Development means A process in which something passes by degrees to a different stage or the process of change. Development the act of making some area of land or water more profitable or productive or useful. When referring to a socio-economic system, development usually means improvement either in general situation of the system, or in some of its constituent elements. Development may occur due to some deliberate action carried out by single agents or by some authority to achieve improvement to favorable circumstances in both development policies and private investment, in all their forms are example of such actions. Development is a multi dimensional concept in its nature. Because any improvement of complex systems, as indeed actual socio-economic system are, can occur in different parts or ways, at difference speeds and driven by different forces. Additionally the de development of one part of the system may be detrimental to the development of other parts. The act of managing something or the process of planning, organizing, coordinating, managing, controlling and evaluating to accomplish predetermined objectives of an institution through coordinated use of human and material resources.

Management as an academic discipline refers to, substantive body of knowledge of concepts, theories, laws and applications in practice. Henry Fayol: - To manage is to forecast and plan, to organize, to command, to coordinate and to control.

Development Management

Development management deals with the coordination and management processes of international development programs and projects. The dominant paradigm in development management is the intervention in the form of a transfer of aid by an external agency/donor and the oversight of the related project cycle, i.e. project identification, planning (formulation and appraisal), implementation and monitoring, and evaluation.

A broad range of donors and implementing organizations use the Logical Framework Approach to provide a structured method of project cycle management. The term development management is used in this sense of achievement and objectives with optimum use of limited resources in manpower, finance, material, time and also active contribution to the clarification and reformation of policies and objectives.

Social Sector Development


Development of Social Sector and Human Resource Development is one of the most rewarding investments available to promote national development. Education contributes to improving national and individual welfare through multiple pathways like helping people to become more productive and earn more (their human capital), improving health, enriching lives through empowerment and giving more people better opportunities and thus greater equity through opportunity. Many of the world's states, through international conventions and commitments, have recognized education as a human right. NCG acknowledge that human resource development and in particular, equal educational opportunities, should be provided for all groups within a society, including persons with disabilities, women and girls and other - often socially excluded groups. Due to lack of resources in many countries, innovative approaches must be developed in order to improve the capacities of the public education system. In order to do so, methods of organizational development and resource management for education are of important issues. In response to the above NCG conducts research and analysis in the fields of national and regional sector studies, reviews and evaluations on core issues related to human resource development. Studies and reviews of strategies and programme related to primary, secondary and tertiary education.

Developmental Model
Public Private Partnership: - Public Private Partnership means an arrangement between a government / statutory entity / government owned entity on one side and a private sector entity on the other, for the provision of public assets and/or public services, through investments being made and/or management being undertaken by the private sector entity, for a specified period of time, where there is well defined allocation of risk between the private sector and the public entity and the private entity receives performance linked payments that conform (or are benchmarked) to specified and pre-determined performance standards, measurable by the public entity or its representative. A contractual agreement between public and private sector partners which allows more private sector participation than is traditional: Private sector may design, construct, finance, operate, maintain, renovate and / or manage a facility or system Public sector usually retains ownership of the facility or system Sharing of roles, responsibilities, risks and rewards Possibility of Private Sector equity

Build Own Transfer: - The private entity meets the upfront cost of design, construction and recurring cost on operation and maintenance. The Private entity recovers the entire cost along with the interest from collection of user utilization during the agreed concession period. Capital infusion is available from the public entity. A risk sharing model is predominant in this model. The private business builds and operates the public facility for an agreed period of time. Once the facility is operational as agreed, or at the end of the time period, the private entity transfers the facility ownership to the public, here it may be construed as Government. Under this category, the private partner is responsible to design, build, operate (during the contracted period) and transfer back the facility to the public sector. The private sector partner is expected to bring the finance for the project and take the responsibility to construct and maintain it. The public sector will either pay a rent for using the facility or allow it to collect revenue from the users. The national highway projects contracted out by NHAI under PPP mode is an example. This model is a classic example for IT industry.

Build Own Operate Transfer: - Build Operate Transfer model except that the private entity has to transfer the facility back to the public sector. In BOOT model the government grants a private entity to finance, design, build and operate a facility for a specific period of time before the transfer. Build-Own-Operate-Transfer (BOOT) is a type of procurement strategy utilizing project finance to fund infrastructure projects. Although the term BOOT is relatively new, privatized infrastructure projects have been around for several centuries. In a BOOT project, a project company, normally a special project vehicle (SPV) is given a concession to build and operate a facility that would otherwise be built by the public sector. The facility might be a power station, toll road, airport, bridge, tunnel, water supply and sewerage system, railway, communication or manufacturing plant.

Special Economic Zone: - Special Economic Zone (SEZ) is defined as "a specifically delineated duty free enclave and shall be deemed to be foreign territory for the purposes of trade operations and duties and tariffs. An engine for economic growth Supported by quality infrastructure Complemented by an attractive fiscal package With the minimum possible regulations. Government of India have notified Special Economic Zones (SEZs) Act 2005 and notified Special Economic Zone Rules 2006 with a view to augmenting infrastructure facilities for export.

Relevance of Development Management Models to social Work Profession


Social Work Profession had an important role in development management model. Each and every development management model needs the rules & regulations, skills, values, ethics, an important role of principles. These things are possible through the social work profession.

Provide recreational facilities for individual development Shelter should be provided to each and every individual.

Conclusion
There are many of development management organizations working to relieve suffering, promote the interests of the poor, protect the environment, provide basic social services, or undertake community development. Together, these organizations form an extremely heterogeneous group and differ in an array of ways. Some are government affiliated, SEZs, POTs, BOTs, BOOTs, and PPPs models and others bi-lateral or multi-lateral agencies; many are associated with educational institutions, and most are

nongovernmental organizations (NGOs). Among them, many work internationally, while even more work in a single country or are focused on a specific community. Additionally, these organizations vary substantively in the services they provide.
