Mayor-Elect Lovely A. Warren will join over twenty other incoming mayors, from large cities across the country, at Harvard Universitys Institute of Politics (IOP) this week for a threeday seminar on leadership and policy briefings on the issues they will face upon taking office I was very appreciative of the invitation to attend this exciting program, with a great record of transitioning new mayors to more effective leadership for four decades, said Mayor-Elect Warren. Rochester is a special place with our own set of challenges and opportunities, but many of these are similar to issues being confronted by mayors across the country. This specially targeted seminar at the Institute of Politics will offer me tools and strategies to maximize my service to the great people of Rochester. The 20th biennial Seminar on Transition and Leadership for NewlyElected Mayors, co-sponsored by the U.S. Conference of Mayors, will run from Wednesday, December 4 through Friday, December 6 at the IOP at the John F. Kennedy School of Government. The newly elected U.S. mayors will participate in a variety of sessions led by academics, practitioners, and current and former mayors. Focusing on training for new city leaders, topics include transitioning from the campaign to City Hall, finance and administration, jobs and the economy, public safety, education and technology. We gladly welcome again the newly elected U.S. mayors to Harvard, said Trey Grayson, Institute of Politics Director. Our seminar focuses on providing a critical opportunity for new city leaders to engage with and learn from top academics, policy experts and political practitioners on the urgent issues and complex challenges of governing today.

Residents Vote on What Their Specific Neighborhood Needs to Be Safe

Residents and businesses are now able to decide which city projects they believe will bring the biggest improvement in public safety to their quadrant. The two-week voting period for the Voice of the Citizen Budgeting for Public Safety participatory budgeting initiative began Monday. Mayor Thomas Richards dedicated up to $50,000 per city quadrant, totaling $200,000 to be spent on projects that were wholly created and developed by citizens. Each quadrant of the city has developed their own ideas and will have a ballot to be voted on that is specific to that quadrant. In the Northwest, quadrant delegate teams have developed projects designed to enhance communications and support for neighborhood groups, install crime prevention using environmental design items, create a horseback riding/equine therapy

program called Ride to Revitalize and enhance the PAC-TAC initiative. Southwest quadrant ballots contain projects for creating arts and cultural programs for at-risk youth, career and community education programs and community building projects. Initiatives include hands-on projects such as the production of a video about the history of Southwest Rochester, cooking classes, community presentations, vocational and financial literacy training, tutoring and more. Southeast quadrant ballots include the creation of opportunities for civic engagement through traffic calming measures, enhanced street lighting, neighborhood enhancement projects and events and activities. The ballot also includes funding for expansion of the GIS Scholars, an after-school training program for high school students in Geographic Information Systems technology. A project will

be created where students create a mapping project to collect data and identify crime rates through the mapping technology. There is also a family and consumer sciences program that will provide classes on parenting, home upkeep, cooking and life skills training for single young women and/ or men. Northeast ballots also contain an expansion of the GIS Scholars program, as well as the creation of a minigrant program to fund neighborhood enhancement projects such as community gardens, mini-clean sweeps and art/murals on utility boxes through block clubs and business associations. The Northeast ballot includes a project to purchase two off-road utility vehicles and associated supplies and equipment for RPD patrol of trails and City parks. Residents can vote for one action plan from the ballot designed for

their quadrant. Voters must be age 16 and older to vote and commercial properties are allowed one vote per address. The ballots contain a map to help voters determine which quadrant they live in as well as instructions and brief descriptions of the proposals. Voting locations include City branch libraries, the Central Library, City Hall, Neighborhood Service Centers, the Recreation Administration building at 400 Dewey Ave. and larger City Recreation and Community Centers. Residents may also vote online When the voting period closes at 5 p.m. on Monday, Dec. 16, the ballots will be tallied and the projects from each quadrant with the most votes will proceed to the implementation phase, which is scheduled to begin in January.

Trial to begin for NY teen accused of killing baby
BUFFALO, N.Y. (AP) - A western New York teenager is scheduled to stand trial in the beating death of his girlfriends toddler son. Jury selection is scheduled to begin Monday in Buffalo for the seconddegree murder trial of Dylan Schumaker. Prosecutors say the 16-year-old from Springville, south of Buffalo, beat 23-month-old Austin Smith to death in March while Austins mother was at work. Hes charged as an adult. Authorities have said that Schumaker attacked the boy because he was crying. An autopsy determined Austin died from blunt force trauma to the head.

Schumer calls for more border agents in Buffalo

BUFFALO, N.Y. (AP) - Sen. Charles Schumer says an understaffed Buffalo border is to blame for lane closures and backups that result in long wait times that are not only frustrating to drivers but detrimental to the local economy. Schumer is calling Monday for Customs and Border Protection to increase the number of border agents in Buffalo. He says local border and Peace Bridge Authority officials estimate that as many as 60 agents have been cut from the Buffalo Border in the past 18 months. Schumer cites a University of Southern California report that says for every additional agent at a U.S. Port of Entry, the local economy sees a $2 million boost and 33 new jobs. The Peace Bridge was the busiest border crossing for cars in 2012 and the third-busiest for trucks.

National Civil Rights Support Mounting for Marissa Alexander Unequal Justice in Court Case Illuminated by George Zimmerman Verdict
By Hazel Trice Edney (TriceEdneyWire.com) National civil rights leaders are mounting support behind a 33-year-old mother who received 20 years in prison for firing a warning shot into the wall of a garage in response to threats of bodily harm from her husband. Marissa Alexander of Jacksonville, Fla., is quickly becoming a household name as her case has confounded people across the nation. With a new trial now set for March 31, 2014, millions will watch to see whether justice prevails. The members of the National Coalition of 100 Black Women are outraged at the sentencing of Marissa Alexander to a 20-year prison term for discharging her firearm in an effort to protect herself from an abusive partner, says Michele McNeill Emery, NCBW national president in a statement. There must be an equitable and comprehensive judicial review in the case of Marissa Alexander. The First District Court of Appeals agreed in September, overturning the verdict and granting her a new trial. Released on bail since Nov. 27, Alexander will likely spend Christmas with her infant and other two children. Support from civil rights organizations are lining up with hopes that she will never have to go back. The announcement of the new trial is a welcome development in a case that represents the double standards in our justice system, stated outgoing NAACP President and CEO Benjamin Todd Jealous. From the streets to the court house, race continues to influence the judicial process, and it certainly seemed to have played a role here. The new trial has been a long time coming. Alexander has spent nearly two years in prison already for the August 1, 2010 incident. She was convicted by a jury in only 12 minutes in May 2012, sending shockwaves through the civil rights community and among womens advocacy groups. In July last year, hundreds attended an NAACP rally in Jacksonville in support of her. Illuminating the injustice is the clear comparison in the stand your ground case of George Zimmerman, who was acquitted after he shot and killed unarmed teenager, Trayvon Martin. The Trayvon Martin and Marissa Alexander cases put Stand Your Ground laws under the microscope, said a statement from the Rev. Al Sharptons National Action Network. The cases brought to light the inequalities that lie within its interpretation and the fact that it is in place in a majority of states underscores that we must fight to repeal the laws. Gun violence has been an issue in low-income communities for years, but the Sandy Hook tragedy created an urgency to address gun laws. While Congress failed to act on sensible gun legislation, we must continue to demand action. Alexander was not allowed to use the Stand Your Ground law as her defense because prosecutors successfully convinced the court that she did not act in self-defense. Meanwhile the Marissa Alexander story is being recounted with increasing passion: The prosecutor in this case, Angela Corey, is the same one who only reluctantly charged George Zimmerman in the massacre of Trayvon Martin, the same prosecutor who assembled a flawed legal team, the same prosecutor who believes in the Stand Your Ground laws. That is, except for Marissa Alexander, who stood her ground against an abusive husband and hurt no one, wrote columnist Julianne Malveaux. Her conviction has been thrown out because a judge ruled that the prosecution, not the defense, has the burden of proof. Alexander was erroneously asked to prove that she had been beaten,

That instruction is the reason the appellate court is allowing Alexander another chance at justice. The Rev. Jesse Jackson Sr. took to radio with an appeal for her support. This is such a classic expression of how subjective the Stand Your Ground laws are. One guy murders a man in cold blood and hes walking free; (a) woman shoots to defend herself from an aggressive husband and shes serving 20 years in jail, he said on the Joe Madison radio show. He encouraged the audience to get involved with the movement, including making an appeal to Florida Gov. Rick Scott. Alexanders case grew nationally after she was sentenced to a mandatory 20 years for aggravated assault with a deadly weapon. Because she fired the shot during the incident, the case fell under Floridas 10-20-life law, which mandates a 20-year sentence for the use of a firearm during certain crimes. Alexanders husband, Rico Gray, told members of the media that his wife first punched him after he confronted her about texts she had sent to her ex-husband, the Associated Press reported. However, in court depositions, Gray admits to having threatened her. If my kids wouldnt have been there, I probably would have put my hand on her, he said in court depositions. Probably hit her. I got five baby mammas and I put my hands on every last one of them except for one. Alexander is being represented pro bono by former assistant U. S. Attorney Bruce Zimmet of Fort Lauderdale attorney and Mike Dowd, a New Yorkbased attorney, known for his work in the battered womens movement. Despite her husbands version of the story, the court of public opinion appears to be winning, mainly because of the documented court records of his repeated abuse of Alexander. In the case of Ms. Alexander, it is public record that she had been victim to repeated incidences of domestic violence and critical injury by this person, says Emery of NCBW. Even at the time of this incident per public record she was recovering from a severe physical beating at the hands of the same perpetrator that required hospitalization and resulted in the early birth of her child. It is also public record that Ms. Alexander had asked for protection from abuse from law enforcement from this person. At the time of this incident we think it is no doubt she was afraid and not in the best frame of mind given her history of repeated abuse. The NCBW quotes statistics from the Washington, D.C.-based Violence Policy Center. The data indicates that Black women were disproportionately murdered at a rate two and a half times higher than Black males at 2.61 percent per 100,000 versus 0.99 per 100,000. The report states that compared to a Black male; a Black female is far more likely to be killed by her spouse or an acquaintance, NCBW recounts the study titled, When Men Murder Women, a 2011 Analysis of Homicide Data. It concludes, Eighty three percent of black females homicides studied were killed by a black male during the course of an argument. Alexander, who had no previous criminal record, rejected a plea deal to take three years in prison, opting for the jury trial instead. NAACP Florida State Conference President Adora Obi Nweze, says the Alexander case has become a symbol for many injustices. We have so many cases of injustice in Florida, and while we only hear about one or two, there are so many more that go unreported. We will continue fighting for all the other Marissa Alexanders out there.

Worst tech bugs over for Healthcare.gov

By PHILIP ELLIOTT WASHINGTON (AP) The worst of the online glitches, crashes and delays may be over for the problem-plagued government health care website, the Department of Health and Human Services said Sunday. But that doesnt mean HealthCare.gov is ready for a clean bill of health. Officials acknowledged more work remains on the website that included hundreds of software bugs, inadequate equipment and inefficient management for its national debut two months ago. Federal workers and private contractors have undertaken an intense reworking of the system, but the White Houses chief troubleshooter cautioned some users could still encounter trouble. The bottom line HealthCare.gov on Dec. 1 is night and day from where it was on Oct. 1, Jeff Zients told reporters. More than 50,000 people can log on to the website at one time and more than 800,000 people will be able to shop for insurance coverage each day, the government estimated in a report released Sunday. If true, its a dramatic improvement from the systems first weeks, when frustrated buyers watched their computer screen freeze, the website crash and error messages multiply. The figures which could not be independently verified suggest millions of Americans could turn to their laptops to shop for and buy insurance policies by the Dec. 23 deadline. Theres not really any way to verify from the outside that the vast majority of people who want to enroll can now do so, but well find out at least anecdotally over the coming days if the system can handle the traffic and provide a smooth experience for people trying to sign up, said Larry Levitt, a senior adviser at the Kaiser Family Foundation. But, he added, HealthCare.gov is clearly working better than when it first went online. Its challenge now is to convince users who were frustrated during their first visit to give it another chance. Politically, a fixed website could also offer a fresh start for President Barack Obama and his fellow Democrats after a wave of bad publicity surrounding the presidents chief domestic achievement. This website is technology. Its going to get better. Its already better today, said Rep. Keith Ellison, a Minnesota Democrat who is a co-chairman of the liberal Congressional Progressive Caucus. And were only going to be working out more kinks as we go forward. HealthCare.gov was envisioned as the principal place for people in 36 states to buy insurance under Obamas health care law. But its first few weeks were an embarrassment for the administration and its allies. Obama set Saturday as the deadline to fix several significant problems and the administration organized a conference call with reporters Sunday morning to boast that 400 technical problems had been resolved. Officials, however, declined to say how many items remain on the to-do list. Even with the repairs in place, the site still wont be able to do everything the administration wants, and companion sites for small businesses and Spanish speakers have been delayed. Questions remain about the stability of the site and the quality of the data it delivers to insurers. The security of this site and the private information does not meet even the minimal standards of the private sector, and that concerns me, said Rep. Mike Rogers, the Michigan Republican who leads the House intelligence panel. I dont care if youre for it or against it, Republican or Democrat, we should not tolerate the sheer level of incompetence securing this site. Obama promised a few weeks ago that HealthCare.gov will work much better on Nov. 30, Dec. 1, than it worked certainly on Oct. 1. But, in trying to lower expectations, he said he could not guarantee that 100 percent of the people 100 percent of the time going on this website will have a perfectly seamless, smooth experience. Obama rightly predicted errors would remain. The department reported the website was up and running 95 percent of the time last week meaning a 1-in-20 chance remains of encountering a broken website. The government also estimated that pages crashed at a rate less than once every 100 clicks. Yes, there are problems, said Rep. Chris Van Hollen of Maryland, the top Democrat on the House Budget Committee. Theres no denying that. Lets work to fix them. The nations largest health insurer

trade group said significant problems remain and could be a barrier for consumers signing up for coverage effective Jan. 1. HealthCare.gov and the overall enrollment process continue to improve, but there are significant issues that still need to be addressed, said Karen Ignagni, president and CEO of Americas Health Insurance Plans. Republicans, betting frustration about the health care law is their best bet to make gains in 2014s congressional and gubernatorial elections, continued their criticism of the system. I dont know how you fix it, Ill be honest, said Sen. Bob Corker, R-Tenn. I dont know how you fix a program that was put together in this manner with only one side of the aisle, and taking the shortcuts were taking to put it in place. Democrats, sensing their potential vulnerability, sought to blame Republicans for not offering ideas on how to improve the website. Yes, we have to fix it. We should be working together to fix it, said Van Hollen, a former chairman of the committee tasked to elect more Democrats to the U.S. House. The first big test of the repaired website probably wont come for a few more weeks, when an enrollment surge is expected as consumers rush to meet a Dec. 23 deadline so their coverage can kick in on the first of the year. Avoiding a break in coverage is particularly important for millions of people whose current individual policies were canceled because they dont meet the standards of the health care law, as well as for a group of about 100,000 in an expiring federal program for high-risk patients. Ellison spoke to ABCs This Week. Rogers and Van Hollen were interviewed on NBCs Meet the Press. Corker joined CBS Face the Nation.

More studies note that the ladder from the bottom to the top is falling apart, and that lack of economic mobility is fracturing us into a nation of haves and have nots. And with that divide is a great divide in the paradigms we use to make sense of things. Despite the clear evidence to the contrary, many Americans cling to a belief that America is the land of social mobility and the inequality we see growing is simply the split between the hardworking and the lazy. So, though the Great Recession threw more than 8 million of us out of work, collapsed the values of millions of homes and destroyed the retirement savings of millions more, there are some who deeply believe that storm rained only on the lazy. And they believe that sunshine lies in heaping greater sacrifice from the lazy to the hardworking few who survived, because they believe benefits trickle down off the rich onto the less industrious. But this too is a form of commercialism. It is a deep belief in the power of the dollar to judge virtue. It leaves us with deep moral hand-wringing on things like who can marry whom-something with spiritual meaning but no dollar value. It does not countenance deep moral discussions about a rich nation that cuts food assistance to the millions who lost jobs because of bad public policy. But to return to American values and moral vision and away from commercialism, at Thanksgiving, we should pause to ask those deeper questions that are not comfortable to the religion of the dollar. We should ask, Why is it that Thanksgiving can no longer be a day America has set aside for families to be together? Is the dollar too important for a nation to give value to family? Beyond Thanksgiving Day, can we demand more of a reflection on moral obligations? The largest employer in the United States is Walmart. Last year, Walmart pulled in profits of $17 billion. At its June stockholder meeting, Walmart approved a $15 billion program to buy back its existing shares of stock-a strategy to boost the wealth of current stockholders and consolidate the ownership of the Walton family. Over the past two years, Walmart bought back $14.29 billion in stock-enough to raise the pay of each employee by nearly $5,500 per year. All the while, Walmarts poorly paid employees rely heavily on federal assistance for health care, housing and food assistance.

Time to Reflect
Last week m a r k e d Thanksgiving, t h e quintessential A m e r i c a n holiday. In part, because it belongs to no religion, it is a day that all william sPriggs people can claim as their own to give thanks, in their way. This marked its 150th birthday. In the midst of the Civil War, President Abraham Lincoln set aside Thursday, Nov. 26, as a day of thanks. The previous week he had just delivered the Gettysburg Address declaring a new birth of freedom in the United States, commemorating the bloodiest battle on American soil. At the beginning of the year, he had issued the Emancipation Proclamation, making the flight of slaves in the South to Union battle lines a march to true freedom and giving the Civil War a new meaning. After the defeats of the Army of Northern Virginia at Antietam in 1862 and Gettysburg in 1863, the tide of the war had swung. Over the past 150 years, the day grew from a day of reverence to be commercialized into marking the beginning of shopping for the Christmas season-a clearly religious holiday also transformed into a commercial spectacle. Not unlike the battles of 150 years ago, America is today deeply divided. Over the past 40 years, inequality has grown at an increasing rate. The benefits of economic growth continue to concentrate among the top 1 percent.
