CHARTER OF THE A VIA TION SECURITY ADVISORY COMMITTEE

DOMESTIC AVIATION SECURITY BASELINE WORKING GROUP~

-' The Federal Aviation Administration (FAA) proposes that the Aviation
Security Advisory Committee (ASAC) approve the formation of a
domestic aviation security Baseline Working Group (BWG) reporting
directly to the ASAC. The BWG will be Chaired by Richard Lally and the
Designated Federal Official will be Dr. Anthony Fainberg. The BWG
members would be appointed by the ASAC Chairman from among the
ASAC members and include participants from other concerned
government agencies.

The FAA has formed a Technical Staff (TS) of FAA personnel and FAA
contractor employees, to be supplemented by other government and
industry experts, under the executive direction of Karl Shrum. The TS
will gather data and conduct modeling studies or other analysis of
domestic aviation security issues. The TS will provide the BWG interim
and final reports.

The BWG would be tasked to review the threat assessment of foreign


terrorism within the United States, consider the warning and interdiction
capabilities of intelligence and law enforcement, examine the
vulnerabilities of the domestic civil aviation system (in particular checked
baggage and checkpoint screening), and consider the potential
consequences of a successful attack. In view of the above, the BWG
would identify options and develop recommendations regarding:

1) options for effective and sustainable system improvements,

2) procurement, installation, maintenance, and operational costs of


additional security equipment or procedures,

3) overall impact on air carrier and airport operations,

4) measures to ensure the most efficient implementation,

5) feasible time-frames for implementation,

6) options for possible legislative, executive, and regulatory action, and

7) options for funding the system improvements.

The BWG would prepare options and recommendations for a new security
baseline. The BWG report would be provided to the ASAC.
