SEMINAR ON LIBRARY AND INFORMATION SCIENCE EDUCATION : COLLABORATION AMONG ASEAN COUNTRIES

The seminar from 14-16 July 2013 was hosted by the School of Liberal Arts of the Sukhothai Thammathirat Open University, Bangpod, Pak Kret, Nonthaburi, Thailand. It was attended by one participant from each ASEAN member state and one from India, Japan and Taiwan respectively and 33 Thai LIS educators and Ph.D students. Pn Nellie DPH Sunny, BLA President represented Brunei Darussalam. The seminar was opened by Assoc. Prof. Chailerd Pinchipornchai, President Sukhothai Thammathirat Open University pada 15 Julai 2013 dan declared closed by Prof. Patamapron Yenbamrung, Chairman Organising Committee. The seminar heard country updates followed by a lively discussion forum on five main areas of possible collaboration i.e. Curriculum and Teaching, Education media, research in LIS, professional development and resource sharing and other academic activities.

BLA COUNCIL MEETING


The meeting was held on evening of 19 June 2013. The meeting discussed preparation for Kuala Lumpur Study visit in November and the Majlis Mambaca Surah Yassin, Tahlil and Sungkai on Friday 5 July 2013.

MEETING OF THE COMMITTEE ON TRAINING


The 3 rd meeting was held on 2 Ramadan 1434 10 July 2013 at 3pm to discuss the library qualification framework and defining the Certificate curriculum based on the revised competencies skills . Members agreed to split the certificate into 3 levels and to produce the programme details after one month. Members also discussed looking at e-learning as a positive option.

The 4 meeting was held on Friday 11 Ramadan 1434, 19 July 2013. Pn Nellie shared with the members the outcome of the Seminar LIS: Collaboration among ASEAN countries. The seminar agreed to think about ASEAN , to promote LIS education and research in a much more interactive way, to improve image of LIS as st an indispensible profession in the 21 century. organising all kinds of knowledge is our business, the need to sharpen our skills and make them visible to the world.

ALUMNI CLASS OF 64 DINNER

YB Pehin Orang Kaya Seri Karna Dato Seri Setia (Dr) Hj Awang Abu Bakar Hj Apong hosted a dinner for the members of Alumni Class of 64 on 18 June 2013. It was attended by DSP Hj Eussoff Agaki, Dato Hj Ahmad, Nellie, Pg Datin Hjh Siti Mariam, Awg.Hj Alamin, Lt Kol Hj Sarbini, Awg Hj Ahmad. Also present were Dyg Nurul Fajrina and Dyg Nooralizah.

TEA WITH LIS OVERSEAS STUDENTS


Pn Nellie, BLA President hosted a tea on 18 June 2013 with LIS overseas students Dyg Norliha and Awg Md Hafizuddin currently studying BSc Econ Information and Library Studies in at Aberyswyth University and NDILM graduates Dyg Amalina (JIS librarian) and Dyg Zuriani (a teacher), two of four students who completed their Advanced Diploma in Information/Library Services (HND) at Canberra Institute of Technology, shared their learning experiences while studying overseas and made suggestions to useful topics for consideration in future LIS programmes in Brunei Darussalam.

SEMINAR ON LIS EDUCATION: COLLABORATION AMONG ASEAN COUNTRIES

The participants were taken on a study visit to Pra Nakorn Province, some 56 km from Bangkok. We visited three places of interest: Pra Pathom Chedi-the biggest pagoda in Thailand and is the first Buddist religion landmark. It is the tallest in the world with a height of 127m and a diameter of 233m.

Then we proceeded to Silpakhorn University and visited the Central Library. We were welcomed by the University Librarian. We toured the Thai Western Regional Information Centre, Mom Luang Pin Malakul Memorial Room and the Silpakorn University Archives.

Our final stop was at the Sanam Chandra Palace built by King Rama VI in 1907 with a French and English style, on a 335 acres site consisting of five main buildings and a shrine. It is now a museum.

TRAINING OF TRAINERS BASED ON THE COMMONWEALTH MANUAL ON YOUTH ENTERPRISE/ENTREPRENEURSHIP


The training workshop was held on 26 June to 2 July 2013 at Mangrove Paradise Resort. It was organized by Youth Entrepreneurship Development Unit, Youth and Sports Development, Ministry of Culture, Youth and Sports and conducted by four Commonwealth experts. The training was based on the Commonwealth Manual on Youth entrepreneurship produced by the Commonwealth Youth Programme..

Fourty three participants from NGOs, schools, attended the workshop. Pn Nellie was representing the WBC. they are expected to become trainers and train youths in entrepreneurship using the Manual.

There are 7 modules in the Manual among the topics were level of active concentration for excellence, behavioural blocks to excellence, business planning and enterprise creation,. Participants learnt through interactive games, micro lab, and role play.The workshop was closed by Tuan Hj Suhaila, Dep Permanent Secretary of Education. who also presented certificates to the participants.

EFFECTIVE SUCCESSION PLANNING AND TALENT MANAGEMENT IN LIBRARIES & INFORMATION CENTRES
by Hjh Rosnani Binti Hj Yaakub, Mindef Library & Info Centre The workshop from 5-7 February 2013 was a programme under the Workshop On Leadership For Libraries And Information Centres [Series 2] organised by the Perdana Leadership Foundation, Putrajaya, Kuala Lumpur, for senior officers, chief librarian and library officers. There were four participants from Brunei Darussalam namely Hjh Rosnani Binti Hj Yaakub Mindef Library & Info centre, Hjh Pusparaini Binti Hj Thani Institut Teknologi Brunei, Hjh Norsenah Binti Hj Nasir Dewan Bahasa Dan Pustaka Brunei and,Hjh Nurul Rabiatul Adawiyah Binti Hj Berudin Mindef Library & Info Centre The theme of the workshop was effective succession planning and talent management in libraries and info centres. Succession planning involves having senior executives periodically review their top executives and those in the next lower level to determine several backups for each senior position. Organizations will need to create pools of candidates with high leadership potential. It often takes years of grooming to develop effective senior managers.

OBJECTIVES The objectives helps to answer two fundamental questions: How well-positioned are libraries in retaining the best performers to meet current and future challenges The programme delivers the information and insights needed to help libraries respond to a rapidlyshifting landscape. It is designed for those whose role is to think strategically about emerging needs of users, about changing expectations of library staff, about new technologies and about the long term range plans for the library within a larger institutional context. How effective are librarians own succession planning strategy? Service strategies in all arenas are moving toward customization or individualization, customization means getting customers to teach you, what they want, remembering what they teach you, providing what they want. In a customer focus environment, development and delivery of library and information services must involve the customer to a great extent.

PROGRAMME AGENDA The workshop delivered various topic such as defining succession planning and talent management, approach to attract and retain talented workers, skill practice, the succession planning 9 box, talent management framework, identify key positions & competencies, selecting high potential candidates, leadership development (how to plan for leadership development) and lessons learnt and next step. The participants were encouraged to get involved with the discussions, sharing their experience, analysed case study and group presentation.

IMPORTANT TOPIC SUCCESSION PLANNING VS REPLACEMENT PLANNING Succession planning is the process of identifying and preparing suitable employees through mentoring, training and job rotation to replace key players such as the (CEO) within an organization as their terms expire and focused on developing talent to move forward. Replacement planning is focused on identifying immediate understudies. Go to page 7

A deliberate and systematic effort in an organization to ensure that key leadership continuity is key positions retain and develop intellectual and knowledge capital for the future and encourage individual enhancement.

FUTURE TALENT REQUIREMENTS FOR THE LIBARIAN The future talent requirements for the librarian needs three step to be implemented: Identify the current and future talent requirement for the entire librarian Critical positions within the librarian are identified, the detailed skill, performance, and experience requirements for those positions. Developed robust talent database Develop a comprehensive database by integrating information from multiple internal systems, such as, quantitative and qualitative performance data, competency ratings, training and employee relations data. Employ powerful talent search and reporting The powerful features of succession planning solution, automatically identifies all individuals eligible for career promotion on a quarterly basis and manages the individual development plans for participants identified a high potential.

CONCLUSION The workshop ended with fruitful knowledge and experience. It guides the participants how to create a talent pool for their organization. Teach the long term and short term planning for the future development of librarians. The participants were given with tips on how to get the most out of the event with powerful quotes such as: Participate, be an active listener, be helpful and proactive, ask questions when the opportunity and Q& A sessions, be willing to share experiences with other participants, appreciate others viewpoints, be punctual and do not go MIA (Missing and Action), enjoy yourself.
