SUMMARY
A Management Survey A Standard Asbestos Survey was carried out in accordance with HSE Guidance Publication HSG 264 in the premises (communal areas) known as 4 Oxford Grove, Ilfracombe, Devon, EX34 9HQ. The survey was carried out by Abercorn Environmental Ltd on behalf of Mr Glen Borthwick of 19 Chambercombe Park Road, Ilfracombe, N Devon, EX34 9QN,. The purpose of this survey was to locate, as far as reasonably practicable, the presence and extent of all suspected Asbestos Containing Materials (ACMs) in the building(s) as identified by Mr Glen Borthwick of 19 Chambercombe Park Road, Ilfracombe, N Devon, EX34 9QN, which could be damaged or disturbed during normal occupancy, including foreseeable maintenance and installation, and to assess their condition. During the survey 1 sample of suspected ACM was taken for analysis and found not to contain asbestos.

Due to access restrictions and live electrical equipment asbestos containing materials were suspected and, therefore, presumed in 7 areas or materials until proven otherwise. No investigation or samples were taken of the dividing walls and floors, undersides of stairs and ceilings as the act of investigation and sampling would have adversely affected the integrity of the materials. Asbestos containing materials may have been used in these areas when the building was divided into a shop with flats over. It is therefore recommended that further investigation is carried out to ascertain the presences of asbestos containing materials prior to any works being carried out. A Refurbishment / Demolition Survey must be carried out prior to any demolition or refurbishment woks commencing. Due to the nature and variety of asbestos uses in building construction and the complex nature of some buildings, especially where modified over the years, it is likely that some ACMs may not have been identified in the survey.

Introduction
A survey was carried out to ascertain the possibility of any Asbestos Containing Materials (ACMs) within the identified communal areas of 4 Oxford Grove, Ilfracombe, Devon, EX34 9HQ. This report presents the findings of the survey.

Property Details
Site Address Communal Areas of 4 Oxford Grove, Ilfracombe, Devon, EX34 9HQ. Site Description: The building is situated close to the centre and harbour of Ilfracombe and comprises a mid terrace property divided into flats over four floors. The construction is predominately of masonry walls under a pitched roof. On the day of the survey the flats were occupied.

Scope of Survey
The survey has specifically been commissioned to identify ACMs in the communal areas of the building known as the communal areas of 4 Oxford Grove, Ilfracombe, Devon, EX34 9HQ as identified by Mr Glen Borthwick of 19 Chambercombe Park Road, Ilfracombe, N Devon, EX34 9QN,.

Variations or deviations from the standard HSG 264 method: Reduced sampling regime to textured coating to reduce damage and potential for fibre release.

Comments / Exclusions: A Refurbishment and Demolition Survey must be carried out prior to any demolition or refurbishment woks commencing. Caution must be exercised when carrying out work to areas not inspected and therefore presumed to contain asbestos. See asbestos register.

Where provided floor plans should be regarded as sketch-plans and for identification purposes only. They are intended to provide a visual appreciation of the buildings surveyed, showing locations of suspected ACMs and where samples were taken.

SURVEY DETAILS
Survey Type
Survey Request A Management Survey A Standard Asbestos Survey as prescribed in the Health & Safety Executives (HSE) guidance publication HSG 264 was requested by the client. The purpose of the survey is to locate as far as reasonably practicable, the presence and extent of any suspect ACMs and assess their condition Method & Type The nature of the survey is a Management Asbestos Survey as detailed in HSE guidance publication HSG 264 Asbestos: The Survey Guide. The purpose of the survey is to locate, as far as reasonably practicable, the presence and extent of any suspect ACMs in the building(s) which could be damaged or disturbed during normal occupancy, including foreseeable maintenance and installation, and to assess their condition. It may involve minor intrusive work and disturbance. The survey will usually involve sampling and analysis to confirm the presence or absence of asbestos but can be completed using a combination of sampling ACMs and presuming ACMs, or indeed, just presuming. Any materials found to, or presumed to contain asbestos must also have their condition assessed. Where appropriate, bulk samples of suspected ACMs are taken from the property. Representative samples are also taken of any materials that may be confused with ACMs. Sampling location stickers, bearing the individual samples unique identification number, are applied to all sample points where practicable, for future reference. Products that are very unlikely to contain asbestos are not sampled (e.g. wall paper, plasterboard, chipboard, wood etc). All samples taken are sent to a UKAS Accredited Laboratory for analysis by polarised light microscopy (PLM) as per the method prescribed in HSG 248 Asbestos: The analysts guide for sampling, analysis and clearance procedures.

SURVEY DETAILS

Asbestos Register A Survey Report Form (SRF) is completed for each suspect sample taken, for materials strongly presumed to contain asbestos (i.e. materials visually similar to positively identified ACMs) and for areas presumed to contain asbestos (i.e. areas where no access could be gained at the time of the survey and non-accessed items of (electrical) equipment and plant. Each SRF contains a colour photograph, individual material risk assessment scores (as prescribed under HSG 264), management recommendations and general observations / comments (where appropriate). The SRFs are combined together to form a site-specific asbestos register (see Appendix A). This report presents the findings of the survey and analysis reports of any bulk samples taken.

LIMITATIONS
The surveyors undertook a visual inspection of the exterior and interior of the buildings as was accessible at the time of the surveys with safety and without undue difficulty. Accordingly, the reports cover all those parts of the buildings which were visible whilst standing at ground level within the boundaries of the site and adjacent public/communal areas and whilst standing at the various floor levels. The survey was limited to those areas which were readily accessed at the time of the survey; The scope of the work requested is limited to the areas identified by the client. We have not inspected any areas or surfaces that required us to remove or relocate fitted floor coverings, blinds / curtains, kitchen units, sanitary ware or other fixtures and fittings; This report only relates to the situation on the day(s) of the inspection and cannot take into account subsequent changes in circumstances. Materials were only sampled where the surveyor considered there was a high probability that they may contain asbestos. This report contains findings based upon visual inspection and results of laboratory analysis. . Where areas have been identified as inaccessible within the report, it indicates that the area specified was not accessible to the surveyor at the time of the inspection, either because such areas were locked or to gain entry would require an unreasonable degree of dismantling to the structure of the building. The client is therefore advised to the possibility of there being asbestos containing materials in such areas. No responsibility will be accepted for the presence of asbestos in voids (under floor, or behind wall or ceiling) or pipe work ducts other than those opened up during the survey. The surveyors did not report on concealed spaces, which may exist within the fabric of the building where the extent and presence of these were not evident due to inaccessibility or insufficient knowledge of the buildings at the time of the surveys and were also outside of the scope of the survey requested. Samples were not be taken where prohibited or prevented by the client or their representative or tenant; Samples were not be taken where the act of sampling would endanger the surveyor, or affect the functional integrity of the item concerned, for example, fuses in electrical boxes, gaskets, fire doors, ropes associated with heating, glazing or power plant. The identification of materials referred to as Asbestos Insulating Board (AIB) or Asbestos Cement (AC) is based upon their visual appearance alone. Density checks on materials were not carried out unless stated otherwise. No responsibility will be accepted for the presence of asbestos in materials other than those sampled at the requisite density.

LIMITATIONS

Unless otherwise stated pipe work insulation and heating plant was not inspected. Representative samples were taken at random intervals where suspect material was observed. The scope of works did not permit complete exposure and assessment of all pipe work and heating plant. Inspection of roof voids was limited to a head and shoulders inspection. No items were moved including loft insulation within the void. Due to the nature and variety of asbestos uses in building construction and the complex nature of some buildings, especially where modified over the years, it is likely that some ACMs may not have been identified in the survey. Asbestos containing materials are sometimes concealed within the fabric of a building or within sealed building voids, so it is not always possible to regard the findings of any survey as being definitive. Therefore, it must always remain a possibility that further asbestos containing materials may be found during any alteration, refurbishment or demolition works. The completion of this Management Survey A Standard Asbestos Survey report does not negate the Duty Holders responsibility to commission a Refurbishment and Demolition Survey prior to the commencement of any alteration, refurbishment or demolition works. Manufactured products containing asbestos have been extremely diverse. Therefore, responsibility cannot be accepted for any consequential loss or damage resulting from non-recognition of a material that is later established as having an asbestos content.
Certain Artex type textured coatings and decorative plasters may contain very small quantities of asbestos. In situ, these coatings are often composed of different batches of product or may have been repaired / patched at different times. It is, therefore, possible that any Artex samples taken may not be representative of the entire coating. Recent research suggests that in some cases, the fibres may have diameters below 0.1 um. These may not be visible by the optical microscopy method described in HSE publications HSG248.

A limited inspection, if applicable was made of pipe work concealed by overlying non-asbestos insulation. Inspection of pipe work was limited primarily to the insulation which was visible. The presence of asbestos debris on pipe work which is not readily visible or would have required the removal and replacement of overlying non-asbestos insulation is beyond the scope of the survey; Figures quoted in the asbestos register detailing the extent of ACMs are approximate based on visual inspection on the day of the survey and should be used as a guide only. At the time of the survey no access was gained to materials and or void areas located above, behind or attached to suspect asbestos containing materials (ACMs) sampled or presumed throughout the site. To do so would have required surveyors to break through suspect ACMs such as textured coating and insulation board potentially contaminate themselves and the work area with asbestos. Therefore it is recommended that site operatives are made aware of this survey limitation and instructed to exercise caution when breaking through materials and or areas located above, behind or attached to suspect ACMs that have been found not to contain asbestos following laboratory analysis. No responsibility can be taken for any misrepresentation of this report by third parties

LIMITATIONS

GENERAL EXCLUSIONS

We have not inspected flues, ducts voids or any similarly enclosed areas, the access to which necessitated the use of specialist equipment or tools, or which would have caused damage to decoration, fixtures, fittings or the structure. Therefore we are unable to report on any asbestos that may be present in these areas. We have not inspected any areas or surfaces that would require the removal or relocation of carpets, furniture, blinds, curtains, fixtures etc. We have not inspected any part requiring specialist access equipment other than using stepladders to a maximum height of 3 metres. Any requirement for specialist access equipment has been specifically excluded unless otherwise stated. No responsibility is accepted for the presence of asbestos in voids (under floor, floor, wall or ceiling) other than those opened up during the investigation. Samples have not been taken where the act of sampling would endanger the surveyor or affect the functional integrity of the item concerned. For example; fuses within electrical boxes, gaskets, fire doors, and ropes associated with heating, glazing or power plant etc. Representative bulk samples have been taken from all materials, which upon visual inspection appeared likely to contain asbestos. We have not reported on concealed spaces, which may exist within the fabric of the building where the extent and presence of these is not evident due to inaccessibility or insufficient knowledge of the structure at the time of the survey. During the course of the survey all reasonable efforts were made to identify the presence of asbestos containing materials within the surveyed areas however, asbestos containing materials are sometimes concealed within the fabric of a building or within sealed building voids, so it is not always possible to regard the findings of any survey as being definitive. Therefore, it must always remain a possibility that further asbestos containing materials may be found during any alteration, refurbishment or demolition works.
