Fraser Region Budget 2009/10 Mobilization

Meeting Notes - August 20, 2009

1. Feedback on Budget 2009: Making ourselves heard - A toolkit for effective


community engagement
• Lots of good background
a) Toolkit needs to reflect a much broader context - effects of lessened
foundation, gaming, social enterprise and other incomes - not all about
government funding. There is a significant increase in poverty and the
relief of poverty beyond EI and income assistance is only supported by
community
b) Concern about messaging – need a provincially consistent and tighter
level of messaging – local Fed members will tailor community messages
c) Need, as part of analysis, the impact on our agencies as community
businesses, renters, staff, suppliers, etc.
d) If major cuts happen the expertise loss and ultimately the rebuilding cost
e) One member talked about having 4 MLA’s in their community - 2 Liberal,
2 NDP. The same message to NDP and Liberals doesn’t work. If you want
it to move an issue forward give it to Liberals. If you want the issue on the
floor of the Legislature give it to the NDP. Visits to MLA’s should have
clarity of purpose.
f) Template development on what the children, youth and families we work
with can say.
g) Where is Board Voice in this?

2. Overview of plan to mobilize Fraser members discussed.

a) Each mobilizer calls 4 - 5 other Fed members and asks them to develop a
plan collectively. The attached matrix outlines who is calling who.
b) See every MLA in their area (see attached matrix). The MLA will ask what
you want them to do. Be prepared (see e above).
c) Support resolutions to individual City Councils. Federation is being asked
to draft a city council resolution which has a basic message of 1) support
services for citizens in economic downturn 2) don’t download.
Some councils may not be interested, others could be

d) Letter writing by the people we serve, staff and Board

e) Media stories about the value of the work we do (at least 1 story per
agency)

f) Speaking at service club meetings, community events etc. Seek out allies
and spokespeople in the community who can take our messages to
tables and organizations that we don’t have access to. Family Resource
Programs, I.S.S., Success, BIA’s etc.

The mobilizer then develops a support and feedback mechanism to themselves that
documents what the 4 - 5 agencies are doing so that Lynda and Ian can report back
to the Federation.

Next Steps (beyond doing all of the above)

1. Ian to call Tim and Jim with the above info

2. The strategy will either be a crisis strategy (if the September budget hits us hard)
or a strategy working towards the March 2010 budget. The Federation Board is
meeting on September 2 (the day after the budget) to discuss and recommend
strategy to its members.

3. Merlyn will do an on line repository http://budgetmobilization.posterous.com. This


site is private. The password is "fcssbc". We can now post to our shared group
blog, Federation Mobilization Site. Merlyn has added your email address to the
site so anytime you email post@budgetmobilization.posterous.com, you'll see it
online at http://budgetmobilization.posterous.com. The subject of your email
becomes the title of your post, and the body and attachments of the email
become the content of your post. You can post text, photos, music, video,
documents and all kinds of files, emailing it to
post@budgetmobilization.posterous.com.
