Position Announcement Director, Climate and Environmental Sustainability Ethiopian Agricultural Transformation Agency The Ethiopian Agricultural Transformation

Agency (ATA) in Addis Ababa, Ethiopia is seeking a qualified candidate to serve as Climate and Environmental Sustainability Director. BACKGROUND: The ATA is an initiative by the Government of Ethiopia (GOE) with the primary aim of promoting agricultural sector transformation by supporting existing structures of government, privatesector and other non-governmental partners to address systemic bottlenecks and deliver on a priority national agenda to achieve growth and food security. The formation of the ATA is a result of two years of extensive diagnostic study across eight subsectors of Ethiopias agricultural system in a highly-consultative, multi-stakeholder process conducted by the Bill and Melinda Gates Foundation. Its structure and function is focused on nimble, innovative and results-oriented support to a range of partners in the agricultural sector. The programmatic focus of the Agency responds to a core set of needs identified by the Ministry of Agriculture and the Transformation Council. Within the Agency, issues are divided into three different groups; systems which includes seeds, soil health and fertility management, cooperatives, input/output markets and extension/research; high priority value chains and special initiatives that are cross-cutting including technology access and adoption, gender mainstreaming, climate change adaptation and environmental sustainability, and monitoring and evaluation. Across the programs, the ATA engages public, private and nongovernmental stakeholders to support strategic planning, manage and strengthen implementation capacity and test innovative models. The ATA will be financed by GOE and a range of development partners. POSITION SUMMARY: The Climate and Environmental Sustainability Director will be responsible for the coordination and strategic direction of the ATAs overall activities linked to climate -smart rural development. Specific activities will include the programmatic integration of climate information and environment sustainability issues in substantive ways into the ATAs three programmatic strategies of seeds, soils, and cooperatives as well as value chains to ensure optimal leverage and sharing of existing climate knowledge and experience, the director will coordinate ATAs interaction with climate and environment governmental and non-governmental institutions to support to provide input to his / her activities and priorities. The director will also work to mobilize additional financial resources from other donors and partners for investment in climate-smart rural development in Ethiopia.

Duties and Responsibilities Serve as a link between policy development and implementation by o Drawing on existing policy networks and learnings from innovation in Et hiopia and globally on climate, environment (e.g. conservation agriculture and biodiversity conservation) to integrate and leverage this knowledge in all of the ATAs program activities. o Utilizing his/her centralized position within the ATA to implement these learnings in a highly leveraged way to drive to action and change within the greater agricultural system in Ethiopia Ensure that the overall approach and strategy of the ATA effectively integrates and mainstreams climate smart rural development in its core work. Ensure that specific approaches to target the achievement of climate-smart rural development are incorporated into each of the ATAs programmatic areas of focus. Collaborate with ATA extension/research director and other value chains and systems to ensure that training for extension agents is sensitive to adaptation issues involving climate. Develop climate do no harm principles and safeguards, and ensure that they are incorporated into the agency as a whole, as well as into its individual programmatic areas Based on the current strategy of the ATA on climate and Environmental Sustainability, assess current interventions and upscale the most promising interventions in collaboration with other program areas at the ATA. Build capacity of ATA and public sector staff in regards to climate issues, especially the integration of climate information for agronomic decision-making. Identify key climate progress indicators identified and integrated into the monitoring and evaluation frameworks for each programmatic area and the ATA as a whole. Assess relationship between environment, climate, and human well being Serving as the leader of the Climate and Environment team, responsible for the overall direction and management the Program Engaging stakeholders working on climate and environment (government, NGOs, civil society, universities, initiatives, farmers, donors, etc.) to identify and prioritize actions to improve all issues related to environment and Work with national agricultural research system to build capacity to assess tolerance to climate-related abiotic stress. Work with the National Meteorlogical Agency (NMA) to ensure to build capacity in the provision of useable climate information to agricultural decision making by extension agents and farmers. Supporting stakeholders to mobilize needed financial, human or organizational resources for project execution

REQUIRED QUALIFICATIONS: 10-15 years in a senior program leadership role in government, international agency or private sector. Deep understanding of Ethiopias agricultural system, with a broad perspective on how the entire system operates and how public, private and informal actors operate within the system. Understanding and experience in creating an enabling climate for better agricultural practices especially by those who practice rainfed agriculture. Understanding of the climate information needs of smallholders who depend on seasonal rainfall. Practical experience in implementing solutions at the local level. Experience in prioritizing and sequencing both programmatic and operation activities Experience in creating public-private partnerships in the sector preferred Experience in a successful development grant proposal. Demonstrable track record of success with program design, performance management, learning systems and monitoring & evaluation Masters / PhD in Agriculture Science, or Masters degree in Business Administration, or other relevant subject Fluency in English is essential. Fluency in at least Amharic and/or one additional Ethiopian language is a plus
