness programs and pro|ects especay for those who
are beow 24 years of age. It w ncude the reactvaton of the Cty
Sports Deveopment Counc, and the mpementaton of a
Comprehensve Sports Deveopment Program for a eves of educaton
for both sectors and at the barangay eve. It w aso secure/provde
adequate sports, athetc factes and equpments.
Researches and Development
|ont ventures among the pubc and prvate schoos partcuary
on research and other deveopmenta undertakngs w be vgorousy

Sheter pannng s a responsbty of the Loca Government Unts
(LGUs) wth the passage of the New Loca Government Code of 1991
(RA 7160) and the Urban Deveopment and Housng Act of 1992 (RA
7279). The mpementaton of ow cost housng programs and
pro|ects to beneft the underprveged sector of the popuaton s a
prmary concern under ths sub-sector. Consderng the mted
resources of the LGUs, the partcpaton of the prvate sector s
encouraged.
Housng s a growng concern especay for urban centers ke
the cty of Baguo. The deveopment opportuntes that the cty offers
has become a factor for the fast ncreasng popuaton. The ctys
popuaton growth rate for the perod 1990 to 1995 was 4.1 percent
and decreased to 2.3 percent from 1995 to 2000. The provson of
housng cannot cope wth the fast ncreasng requrement of the
popuaton.

perod under study, targets shoud be based on the LGUs capabty to
fund or source out funds through other fnancng schemes to

PROBLEMS/ISSUES:
1. Lmted and suppy
Areas covered by Presdenta Procamaton reservng portons of
the cty for varous uses such as forest, mtary, nsttutona, parks,
ndustra, agrcutura, and other uses as dentfed by the cty and the
dfferent barangays s amost 1,030 hectares. Areas wth moderate to
steep sopes that are consdered as non-habtabe or danger area
conssts of 3,042 hectares. These area have sopes rangng from 30 to
more than 50 percent. Added to ths are the food prone areas at the
Cty Camp Lagoon ncudng portons at Crysta Cave area and San
Roque. It s estmated that 16 hectares are affected durng strong
typhoons. Other areas consdered are danger zones are those areas
that are traversed by earthquake fauts.
As a consequence, encroachment wthn government
reservatons and budng n envronmentay crtca areas are
prevaent.
2. Poor mpementaton of R.A. 7279
R.A. 7279 whch requres subdvson deveopers to support the
baanced housng deveopment program s an effort to address the
probem of housng for the poor. However, these pro|ects are not
benefttng the ntended benefcares. The cty has yet to deveop a
reocaton ste. Secton 29 of RA 7279 mandates the LGUs to
reocated and provde resettement areas for the affected househods.
3. Inadequate housng for transent students.
One of the more progessve ndustry under the Servces Sector s
Rea Estate and Rentng actvtes. Due to the very hgh demand for
housng, some exstng resdenta houses are utzed as quarters for
students, whch often tmes are overcrowded.

Aside from the already quality education provided by higher educational
institutions (HEs!" the #ity has to improve its education-allied services in order to
continue attracting students. $his is to sustain the role of the #ity as a %rime
Educational #enter in &orth 'u(on. n 2)))" the student population in *aguio gre+ by
1.2) percent. $his has led to the ballooning of education-allied businesses such as
registered boarding houses,real estate lessor from -2 in 1../ to 1"302 in 2))). Also" the

congestion" and consequently high cost of rental spaces.
Inability of the service sector to absorb the gro&ing labor
force of the City%

empoyment opportuntes. The PEZA wth ts 12 mut-natona
ocators can ony empoy 5,000 drect and ndrect empoyees. Texas
Instruments Phppnes, Inc. accounts for 3,000 or 60 percent of
the PEZA workforce . The Servces Sector s st the bggest
empoyment generator that account for 61 percent of the tota abor
force.
The hgh popuaton growth has worsened the empoyment
stuaton n the Cty. An aarmng ncrease n unempoyment s noted.
In 1995, the unempoyment rate was 17.5% up from 15.98 % n 2000,
and the hghest n the Cordera Admnstratve Regon. Ths transates
to an annua average ncrease of amost 1.80 percent over the past sx
years. An underempoyment rate of 5.6 was aso recorded, a
sgnfcant mprovement from 10.60 n 1995. In ght of the ack of
empoyment opportuntes, the number of overseas workers s
observed to be ncreasng.
The hgh popuaton growth s many due to n-mgraton to the
Cty wth perceved empoyment opportuntes supposedy to be
provded by the Cty. Ths s aso deemed a factor to the growng
poverty ncdence n the Cty that was pegged at 13.4 percent as of the
atest. However, t s observed that ma|orty of servce sector
estabshments n the Cty are actuay famy-owned and operated
enterprses and therefore ack the capacty to absorb the ever-
ncreasng abor force of the Cty.
Another ma|or factor affectng the mted source of growth for
the Cty economy s the fact that the oca and ndgenous ndustra
base remans underdeveoped. The mted and hghy specazed
ndustra actvtes contrbute to a seectve envronment
resutng n ow nvestments. These are aso factors eadng to the
contnued underdeveopment of the ndustres and the necessary
support servces. Transportaton and reated factes vta n the
transport of raw materas and the devery of products to the market
contnue to be nadequate. The ack of word-cass accommodaton as
we as heath factes are added nconvenences that deter
nvestments nto the Cty. The contnued underdeveopment of the
ndustry sector sets a pace of sower economc productvty and
growth.
The Ctys ndustra envronment caters ony to ght, non-
poutng, hgh vaue and ow voume manufacturng ndustres. Export
products are mosty manufactured wthn the Phppne Export Zone
Authorty (PEZA) and ncudes garments, machne parts, eectronc
components and pastc and paper products. The PEZA products
account for 99 percent of the tota regona exports and the top
producer among a PEZAs natonwde.
The non-PEZA manufacturng sector on the other hand, ncude
the ndgenous ndustres that support toursm as woodcarvng ,
oom weavng,
basket/bamboo craft and meta craft. These actvtes have been
mantaned as sma/medum scae busness ventures owng to the
perenna probems on captazaton, sources of raw materas, quaty
contro and the need for hghy sked producers. These have
atogether dmnshed ther potenta for goba compettveness.
The chaenge remans to deveop non-PEZA ndustres namey,
the sma and medum enterprses (SMEs). SMEs have the potenta to
become the engne of growth for the economy by provdng
empoyment opportuntes and revenues for the Cty. Ideay the cty
shoud promote SME n the ght-manufacturng sector that are abor

The ctys road system tota 333.283 Kometers. About 94.6%
(315.563 Km.) of the ctys road s aready paved wth ether concrete
or asphat. Some 17.72 Kms. Of barangay roads has yet to be
mproved.
By geographc standards, Baguo Cty s hghy accessbe as
ndcated by ts road densty of 5.79 Kms. Per square kometer.
The cty s reguary servced by the Asan Sprts YS pane (60
seats) day except Tuesday and Thursday va the Loakan Arport.
PROBLEMS/ISSUES:
1. Traffc Congeston
The concentraton of urban servces wthn the centra busness
dstrct couped wth the absence of a by-pass route causes traffc.
Trave tme of vehces when passng through the Sesson Road aone
w take some 30 to 40 mnutes especay durng rush hours. Ths s
aggravated by the ega parkng of vehces aong ma|or
thoroughfares ncudng cty roads.
2. Inadequate road system
The ctys road ength of 333.283 serves the popuaton of
258,646. Road densty s 1.32. Ths means that every 1000 popuaton
s served wth ony 1.32 kometers of road. Ths s way beow the
standard road densty of 2.4. It was rased durng the Pannng
Congress that there are undeveoped roads that are servng the
dfferent barangays but are not yet regstered as barangay roads.
There are st some 17.72 kometers of regstered barangay
roads that are unpaved wth ether concrete or asphat.

4. Inadequate Database Management
The storage, retreva and management of data on the ctys road
network are st neffcent due to the ack of a database system.

5. Inadequate parkng factes
There s ony one bus termna, whch utzes a rght-of-way of an
exstng road at Governor Pack Road. Many Pubc Utty |eeps do not
have parkng space. The rght-of-way of exstng roads are often
dentfed and utzed as ther authorzed parkng spaces/oadng and
unoadng zones.
Many pubc utty vehces do not have ther persona parkng
spaces hence, they utze the rght-of-way of streets when these
vehces are not s use.
There are aso many bg estabshments that do not have enough
off-street parkng factes.
6. Fast ncreasng number of motor vehces vs--vs the mted road
system.
The cty's transport carrers ncreased by 4,727 motor vehces
over a fve-year perod coverng 1996 to 2000. Ths has ncreased the
vehce-to-popuaton rato from 73 to 88 motor vehces for every
1,000 popuaton. The ncrease s an effect of the fast growng
popuaton. The road system, however, cannot be expanded so much
as requred due to the ctys mted and area.

the Eastern Lnk Road, whch passes through Kadacan, Happy Haow-

dstrbuton system. Ths s attrbuted to the nadequacy of water
sources. Lkewse, the proferatons of nforma settements aong
watershed, whch affect water sources, have aggravated the stuaton.

by year 2004.

The Baguo Sewage Treatment pant (BSTP) was desgned wthy
a rated capacty of ony 8,600 cu.m./day. Couped wth ths
nadequacy s the rugged terran of the cty where ow yng areas
are not feasbe to be servced by the BSTP. Its performance n of
reducton of poutant n the treated sewage has however exceeded
the aowabe standard of 85% to 94.875%. Some 41,740.6 LM of
sewer nes that s connected to the BSTP servces Baguo. Many of
ts ppenes are od whch were nstaed durng the pre-war needng
repacement.
As of |une 2001, there are 63 out of the 129 barangays that are
currenty servced by the Baguo Sewage Treatment Pant,
representng a tota servce connecton of 7,420 househods from
resdenta and commerca estabshments ocated at the Centra
Busness Dstrct and ts perpheres. The remanng popuaton
avas of septc tanks, cesspts and atrnes. Low yng barangays
cannot be servced by the BSTP.

connecton of a qud waste generatng factes to make t
100% operatona.

Management of sod waste n the cty s under the Genera
Servces Offce of the Cty Government.
Ony 125 out of the 129 barangays of the cty s accessbe for
garbage coecton. As of 200, 98 percent of the ctys tota
househods are beng served by the garbage coecton system.
Garbage trucks are not abe to reach some areas due to steep and
narrow roads. The present system s equpped wth eeven (11)
garbage trucks havng an aggregate haung capacty of 88 cubc
meters. Ony 102,282 kgs. of the estmated 175,124 kgs. Day
garbage are coected. Ths represents 58% of the tota day waste
generaton of the popuaton. The Centra Busness Dstrct s
served day whe the dfferent barangays are servced once a
week.
The Zonng System of garbage coecton for the entre Cty of
Baguo was mantaned and further mproved. Asde from
regousy servng the 125 barangays wth reguar coecton as
schedued through the Zonng System.
The Sod Waste Management and Budng Mantenance Dvson
(SWM/BM) has ntegrated n the system, the Barangay Base
Garbage Coecton Concept (BBGCC). Ths s very workabe for
areas not prevousy served by reguar garbage coecton servce. In
ths set-up, the barangays who want to have reguar garbage
coecton has to provde adequate number of manpower from ther
barangay to oad the garbage onto truck. The SWM/BM w provde
and the drver to operate the coecton vehce for haung the
garbage to the dsposa ste. Wth ths concept, the Cty
Government has saved operatona expenses. Ths concept s
currenty beng en|oyed by the foowng barangays ke Dontogan
Barangay, Baguo Country Cub Vage Barangay, Scout Barro
Barangay, Dreamand Subdvson and Upper Pnget, Sto. Nno
Subdvson and Bengao at Centra Bakakeng, Kadakan Vage at
Loakan Apugan and Aphave at Loakan Lwanag. Ths transated
to an estmate of 10,000 popuaton or 46.7 metrc tom\ns of
garbage generated per day.
Toward the end of 2000, The Genera Servces Offce offered to
extend the garbage coecton servces to Lucnab Barangay and
Upper Crysta Cave Area of Bakakeng Centra usng ths concept
after the sad areas requested for garbage coecton extenson.
Another ntegraton nto the system s the Revew of Crtca
Areas (CRAs). In here, those areas dentfed to have abnorma
waste generaton and aways wth unsghty garbage pck up ponts
are gven extra frequency of garbage coecton. The garbage
trucks assgned n these areas have to mandatory revew the
dfferent crtca desgnated pck up ponts to mnmze the unsghty
overfowng of garbage especay aong the road. These are those
wthn the centra busness dstrct, unversty bet and barangays
near the CBD.
The cty dumps ts sod waste at a 2.5 hectare dumpste ocated
at Irsan Barangay some four (4) kometers from the Centra
Busness Dstrct. Open dumpng and burnng are the methods used
for dsposa.
The use of open dumpng and burnng as a means of waste
dsposa pose heath hazards among resdents of nearby barangays
due to odor and smoke. Leachate produced by decomposed
garbage s aso poutng the water sources of ow yng communtes
n ts vcnty. There s a need to mprove the present system of
dsposa and dentfy approprate ste/s for ths purpose.

Baguo Cty as a hghy urbanzed cty encounters the same probem
common to a urbanzng ctes and muncpates. The rapd
popuaton growth rate puts equa pressure to the ctys
envronment, compounded by the nadequate exercse and ack of
effectve contro on and deveopments, thus the hstorc vocaton of
the cty - that of a mountan resort contnues to be |eopardzed. The
attendng resuts of present and on-gong deveopments n the cty
are rapd oss of open spaces, destructon of the natura
envronment, scarrng of the andscape and contamnaton of water
sources.

A contradctng practce s aso evdent, that s the ack or
uncontroed approva of and deveopment and rratona utzaton of
and resutng n fragment deveopments due to the non-approva of
the new and use pan, thus puttng pressure on the envronment.
Menton has to be made on the ack and nadequacy of ega advses,
reguatory measures and deveopment contros to preserve and
enhance the scenc beauty of the area at the same tme ensurng
pubc safety and maxmzng envronmenta quaty.
Factors that expan the rapd envronmenta degradaton are the
fast rate of popuaton growth, uncontroed urban spraw, the ack of
consderaton on the mportance of ste souton and desgn for
resdenta deveopments, the genera ack of understandng on
vegetaton, so, terran, rocks, dranage channes and streams as
natura resource wth varyng ecoogca, aesthetc conservaton, and
safety mpcatons for urban deveopments, fauty and-use

Approprate and use contros and ther enforcement are thus

area, to boost toursm n the cty, and ensure pubc safety.
Envronmenta quaty n the cty s confronted wth the probems
of squattng on watersheds. Denudaton of forests and de-vegetaton
due to ega cuttng of trees, mproper gardenng/kangn and forest
fres. These f unabated w contnue to threaten the quaty of our ar
and water suppy.
The coverage area of the present sewerage system s ony
mted to 63 Barangays where ony 42 percent are connected to the
system whe 55 percent uses ndvdua system and 3 percent
dscharges ther wastes on waterways. Current methods, mosty
ndvdua systems, cause ground water contamnaton, stream and
creek pouton, and pubc heath probems. The same system shoud
be estabshed n other areas of the cty.
Garbage coecton and remova of sod wastes are generay
good, there are areas n the cty where tte or no servces are
avaabe. The use of open dumpng and burnng as a means of waste
dsposa pose hazard on nearby resdents due to fou odor and smoke,
and contamnaton of downstream water sources due to eachate.
The current poces (ordnances and resoutons) are aready
antquated. Whe these poces are st n effect, ths are no onger
enforced due to the ack of dscpne (peope) or ack of potca w
(aw enforcers). There s a need to update these poces to conform
wth the prevang stuatons, partcuary those that are reated to
ecoogy and envronment. Legsatve agenda shoud propery

owned factes.
Whe the cty has 10,830 actve busness estabshments, most
of these are retaers and the tax base for the coecton of busness tax
