Functions of the finance commission of can be stated as: 1. 2. 3. Distribution of net proceeds of taxes between Centre and the States, to be divided as per their respective contributions to the taxes. To make recommendations to president as to the measures needed to augument the Consolidated fund fo a state to supplement the resources of the Panchayats and municipalities in the state on the basis of the recommendations made by the Finance Commission of the State.

Municipal Revenue Sources in India Apart from fund flows from upper tiers of government in the form of grant or development funds, the ULBs would require adequate funds from their own sources to meet the objectives of facilitating urban development.

2. Scalogram: Ranks the settlements or places, in terms of
importance and the presence of Infrastructure facilities. As settlement size increases, frequency of occurrence decreases and range of settlement increases. Institutional Rural Scalogram for Puducherry Sub- Region
Various existing facilities in various villages and towns were plotted using the manual scalogram and their ubiquity of facilities is seen by plotting the cell with color or assigning a value to it and after finding some deviation in the plotting then the order of the settlements is decided into various categories based on their ubiquity.

Various Scalogram Techniques:


Manual Scalogram Objective:Determines the range and variety of services located in subject central places. Provides a visual description of the settlement and institutional hierarchy. Indicates the sequence in which places accumulate functions, identifies places with unexpectedly absent or unexpectedly present functions. Impels the analyst to look into the reasons for these. Advantage: It requires no sophisticated training or equipment to utilize and is easily understandable. Easy to read and is useful in analyzing spatial planning issues. Can be easily updated and revised. Disadvantage: It is mostly applicable to rural settlements in Regional Planning. Many secondary data inputs are required.

Literature Study
Here in this classification four order of settlements have been identified. The first order being the settlements with the frequency of 5 facilities present in them where as the second, third, fourth order with 3-4, 4-5 &<2 respectively. Observations from the above case study are as follows: The number of facilities determines the Order of a settlement 4 distinct levels of hierarchy/ order of Settlements have been identified from Scalogram.
